The emergencies chief of the World Health Organisation says the coronavirus is continuing to gain pace globally, reports AP. Noting the marked increase in the number of confirmed cases being reported in the past five or six weeks, he warned that a spike in deaths could be soon to follow. In April and May, we were dealing with 100,000 cases a day, said Dr Michael Ryan during a Tuesday press briefing. Today we're dealing with 200,000 a day. Ryan said the number of COVID-19 deaths appeared to be stable for the moment, but he cautioned that there is often a lag time between when confirmed cases increase and when deaths are reported due to the time it takes for the coronavirus to run its course in patients. The World Health Organization (WHO) on Tuesday acknowledged “evidence emerging” of the airborne spread of the novel coronavirus, after a group of scientists urged the global body to update its guidance on how the respiratory disease passes between people, reports Reuters.
“We have been talking about the possibility of airborne transmission and aerosol transmission as one of the modes of transmission of COVID-19,” Maria Van Kerkhove, technical lead on the COVID-19 pandemic at the WHO, told a news briefing.

India's drugs regulator has asked drug controllers in states and Union Territories to keep a strict vigil to prevent black marketing of the anti-viral Remdesivir injection, approved for emergency and restricted use to treat COVID-19 patients, reports PTI. Drugs Controller General of India (DCGI) Dr VG Somani said in a communication to Drugs Controllers in states and UTs that his office received a letter raising concerns that certain unscrupulous persons were indulging in black marketing and over-pricing of the drug. "In view of the above, you are requested to instruct your enforcement officials to keep strict vigil on the matter to prevent the black marketing and sale of the drug Remdesivir injection above MRP. "Action taken in the matter may please be intimated to this office at the earliest," Somani said in his letter addressed to state and UT drug controllers.

The Maharashtra government on Tuesday decided to allow markets and shops to remain open for additional two hours from 9 July. Markets and shops can now remain open from 9 am to 7 pm, an extension of two hours from the existing closing deadline of 5 pm, in non-containment zones. Issuing a notification to this effect, the government said it aims to control or reduce crowding.

International students in US could be deported if universities move online
In a decision that will adversely impact hundreds of thousands of Indian students in the US, the federal immigration authority has announced that foreign students pursuing degrees in America will have to leave the country or risk deportation if their universities switch to online-only classes in this fall semester.
The Immigration and Customs Enforcement (ICE) said in a press release on Monday that for the fall 2020 semester students attending schools operating entirely online may not take a full online course load and remain in the US.
“The US Department of State will not issue visas to students enrolled in schools and/or programmes that are fully online for the fall semester nor will US Customs and Border Protection permit these students to enter the United States,” the release said referring to the September to December semester.

Face masks and hand sanitisers are no more essential products as their supply is sufficient in the country and, therefore, are now kept out of the purview of the Essential Commodities Act, 1955, Consumer Affairs Secretary Leena Nandan said on Tuesday.
On 13 March, the Union consumer affairs ministry had declared face masks and hand sanitisers as essential commodities for 100 days to boost supply and prevent hoarding of these items in its fight to check the spread of coronavirus.
"These two products were declared as essential items till June 30. We are not extending further as there is enough supply in the country," Nandan told PTI.

The United States said Monday it would not allow foreign students to remain in the country if all of their classes are moved online in the fall because of the coronavirus crisis, reports AFP.
"Nonimmigrant F-1 and M-1 students attending schools operating entirely online may not take a full online course load and remain in the United States," US Immigration and Customs Enforcement said in a statement.

WHO reviewing report urging new guidance over airborne spread of COVID-19
The World Health Organization (WHO) is reviewing a report urging it to update guidance on the novel coronavirus after more than 200 scientists, in a letter to the health agency, outlined evidence the virus can spread in tiny airborne particles.
The WHO says SARS-CoV-2, the virus that causes COVID-19, spreads primarily through small droplets expelled from the nose and mouth of an infected person that quickly sink to the ground.
But in an open letter to the Geneva-based agency, published on Monday in the Clinical Infectious Diseases journal, 239 scientists in 32 countries outlined evidence that they say shows floating virus particles can infect people who breathe them in.
Coronavirus Updates: Speaking at the daily briefing in Geneva, Benedetta Allegranzi, the WHO’s technical lead for infection prevention and control, said there was evidence emerging of airborne transmission of the coronavirus, but that it was not definitive.
The civic body also informed that those kept in institutional quarantine will be discharged only when they test negative for the virus.

"The national positivity rate stands at 6.73 percent. Many states report lower COVID-19 positivity rate than the national average of 6.73 percent. Their tests per million are also higher than the national average," the ministry said on Monday.
The ministry also said that the recovery rate stands at 60.85 percent.
Total COVID-19 tests conducted in India cross 1 crore
The total number of tests for the detection of COVID-19 crossed the one-crore mark in India on Monday.
"A cumulative total of 1,00,04,101 samples have been tested till 11 am on Monday with 1,80,596 samples being tested on 5 July," Scientist and media coordinator at the Indian Council of Medical Research (ICMR), Dr Lokesh Sharma said.
According to the ICMR, a total of 99,69,662 samples were tested for the disease in the country till 5 July, with 1,80,596 just on Sunday.
There are now 1,105 testing labs in the country comprising 788 in the public sector and 317 private labs. The per day testing capacity is also growing fast, Sharma said.
Around 2,00,000 samples have been tested on an average daily for the last 14 days, he said. India had crossed the nine million-mark on 1 July. "The per day testing capacity which was around 1.5 lakh on 25 May is more than three lakh per day now," Sharma said.
Starting with one single laboratory at the National Institute of Virology (NIV) in Pune and then expanding to 100 laboratories in the beginning of the lockdown, the ICMR on 23 June validated the 1000th testing laboratory.
MHA allows universities to conduct exams with proper COVID-19 guidelines
The Ministry of Home Affairs (MHA) on Monday allowed universities and other academic institutions to conduct examinations during the ongoing 'Unlock 2' phase.
In a statement, the MHA said it has sent a letter to the Union Higher Education Secretary permitting universities and institutions to conduct examinations.
"The final-term examinations are to be compulsorily conducted as per the UGC guidelines on examinations and academic calendar for the universities and as per the Standard Operating Procedure (SOP) approved by the Union Ministry of Health and Family Welfare," the statement said.
Various examinations conducted by universities and higher education institutions in the country have been suspended since March during the coronavirus-induced lockdown which first began on 25 March.
Centre says positivity rate in Delhi declined to 10% from 30%
The Centre said the average number of samples being tested per day for COVID-19 has gone up in Delhi from 5,481 to 18,766 in about a month and in spite of increased testing, the positivity rate has declined from around 30 percent to 10 percent in the last three weeks.
As on 5 July, the states with their positivity rate lesser than the national average and tests per million higher than the national average are Puducherry (5.55), Chandigarh (4.36), Assam (2.84), Tripura (2.72), Karnataka (2.64), Rajasthan (2.51), Goa (2.5), and Punjab (1.92).
In Delhi, tests were ramped up through increased RT-PCR testing along with the new Rapid Antigen Point-of-Care (POC) tests which gives results in only about 30 minutes, the Centre said.
"In spite of significantly increased testing in Delhi, the positivity rate has seen a substantial decrease from about 30 percent to 10 percent in the last three weeks," the statement said.
There are around 25,000 active cases in Delhi and of these, 15,000 people are currently in home isolation.
COVID-19 cases in Delhi cross 1 lakh, Maharashtra continues to be worst-hit state
As per the Union health ministry data, Maharashtra continues to be the most impacted state from the infection with 2,06,619 cases and 8,822 fatalities due to the coronavirus.
Tamil Nadu reported 61 deaths and 3,827 new COVID-19 cases on Monday. The total number of positive cases stands at 1,14,978 including 46,833 active cases and 1,571 deaths.
Delhi crossed the 1 lakh-mark, with 1,379 new cases reported in the last 24 hours. Total number of cases stands at 1,00,823 including 72,088 recovered/discharged/migrated and 25,620 active cases.
Delhi chief minister Arvind Kejriwal said that the number of ICU beds at Rajiv Gandhi Super Speciality Hospital has been increased from 45 to 200 to treat coronavirus patients.
Karnataka reported 1,843 COVID-19 cases and 30 deaths in the last 24 hours, taking total number of cases to 25,317 including 10,527 recoveries and 401 deaths. Highest number of cases — 981 — have been reported in Bengaluru in the last 24 hours according to the state health department.
Kerala chief minister Pinarayi Vijayan on Monday said that the state has reported 193 new COVID-19 cases, taking the total number of positive cases to 5,522. Active cases stand at 2,252.
A total of 354 new COVID-19 cases were reported in Madhya Pradesh, taking the total number cases to 15,284. The toll rose to 617 after nine deaths were reported.
Meanwhile, three more personnel of Indo-Tibetan Border Police (ITBP) tested positive for COVID-19 in the last 24 hours. There are total 151 active cases and 273 have recovered till date in the force.
Mizoram reported five new COVID-19 positive cases; the total number of cases in the state stands at 191 including 58 active cases and 133 cured/discharged.
In the last 24 hours, 933 new cases and 24 deaths have been reported in Uttar Pradesh. There are 8,718 active cases, 19,109 discharges so far and 809 patients have succumbed to the infection, state additional chief secretary (Home), Awanish Awasthi said.
According to the Union health ministry, West Bengal has reported 22,126 COVID-19 cases including, 6,658 active cases, 14,711 cured and 757 deaths. Meanwhile, Gujarat has reported 36,037 cases including, 8,202 active cases 25,892 recovered and 1,943 deaths as of Monday.
A total of 1,322 COVID-19 cases were reported in Andhra Pradesh on Monday, taking the total number of cases in the state to 20,019, an officer said. With seven persons succumbing to coronavirus infection on Monday, the toll in the state now stands at 239.

