Modi and Kharge in Odisha

On Wednesday, Prime Minister Narendra Modi and Congress President Mallikarjun Kharge will intensify their campaigns in Odisha. This comes just before the seventh and final phase of the Lok Sabha polls on June 1.

PM Modi will start his day with a rally in Mathurapur, South 24 Parganas district, West Bengal. He will then head to Odisha, where he will address public meetings in Mayurbhanj, Balasore, and Kendrapara. Meanwhile, Kharge will be holding rallies in Balasore and Bhadrak.

A BJP sweep in bypolls, crucial gains in MP secure its govt

BHOPAL/LUCKNOW/AHMEDABAD: The BJP on Tuesday swept the assembly by-elections held last week winning and leading in 40 of 59 seats across 11 states, including Madhya Pradesh where it cemented its rule by bagging 17 seats and was poised to add two more. Overall, the Congress, which had sitting MLAs in more than 40 seats, won 11 seats and was leading in one, while two seats were won by the BJD. One seat each was won by the Samajwadi Party, the JMM and the NDPP, and two by Independents, according to the Election Commission data at around midnight. The BJP bagged 38 seats and was leading in two. India’s ruling party wrested all the eight seats from the Congress in Gujarat, four seats in Manipur and also retained its six constituencies in Uttar Pradesh that went to the polls in the first pan-India electoral exercise in the pandemic. It won two seats in Karnataka and one in Telangana. The BJP’s win in bypolls coincided with its impressive show in the Bihar Assembly elections. Prime Minister Narendra Modi hailed the BJP victory in the bypolls in MP, UP, Gujarat and Manipur and thanked the voters. He expressed his gratitude to the electorate in Dubbak seat in Telangana, where the TRS was defeated, calling it a “historic win”. Modi said BJP’s victory in Karnataka’s Rajarajeshwarinagar and Sira is special and the results reaffirm people’s faith in the reform agenda of central and state governments. BJP chief J P Nadda and other party leaders too thanked the voters and party workers in these states. However, it did have a few scattered wins, including in BJP-ruled Haryana where it retained its Baroda seat with its candidate Indu Raj Narwal defeating BJP nominee and Olympian wrestler Yogeshwar Dutt. It won one seat each in Jharkhand and Chhattisgarh. The JD(U) was leading in Valmiki Nagar Lok Sabha by-election in Bihar. MADHYA PRADESH The BJP government, which needed eight MLAs for a simple majority, won 17 seats and was leading in two out the 28 Assembly seats in MP where bypolls were held. A buoyed Chief Minister Shivraj Singh Chouhan said the outcome proves that voters supported the decision taken by the Congress MLAs to pull down the previous Kamal Nath dispensation. The BJP came to power in March after the collapse of the Congres-led government following a revolt by a section of Congress MLAs led by Jyotiraditya Scindia. The Congress has secured victory on one seat and was leading in eight constituencies. In the 230-member house, the BJP tally has increased to 124 with the win, providing stability to the government. Powered by the “progressive agenda” of the government under Chief Minister Shivraj Chouhan and the hardwork of its workers, the BJP has emerged as the “unparalleled choice” of people in Madhya Pradesh, PM Modi said, adding that the people’s affection for the party is “invaluable”. GUJARAT The ruling BJP on Tuesday won all the eight assembly seats in Gujarat where by-elections were held, dealing a blow to the opposition Congress which had bagged these constituencies in 2017. Prime Minister Modi said the bond between the people of Gujarat and the BJP is unbreakable and this affection is again seen in the bypolls victory. The BJP’s tally in the 182-member Assembly has now reached 111. Eight Congress MLAs had resigned before the Rajya Sabha elections in Gujarat, and five of them, who were given tickets by the BJP, won on Tuesday. The winning margin of the Jharkhand Mukti Morcha reduced almost by half compared to what it was in last year’s assembly election. In Bermo constituency, Kumar Jayamangal alias Anup Singh of the Congress defeated Yogeshwar Mahto “Batul”, his nearest BJP rival, by a margin of 14,225 votes. ODISHA The state’s ruling Biju Janata Dal won both the Balasore, which was held by the BJP, and Tirtol seats for which by-elections were held. HARYANA In a big win for the Congress, its candidate Indu Raj Narwal defeated the BJP’s candidate, Olympian wrestler Yogeshwar Dutt, in the Baroda assembly seat in BJP-ruled Haryana. The Congress retained the seat with Narwal winning by over 10,000 votes, said officials. “The victory of Indu Raj Narwal is a win of farmers and labourers. I assure residents of Baroda that the Congress will live up to their expectations,” tweeted Congress leader Kumari Selja. CHHATTISGARH The ruling Congress won the Marwahi Assembly bypoll, necessitated by the death of Janata Congress Chhattisgarh (J) founder Ajit Jogi. Congress candidate Dr K K Dhruw won by 38,197 votes. TELANGANA The BJP wrested the Dubbak Assembly constituency from the ruling TRS in Telangana. BJP candidate M Raghunandan Rao defeated his nearest rival Solipeta Sujatha of the ruling TRS by 1,079 votes. Sujata was the wife of sitting TRS MLA Solipeta Ramalinga Reddy whose death in August this year led to the bypolls. NAGALAND The National Democratic Progressive Party bagged the Southern Angami-I seat in Kohima while an Independent candidate won in the Pungro-Kiphire assembly segment in Kiphire district. The votes for the November 3 and 7 by-elections were counted along with the ballots for the Bihar polls and progressed in accordance with Election Commission guidelines restricting the number of people in counting halls, officials said. Jharkhand Mukti Morcha leader Hemant Soren was sworn in as the 11th Chief Minister of Jharkhand.

