Introducing | NYSCA/NYFA Artist Fellowship Program Recipients and Finalists
NYFA has awarded a total of $644,000 to 95 New York State artists.
The New York Foundation for the Arts (NYFA) has announced the recipients and finalists of the NYSCA/NYFA Artist Fellowship program, which it has administered for the past 31 years with leadership support from the New York State Council on the Arts (NYSCA). The organization has awarded a total of $644,000 to 95 artists (including three collaborations) whose ages range from 25-84 years throughout New York State in the following disciplines: Crafts/Sculpture, Digital/Electronic Arts, Nonfiction Literature, Poetry, and Printmaking/Drawing/Book Arts. Fifteen finalists, who do not receive a cash award, but benefit from a range of other NYFA services, were also announced. A complete list of the Fellows and Finalists follows.
The NYSCA/NYFA Artist Fellowship Program makes unrestricted cash grants of $7,000 to artists working in 15 disciplines, awarding five per year on a triennial basis. The program is highly competitive and this year’s recipients and finalists were selected by discipline-specific peer panels from an applicant pool of 2,744. Since it was launched in 1985, the program has awarded over $31 million to more than 4,400 artists.
“Being an artist is hard work, and a struggle for many; a recent report by New York City’s Department of Cultural Affairs found that 40% of the artists surveyed cannot afford art supplies and tools,” said Michael L. Royce, Executive Director, NYFA. “This sobering figure is one of the reasons why we are proud to support artists across New York State with unrestricted grants. For 31 years, artists of all disciplines have put the money towards anything that helps make their lives and practice easier, including buying the supplies and time they need to make their art and push their careers forward” he added.
New York State Council on the Arts Chair, Dr. Barbaralee Diamonstein-Spielvogel, said: “The NYSCA/NYFA Artist Fellowship program supports New York State’s creative communities, and NYSCA is proud of our leadership role in this nearly 32-year collaboration with NYFA. Since 1985, NYSCA has provided $31 million in funding for this critical program. Each individual grant helps the recipient more freely engage in imaginative work, and expand the boundaries of creative media. It is gratifying to know that this program has made a real difference in the daily lives of thousands of artists, throughout New York State."
Richard Barlow of Oneonta, New York, was awarded a Fellowship in Printmaking/Drawing/Book Arts. He expressed that “the NYSCA/NYFA Artist Fellowship is an incredible validation of my work as a visual artist. As a relative newcomer to New York State, it also feels like an acknowledgement that I have established a successful art practice and presence in my new home.” He added that the money will “offset many of the costs of maintaining an active artistic practice: travel, shipping, residencies, materials, promotion, fabrication, etc., and in doing so will alleviate financial pressures and open some mental breathing room to allow for more creative work.”
Neda Toloui-Semnani, a Fellow in Nonfiction Literature from Brooklyn, New York, shared the following about her fellowship: “The NYSCA/NYFA Artist Fellowship has given me, a nonfiction writer, the luxury of resource. It has given me both peace of mind and a great deal of joy because I get to see through the final reporting and writing of my first book without compromising. It’s an extraordinary gift.”

