New Brunswick adopts Ottawa's carbon pricing plan, but premier isn't happy about it
New Brunswick Premier Blaine Higgs says his government will align the province's carbon pricing plan with Ottawa's so-called backstop program.
The move, announced Thursday, will bring New Brunswick in line with the rest of Atlantic Canada.
The decision means the federal government will apply its carbon tax and will be responsible for redistributing the revenues.
Under the federal program, 90 per cent of the tax revenues collected will be returned to residents through rebate cheques.
Premier Blaine Higgs issued a statement saying the carbon-pricing plan introduced by the province in 2020 will be ditched because the federal government announced last fall it would start applying its program across Atlantic Canada.
As a result, the province will stop collecting the carbon charge, but Higgs said his government remains committed to previously introduced tax reductions and funding for climate change initiatives.
Despite the harmonization of the program, the Progressive Conservative premier couldn't resist taking a shot at Ottawa.
"As we have said from the outset, the federal carbon tax has and will continue to result in higher prices on everything," the premier said in a statement.
"We remain concerned the tax will continue to have a larger impact on individuals, businesses, and the economy."
Higgs said he expects New Brunswick residents to receive rebate cheques similar to those sent to P.E.I. and Nova Scotia, which he says amount to $960 and $992 respectively for a family of four on annual basis.

Days after the coup, Gerard Latortue was selected as the prime-minister of Haiti by international powers. His administration’s actions signalled a return to the pre-Lavalas status quo by reintroducing neo-liberal policies. The Latortue government presided to cut the national school meal program and the literacy program, while introducing a tax holiday for businesses which favoured the country’s wealthy elite [5]. The Latortue government also reinstitutionalized the military which had been dissolved by Aristide. In March of 2004, Latortue’s new Interior Minister, the ex-General Hérard Abraham, announced plans to integrate the paramilitaries into the police force and confirmed his intention to re-establish the army which Aristide abolished in 1995” [6]. The now reinstated paramilitaries proceeded to unleash mass violence on suspected Lavalas supporters in the period following the coup. According to a Lancet report published in 2006, “8000 individuals were murdered in the greater Port-au-Prince area during the 22-month period assessed. Almost half of the identified perpetrators were government forces or outside political actors. Sexual assault of women and girls was common, with findings suggesting that 35 000 women were victimised in the area; more than half of all female victims were younger than 18 years” [9]. The report identifies the Haitian National Police (HNP) and armed anti-Lavalas groups as being among the main perpetrators of this violence. The HNP, which had become militarized following the coup, acted as a bulwark against democratic movements, similar to the Haitian army prior to its dissolution.
Canadian forces were actively training the HNP as it was committing its worst abuses [2][5]. Brian Concannon Jr, director of the Institute for Justice and Democracy in Haiti says, “When 20 to 30 people were getting killed a year there was a cascade of condemnation pouring down on the Aristide government, now that as many as 20 to 30 are getting killed in a day, there is silence… It is an obvious double standard” [10]. In addition, Canada gave full financial and diplomatic support to the Latortue government. According to Engler, “Ottawa provided tens of millions of dollars in foreign aid to the installed government, publicly supported coup officials and employed numerous officials within coup government ministries’’ [2]. According to a study conducted by Kevin Walby and Jeffrey Monaghan, “Canadian diplomatic and financial assistance was vital in supporting the post-coup government under Gerard Latortue. Canadian development funding was funneled to security apparatuses to solidify Latortue’s rule” [11]. In November 2004, Canadian Prime Minister Paul Martin visited Haiti, and claimed that there were no political prisoners in the country. According to the Justice and Peace Commission of the Catholic Church, there were 700 political prisoners at the time [12]. While the democratically elected government of Aristide was placed under an aid embargo and overthrown for alleged abuses, Latortue’s government was showered with aid and given full support from the Canadian government [5].