Governor of Jharkhand Droupadi Murmu has administered the office and secrecy to Soren, in the presence of senior political leaders and chief ministers from across states.

This will be his second stint as Jharkhand Chief Minister. 

The JMM, Congress and Rashtriya Janta Dal (RJD) alliance won 47 seats in the 81 member House while the BJP won just 25 seats.

Odisha Chief Minister Naveen Patnaik has launched the Madhu app. 

It is an e-learning mobile application that will help school students to understand their subjects and the most efficient way. 

The app is named after Utkal Gourab Madhusudan Das. The app is developed by the Ganjam district administration for school students. 

Through this app, the students will be able to access the video explanation of the topics they were taught in their classrooms.

Inner Line Permit (ILP): Meghalaya Assembly unanimously adopted a resolution to bring the state under ILP

The Meghalaya Assembly unanimously adopted a resolution urging the Government of India to implement inner Line Permit in the state under the Bengal Eastern Frontier Regulation, 1873.

The one-day special session was conducted with the sole intention to pass the resolution view of the demand by the indigenous residents of the state for implementation of ILP. 

Inner Line Permit (ILP) is an official travel document issued by the Government of India to allow inward travel of an Indian citizen into a protected area for a limited period.

The document is an effort by the government to regulate movement to certain areas located near the international border of India.

Why using Modi's name is not helping BJP win states!

Over the past one year the Bhartiya Janta Party (BJP) has not had too many victories as far as state elections are concerned. For me there are many factors but the main reason is BJP believing that they can win state elections just on Modi's name. Winning the elections at the Centre with his name is not an issue since it is under his leadership and the way the Central Government has worked whether it was handling the Covid 19 situation or fulfilling promises like Tripal Talaq, Ram Mandir, Abrogation of Article 370, Bodo Accord, Bru Refugees settlement and Citizenship Amendment Act (CAA). Hopefully the National Register for Citizens (NRC) promise also gets fulfilled and the Economy gets back on track.