Lockdown 1 and 2 managed to avert between 1.4 and 2.9 million coronavirus disease (Covid-19) cases and 54,000 deaths ,according to government data released by Niti Aayog member Vinod Paul on Friday.
Paul was highlighting results of various epidemic modelling exercises done by experts to measure the gains of the lockdown imposed in the country starting on March 25 and extended three times.
“This data is based on the impact of lockdown and other measures taken between lockdown 1 and 2. Even though various agencies have conducted the analysis but the results more or less are indicative of the same conclusion that lockdown has managed to significantly slow down the virus transmission rate in the country,” said Paul.
“The situation would have been much worse, as the data suggests. We have about 95% confidence level on the data generated out of all this analysis, which is proof enough to say that the country is on the right track. Having said that, this kind of analysis is always prone to improvisations, depending on the kind of data that’s fed.”
At least five different agencies were involved in data analysis, providing a range between 1.4 and 2.9 million cases averted, and between 37,000 and 78,000 deaths averted.
The analysis also shows that much of the outbreak is confined to a limited area. As of May 21, around 80% of the Covid-19 cases were limited to five states, and 90% of the cases were spread largely across 10 states. The states are Maharashtra, Tamil Nadu, Gujarat, Delhi, Madhya Pradesh, Rajasthan, Uttar Pradesh, West Bengal, Bihar and Karnataka.
In the cities, about 70% of the cases are confined to just 10 — Mumbai, Delhi, Chennai, Ahmadabad, Thane, Pune, Indore, Kolkata, Hyderabad and Aurangabad.
The deaths follow the same pattern, with 95% of Covid-19 deaths being reported from 10 states and 70% from 10 cities.
The 10 worst affected states in terms of deaths are Maharashtra, Gujarat, Madhya Pradesh, West Bengal, Delhi, Rajasthan, Uttar Pradesh, Tamil Nadu, Andhra Pradesh and Karnataka. And the 10 cities from where maximum deaths are being reported are Mumbai, Ahmadabad, Pune, Delhi, Kolkata, Indore, Thane, Jaipur, Chennai and Surat.
“What data tells us is currently is that it is an urban disease as mostly cities have been affected so far, and our interventions have to be accordingly planned at the level of cities, municipalities and even at the block level. However it is easier to contain the spread in villages because of low population density,” said Paul.
The government has always maintained that lockdown was meant to slow the disease transmission so that it got enough time to upgrade the health infrastructure in terms of hospitals beds, testing capacity and trained human resources, among other things ,to better manage the outbreak.
Even though India is well-prepared to handle the situation, Paul says now is the time to be extra cautious.
“We were under lockdown so far, but now that we are lifting it gradually, there will be challenges in curtailing the transmission because the virus is in circulation and we have no immunity against it. Also, it is not a matter of days, weeks or months but much longer, so we have to be extra careful and strictly follow the preventive measures such as maintaining physical distancing, following hygiene practices, wearing masks etc. The idea is to make it difficult for the virus to spread,” says Paul.
Experts agree that gains have been made, and what shape the outbreak takes now depends on human behaviour.
“Mathematical modelling is usually a way of telling what could have been the case if certain measures were taken to prevent disease from spreading during an outbreak. Lockdown was a measure to ensure our health system wasn’t burdened and it has achieved its purpose. Now the onus lies on people to consolidate the gains made,” said Dr AC Dhariwal, former director, National Centre for Disease Control (NCDC).

