Decode Politics: Why PM Modi is Talking About ‘Bandarbant’ in Himachal
Prime Minister Narendra Modi recently sparked a political firestorm with his claims at rallies in Nahan and Mandi, accusing the Congress-led Himachal Pradesh government of mismanaging flood relief funds. Modi’s assertion that the Sukhwinder Singh Sukhu government distributed National Disaster Response Fund (NDRF) and State Disaster Response Fund (SDRF) money indiscriminately has led to heated exchanges between the BJP and Congress leaders.

At the rallies, PM Modi alleged, “The Centre sent hundreds of crores of rupees to the state government after last year’s disaster, but those funds were distributed indiscriminately. Mark my words, this government’s collapse is imminent. I promise you that I will account for every single paisa from them and put it in the hands of Mandi’s people.”
What Funds Was Modi Referring To?
The funds in question are part of the NDRF and SDRF, with Himachal Pradesh receiving a total of Rs 1,148 crore in relief (Rs 360.80 crore from SDRF and Rs 787.25 crore from NDRF) over 2023 and 2024. These funds are critical for immediate disaster response, with the SDRF being the primary resource for state governments and the NDRF supplementing it when disasters are particularly severe.
The Alleged ‘Bandarbant’ (Indiscriminate Distribution)
Former Chief Minister and Leader of the Opposition, Jairam Thakur, claims that the Himachal government distributed relief funds selectively, favoring Congress supporters and not following proper procedures. He argues that cash distributions were made manually by local leaders, which is against the rules that mandate bank transfers for amounts exceeding Rs 25,000. Additionally, Thakur alleges that the state government raised compensation amounts arbitrarily, such as increasing the amount for a completely damaged house from Rs 1.30 lakh to Rs 7 lakh without proper procedures.
Himachal Pradesh Government’s Response
The state government has denied these allegations. A senior official from the Department of Revenue and Disaster Management stated that NDRF and SDRF funds are spent strictly according to Ministry of Home Affairs guidelines. Naresh Chauhan, the principal adviser (media) to CM Sukhu, dismissed Modi’s claims as baseless, accusing local BJP leaders of spreading misinformation rather than helping secure more funds from the Centre. He also refuted the claim that relief money was distributed in cash.
Congress’s Accusations Against the Centre
In response, Chief Minister Sukhu and Congress general secretary Priyanka Gandhi have accused the Centre of neglecting Himachal Pradesh’s needs. After the severe floods in July-August 2023 that killed 441 people and damaged over 14,000 houses, the state government requested Rs 9,900 crore in disaster relief from the Centre, which has not been fully met. Despite launching its own relief fund and appealing for donations, the state received only Rs 360 crore under the SDRF from the Centre in December 2023.

There is good news for the people of Himachal Pradesh. Due to the employment problem, the government is planning to provide 20,000 government jobs in Himachal by the end of this year. The opposition party is continuously cornering the ruling Congress government. The opposition Bharatiya Janata Party said that during the elections, Congress had promised to provide 500,000 jobs, but ever since Congress came to power, people have been deprived of jobs, leave alone jobs. Sukh government minister Harsh Vardhan Chauhan also responded to the allegations and hit back at BJP.

Indian Election Results (Part 3)
Part 3 is here and I reallyyy hope it's the last one.
Independent candidates lead in Jammu & Kashmir with 3 individual seats, BJP in tow with 2. Congress remained on zero. Independent candidate wins the only seat in Ladakh.
BJP shocks in Himachal Pradesh by winning all 4 seats. Modi factor shines here because despite being in power in the Vidhaan Sabha, Congress remains on the zero mark. Personally, I believe that the credit to Kangana Ranaut's Mandi win is due to Modi Ji's campaign, because Kangana's speech during the campaigns are lack charisma.
Congress isn't able to bring it's phoenix rise in Uttarakhand, remaining on zero while BJP wins all 5 seats.
10 seats of Haryana are equally divided b/w BJP and Congress with both 5 seats each. Congress also wins the 1 seat of Chandigarh.
The 50-50 division is also seen in Goa, where both parties win 1 seat each.
INDIA sweeps Punjab with Congress winning 7 seats, AAP 3 and Akaali Dal 1. BJP loses 2 seats, falling on zero. Even if Congress leads here and it's been year since the incident, I'll forever be bitter that they let go of Amrinder Singh. He practically revived Congress in Punjab, highly experienced.
In Sikkim, Regional Party {Sikkim Krantikari Morcha} wins the 1 seat.
BJP leads with 9 seats in Assam, Congress getting 3 and Regional Party {Asom Gana Parishad} getting 1.
To no one's surprise, Congress with the 2 seats of Manipur. BJP remains on zero, rightfully so. No one is more right in voting against BJP than the Manipur public.
Both BJP and Congress remain on zero as Independent candidate wins 1 seat in Mizoram.
Congress wins the only seat of Nagaland.
BJP wins 2 seats of Tripura and 2 seats of Arunachal Pradesh, Congress remains on zero.
Independent candidate and Congress win 1 seat each in Meghalaya, BJP on the zero mark.
Congress wins the 1 seat of Lakshdweep, 1 seat of Pondicherry while BJP wins 1 seat of Andaman & Nicobar.
That's it I guess! I think I covered all the states in these 3 parts, but do tell if I forgot some.

Like @RahulGandhi said, Congress is heading towards a massive majority of 150 seats.

CONgress gov of Himachal Pradesh is the literal example of a shitty government! As of October 2024, CONgress gov will charge Rs 25 per toilet seat. They have already charging Rs 100 for water connection, Sewage bill of 30% on top of your water bill and an Rs 25 per toilet seat in the house!
What they haven't clarified is, if its an Indian style toilet, which has no seat, will the tax still apply?
Will someone come and check each and every building to see how many 'toilet seats' you have?
This tax will be applied to every toilet in every house, shop, office, hotel, hospital and even schools!
During the election, RaGa mentioned that he wants to do an X-Ray of what everyone has and owns in the country - he didn't clarify it will start with the toilet in your home!
If this is where they are willing to start, just imagine how far they will go! There is nothing to say CONgress wont tax you for every single item in your home!