But coming back to BJP, who are currently living in a fools paradise and thinking that they can win elections just on Modi's name is definitely not the case when we look at the results in state elections. This was first seen in the Gujarat election where it felt like the Congress will finally come back to power but it was because of the BJP increasing Modi's rallies, they just about won majority. Their state leadership of Chief Minister Vijay Rupani and Deputy Chief Minister Nitin Patel were too busy fighting internally for power which would have lead to defeat in the state elections if not for Modi. The BJP again had the same strategy in Karnataka where they got a majority because of Modi and not because of the state leadership of BS Yeddyurappa. It was a clear message to the BJP leadership that then can't keep winning on Modi's name and that they need to focus on local issues and get credible state leaders.

Just months before the Lok Sabha 2019 elections the BJP got a reality check where they lost 3 states that were Rajashthan, Madhya Pradesh and Chhattisgarh. Now the argument can be given by them that Madhya Pradesh and Chhattisgarh had a 15 year anti incumbency but the fact is the strategy to just use Modi's name and not focusing on localised issues lead to the BJP'S defeat. Rajasthan was a clear example where people had made it clear that they did not have a problem with Modi but Vasundhara Raje won't be spared in the elections for not working which was seen in the results. Also one should give Congress due credit for fighting these elections well.

After the Lok Sabha elections the BJP got another reality check where they lost Jharkhand, just about won Haryana and were not able to form the Government in Maharashtra. As far as Maharashtra is concerned they can make an argument that their alliance had won but their alliance partners ditched them for their own ambitions. In Haryana even after the Congress gave Mr Bhupinder Hooda only one month to campaign he was able to get them 30 seats and the BJP just about managed 40 seats only because they increased Modi's rallies in the end. In Jharkhand it was a clean sweep where the JMM (Jharkhand Mukti Morcha) stole the show and the BJP again had only one strategy that is to use Modi's name for votes. Now one important point to note in these 3 elections was that all 3 sitting Chief Minister's were not from the majority caste from that state which had happened for the first time in India's history. Mr Devendra Fadnavis was a non Maratha, Mr Manohar Lal Khattar was a non Jat and Mr Raghubar Das was a non Tribal. For this we should give BJP credit for choosing competence over caste which we all want to see but as always such things are not shown in the media. The caste and religion factor does get negated in the Lok Sabha elections but unfortunately in the State elections it is still a big factor. It definitely cost the BJP votes during these elections especially in Jharkhand where the BJP won only 2 out of the 28 Tribal majority seats. All said and done BJP's over reliance on Modi still continued and they weren't able to perform at the level that was expected.

In Delhi the trend continued, where the Aam Aadmi Party (AAP) who focused completely on local issues and fought under the state leadership of Mr Arvind Kejriwal swept the elections. The BJP again went into the elections telling people to vote on the name of Modi and his work. The people of Delhi were very clear that they had voted Modi on his work in the Lok Sabha and continue to support him but for the state they preferred Kejriwal for local issues. The BJP also knew the fact that their state BJP leadership is not good enough as compared to the AAP. The people of Delhi did elect the BJP for the MCD (Municipal Corporation of Delhi) elections but as always there has been corruption and not too much work to show. Yes we need to factor in that the Congress on purpose gave up their vote share in order to stop the BJP which played an important role in the victory of AAP but the BJP again had only the Modi strategy to go back to.

The fact is that BJP does not have a strong leadership or the right leader in states like Rajasthan, Delhi, Gujarat, Jharkhand, Karnataka and many other states. In Maharashtra, Uttar Pradesh, Madhya Pradesh and Chhattisgarh they have credible leaders in the form of Fadnavis, Yogi, Shivraj Singh and Raman Singh but they need to make themselves stronger at the state level and not just be a Modi party. His name and work can be used as an added advantage but the main focus needs be to local issues because as we have seen in the state elections, people are voting based on that.

In a way it is good for democracy that one political party is not winning all elections. It gives rest to those lame claims of democracy being in danger, EVM's (Electronic Voting Machines) being hacked and Election Commission working on the behest of the Modi Government. It is high time the BJP relooks at their strategy as far as state elections are concerned with important states like Bihar and West Bengal coming up. In the end whether the BJP wins or some other party, it is only their work that should win and that is what will make India win.