The challenges of lifting the lockdown
Few expected Prime Minister Narendra Modi to lift the 21-day national lockdown in his speech on April 14. After all, the number of people reporting positive for Covid-19, the disease caused by the coronavirus, continued to rise and new clusters of infection were emerging around the country.
At the same time, it was clear Modi would ease certain restrictions to revive a battered economy. He did just that as he extended the lockdown to May 3, while pursuing a strategy of gradual easing of restrictions in relatively unaffected areas. From April 20, ecommerce operations, industries in rural areas, manufacturing in special economic zones and transport of goods, among others, will be allowed. These relaxations differ according to how a district is classified — a hotspot or one with a few confirmed Covid-19 cases, or with no infections.
After May 3, more concessions are likely to be made in those parts of the country that are not seen to be vulnerable to Covid-19. But India, which has nearly 14,800 confirmed cases, including 488 deaths, will have to delicately balance the medical and economic imperatives to avoid ending up with a bigger problem on its hands after a few weeks.
There are no established playbooks globally on how to emerge out of a lockdown, according to Rajib Dasgupta, professor of epidemiology at Jawaharlal Nehru University. “Countries have different economic imperatives.” The lockdown has been eased primarily to provide a way for millions of poor workers to earn a living once again, and to give a gentle push to the sputtering economic engine. But the top priority is still containing the spread of the disease. A recent note by investment bank JP Morgan says social distancing rules should not be loosened until at least two weeks after evidence of the infection rate having peaked.
Different states, different strokes States like Kerala, where active cases are on the decline, and Karnataka, once among the three worst affected but now not even in the top 10, are better placed to explore ways to make life easy for their people after the lockdown than the likes of Maharashtra and Delhi, for both of which containment is still the top priority. “The story is not about states now, it’s about districts,” says Sangita Reddy, joint managing director of Apollo Hospitals Enterprise, India’s largest hospital chain.
The Centre on April 15 identified 170 hotspot districts and 207 potential hotspots, out of a total 734 districts. States are at different stages of transmission, and even within a single state, there could be large variations between its districts. For instance, Mumbai is the country’s worst hit district, but there are six districts in Maharashtra that haven’t reported a single case, while seven have just one case each, according to the state government. “No reported case doesn’t mean no case at all. We have to test 1-2% of population of an area before opening it up,” says Reddy.
Mathew George, professor of public health at the Tata Institute of Social Sciences in Mumbai, concurs. “Epidemiologically, we need population-level data, which is missing. We can do antibody tests to make an informed decision.” Antibody testing helps in figuring out how widely Covid-19 has spread by identifying those who have had an infection in the past and are now immune.
Also important is figuring out the demographic composition of a particular district, taluk or village and the diseases prevalent there. Given that the elderly are more at risk of developing complications from Covid-19, administrative units with a relatively high proportion of those above 65 years need to be treated differently from others. So do areas that have a high incidence of, say, tuberculosis.
“We should be using every shred of available data,” says Jishnu Das, an economist at Georgetown University who has researched India’s healthcare system. “We tend to see India as homogenous, but we need to break it into finer pieces, and we need data for that.”
Along with detailed statistics that will help authorities decide what sort of restrictions should be applicable to which parts of the state, once the lockdown is eased, the government should step up its surveillance to avoid further outbreaks or to act quickly if there is one. While containment zones are closely monitored, in a post-lockdown phase, entire cities or districts will need to be actively watched.
The government is hoping that its Arogya Setu mobile app will help in tracing those who came in contact with someone who tested positive later. But this will be effective only when a critical mass of people are using the app, which has been hobbled by privacy concerns.
One important factor in preventing a flare-up of infections is increased self-reporting by those with symptoms, believes D Prabhakaran, vice-president for research and policy at the Public Health Foundation of India. “We need to de-stigmatise the disease for that.”
When limitations on people’s movement are eased, local administrations should prepare their health infrastructure for a spike in cases.
The Union government has told districts to classify hospitals separately for mild, moderate and severe cases. As of April 11, India had 586 hospitals dedicated to Covid-19 treatment, with 1 lakh isolation beds and 11,500 intensive care unit beds, according to the Union health ministry.
The current protocol mandates hospitalisation of anyone who tests positive. This is likely to change if infections outnumber available hospital beds. Maharashtra, for instance, is already considering switching to a different protocol where mild cases remain quarantined at home. In the European Union, less than three in every 10 infected persons have had to be admitted to a hospital. “You put your health workers at risk when you hospitalise mild cases,” says Das.
Geography and demography The other problem is the uneven geographical distribution of healthcare infrastructure. In Tamil Nadu and Kerala, there is one government hospital bed for every 900 people or so, but in Uttar Pradesh and Bihar, one government hospital bed on average serves nearly 3,000 and over 8,600 people respectively, according to the Union health ministry. So the large northern states are clearly less equipped to handle an outbreak after the lockdown ends than their counterparts in the south.
The other major challenge is handling the reverse migration of workers from cities once they are allowed to travel. If there isn’t enough work for them, they will be compelled to return to their villages. JM Financial Institutional Securities estimates that around 14 million migrants in India’s top 10 cities could go back home if there is no sign of economic revival. Nearly 2.5 million migrants are currently being provided food at 21,500 relief camps around the country. A large-scale movement of labourers to rural areas in poorer states in the north and the east could complicate matters for district authorities.
Even as India mulls the resumption of passenger trains and buses, it will soon have to take a call on allowing flights to operate again, but not before looking at the experience of countries like Singapore, Taiwan and Hong Kong.
Lauded for their quick response to Covid-19, these countries, along with China, started seeing a resurgence of infections, thanks to international fliers, including their own citizens returning home, around the middle of March. This forced these countries to tighten restrictions on the entry of foreigners. Singapore even went ahead and imposed a month-long lockdown in early April, something it had avoided till then.
Once international flights resume, George believes India should focus its resources on cities and states that see a lot of air traffic from other countries. “We need to have teams tracking international travellers. This has to be a long-term effort.” According to the JP Morgan note mentioned above, any government’s decision to restart international travel should depend not just on the spread of the disease within that country but on the global trajectory of Covid-19. “Border control relaxation should be delayed and be approached highly conservatively,” it says.
Countries around the world are preparing for a new normal in the foreseeable future where another large-scale Covid-19 outbreak is hardly a distant possibility, and India is no different. Central and state governments will have their work cut out for months not just in finding a way out of the lockdown but also in striking a balance between our health and economic priorities.

The 2019 Novel Coronavirus, or 2019-nCov, is a new type of virus first identified in Wuhan, Hubei Province, China. It’s named “novel” because the said strain of virus has not been previously identified. Coronaviruses (CoV) are a large family of viruses that causes illness ranging from the common cold to more acute respiratory diseases. COVID-19 has not been previously identified in humans.
Current symptoms reported for patients with COVID-19 include acute onset fever, cough, tiredness and difficulty in breathing (in severe cases). The virus spreads mainly when an infected person coughs or sneezes, similar to how influenza and other respiratory pathogens spread. There have been 3,34,981 confirmed cases globally in around 189 countries. As of now, there is no vaccine available to protect against 2019 – Novel Coronavirus. The best way to prevent infection and keeping the virus at bay is to avoid being exposed to this virus.
As of 24th March, 2020 — 446 confirmed cases have been detected in India including foreign nationals, Maharashtra being the highest with 87 cases. Till now 9 death cases have been reported in India. On a positive note 36 cases have been discharged because of successful cure. The Government of India is closely monitoring the situation with utmost priority and has ascertained the level of preparedness in each and every state of India.
In recent advisories from the Ministry of Health & Family Welfare mass gatherings have been frowned upon to avoid the spread of COVID-19. Guidelines have been issued on the use of masks by the public, only to those who are infected or facing similar symptoms. Healthy people need not wear masks as it creates a false sense of security that may lead to unnecessary hysteria. In the latest circular social distancing has been advised which is a non-pharmaceutical way to control and prevent the spread of infection. With recent outbreaks in various cities the Government imposed Lockdowns within the city to stop further spread of the virus.

Avoid close contact with people who seem sick. Maintain at least one metre or about 3 feet of distance with anyone who is coughing or sneezing.

Stay home when you are sick.
Cover your cough or sneeze with a tissue, then dispose of the tissue safely.
Clean and disinfect frequently-touched objects and surfaces using a regular household cleaning spray or wipe.
Wear a mask to prevent spreading of the virus.
Wash your hands often with soap and water for at least 20 seconds at regular intervals. This needs to be done especially after going to the washroom, before eating, and after blowing your nose, coughing, or sneezing.
If soap and water are not readily available, use an alcohol-based hand sanitiser with at least 60% alcohol.
Always wash hands with soap and water when your hands are visibly dirty.
If you have a fever, cough and difficulty breathing, seek medical attention immediately

