THE INSTITUTE OF TEACHING AND RESEARCH IN AYURVEDA BILL, 2020
A. Introduction
Minister of State for AYUSH, Mr Shripad Yesso Nail, introduced The Institute of Teaching and Research in Ayurveda Bill, 2020 on 10 February 2020.

The Ayurveda Bill aims to merge three institutions dedicated to the research and teaching of Ayurveda into one central institute called 'the Institute of Teaching and Research in Ayurveda'. The Bill states that it should be declared as an institution of National Importance.  
B. The Merger
There currently exist three institutes, namely:
the Institute of Post Graduate Teaching and Research in Ayurveda, Jamnagar;
Shree Gulabkunverba Ayurved Mahavidyalaya, Jamnagar;
the Indian Institute of Ayurvedic Pharmaceutical Sciences, Jamnagar,
The Bill proposes merging them into one institute called 'Institute of Teaching and Research in Ayurveda'. It will be situated on the campus of the Gujarat Ayurved University, Jamnagar, and shall be held to be an institute of national importance.
C. The institution
The Ayurveda Bill states that the institution shall consist of:
the Minister of AYUSH,
Secretary and technical head of Ayurveda, Ministry of AYUSH,
Secretary, department of health, the government of Gujarat,
the Director of the Institute,
Director-General, Central Council for Research in Ayurveda,
three experts in Ayurveda with expertise in education, industry, and research,
three Members of Parliament.
The institute's first director shall be the existing person holding the post of The Director of the Institute of Post Graduate Teaching and Research in Ayurveda. The governing body of the institute shall exercise such functions and prescribed.
The functions of the institute, as per the Ayurveda Bill are:
provide for undergraduate and postgraduate teaching in Ayurveda (including pharmacy),
prescribe courses and curricula for both undergraduate and postgraduate studies in Ayurveda,
provide facilities for research in the various branches of Ayurved,
hold examinations and grant degrees, diplomas, and other distinctions and titles in education in Ayurveda and pharmacy, and
maintain well-equipped colleges and hospitals for Ayurveda supporting staffs such as nurses and pharmacists.
D. Our word
The synchronization among separate institutions will help demonstrate high education standards and will emerge as a guiding institution for the entire AYUSH sector. It shall provide the highest quality of training to personnel in several branches of Ayurveda and take up studies in the field of Ayurveda.

JAMNAGAR: Prime Minister Narendra Modi on Friday dedicated to the nation an Ayurveda teaching and research institute here in Gujarat that will offer a range of courses and forge inter-disciplinary collaborations to give a contemporary thrust to the ancient medicine system. The newly formed Institute of Teaching and Research in Ayurveda (ITRA), which the PM inaugurated through video conferencing, has been accorded the status of an “institution of national importance” (INI). ITRA, situated in the Gujarat Ayurveda University campus in Jamnagar city, was created through an Act of Parliament recently. It was formed by merging a cluster of four Ayurveda institutes at the university campus. These four institutes were – the Institute for Post Graduate Teaching and Research in Ayurveda, Shree Gulab Kunverba Ayurveda Mahavidyalaya, Institute of Ayurvedic Pharmaceutical Sciences and Maharshi Patanjali Institute for Yoga Naturopathy Education and Research. In September, Parliament had passed a Bill for creation of ITRA and conferred it the status of an “institution of national importance”. ITRA is the first institute to enjoy this status in the AYUSH (Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy) sector, said a release by the PIB. “ITRA will be the first institution with INI status in the AYUSH sector, and this will enable the institution to be independent and innovative in the matter of deciding course content and pedagogy,” said the release. “The decision comes at a time when global interest in health solutions based on traditional wisdom is at an unprecedentedly high level and ITRA is poised to take Ayurveda education to new vistas,” it added. A release by the Ministry of AYUSH stated that ITRA will have autonomy to upgrade standards of Ayurveda education. “It will offer courses as per national and international demand and forge inter-disciplinary collaborations to give a contemporary thrust to Ayurveda,” said the release. The Gujarat Ayurveda University was established in 1967 by an Act of the state Assembly. It is the first statutory University of its kind both at national and international level – exclusively devoted to Ayurvedic studies and research, said a release by the state government. “This university is an autonomous organisation fully financed by the Gujarat government. “The university looks after the management of the institutes and colleges situated in the campus along with conducting examinations of degrees/diplomas awarded by the university,” it added.