Russia formally approaches India for COVID-19 vaccine 'Sputnik V

The Russian Ambassador on Tuesday reached out to India as New Delhi had formally approached for Covid-19 vaccine, Sputnik V, reports News18.

SC refuses to allow NEET exams abroad; students allowed to return by Vande Bharat flights

The Supreme Court on Monday rejected a plea to set up centres for the NEET examabroad, and directed the Centre to allow overseas students wanting to appear for NEET 2020 to travel to India on Vande Bharat flights.

The Bench, headed by Justice L Nageswara Rao, added that the students must be quarantined for 14 days. However, the court allowed students to approach the respective state governments with pleas for a shorter quarantine period.

The court also told the Medical Council of India (MCI), which is the body that conducts the National Eligibility cum Entrance Test (NEET) exam, that it should consider holding the exam online from next year.

Karnataka eases travel restrictions: No quarantine for inter-state travelers

The Karnataka government on Monday eased the coronavirus-induced lockdown that imposed restrictions on inter-state travel, including stamping on the hand indicating whether the individual is coronavirus- infected and the 14-day mandatory quarantine.

The government issued a new circular to this effect to travellers arriving in Karnataka from other states and Union Territories.

The inter-state travellers include businessmen, students, labourers and those passing through irrespective of their purpose of visit or duration of stay in the state, the circular read.

Odisha's COVID-19 tally rises to 81,479; toll mounts to 419

Odisha's COVID-19 tally shot up to 81,479 on Monday as 2,949 more people tested positive for the infection, while 10 fresh fatalities pushed the state's death toll to 419, a senior health official said.

Cuttack registered the highest number of fresh cases at 589, followed by Khurda (474), Jajpur (215) and Ganjam (179), he said.

A total of 1,826 cases were detected from quarantine centres, while 1,123 people tested positive for the infection during contact tracing, the official said.

The government is likely to allow resumption of Metro train services in the ''Unlock 4'' phase beginning 1 September, but schools and colleges may not reopen anytime soon, officials told PTI on Monday.

Metro rail services may be allowed from 1 September when the ''Unlock 4'' phase in the graded reopening from the coronavirus-induced lockdown will begin, an official said.

COVID-19 discharge rate improves in West Bengal

The discharge rate of Covid-19 patients in West Bengal has improved to 78.46 percent on Monday from 58.54 percent on 18 August the state health department said. Altogether 3,285 patients were released from different hospitals during the day.

The death toll due to coronavirus mounted to 2,851 after 57 people succumbed to the disease, while the states tally reached 1,41,837 with 2,967 new cases of infection, the department said in a bulletin.

Shibu Soren, diagnosed with COVID-19, shifted to hospital

JMM chief Shibu Soren, who was diagnosed with COVID-19 last week, was shifted to a private hospital here on Monday as a precautionary measure, official sources told PTI

Soren, 76, and his wife Roopi tested positive for COVID-19 on Friday and were in home isolation as they did have symptoms, they said. However, taking into account his age and medical record, the former chief minister was shifted to the Medanta Hospital here in the evening, they added.

His condition is currently stable, official sources said.

Haryana CM, Speaker, 2 BJP MLAs test positive

Haryana Chief Minister Manohar Lal Khattar, Assembly Speaker Gian Chand Gupta and two BJP MLAs tested positive for COVID-19 on Monday, two days before the Monsoon Session of the Assembly is set to begin, reports PTI.

Khattar's test report came positive on Monday, six days after he had attended a meeting with Union Jal Shakti Minister Gajendra Singh Shekhawat, who was later found infected with the virus.

The chief minister was taken to the PGIMER hospital here for a detailed check-up in the evening, an official said.