Millions in India under coronavirus lockdown as major cities restrict daily life
(CNN)Millions of people across India have been placed under lockdown until the end of the month as efforts to halt the spread of the novel coronavirus in the country intensify. Residents living in 75 districts across the country, including in major cities such as the capital New Delhi, Mumbai, Bangalore, Chennai, Hyderabad, and Kolkata have been placed under travel, work and movement restrictions until March 31. India -- the world's second most populous country -- has 415 cases of the coronavirus, including seven deaths, according to the Ministry of Health and Family Welfare. A sudden rise in cases has led to growing concerns over the country's capacity to test for the virus and that a major outbreak on the scale seen in Europe -- the pandemic's new epicenter -- will spread in the country. Dr. Balram Bhargava, director-general of the Indian Council of Medical Research, said that India has conducted 5,000 tests in the past week and a total of 15,000 so far. There are 111 labs operational with a per week testing capacity of 60,000 to 70,000 and around 60 more private labs are in the process of being approved to further increase testing capacity, according to Bhargava. The decision to lock down parts of the country comes after India launched the world's biggest exercise in social distancing on Sunday, with the nation's 1.3 billion people asked to observe a self-imposed quarantine for 14 hours. From 7 a.m. to 9 p.m. on Sunday, offices and businesses shut, people stayed inside their homes, and the usually busy streets, markets and highways were eerily empty across the nation. In a display of public solidarity expressing thanks to the nation's healthcare workers, people across India stood in their doorways and on balconies applauding, ringing bells and blowing conch shells, following similar scenes days prior in Italy and Spain. The "public curfew," announced by Indian Prime Minister Narendra Modi last week, was a test on whether an official curfew could be imposed across the country to stop the spread of Covid-19. Those restrictions were extended across large parts of the country late Sunday, effectively forcing millions of workers in India's huge technology and financial sector to work from home for the rest of the month. In New Delhi, public transportation, including the metro and rickshaws, has been suspended, all shops, factories, places of worship and offices have beenshut, interstate travel has stopped, borders with neighboring states have closed and people are required to stay in their homes until March 31. Exempt from the order are essential services such as grocery stores, hospitals, pharmacies, petrol stations, telecoms and postal services and restaurants that deliver food. "Extraordinary times call for extraordinary measures," Delhi's Chief Minister Arvind Kejriwal tweeted on Sunday. Several districts, including the financial capital of Mumbai, have banned gatherings of four or more people, and officials can take legal action against those who violate the rule. Numerous state governments have extended the "district-ban" to include their entire states. In the northern Indian state of Punjab, the chief minister announced that, except for essential services, the whole state will be under a lockdown until March 31. Punjab has confirmed more than 20 cases, including one death. Uttarakhand, Rajasthan and Telangana have all initiated state-wide lockdowns versus targeted restrictions of cities and districts. The central government advised the restrictions in 75 districts as these are places where coronavirus cases have been reported. Local governments can extend those restrictions to other areas at their discretion. Maharashtra state, which includes Mumbai and Pune, has reported the most cases, with at least 67 infections, according to government figures. Kerala reported at least 52 cases and New Delhi has at least 26. In the past few weeks, India has taken unprecedented steps to shut its borders, cancel visas and ban passengers from certain countries from entering Indian airspace. On Sunday, India suspended passenger train services until March 31 after several travelers tested positive for coronavirus. India's mammoth railway network spans more than 760 million kilometers (472 million miles) and carried 8 billion passengers in 2018-19. Asia spurred into action The measures in India come as other Asian nations see jumps in cases and rush to implement emergency measures of their own. On Sunday, Thailand reported 188 new novel coronavirus cases, its biggest single-day rise, bringing its total to 599. Thailand's Ministry of Public Health has announced new measures, which include the closure of dine-in restaurants, shopping malls and amusement parks. Fears of a second surge in cases from patients traveling from overseas has prompted officials in China to divert all Beijing-bound international flights to other cities starting on Monday. China confirmed 39 additional cases of coronavirus as of the end of day Sunday, according to the country's National Health Commission -- all were imported cases.

The Ministry of Home Affairs issued 'Unlock 3' guidelines easing some restrictions on the movement of individuals during the night (night curfew) and allowing yoga institutes and gyms to open from 5 August while schools, metro and cinema halls will continue to remain closed.
The ministry said that lockdown shall continue to be implemented strictly in the containment zones till 31 August.
According to the new guidelines, metro rail, cinema halls, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls, social/political/sports/entertainment/academic/cultural/religious functions and other large congregations will continue to remain prohibited.
The MHA added that state governments and Union Territories, based on their assessment of the situation, may prohibit certain activities outside the containment zones or impose such restrictions as deemed necessary.
The ministry said that the new guidelines are based on feedback received from states and UTs and extensive consultations held with related central ministries and departments.
Independence Day functions will be allowed with social distancing and by following other health protocols like wearing masks, the release said.
However, there shall be no restriction on inter-state and intra-state movement of persons and goods and no "separate permission/ approval/ e-permit" will be required for such movements.
"Shops will need to maintain adequate physical distancing among customers. MHA will monitor the effective implementation of national directives. Vulnerable persons, i.e., persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes," it said.
It said international air travel of passengers has been permitted in a limited manner under the Vande Bharat mission. "Further opening-up will take place in a calibrated manner," it said.
Lockdown extended in Maharashtra till 31 Aug
The Maharashtra government extended the lockdown in the state till 31 August in view of rising coronavirus cases.
A notification issued by Chief Secretary Sanjay Kumar said the decision has been taken as an "emergency step to prevent and contain" the spread of COVID-19.
As part of the 'Mission Begin Again' initiative, malls and market complexes without theatres, food courts and restaurants will be operational between 9 am and 7 pm from 5 August, the notification said.
The state government had last month extended the lockdown till 31 July amid a steady growth in the COVID-19 cases in the state.
Meanwhile, the Tripura government also extended the "complete lockdown” in the state till 4 August as COVID-19 cases continued to rise.
“We are going through a phase when only social distancing and masks can protect us. Twenty-one people have regrettably died till now, most of them veterans. The ongoing lockdown that was supposed to continue till Thursday morning would now continue till 5 am on 4 August. All guidelines from the ongoing lockdown would be in force,” Tripura chief minister Biplab Deb said while making the announcement.

'Baahubali' director SS Rajamouli tests COVID-19 positive
Filmmaker SS Rajamouli on Wednesday said he and his family members have tested positive for coronavirus and are currently quarantined at home.
The director, best known for his epic fantasy hit "Baahubali" series, said they got tested after they developed mild fever recently which subsided by itself.
"My family members and I developed a slight fever few days ago. It subsided by itself but we got tested nevertheless. The result has shown a mild COVID positive today. We have home quarantined as prescribed by the doctors (sic)" he said.
In a subsequent tweet, Rajamouli said he and his kin are asymptomatic and "feeling better". They are, however, following all the precautions and instructions.
"Just waiting to develop antibodies so that we can donate our plasma," he added.
State-wise cases and deaths
Maharashtra on Wednesday reported 9,211 new COVID19 cases 298 deaths. The total number of cases is now at 4,00,651, including 2,39,755 recovered cases, 1,46,129 active cases and 14,463 deaths.
The recovery rate in the state is at 59.84 percent, as per the state health department. Two new COVID-19 cases were reported in the city's Dharavi area, taking the total number of cases in the area to 2,545 including 83 active cases, according to the BMC.
Tamil Nadu reported 6,426 new cases and 82 deaths in the last 24 hours, taking the total number of cases to 2,34,114. A total of 5,927 patients were discharged, while 57,490 are active cases, according to the state's health department.
Delhi reported 1,035 COVID-19 cases in the last 24 hours. The number of patients recovered/discharged in the last 24 hours are 1,126 while 26 deaths were reported in the national capital in the last 24 hours.
The total number of cases in the National Capital is now at 1,33,310, including 1,18,633 recovered/discharged, 10,770 active cases and the death toll is at 3,907, according to state government.
In Delhi, 5,074 RTPCR/CBNAAT/TrueNat tests and 12,318 rapid antigen tests were conducted on Wednesday.
Andhra Pradesh reported 10,093 COVID-19 cases, 2,784 discharged and 65 deaths in the last 24 hours. The total number of cases in the state is now at 1,20,390, including 55,406 discharged, 63,771 active cases, according to the state's COVID Control Room. The toll is at 1,213 in the state.
In Jammu and Kashmir, 540 COVID-19 cases have been reported on Wednesday, 151 from Jammu division and 389 Kashmir division. The total number of cases in the Union Territory is now at 19,419, including 7,749 active cases, 11,322 recovered. The toll is at 348.
Manipur reported 141 new COVID-19 cases, taking the total number of cases in the state to 2,458. The number of active and recovered cases are 805 and 1,653 respectively, as per the state government.
Goa's COVID-19 tally reached 5,489 with 202 new cases reported. The number of active and recovered cases in the state is 1,666 and 3,784 respectively. The death toll is at 39, according to the state government.

