I definitely do imagine some of his patches to be bioluminescent and he subconsciously uses them to round out and add to the things he's trying to say and the points he's making, much like some people would use hand gestures.

He's very much A Creature In A Human Body and no matter how much he practices, mimicking human voice intonations and facial expressions always feels like a chore to him. Sadly, his 'communicative' bioluminescence usually just... isn't visible at all to the naked eye. Some people who are very sensitive to the elements may be able to see it if they use their elemental vision, and others with ocean-creature blood can see it fairly easily as well (I imagine Kokomi and any hydro eidolons who take on human forms have no issue whatsoever!).

Depending on their upbringing and whatnot, some creatures may have an innate knowledge of this way of communication and respond to it in kind, and Neuvillette is always very pleasantly surprised when that happens. It makes it easier for him to communicate and bond with them ! :D

But overall, they wouldn't usually be visible, or perhaps theyre only visible during certain times of the year if the weather permits, much like the organisms you mentioned!