Coronavirus LATEST Updates: According to the Ministry of Health & Family Welfare, Government of India, India has tested more than 3.5 crore people for COVID19  so far, resolutely following its 'TEST TRACK TREAT' strategy

The tally of coronavirus cases in India crossed 31 lakh with a rise of 61,408 new cases on Monday, and the recovery rate rose to 75.27 percent with a total of 23,38,035 cured patients recorded so far, the Union health ministry said.

The COVID-19 caseload mounted to 31,06,348, a day after it crossed 30 lakh, while the toll rose to 57,542 with 836 new casualties being reported in a span of 24-hours, the data updated at 8 am showed.

The COVID-19 case fatality rate has declined to 1.85 percent, the ministry said. The total count of cases includes 7,10,771 active cases, which comprise 22.88 percent of the total caseload.

According to the Indian Council of Medical Research (ICMR), a cumulative total of 3,59,02,137 samples have been tested up to 23 August with 6,09,917 samples being tested on Sunday.

ML Khattar, Haryana Speaker test COVID-19 positive

"I was tested for novel coronavirus today. My test report has returned positive. I appeal to all colleagues and associates who came in my contact over the last week to get themselves tested. I request my close contacts to move into strict quarantine immediately," the chief minister tweeted.

Khattar's earlier test report came negative for COVID-19 on Thursday, two days after he had attended the meeting with Shekhawat over the Sutlej Yamuna Link canal issue in New Delhi. The chief minister had on Thursday decided to go into home quarantine for three days as a precautionary measure.

Khattar, who is also the Leader of the Assembly, will not be available for the Monsoon Session. He underwent the test on Monday as mandated by the Speaker for all MLAs and Assembly staffers ahead of the session, beginning 26 August.

Speaker Gupta (73) and BJP MLAs Aseem Goel and Ram Kumar also tested positive for COVID-19, the state government said.

Meanwhile, Goa chief minister Pramod Sawant said that the oxygen levels of Union AYUSH minister Shripad Naik dropped on Monday. Naik is also COVID-19 positive.

Sawant added a joint team of doctors from the Command Hospital, New Delhi and AIIMS  will be arriving in Goa on Monday night to take stock of Naik's medical condition. Naik is an MP from Goa.

The team will decide whether to shift Naik to Delhi for further treatment, Sawant added.

Centre likely to allow metro services to resume from 1 Sept

The Centre is likely to announce 'Unlock 4' guidelines this week, PTI reported. The permission to resume metro services across the country from 1 September, is likely to be among the new guidelines. States will, however, take the final call on reopening the rapid transport networks depending on the coronavirus situation there.

Metro services were suspended in late March to combat the spread of the novel coronavirus, which has infected more than 31 lakh people in the country so far.

The 'Unlock 4' phase is part of the Centre's graded lifting of restrictions due to the coronavirus-induced lockdown.

Meanwhile, schools and colleges may not reopen anytime soon, the report said. Bars, which are so far not allowed to reopen, may be permitted to sell liquor over the counter for takeaway.

The report quoted officials as saying that deliberations are underway on whether to allow reopening of higher educational institutions such as universities, IITs and IIMs.

There is almost no possibility of allowing cinema halls to reopen from 1 September as it will not be commercially viable for film-makers or cinema hall owners to operate following social distancing norm.

In the 'Unlock 4' guidelines, the central government will only mention about prohibited activities and the rest can resume. The state governments will take a final call on additional activities that should continue to remain prohibited during the 'Unlock 4', the report said.

Hong Kong researchers report first documented coronavirus re-infection

Researchers in Hong Kong documented the first case of a cured coronavirus patient getting reinfected, reports said on Monday.

A man who recovered from COVID-19 was infected for the second time, four and a half months later "in the first documented instance of human re-infection", researchers at the University of Hong Kong were quoted as saying by Reuters.

"The findings indicate the disease, which has killed more than 800,000 people worldwide, may continue to spread amongst the global population despite herd immunity," the report said.

SP Balasubrahmanyam tests negative for COVID-19

Singer SP Balasubrahmanyam has tested negative for coronavirus and he is stable and fine, his son SP Charan said on Monday.