Reporting Foreign Real Estate Rental Income
This form is due by 15th day of the 3rd month after the end of the trust’s tax year. irs form 8865 U.S. citizens and U.S. residents who are the tax owners of a Foreign Disregarded Entity are responsible for filing Form 8858, Information Return of U.S. U.S. persons with assets located outside the United States may be subject to additional reporting. Starting in tax year 2013, the form had to be filed by any individual who had a PFIC value that exceeds the specific exemption/exclusion amounts. The U.S Government takes a very heavy hand against taxpayers on issues involving the reporting of foreign mutual funds. If you are out of compliance for failing to report foreign assets to the IRS, IRS Offshore Voluntary Disclosure is one of the best and safest methods for getting back into compliance. Finally, do keep in mind that the value of these specified foreign (non-Canadian) properties need to be reported both in Canadian dollars and in the foreign currency. The exchange rate to be used to convert from the foreign currency to Canadian dollars should be based on the exchange rate in effect at the time of the transaction. That is, at the time the income was received from the property, or the exchange rate on the date the property was purchased. For income received from the specified foreign property an average exchange rate may be used. However, while you should be careful with your FBAR filing, do not let the process intimidate you. Consider consulting a tax expert, especially one with experience in international tax compliance. It is also worth noting that the due date for the FBAR recently changed. The term “offshore accounts” is often used as shorthand to suggest that such account holders are trying to dodge tax responsibilities. Individuals can file the form electronically for the 2014 taxation year. The T1135 for a corporation cannot yet be filed electronically with the tax return, but must be sent by mail. It can be attached to the tax return or partnership information return, and mailed to your tax centre, or can be mailed separately to the Ottawa Technology Centre. Individuals can file the form electronically for the 2015 taxation year. The tax calculation on unreported PFIC income is both onerous and complicated. Expats with foreign real estate rental income are required to report their rental income as part of their worldwide income on form 1040. Previously, the form was only filed if income was actually received. In addition, the revised form seeks information on first year of receipt of FDI/ODI and disinvestment. The foreign asset reporting requirement extends to trusts outside India where the ROR is a trustee, a settlor or a beneficiary. As with bank accounts, details for each investment and/ or investment account needs to be reported separately. Schedule FA also specifically requires reporting of details in relation to bank accounts where the individual has a signing authority. The reporting requirement for bank accounts include name and address of the bank, account number, name of the account holder, date of opening, peak balance during the year and interest earned. Owning shares of a passive foreign investment company, or PFIC, subjects U.S. taxpayers to a complicated set of rules enacted in the 1980s in order to eliminate beneficial tax treatment for certain offshore investments. Under the current rules, in most cases PFIC distributions are taxed as ordinary income, rather than as long-term capital gains or dividends. Judging by the sheer number of questions on the Intuit website regarding foreign interest income this amendment would be time well spent. Again, thanks to TTML for the helpful clarification and explanation. A trust is a collection of assets that are handled by a third party, the “trustee,” whose objective is to manage the assets on behalf of the trust fund’s beneficiary. The difference between a domestic trust and a foreign trust is that a foreign trust is neither under the jurisdiction of a U.S. court, nor do U.S. persons control major decisions about the trust. Further, a domestic trust can become a foreign trust after its establishment. (I suspect that what the wording meant to say is "later" in a different section, not in the current 1099INT section). Even the "learn more" link for 1099INT does not mention that foreign interest income should be input in this section. The 1099INT section has a graphic image of the top of a 1099INT form as well as questions about various boxes on the 1099INT form, all of which creates the impression that without a 1099INT you are in the wrong place. The other alternative was to assume that foreign interest income might be input into the field for "foreign accounts" but again the TT software does not allow you to do this . The easy solution would be to amend the wording on the 1099INT page to state that even without a 1099INT, foreign interest income should be added in this section. It seems quite simple to correct this (time consuming!) impression with a few extra words or some additional info in the "learn more" link. This is because the IRS wants to make sure they get their chance to tax the foreign mutual fund in accordance with the PFIC anti-deferral of tax regime. A foreign trust with a U.S. owner must file Form 3520-A, Annual Information Return of Foreign Trust With a U.S. Can something be done to amend the TT software to remove the confusing and misleading language? When entering interest income the website says that if you have interest from something else - which would clearly seem to include foreign interest which is not on a 1099INT - it will be added later. Despite this statement, the software does not provide the option to add foreign interest later. The form will seek investor-wise direct investment and other financial details on fiscal year basis as hitherto, where all reporting entities are required to provide information on FATS related variables . In addition to the penalties already discussed, if you fail to file Form 8938, fail to report an asset, or have an underpayment of tax, you may be subject to criminal penalties. Do all of these foreign account disclosure rules and regulations seem unnecessarily burdensome or duplicative? However, these same rules and regulations define the present state of "foreign" account disclosure and reporting required, as a function of United States law. Passive Foreign Investment Companies sound like an exotic and highly specialized investment and it’s easy to assume that you don’t own any. However, this conclusion would be a mistake as PFICs include hedge funds, money market accounts, mutual funds, private equity funds and a long list of other foreign investments.

'You can't just take money from people and not tell them why': Halifax senior questions CERB clawback
A Halifax senior says he doesn't have enough to live on after his guaranteed income supplement cheques stopped coming.
He believes it's because he collected CERB last year, and experts say there are likely many others in the same situation.
Sixty-nine-year-old Elmer Paris is a familiar face in the north end neighbourhood where he's lived for years, often seen collecting bottles and cans.
These days, though, money is more than tight for Elmer, who says he hasn't seen his Guaranteed Income Supplement cheque for three months now.
"All of a sudden, the monies that we're used to getting -- gone," he told CTV News on Wednesday.
"And there's really nobody giving us any explanation."
To the best of his knowledge, Paris believes the shortfall comes because he was one of tens of millions who signed-up for CERB and other COVID-19 relief when it was offered last year.
Responses to his inquiries, he says, have been vague.
"The farthest I've been able to find out is that I'll get reassessed next July," he said.
Indeed, there are likely others in the same boat.
In a statement to CTV News, Employment and Social Development Canada, which issues GIS said "Any income that is considered to be net income under the Income Tax Act is used to determine the amount of GIS.
"Federal benefits like the Canada Emergency Response Benefit (CERB) and the Canada Recovery Benefit (CRB) are taxable income.
"This means that CERB and CRB income in 2020 may affect GIS benefits for the July 2021 to June 2022 payment period."
A second statement, provided by the Canada Revenue Agency, acknowledges there may have been some confusion when the hastily organized programs were announced in 2020
"The CRA recognizes that when applying for benefits, applicants may make an honest mistake or apply for a benefit period for which they are not eligible for. We have published information on our website to explain how individuals in these situations can easily return overpayments," said Deandra Doyle, a spokesperson for CRA in the Atlantic Region.
"To date, the CRA has not required any individuals to repay the CERB and no repayment deadline has been established.
"The CRA is sympathetic to the fact that, for some individuals, repayment of these amounts may have financial implications.
"For this reason, payment arrangement parameters have been expanded to give Canadians more time and flexibility to repay based on their ability to pay.
"Individuals who cannot make a payment in full are advised to contact the CRA to make a payment arrangement."
But some senior's advocates say Ottawa should consider other options.
"There were a lot of seniors who applied because many seniors of that age are still working," said Bill Van Gorder, Chief Policy Officer for CARP.
"They needed money, it was available, the government gave it to them and they took it -- and who can blame them?"
Others have noted lower-income seniors are getting hit the hardest.
"And some of them are saying, 'Well, it's got to be CERB,'" said Paris.
"But, you know what? It's more than that, because you can't just take money from people and just not tell them why."
