Police Administration in India
India is a ‘Federal Democracy’, which means a system of government in which power is constitutionally divided between a central governing authority (central government) and constituent political units (state governments). As mentioned in the ‘Seventh Schedule’ of the Constitution of India, ‘Law & Order’ is a state subject. Therefore all 28 State Police Departments in India (like Assam Police, Bihar Police, Haryana Police, Karnataka Police, Maharashtra Police, etc) reports to their respective State Governments. Whereas the police departments of all 9 Union Territories of India (including National Capital Territory of Delhi) are under the control of Central Government through the respective Governors or Administrators. Recruitment in the Indian police force is done at Four different levels ie at Constabulary, Upper Sub-ordinate, S.P.S. (State level) and I.P.S. (Central level).
The I.P.S. officers are central government employees who provide senior-level leadership to police forces, both in the States and at the Centre. They are recruited Directly or by promotion from the State Police Service (S.P.S.). As of January 2017, the total sanctioned cadre strength of I.P.S. is 4,843 (including direct recruits & promotees). Deputy Superintendent of Police (D.S.P.) or Assistant Commissioner of Police (A.C.P.) are the junior-most Police officers. There are several ‘Federal’ Police Agencies like, “IB, NSG, RPF, BSF, CRPF, CISF, ITBP, SSB” etc, which are under the direct control of the Ministry of Home Affairs, Government of India. All the officers of the Central Armed Police Forces (CAPF) are appointed through UPSC. It should be clear that there is NO such thing called ‘Indian Police’ and secondly, I.P.S. is a service and NOT a department.
Now, let us have a look at the hierarchy of cops in India. This ranking is followed in all the state governments, except Madhya Pradesh and Maharashtra which have slight variations. The Central Forces do NOT have a general hierarchy system, therefore it differs from one department to another.
General hierarchy of Cops in India:
I.P.S. Officers or Indian Police Service Officers
8. Director General of Police (D.G.P.)
7. Additional Director General of Police
6. Inspector General of Police (I.G.P.)
5. Deputy Inspector General of Police
4. Senior Superintendent of Police (S.S.P.)
3. Superintendent of Police (S.P.)
2. Additional Superintendent of Police
1. Assistant Superintendent of Police
P.P.S./ S.P.S. or Provincial/ State Police Service Officers
4. Senior Superintendent of Police
3. Superintendent of Police
2. Additional Superintendent of Police
1. Deputy Superintendent of Police (D.S.P.)
Upper Subordinate
3. Inspector of Police (P.I.)
2. Sub-Inspector of Police (S.I.)
1. Assistant Sub-Inspector of Police (A.S.I.)
Constabulary
3. Head Constable (H.C.)
2. Constable (C.T.)
1. Sepoy/ Home Guard
Note:
• Direct or regular recruit I.P.S. officers are selected through Union Public Service Commission (UPSC) & they start their career as Assistant S.P. (Probationary)
• The Director of Intelligence Bureau (I.B.) is the senior-most I.P.S. officer and directly reports to the Home Minister of India.
• S.P.S. Officers are selected through ‘State Public Service Commission’. Later some of them are upgraded to I.P.S. and are called ‘Promotee I.P.S.’ officers.
• Directly recruited S.P.S. officers are appointed as D.S.P. Some Police Inspectors are also promoted to the post of D.S.P. in the last leg of their career.
Basic setup of State Police Departments
• Each State police department is headed by a D.G.P. rank officer and they are assisted by a few Additional D.G.P. These D.G.P.s report to the Home Minister and Home Secretary of the respective State governments.
• States are divided into Zones & zones are divided into Ranges which are headed by I.G.P. and Deputy I.G.P. respectively.
• Ranges are divided into Districts. Large districts are headed by S.S.P., whereas small ones ones by S.P. In the case of S.S.P. leading a district, he/ she is assisted by S.P. & Additional S.P. who look after City, Rural, Traffic & Crime.
• Districts are divided into Circles or Sub-Divisions. Each of them is headed by a Circle Officer (CO) or Sub-Divisional Police Officer (SDPO) who is usually a D.S.P. rank officer.
• A circle consists of Police Stations which is headed by an S.H.O. (Station House Officer). S.H.O.s are ‘Inspector’ or ‘Sub-Inspector’ of Police. As of February 2019, there are 15,650 police stations in India.
Policing in Metropolitan & important Cities
Some cities in India follow the Police Commissionerate System. The Commissionerate system is different from the ‘SP’ led Police System. The ranking followed in one city varies from others depending upon population, rate of crime or place of importance. The Chief of a police commissionerate is the ‘Commissioner of Police’ (C.P.) and they are empowered as executive magistrates, and hence may promulgate Section 144 of the Criminal Procedure Code (CrPC) and grant arms license where ever required.
The majority of police commissionerates are subordinate to the state police, except few. The post of Commissioner of Police in big cities like Delhi & Mumbai is held by an officer of the rank of D.G.P. In some big cities like Ahmedabad & Bangalore, such posts are given to officers of the rank of Additional D.G.P. Similarly, Commissioners of Faridabad and Gurgaon Police have the rank of I.G.P. There are smaller cities in India which have Deputy I.G.P. and S.S.P. or even S.P. as their Police Commissioner.