The candidate vaccine, mRNA-1273, was co-developed by scientists at Moderna and the National Institute of Allergy and Infectious Diseases (NIAID) in the US.
The study, published in the New England Journal of Medicine, complements recently reported interim results from an NIAID-sponsored Phase 1 clinical trial of mRNA-1273.
On Monday clinics around the US began a Phase 3 trial of the vaccine candidate, with the aim of enrolling 30,000 people to test for safety and effectiveness.
In the latest study, three groups of eight rhesus macaques received two injections of 10 or 100 microgrammes ( g) of mRNA-1273 or a placebo. Injections were spaced 28 days apart.

"A cumulative total of 1,00,04,101 samples have been tested till 11 am on Monday with 1,80,596 samples being tested on 5 July," Scientist and media coordinator at the Indian Council of Medical Research (ICMR), Dr Lokesh Sharma said. According to the ICMR, a total of 99,69,662 samples were tested for the disease in the country till 5 July, with 1,80,596 just on Sunday. There are now 1,105 testing labs in the country comprising 788 in the public sector and 317 private labs. The per day testing capacity is also growing fast, Sharma said. Around 2,00,000 samples have been tested on an average daily for the last 14 days, he said. India had crossed the nine million-mark on 1 July. COVID-19 tally rises to 4.4 lakh with 14,933 new cases; Delhi overtakes Tamil Nadu as second worst-affected state
India on Tuesday reported 14,933 new coronavirus cases and 312 deaths, taking the total number of infections across the country to 4,40,215 including 1,78,014 active cases, 2,48,190 recoveries and 14,011 deaths.
Amid the rising numbers, the Union health ministry said that India has one COVID-19 death per 1,00,000 population against the global average of 6.04, which is "one of the lowest in the world".
Citing the WHO Situation Report 154 dated 22 June, the ministry said the United Kingdom has registered 63.13 coronavirus-related fatalities per 1,00,000 population, while in Spain it is 60.60, Italy 57.19, the US 36.30, Germany 27.32, Brazil 23.68 and Russia 5.62.
"In India, early detection of cases, timely testing and surveillance, extensive contact tracing coupled with effective clinical management have helped to check case mortality," the ministry said in a statement.
On Tuesday, hours after Baba Ramdev's Patanjali Ayurveda for claimed to have an "ayurvedic COVID-19 medicine", the Centre issued a statement, demanding details of the said medicine.
In a statement, the Ministry of AYUSH instructed Patanjali, which also launched the product today, to refrain from advertising or publicising such claims until they were examined.
In the meantime, Novak Djokovic, the men's world number one tennis player, tested positive for COVID-19. Djokovic, who became the fourth player to test positive for COVID-19, had taken part in a tennis exhibition series he had organised in Serbia and Croatia.
Delhi overtakes Tamil Nadu as 2nd worst-hit state
Delhi's tally of COVID-19 cases crossed the 66,000-mark on Tuesday with the biggest single-day jump of 3,947 fresh infections, while the toll due to the disease mounted to 2,301.
From Friday to Sunday, 3,000 or more fresh cases were reported per day in the National Capital. On Monday, 2,909 cases were recorded.
Sixty-eight fatalities have been recorded in the last 24 hours, a Delhi health department bulletin said on Tuesday. The toll due to the coronavirus infection has risen to 2,301, and the total number of cases has mounted to 66,602.
Tamil Nadu has reported a total of 62,087 cases.
Meanwhile, Home Minister Amit Shah countered Delhi chief minister Arvind Kejriwal's claim over a new COVID-19 care facility being set up in the National Capital, saying a decision for a 10,000-bed care centre to be operationalised by 26 June was taken three days ago.
In a series of tweets, Shah also said that a 1,000-bed full-fledged hospital with 250 ICU beds is being developed for COVID-19 patients, and the facility, to be manned by armed forces personnel, will be ready in the next 10 days.
Shah's counter came after Kejriwal wrote to him inviting him to inspect the 10,000-bedded centre and requested him for deployment of doctors and nurses from ITBP and Army at the Centre.
Meanwhile, according to ANI, the administration of All India Institute of Medical Sciences (AIIMS) has decided to restart its OPD (Out-Patient Services) from 25 June onwards after three months of its closure in the wake of COVID-19 pandemic.
In the first phase, the OPD services will be only for follow-up patients with not more than 15 patients a day for every department.
Delhi's LNJP performs 6 plasma therapy treatments after ICMR nod
After getting a fresh nod from the ICMR, six COVID-19 patients have received convalescent plasma therapy at LNJP Hospital in the last one week, out of the total permitted limit of 200 recipients.
Two patients are scheduled for administering of the therapy on Tuesday and five other have been screened already, Medical Director of LNJP Hospital, Dr Suresh Kumar said.
Plasma therapy was permitted by ICMR on a trial basis but had recently put it on hold. Delhi Health Minister Satyendar Jain, 55, was on Saturday administered plasma therapy at Max Hospital, where he is admitted for COVID-19 treatment.
11 wards in Guwahati to be under lockdown from today
Lockdown will be imposed in 11 wards of Guwahati from 9 pm on Tuesday, until further orders, ANI reported. Essential services such as grocery stores, petrol pumps, banks, etc, to remain functional, said Assam government.
Movement of individuals shall remain strictly prohibited in the specified areas. All government offices, offices of autonomous/subordinate offices and private offices shall remain closed.
All industrial establishments shall remain closed, all public transport services shall remain suspended. Consumption and sale of liquor, paan, gutka, tobacco, etc, in public places are prohibited.

Maharashtra with a total count of 1,35,796 COVID-19 cases remains the worst-affected state. It has 61,807 active cases, 67,706 cured and discharged patients while the toll is 6,283. On Tuesday, it reported 3,214 cases.
Gujarat reported 549 COVID-19 cases and 26 deaths with the count rising to 28,429 including 20,521 discharged patients and 1,711 deaths.
Meanwhile, Odisha reported 167 more coronavirus cases on Tuesday taking the state count to 5,470. In Rajasthan, the total number of coronavirus cases has gone up to 15,431 with 199 new cases.

Indian pilgrims will not travel to Saudi Arabia for Haj 2020, says Centre
Meanwhile, the Centre has decided that Muslims from India will not travel to Saudi Arabia for Haj 2020 after the kingdom conveyed that pilgrims should not be sent this year in the wake of the coronavirus pandemic, Minority Affairs Minister Mukhtar Abbas Naqvi said on Tuesday.
The decision was taken after Saudi Arabia's Haj and Umrah minister Mohammad Saleh bin Taher Benten telephoned last night and suggested not to send pilgrims from India for Haj this year, Naqvi told reporters.
Saudi Arabia on Monday said it has barred international visitors from making the Islamic pilgrimage, in a bid to control the coronavirus pandemic. It said only a very limited number of people currently living in the kingdom may take part in the pilgrimage.
Meanwhile, the Supreme Court modified its 18 June order staying the Jagannath Rath Yatra, permitting the chariot festival to be held with certain conditions that included no public participation and imposition of curfew in the city due to the COVID-19 pandemic.
In its order, the bench said that each Rath or chariot would have to be pulled by no more than 500 people and all of them have to be tested for coronavirus. Additionally, it directed that those engaged in pulling the chariot shall maintain social distancing before, during and after the Rath Yatra.
COVID-19 might push 12 crore children into poverty in South Asia: UNICEF
An estimated 12 crore (120 million) children living in South Asian countries, including India, could slip into poverty within the next six months due to the COVID-19 crisis, taking the total number of such kids in the region to 36 crore (360 million), according to a new UNICEF report.
The report — Lives Upended - How COVID-19 threatens the futures of 600 million South Asian Children — covers eight South Asian countries namely Afghanistan, Pakistan, India, Nepal, Bhutan, Bangladesh, the Maldives and Sri Lanka.
It says that an estimated 24 crore (240 million) children already live in "multi-dimensional" poverty — including factors such as poor health, lack of education, poor sanitation and poor quality of work in these countries.
An additional 12 crore children could be pushed into poverty due to the COVID-19 crisis, taking the total number to 36 crore, it says. The reports also flags the negative impact of the COVID-19-related disruption to vaccination, nutrition and other vital health services.