From Finance Bill to Termination of Pregnancy, Bills passed by Parliament

Parliament passed 12 bills during the curtailed budget session with Lok Sabha passing 15 bills and Rajya Sabha 13. During the session, 19 bills were introduced in the two Houses (18 in Lok Sabha and 1 in Rajya Sabha).
The two Houses were adjourned sine die on Monday after completion of the budgetary process including passage of the Finance Bill. The second part of the session was curtailed in view of the threat of the spread of coronavirus.
The budget session began on January 31 and the first part of the session ended on February 11 while the second part of the session commenced on March 2. The recess was used by department-related standing committees to examine the demands for grants.

NEW DELHI: The Lok Sabha on Thursday passed a Bill that seeks merger of three Ayurveda institutes into one by establishing an Institute of Teaching and Research in Ayurveda by declaring it as an Institution of National Importance.
If the Institute of Teaching and Research in Ayurveda Bill, 2020 gets the Rajya Sabha’s approval the status of Institution of National Importance will be given to the Institute of Teaching and Research in Ayurveda, Jamnagar, by conglomerating the cluster of Ayurveda Institutes at Gujarat Ayurveda University (GAU) campus, Jamnagar, Gujarat.
The Bill seeks merger of the Institute of Post Graduate Teaching and Research in Ayurveda, Shree Gulabkunverba Ayurved Mahavidyalaya, and the Indian Institute of Ayurvedic Pharmaceutical Sciences. The three institutes are based in Jamnagar.
The Bill states that the objective of the Institute will be to develop patterns of teaching in medical education in Ayurveda and pharmacy, bring together educational facilities for training of personnel in all branches of Ayurveda, attain self-sufficiency in postgraduate education to meet the need for specialists and medical teachers in Ayurveda, and make an in-depth study and research in the field of Ayurveda.
The lower House passed the Bill after over three hours debate in which various opposition MPs raised questions over why such an institute is being established in Gujarat only and urged the government to set up similar institutes in Kerala, West Bengal and Maharashtra as well.
The Congress, Nationalist Congress Party (NCP) and YSR Congress MPs among others, who participated in the discussion, raised the issue in the lower House. “We are talking about strengthening Ayurveda by elevating the particular thing in Jamnagar. But the fact is, on what basis is it considered an institute of national importance. Where is the equality with the other institutions as provided by the Constitution.
“Standing Committee on HRD had once said that there should be parameters to evaluate the institutions. It is not being done there (Gujrat). Is it merely because of Ayurveda Institutes at Gujarat Ayurveda University (GAU) campus,” Congress Shashi Tharoor said.
“I request that what is being done in Gujarat also be done in Kerala. Similar national University of Ayurveda should also be set up in Thiruvananthapuram as Institute of National importance.”
Raghu Ramakrishna Raju of YSR Congress said he is happy that by taking such initiative the government is going back to the roots of Indian Ayurveda that was invented by Dhanwantari – a Hindu God of medicine – and requested that similar institutes should also be established in Kerala and West Bengal also which are rich in this ancient medical terminology.
NCP’s Amol Ramsing Kolhe appreciated the central government’s initiative for establishing an Ayurveda institute of National importance in Gujarat but asked why similar institutes are not being set up in Kerala, West Bengal and Maharashtra.
Responding to discussions, Minister of State for AYUSH Shripad Yesso Naik said that 11 institutes of national importance will be established across the country and one of such institutes will be set up in Thiruvananthpuram too.
The Bill provides that the institute will consist of 15 members, which include three technical experts. The functions of the institute will include providing for undergraduate and postgraduate teaching in Ayurveda (including pharmacy) and prescribe courses and curricula for both undergraduate and postgraduate studies in Ayurveda.
It will also provide facilities for research in the various branches of Ayurveda, hold examinations and grant degrees, diplomas and other distinctions and titles in education in Ayurveda and pharmacy, and maintain well-equipped colleges and hospitals for Ayurveda supporting staff such as nurses and pharmacists.