"My father is fine and stable and his coronavirus test has tested negative," he said in a statement. The 74-year old, hugely popular for his singing skills in several languages,was admitted to MGM Healthcare on 5 August after he tested positive for COVID-19.

According to a hospital bulletin issued on 22 August, the playback singer was on ventilator in the Intensive Care Unit.

State-wise cases and deaths

Maharashtra reported 11,015 new cases of COVID-19 and 212 deaths on Monday. The total number of cases in the state now stands at 6,93,398, including 5,02,490 recoveries and 1,68,126 active cases, the state's health department said.

Tamil Nadu reported 5,967 new COVID-19 cases and 97 deaths, taking total cases to 3,85,352, including 3,25,456 discharges and 6,614 deaths. The number of active cases stands at 53,282, according to the health department.

In Delhi, 1,061 new cases, 1,200 new recoveries, and 13 deaths were reported. The total number of cases are now at 1,62,527, including 1,46,588 recovered cases, 11,626 active cases and 4,313 deaths, the Delhi government said.

Madhya Pradesh reported 1,292 new cases of coronavirus and 17 deaths. The total number of cases are now at 54,421, including 11,944 active cases, 41,231 recoveries and 1,246 deaths.

Punjab reported 1,516 new cases today. The total number of cases rises to 43,284 including 13,798 active cases, 28,357 recovered cases and 1,129 deaths so far, as per the state's health department.

NEW DELHI: A general disenchantment and mood for change of regime have been common factors in most of the Assembly elections since the 2014 Lok Sabha polls and the trend may continue in the states that go to polls before 2019.

The last Lok Sabha elections showed strong anti-incumbency against the Congress-led UPA-II government led by Manmohan Singh. A slew of scams from the 2G spectrum, coal block allocation and Commonwealth Games among others led to the people giving BJP a clear majority in the Lok Sabha in 2014.

The Delhi Assembly elections went against both the BJP and the Congress with Aam Admi Party getting 67 of the 70 seats.

The ruling Congress could not even open its account in the next Assembly. While most of the states where the ruling party was voted out had Congress in power and there was an anti-incumbency against the Grand Old Party, even BJP has been at the receiving end of the public ire.

Congress was voted out in several states, including Maharashtra, Haryana, Assam, Andhra Pradesh (polls held along with general elections in 2014), Himachal Pradesh and Uttarakhand. The latest is Karnataka where BJP has emerged as the single largest party with Congress a distant second.

In Andhra Pradesh TDP defeated Congress and YSRCP. But in all the other states BJP was the winner. The saffron party has virtually no presence in Andhra Pradesh and was a coalition partner of TDP till two months ago.

Naveen Patnaik-led BJD in Odisha, and Mamta Banerjeeled Trinamool in West Bengal have bucked the trend and are among the exception to the rule.

Nitish Kumar managed to retain power in Bihar by stitching up an alliance with RJD in 2015.

This has led to speculation that BJP will face anti-incumbency in Rajasthan and if the trend continues it is likely to be voted out. BJP also faced strong antiincumbency in Gujarat after being in power for 22 years.

However, it managed to form a government with seven seats more than the half-way mark.

BJP is faced with a tough election even in Madhya Pradesh and Chhattisgarh but a lot would depend on how Congress fares in the two states. It would be a direct contest between the two parties in Rajasthan, Madhya Pradesh and Chhattisgarh.

Similarly, in Jharkhand a united Congress-JMM combine can make it difficult for BJP in the next Assembly polls.

Though BJP is the strongest party at the national level and Narendra Modi remains the most popular leader, if the antiincumbency trend continues, the Lok Sabha elections in 2019 may not be a cakewalk for the ruling party.

A united opposition- provided it adopts a pragmatic approach and buries its differencesmay be difficult to overcome. The opposition is also hopeful that a brewing anti-incumbency in many of the 20 states where BJP is in power will also help it in the 2019 Lok Sabha polls.