Mrs. Ruby Prevette Moore, age 99 widow of Rev. Vestal Moore of Wilkesboro passed away Sunday, March 25, 2018 at Wake Forest Baptist-Wilkes Medical Center.
Funeral services will be held 2:00 PM Thursday, March 29, 2018 at Reins-Sturdivant Chapel with Pastor Philip Moore and Pastor Evan Moore officiating. Burial will be in Hunting Creek Baptist Church Cemetery. The family will receive friends from 12:00 until 1:30 PM prior to the service at Reins-Sturdivant Funeral Home.
Mrs. Moore was born October 18, 1918 in Iredell County to Perry Mansfield and Cordia Nicholson Prevette. She was a homemaker and a member of Cherry Grove Baptist Church.
In addition to her parents and husband she was preceded in death by a daughter; Helen Mallard, three sisters: Electra Shoemaker, Hazel Pardue and Ever Pardue and one brother; Mansfield Junior Prevette.
She is survived by three sons; Darryl Moore and wife Ruth of Wilkesboro, Charles Moore and wife Opal of Fleetwood and Archie "Eddie" Moore and wife Ann of Elkin, ten grandchildren; Jeff Moore and wife Donna, Mike Moore and wife Jane, Steve Moore, Hope Calloway and husband Jason, Chris Moore and wife Vickie, Lisa Harless and husband Mike, Dwayne Tuggle and wife Cathy, Sandra Moore, Philip Moore and wife Angela, Jayme Llewellyn and husband Randy, twenty-two great grandchildren and several great-great grandchildren, one sister Annie Mae Morrow and husband Dwight of Statesville and two brothers; Abram Prevette and wife Evelyn of Statesville and Lawrence Prevette of Independence, VA., .
Flowers will be accepted.
John Chipman, 85
Mr. John Thomas (Tom) Chipman, age 85 of North Wilkesboro passed away Saturday, March 24, 2018 at Hugh Chatham Memorial Hospital.
Graveside services will be held 11:00 AM Thursday, March 29, 2018 at Liberty Grove Baptist Church Cemetery with Rev. David Sparks officiating. The family will receive friends from 6:00 PM until 8:00 PM Wednesday evening at Reins-Sturdivant Funeral Home.
Mr. Chipman was born June 19, 1932 in Yadkin County to Jasper Garfield and Lessie Martin Chipman. He was a member of Liberty Grove Baptist Church and he retired from Yadkin Valley Ford.
In addition to his parents he was preceded in death by a sister; Ann Chipman Usry.
He is survived by three daughters; Ivy Kiger and husband Randy of Rural Hall, Mitzi Naylor of Mocksville and Lou Ann Chipman of Kernersville, one granddaughter; Elise Cave and husband Jonathan of Boonville, two great grandchildren; Nathan and Jackson Cave, a brother; Roger Chipman of North Wilkesboro and special friend; Noreen Hood and a host of nieces and nephews.
Flowers will be accepted or memorials may be made to Liberty Grove Baptist Church, 5899 River Road - Liberty Grove Road, North Wilkesboro, NC 28659.
Lois Ellis, 80
Lois Eller Ellis, age 80, of Hays, died Friday, March 23, 2018 at Wilkes Senior Village. She was born October 4, 1937 in Wilkes County to James Paul and Dossie Ellis. Ms. Ellis was preceded in death by her parents; and a brother, James W. Ellis.
Surviving are her brother, Robert Ellis of Hays; niece, Sandy Sebastian and husband Bill of Roaring River; nephew, Jamie Ellis and wife Teresa of Hays; great nieces and great nephews, Grayson Sebastian and Hope Sebastian, Landra Marley of Purlear, and Brandon Ellis of Hays.
Graveside service will be private.

William Thomas, Jr. 96
Mr. William Smith Thomas, Jr. age 96 of Wilkesboro, passed away Friday, March 23, 2018 at Rose Glen Manor.
Funeral services will be held 2:00 PM Wednesday, March 28, 2018 at Reins Sturdivant Chapel with Rev. Paul Hugger officiating. Entombment with Military Honors by Veterans of Foreign Wars Post 1142 Honor Guard will be in Mountlawn Memorial Park Mausoleum. The family will receive friends from 12:30 until 1:30 prior to the service at Reins Sturdivant Funeral Home.
Mr. Thomas was born April 16, 1921 in Iredell County to William Smith Thomas, Sr. and wife Mabel Cleo Baity Thomas. He was retired from the North Wilkesboro Post Office where he worked as Assistant Postmaster for 28 years. Mr. Thomas was a member of Wilkesboro United Methodist Church where he served in various capacities. He led a very active life, having served as a Wilkes County Commissioner, Wilkesboro Town Council Member, Charter Member of North Wilkesboro Optimist Club, Member of Wilkesboro Business and Professional Men's Club, very active Member of the Democratic Party, a Member of National Association of Retired Federal Employees, American Red Cross, a Mason and was the Wilkes County Jaycees Man of the Year in 1955. He attended Mitchell College and was a veteran of the Army Air Corp in WWII.
He was preceded in death by his parents, his wife; Virginia Miller Thomas, a grandson; Aaron Cummings Thomas and three sisters.
Mr. Thomas is survived by a daughter; Anita Ritchie and husband Ray of Freehold, NJ, two sons; Tom Thomas and wife Becki of Purlear, William Smith, III "Sonny" Thomas and wife Sandra of Winston Salem, six grandchildren; Christina Ritchie, Adam Ritchie and wife Tereza, Elliott Thomas and wife Danielle, Leah Thomas Johnson and husband Chris, Andrew Thomas and wife Melissa and Emma Thomas, five great grandchildren; Luke Bumgarner, Charlie Thomas, Oliver Thomas, Anna Ritchie and Nate Ritchie and a special friend and companion, Frances Anderson.