China has reported six new imported coronavirus infections, including two asymptomatic cases, health officials said on Monday.
Out of the four confirmed imported coronavirus cases reported on Sunday, three are from Sichuan Province and one from Shanghai, the National Health Commission (NHC) said. Two new asymptomatic cases from overseas were also reported on Sunday, it said.

The Union Health Ministry has come up with draft New Drugs and Clinical Trials (Amendment) Rules, inserting provisions for "compassionate use" of any unapproved drug that is in the phase-III clinical trial, either in India or abroad, by importing or indigenous manufacturing.
The move is aimed at facilitating availability of new drugs which are in Phase-III clinical trials (human trials) for severely-ill COVID-19 patients in the country.

Principal Director General of Press Information Bureau, KS Dhatwalia has tested positive for COVID-19 and has been admitted to AIIMS, sources said on Sunday. Dhatwalia, who by virtue of heading the PIB, is also principal spokesperson to the central government.
He had on Monday and Wednesday shared the stage with Union Ministers Nitin Gadkari, Narendra Singh Tomar and Prakash Javadekar when they had briefed media on the decisions taken by the Union Cabinet.

Over the past weekend, India registers a total of 19,858 new COVID-19 cases and 581 deaths over the last two days.
India registered its highest single-day spike of COVID-19 cases for the fifth consecutive day on Sunday, with 9,971 new infections taking the country's tally to 2,46,628, while the death toll rose to 6,929 with 287 fatalities.
Meanwhile, on Saturday, India registered a total of 9,887 new COVID-19 cases and 294 new deaths. This took the total confirmed cases to 2,36,657 nationwide.

States announce lockdown relaxations
Delhi chief minister Arvind Kejriwal has announced that malls, restaurants and religious places in Delhi would open from Monday after more than two months since the coronavirus lockdown was imposed, but banquets and hotels would remain closed.
At an online briefing on Sunday, Kejriwal said hotels and banquets might be converted into hospitals in the coming days to treat the novel coronavirus patients and, therefore, they would remain shut.
"Malls, restaurants and religious places will be opening from tomorrow in Delhi in accordance with Centre's guidelines," he said.
The Uttarakhand government, too, issued orders allowing malls, restaurants, hotels and religious places outside containment zones and municipal area of Dehradun in the state to open from 7 am to 7 pm. According to the guidelines, pilgrims from other states will not be permitted till further orders.
In Jammu and Kashmir, religious places/places of worship will remain closed for public till further orders. No inter-province or inter-State/UT movement of individuals is allowed without obtaining permission.
Nagaland, which has witnessed a recent spurt in COVID-19 cases, has also decided to keep places of worship and hotels closed till further orders, a senior official said. Lockdown measures issued by the chief secretary of Nagaland on 4 May will remain in place till further orders, Principal Secretary (Home) Abhijit Sinha told reporters.
"All places of worship shall be closed for public. Religious congregations are strictly prohibited," the notification issued by the chief secretary on 4 May said. The notification was issued to extend lockdown in the state. As per the notification, all hospitality services, barring those dealing with police personnel, government officials, healthcare workers and stranded persons, shall remain closed.
Maharashtra continues to report most cases, deaths
Of the 287 deaths reported since Saturday morning, 120 were from Maharashtra, 53 from Delhi, 29 from Gujarat, 19 from Tamil Nadu, 17 from West Bengal, 15 from Madhya Pradesh, 13 from Rajasthan, 10 from Telangana, three from Jammu and Kashmir, two each from Karnataka, Punjab and Chhattisgarh and one each from Kerala and Bihar.
Of the total 6,929 fatalities, Maharashtra tops the tally with 2,969 deaths, followed by Gujarat with 1,219 deaths, Delhi with 761, Madhya Pradesh with 399, West Bengal with 383, Uttar Pradesh with 257, Tamil Nadu with 251, Rajasthan with 231, Telangana with 123 and Andhra Pradesh with 73 deaths.
The death toll reached 59 in Karnataka and 50 in Punjab.
Jammu and Kashmir has reported 39 fatalities due to the disease, Bihar has 30, Haryana has 24 deaths, Kerala has 15, Uttarakhand has 11, Odisha has eight and Jharkhand has reported seven deaths so far.
Himachal Pradesh and Chandigarh have registered five COVID-19 fatalities each. Assam and Chhattisgarh have recorded four deaths each.
Meghalaya and Ladakh have reported one COVID-19 fatality each, according to the Health Ministry data.
According to the Ministry''s website, more than 70 per cent of the deaths are due to comorbidities.
The highest number of confirmed cases in the country are from Maharashtra at 82,968, followed by Tamil Nadu at 30,152, Delhi at 27,654, Gujarat at 19,592, Rajasthan at 10,331, Uttar Pradesh at 9,733 and Madhya Pradesh at 9,228, according to the Health Ministry data updated in the morning.
The number of COVID-19 cases has gone up to 7,738 in West Bengal, 5,213 in Karnataka, 4,915 in Bihar and 4,510 in Andhra Pradesh.
It has risen to 3,952 in Haryana, 3,496 in Telangana, 3,467 in Jammu and Kashmir and 2,781 in Odisha.
Punjab has reported 2,515 coronavirus infections so far, while Assam has 2,397 cases. A total of 1,807 people have been infected with the virus in Kerala and 1,303 in Uttarakhand.
Jharkhand has registered 1,000 cases, Chhattisgarh has 923, Tripura has 747, Himachal Pradesh has 400, Chandigarh has 309 cases, Goa has 267, Manipur has 157, Nagaland has 107, and Puducherry and Ladakh have 99 cases.
Arunachal Pradesh has 47 COVID-19 cases, while Andaman and Nicobar Islands and Meghalaya have registered 33 infections each.
Mizoram has reported 24 cases and Dadar and Nagar Haveli has 19 cases, while Sikkim has reported seven cases till now.
The Union health ministry cited a WHO situation report which said that deaths in India per lakh population (0.49) are much lower than the world average of 5.17 and are the lowest among countries that have eased lockdown such as Germany (10.35), Italy (55.78), the UK (59.62) and Spain (58.06).
Cases in India per lakh population (17.32) are much lower than the world average of 87.74 and are the lowest among countries that have eased lockdown such as Germany (219.93), Italy (387.33), the UK (419.54) and Spain (515.61).
The Indian Council of Medical Research has further ramped up the testing capacity for detecting the novel coronavirus in infected persons.
The number of government labs has been increased to 531 and private labs to 228, taking the total number of labs to 759.
As many as 1,42,069 samples were tested in the last 24 hours, taking the total number of samples tested till now to 46,66,386.
Govt says it is 'fine-tuning' strategy against COVID-19
Asserting that coronavirus is a "new agent" about which not everything is known, the governerment on Sunday defended the timing of imposition of the lockdown and rejected as "baseless" media reports expressing concerns that it did not take inputs from technical experts while drawing up its COVID-19 strategy.
The government also said it is "fine-tuning" its strategy based on emerging knowledge and experience on the ground.
In a statement, the Health Ministry said a section of the media is reporting on the decisions regarding India''s approach to the pandemic and asserted that the decision on the lockdown was taken in the background of rapid escalation of COVID-19 cases.
"The doubling rate of cases had dropped to a low level, pointing toward a dangerous trajectory of high case load and high mortality, as experienced by many western countries. The possibility that our health systems could soon be overwhelmed with COVID-19 patients seemed to be real," the ministry said.
There was all round consensus on the lockdown among all state governments, it said.
Meanwhile, civil aviation minister Hardeep Singh Puri said that India will take a decision on resumption of international passenger flights as soon as countries ease restrictions on entry of foreign nationals.
Countries like Japan and Singapore have put significant restrictions on entry of foreigners amid the coronavirus pandemic.
"A decision to resume regular international operations will be taken as soon as countries ease restrictions on entry of foreign nationals. Destination countries have to be ready to allow incoming flights," Puri said on Twitter.
India resumed its domestic passenger flights on May 25 after a gap of two months due to the coronavirus-triggered lockdown.
"Most countries have less than 10 per cent international operations because they are allowing entry only to their own citizens & have placed restrictions on foreign nationals," the minister stated.
Many countries are allowing inbound flights from a few nations, but have placed restrictions like quarantine or isolation, he said.

The Centre on Thursday released standard operating procedures for reopening offices, hotels, shopping malls, restaurants, and religious places amid rising COVID-19 cases across the country.
According to the SOPs for commercial establishments, the ministry said that hand hygiene (sanitizer dispenser) and thermal screening provisions should be in place mandatorily at the entrance and only asymptomatic customers and visitors will be allowed. Face cover or mask will be mandatory, it said.
Visitor entry to shopping malls should be allowed in a staggered manner and adequate manpower be deployed by mall management for ensuring social distancing norms, the SOPs mentioned.
Gaming arcades, children play areas and cinema halls inside shopping malls shall remain closed.

According to the health ministry's 8 am update, 9,304 new patients have tested positive in 24 hours across the country, taking the nationwide tally to 2,16,919, while the toll from the deadly virus increased to 6,075 with 260 more fatalities in this period.
Based on the government data, India is now the seventh worst-hit nation after the US, Brazil, Russia, the UK, Spain, and Italy, whereas it is ranked 12th at present in terms of fatalities. India is among the top five countries in terms of active cases, as also for the number of tests conducted so far.
The number of active COVID-19 cases, in the meantime, now stands at 1,06,737, while the count of recoveries has risen to 1,04,107 with 3,804 patients recovering in the last 24 hours, the ministry said. India is placed eighth in terms of recoveries.
The COVID-19 figures, however, have risen since the 8 am update. A PTI tally of figures announced by different states and union territories, as of 9.50 pm, showed a higher number of confirmed cases across the country at 2,17,389 and the death toll at 6,233. It also showed more than 1.07 lakh COVID-19 patients having recovered so far.
Maharashtra cases cross 77,000; Tami Nadu reports 1,384 infections

In Andhra Pradesh, the state government secretariat appeared turning into a hotspot for the novel coronavirus infection with one more employee there testing positive. The state reported 141 new cases in the last 24 hours, taking its tally to 4,112. The death toll has risen to 71 there.

He said COVID-19 cases are on the rise in Delhi and the government has started focusing on ensuring that those who need hospitalisation get beds and proper treatment facilities.
Meanwhile, the Delhi government also warned that private hospitals which do not comply with its direction to reserve 20 percent beds for coronavirus patients by Friday will be converted into dedicated COVID-19 facilities.

According to the SOPs for commercial establishments, the ministry said that hand hygiene (sanitizer dispenser) and thermal screening provisions should be in place mandatorily at the entrance and only asymptomatic customers and visitors will be allowed.
Face cover or mask will be mandatory, it said.
Visitor entry to shopping malls should be allowed in a staggered manner and adequate manpower be deployed by mall management for ensuring social distancing norms, the SOPs mentioned.
Gaming arcades, children play areas and cinema halls inside shopping malls shall remain closed.
The ministry sought contactless mode of ordering and digital mode of payment (using e-wallets) to be encouraged.
The ministry said that religious places inside containment zones shall remain closed for the public while those outside will be allowed to open.
"No physical offerings like prasad/distribution or sprinkling of holy water, etc, should be allowed inside the religious place," the ministry said, underlining that community kitchens, langars, 'ann-daan' etc at religious places should follow physical distancing norms while preparing and distributing food.
According to the SOPs, all religious places should ensure hand hygiene (sanitizer dispenser) and make thermal screening provisions at the entrance mandatorily.
They should allow only asymptomatic persons in the premises and allowing those using face cover or masks.
Experts raise concerns over fiscal deficit, state of economy
A nationwide lockdown came into effect on 25 March, which was initially announced for 21 days, but was extended thrice and the last fourth phase ended on 31 May.
A graded exit from the lockdown began on 1 June and the next phase, beginning 8 June, would see the reopening of malls, hotels, and restaurants, among other places, followed by further easing of the lockdown curbs through the remaining weeks of June and then in July.
But even as some business activities are set to resume from 8 June, experts expressed concerns over the fiscal deficit and the impact of the lockdown on the economy.
Leading industry body CII, cautioned against increasing fiscal deficit to spur the coronavirus-hit economy, while rating agency ICRA said that banks' gross non-performing assets may worsen due to disruptions caused by the pandemic.
Industrialist Rajiv Bajaj said a "draconian" but porous lockdown to stem the spread of COVID-19 has ended up "flattening the wrong curve" by decimating India's economy and leaving it with the "worst of both worlds".
During a video interaction with Congress leader Rahul Gandhi, Bajaj also said that opening up the economy would be a Herculean task and asserted that none other than Prime Minister Narendra Modi should purge the people's mind of fear through a "very clear and aligned narrative".
The BJP, however, downplayed Bajaj's remarks, saying Gandhi used the businessman as a "bouncing wall" for his ideas during the conversation in which the opposition leader did "most" of the talking. The party also said Bajaj was not an expert on COVID-19 and how to deal with it.
Opposition to ending 14-day quarantine for doctors 'presumptuous'
The health ministry's remark that India may soon have to build makeshift hospitals had come while the Centre filed an affidavit in response to a petition filed in the Supreme Court challenging its 15 May order ending a mandatory 14-day quarantine for healthcare workers on COVID-19 duty after a seven/14-day roster.
The pandemic has seen a large number of health workers, including doctors and nurses, also contracting the dreaded virus infection, due to which the 15-May order of the health ministry has faced a lot of criticism from the healthcare workers.
While responding to the PIL, the Centre said that mandatory quarantine for 14 days after rostering duty of health care workers of 7/14 days is not justified and warranted.
The affidavit was filed before a bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and MR Shah which was hearing the plea.
The ministry also told the Supreme Court that hospitals are mainly responsible for implementing the infection prevention and control activities, but the final responsibility lies with the health care workers themselves to protect themselves from COVID-19.
The Ministry of Health and Family Welfare told the apex court that it is the responsibility of health care workers to adequately train themselves and take all possible measures for preventing the infection.

The pandemic has seen a large number of health workers, including doctors and nurses, also contracting the dreaded virus infection, due to which the 15-May order of the health ministry has faced a lot of criticism from the healthcare workers. While responding to the PIL, the Centre said that mandatory quarantine for 14 days after rostering duty of health care workers of 7/14 days is not justified and warranted. The affidavit was filed before a bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and MR Shah which was hearing the plea. The ministry also told the Supreme Court that hospitals are mainly responsible for implementing the infection prevention and control activities, but the final responsibility lies with the health care workers themselves to protect themselves from COVID-19. The Ministry of Health and Family Welfare told the apex court that it is the responsibility of health care workers to adequately train themselves and take all possible measures for preventing the infection. Assam's COVID-19 recovery rate at 9.1%
Of the total 682 confirmed COVID-19 cases in Assam, as many as 62 people were cured of the novel coronavirus, said health minister Himanta Biswa Sarma on Wednesday.
The COVID-19 recovery rate in the state stood at 9.1 percent.