Betty Sexton, 75
Betty Nichols Sexton, age 75, of North Wilkesboro, died Thursday, March 22, 2018 at the Gordon Hospice Home in Statesville. She was born November 18, 1942 in Wilkes County to Robert and Mattie Mabe Webb. Mrs. Sexton was preceded in death by her parents; her husband, Jackie Dale Sexton; daughter, Tammy Nichols; brothers, Dennis Kyle Webb, Everette Webb; and grandson, Christopher Chase Richardson.
Surviving are her daughters, Janice N. Minton and husband Frank Edward of Ferguson, Roberta Burr and husband Ray of Statesville; grandchildren, Holly Alissa Underwood of Millers Creek, Jonathan Nicholas Mahan and wife Heather of Glade Creek, Brandon Scott Bare of Florida; Matthew Richardson and wife Jennifer of Glade Valley, great grandchildren, Nora Elaine Underwood of Millers Creek, Issac Billings of Glade Valley, Lilley Iona Mahan of Glade Creek; sisters, Myrtle Webb of North Wilkesboro, Peggy Miller and husband Clayton of Cricket, Lucy Ayers and husband Junior of Glade Valley; brothers, Marvin Webb, Gene Webb and wife Mary, Ricky Webb and wife Joyce all of North Wilkesboro; Roger Webb of Rock Creek; numerous nieces and nephews.

James Billings, Sr
James "Jim" William Billings, Sr., of North Wilkesboro, died Thursday, March 22, 2018 at his home. He was born September 26, 1929 in Wilkes County to Tyre and Vestie Brooks Billings. Mr. Billings was a member and served as a deacon at Fairplains Baptist Church, where he loved serving in the bus ministry. He was a Gideon until his health caused him to have to quit and as a child in the boy scouts, where he later became a Leader. Mr. Billings was retired from NC DOT as assistant traffic services supervisor. He loved woodwork, hunting and fishing. Mr. Billings was preceded in death by his parents; his grandmother, "Mom Brooks, whom raised him and he dearly loved; his first wife, Darnell Smith Billings; and granddaughter, Angela Dawn Billings.
Surviving are his wife, Grace Huffman Billings; two sons, James Billings, Jr. and wife Anita of Millers Creek, Chris Billings of Greensboro; step-daughter, Sheri Miller of Greensboro; step-son, Greg Miller of Raleigh; three grandchildren, Jeremy Billings and wife Samantha of Wilkesboro, Megan Graeser and husband Brett of Kernersville, Sarah Billings of Raleigh; and three great grandchildren.
Funeral service was held March 26, at Fairplains Baptist Church with Rev. Glenn Dancy and Ted Brown officiating. Burial followed in Mountlawn Memorial Park. Mrs. Joan "Carol" Adams Stroud, age 71 of North Wilkesboro, passed away Wednesday, March 21, 2018 at her home.
Funeral services were held March 24, at Reins Sturdivant Chapel with Rev. David Welborn officiating. Burial was in Mountlawn Memorial Park.
Mrs. Stroud was born October 6, 1946 in Wilkes County to Dewey Monroe and Virginia Delpha Wood Adams. She was a Homemaker and a member of Cricket Baptist Church.
She was preceeded in death by her parents, a son; Michael Eugene Milam, one sister; Joyce Adams Atwood and four brothers; Wayne Adams, Dean Adams, Roby Adams and James Dewey Adams.
Mrs. Stroud is survived by her husband; Charlie Louis Stroud of the home, a daughter; Lisa Shumaker and husband Rodney of North Wilkesboro, a stepdaughter; Tonia Foster and husband Chris of Hays, two stepsons; Jimmy Stroud and wife Candace of Elgin, SC and Chuck Stroud of Wilkesboro, three grandchildren; Justin Shumaker, Kristen Shumaker and Brandon Milam, a great grandchild; Bensley Milam, several step grandchildren; two sisters; Bobbie Adams Benge and husband Junior of Millers Creek and Faye Adams Hendren and husband Lester of Millers Creek.

Mr. Charles Joe Rhymer, 80, of North Wilkesboro, passed away on Tuesday, March 20, 2018 at Wake Forest Baptist Wilkes Medical Center.
Charles was born on October 29, 1937 in Johnson County, Tennessee to Joseph Rhymer and Elsie Stout Rhymer.
Charles is preceded in death by his parents and son in law Rick Dula.
Charles is survived by his wife, Mary Lee Greer Rhymer; daughters, Lisa Rhymer, Yvonne Wilkins, Constance Wolfe ( Tommy), all of North Wilkesboro, Julia Dula of Millers Creek, Jeannie Morefield of Mt.City, TN; son Robert Rhymer of Greensboro; brother, Glenn Rhymer (Gracie) of Mt. City TN; sister, Mary McFarland of Mt.City, TN; 6 grandchildren and 3 great grandchildren.
A memorial service was held March 23, at Adams Funeral Home of Wilkes Chapel in Moravian Falls. Pastor Paul Siceloff officiated.