16 new COVID-19 cases in Assam take total to 682
Sixteen new COVID-19 cases were reported in Assam as of 11.55 pm on Tuesday, said health minister Himanta Biswa Sarma. Of the new cases, six were reported in Hojai and Golaghat each, two in Darrang while one each in Kamrup Metro and Kamrup.
With this the total confirmed cases in the state climbed to 682, of which there are 613 active cases. Till now, the state reported four COVID-19 deaths.

India to operate 11 more flights from US in 2nd phase of Vande Bharat Mission
India has decided to operate additional Air India non-scheduled commercial flights in the ongoing second phase of Vande Bharat Mission, from the United States to various cities in India, the Indian Embassy here said.
According to the Embassy, 11 flights will operate in the ongoing second phase of operations from 28 May to 15 June to evacuate Indians from various parts of the US.
Out of 11 flights, four will operate from Chicago, two each from San Francisco, Washington DC and New York and one from Newark.

Assam govt won't allow incoming passengers home quarantine
The Assam government Tuesday decided that home-quarantine will not be allowed to people coming from outside and they will be sent for institutional-quarantine, in view of the spike in the number of positive cases in the state. The total reached 682 after 123 more individuals tested positive.
Parliamentary Affairs Minister Chandra Mohan Patowary said the state Cabinet stressed the need for strict quarantine of people coming from outside.

India reported 6,535 coronavirus cases and 146 deaths in the past 24 hours, taking the total number of cases to 1,45,380 and the total fatalities to 4,167.
The number of active COVID-19 cases climbed to 80,722. As many as 60,490 people have recovered and one patient has migrated, the Union health ministry said.
This came on a day that the Supreme Court took note of the plight of migrants stranded due to the lockdown and issued notices to the Centre and all state governments.
State-wise numbers
Of the 146 deaths reported since Monday morning, 60 were in Maharashtra, 30 in Gujarat, 15 in Delhi, 10 in Madhya Pradesh, seven in Tamil Nadu, six in West Bengal, four each in Uttar Pradesh and Rajasthan, three in Telangana, two each in Himachal Pradesh, Jammu and Kashmir and Karnataka and one in Kerala.
Of the total 4,167 fatalities, Maharashtra tops the tally with 1,695 deaths followed by Gujarat with 888 deaths, Madhya Pradesh with 300, West Bengal with 278, Delhi with 276, Rajasthan with 167, Uttar Pradesh with 165, Tamil Nadu with 118 and Andhra Pradesh and Telangana with 56 deaths each.
The death toll reached 44 in Karnataka and 40 in Punjab.

Jammu and Kashmir has reported 23 fatalities due to the disease, Haryana has 16 deaths, while Bihar has registered 13 and Odisha has seven deaths.
Kerala and Himachal Pradesh have reported five deaths each so far, while Jharkhand and Assam have recorded four deaths each so far.
Chandigarh and Uttarakhand each have recorded three COVID-19 fatalities each, while Meghalaya has reported one fatality so far, data showed.
More than 70 percent of the deaths are due to comorbidities, authorities said.
According to the ministry data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 52,667 followed by Tamil Nadu at 17,082, Gujarat at 14,460, Delhi at 14,053, Rajasthan at 7,300, Madhya Pradesh at 6,859 and Uttar Pradesh at 6,532.
The number of COVID-19 cases has gone up to 3,816 in West Bengal, 3,110 in Andhra Pradesh and 2,730 in Bihar. It has risen to 2,182 in Karnataka, 2,060 in Punjab, 1,920 in Telangana, 1,668 in Jammu and Kashmir and 1,438 in Odisha.
Haryana has reported 1,184 coronavirus infection cases so far, while Kerala has 896 cases. A total of 526 people have been infected with the virus in Assam and 377 in Jharkhand.
Uttarakhand has 349 cases, Chhattisgarh has 291, Chandigarh has reported 238 cases, Himachal Pradesh has 223, Tripura has 194 and Goa has registered 67 cases so far.
Ladakh has reported 52 COVID-19 cases, Puducherry has 41 instances of the infection, Manipur has 39 while Andaman and Nicobar Islands has registered 33 infections

"2,970 cases are being reassigned to states," the ministry said on its website, adding, "Our figures are being reconciled with the ICMR."
State-wise distribution is subject to further verification and reconciliation, it said.
SC takes suo motu cognisance of migrant crisis
The Supreme Court said there have been “inadequacies and certain lapses” by the Centre and the states, and asked them to provide transport, food and shelter immediately free of cost.
Referring to various media reports showing the “unfortunate and miserable conditions” of migrant labourers walking on foot and cycling long distances after the lockdown, the top court issued notices to the Centre, the states and Union territories and sought their replies by 28 May.
Although the Centre and the states have taken measures to provide relief to the migrants, the court said there have been “inadequacies and certain lapses”. Effective concentrated efforts are now required to redeem the situation, it added.
“The adequate transport arrangement, food and shelters are immediately to be provided by the Centre and State Governments free of cost,” said the court which took the suo motu (on its own) cognizance of the situation.
The order by the court came amid criticism by activists and lawyers that the judiciary was not doing enough in tackling the migrants crisis after the coronavirus lockdown and in making the executive accountable.
The national lockdown was imposed on 25 March leading to job losses and forcing lakhs of migrant workers to head to their faraway native states.
The apex court on 15 May observed that it is impossible for the courts to monitor or stop the movement of migrant workers across the country and it is for the government to take necessary action in this regard.
“We take suo motu cognizance of problems and miseries of migrant labourers who had been stranded in different parts of the country. The newspaper reports and the media reports have been continuously showing the unfortunate and miserable conditions of migrant labourers walking on-foot and cycles from long distances,” said a bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and MR Shah.
The top court added that “in the present situation of lockdown in the entire country, this section of the society (migrant labourers) needs succour and help by the concerned governments especially steps need to be taken by the Government of India, State Governments/ Union Territories in this difficult situation to extend helping hand to these migrant labourers”.
'COVID-19 fatality rate in India among lowest in the world'
The COVID-19 fatality rate in India is among the lowest in the world at 2.87 percent, the Union government said, attributing the timely lockdown, early detection and management of coronavirus infection cases as the main reasons for the low death toll.
From 3.38 percent in April, the fatality rate in the country has come down to 2.87 percent as against 6.4 percent globally.
The toll due to COVID-19 rose to 4,167 and the number of cases climbed to 1,45,380 in the country registering an increase of 146 deaths and 6,535 cases in a 24-hour span till Tuesday 8 am, according to the Union health ministry.
Responding to a question at a press briefing on why the country's death rate is one of the lowest in the word, ICMR DG Balram Bhargava said there is no substantiative factor behind it.
"We have surprisingly found a low fatality rate in India and which is a very good thing. Ultimately, we are interested in a patient surviving whether he gets COVID-19 or not.
"There are several hypothesis such as we are living in bad hygiene, have higher immunity and have been given certain vaccines like BCG and those for tuberculosis, but these all are hypothesis and we cannot say anything clearly on any factor. So long as the fatality rate is low it a good thing and I hope it continues," he said.
Joint secretary Lav Agarwal, however, said that the country's graded response to COVID-19 and timely identification of cases along with their clinical management played a major role in keeping the death rate low.
One of the main components of an infectious diseases is early identification, he said.
"We had started screening of passengers and activated our healthcare workers even 13 days before the WHO declared it a public health emergency of international concern. If cases are detected on time they do not turn serious and to the extent automatically the fatality rate will be low," he said.
France has a fatality rate of 19.9 percent followed by Belgium at 16.3, Italy at 14.3, UK at 14.2, Spain 12.2, Sweden 11.9, Canada 7.6, Brazil 6.3, the US at 6.0, China 5.5 and Germany at 4.6 percent.
