The History of the Dirty War, or La Guerra Sucia

In 1976, the Argentine military overthrew the government of Isabel Perón, the widow of populist president Juan Perón, who served three terms as President spanning the years of 1946-1974.  It was part of a larger series of political coups called Operation Condor.  The military dictatorship that resulted, also known as the junta, called itself the “Process of National Reorganization,” or “Proceso,” and dubbed its activities the Dirty War. But the war wasn’t with outside forces: It was with the Argentinian people. The junta tried to imply that there was a civil war happening within the country in order to justify their actions, but in reality, the Dirty War was a period of state-sponsored torture and terrorism. The junta turned against Argentina’s citizens, whisking away political dissidents and people it suspected of being aligned with leftist, socialist or social justice causes and incarcerating, torturing and murdering them.  Young professionals, high school and college students, and trade union members were the main targets.  In total, an estimated 30,000 people were kidnapped from the streets, tortured in secret concentration camps, and murdered without any documentation of their fate.  These victims became known as  desaparecidos as they literally disappeared.  The junta was brutal and employed vicious tactics.  According to experts, victims died during torture, were machine-gunned at the edge of enormous pits, or were thrown, drugged, from airplanes into the sea.  Some pregnant young women were kidnapped and kept alive only long enough to give birth to their babies.  They were then murdered and their children were given to other families, often in the military.  An estimated 500 children were given away in this manner.

By “disappearing” people and disposing of their bodies without a trace, the junta could in effect pretend they never existed. But the family members and friends of the disappeared knew they had existed, and they searched desperately for traces of their loved ones.  The efforts of mother and grandmothers to find their children turned into the one form of protest that was sustained for years.  Beginning in 1977, women began to protest in the Plaza de Mayo.  Some of the protest organizers were kidnapped and killed, but the women persisted.  They protested throughout the 1978 World Cup hosted by Argentina to make their cause known internationally.  In 1981, they staged their first “March of Resistance,” which was a 24 hour protest that became an annual event.  Their efforts and the international attention they brought to the Dirty War helped turn the public against the junta.  Finally, in 1983, after losing the Falklands War to Britain, the junta were forced out and free elections were held and the democatic government of Raul Alfonsin took office.

In the years since the Dirty War, mass graves have been discovered and documents have been revealed to show that high-ranking state department officials in the United States secretly backed the junta.  In 2019, additional U.S. documents were declassified that shed more light on what happened during the Dirty War, helping Argentinian leaders and activists in their search for answers and justice.  Some justice has been served.  Nearly 900 former members of the junta have been tried and convicted of crimes, and prosecutions continue today.  In October 2020, a trial began in the city of La Plata where multiple men face charges ranging from abduction to crimes against humanity, including torture, baby thefts and executions.  The mothers and grandmothers of the desaparecidos have continued their fight to find out what happened to their loved ones.  With the help of geneticists and DNA technology, more than 130 stolen children have been identified.  For many Argentinian survivors and families, the work for answers and justice continues.

La Resurrección de la Guerra Sucia o Tres Tips para Evitar un Autogol en el Manejo de Crisis

El uso de la libertad de expresión no se da mientras uno da un paseo por un eterno sembradío de fresas -parafraseando la canción de Los Beatles- sino dentro de un campo de batalla.
En la vida pública hay minas en el terreno para hacer explotar a los combatientes, de tal modo que si uno habla con toda libertad -de acuerdo al derecho establecido en una Constitución- no cabe esperar el respeto unánime del público. Al contrario, en el terreno vemos el ataque sistemático entre adversarios en una sociedad divida sin remedio.
El director del Instituto Nacional de Estudios Históricos de las Revoluciones de México (INEHRM), Pedro Salmerón, renunció a su puesto en septiembre luego de la polémica desatada con la publicación de un texto en el que afirmó que “un comando de valientes jóvenes de la Liga Comunista 23 de Septiembre” secuestró y asesinó al empresario Eugenio Garza Sada en 1973.
De inmediato, Salmerón recibió los ataques a todas luces desprovisto del análisis político que le permitiera prever el enfrentamiento y finalmente la batalla, que es el verdadero significado de su renuncia, exigida al Presidente Andrés Manuel López Obrador por la  Confederación Patronal de la República Mexicana (Coparmex).
En sus comunicaciones públicas intentó explicar en varias cuartillas el sentido épico de la palabra valientes dentro del discurso histórico, pero de nada le sirvió.
Luego de su renuncia, sólo quedaron como un eco sus amargas quejas contra los llamados “conservadores”, como le pasa a cualquiera cegado por los fragmentos de granada recibidos cuando se actúa fuera de la trinchera del pensamiento estratégico.
¿Cuál era el objetivo de publicar que los asesinos de Garza Sada eran unos valientes, en el sentido de “vamos mis valientes”, si la audiencia no estaba frente a una clase de historia, sino ante la postura oficial de un instituto, en el espacio de la opinión pública que por definición imposibilita la desambiguación de los sentidos?
¿Por qué llamarles valientes, cuando el Presidente lanzó una urgente política de acercamiento empresarial para impulsar la inversión ante el nulo crecimiento de la economía, en un contexto en el cuál sus adversarios promueven todos los días el alejamiento con sus declaraciones?
La única explicación es precisamente que Salmerón concibió el espacio público como ese eterno sembradío de fresas donde podía expresarse con absoluta libertad, cuando esta nunca es absoluta, sino que termina donde el otro considera que son violados sus derechos o sus valores, en un ámbito donde se gana o se pierde, como en cualquier otro campo de lucha.
Para evitar este irreversible desenlace, una asesoría desde el campo del manejo de crisis y los asuntos públicos hubiera recomendado pensar la producción de mensajes de acuerdo al efecto deseado, tomando en cuenta las fuerzas políticas en contienda.  
Todo personaje público debería tomar en cuenta que para producir un mensaje hay que:
1.- Definir su propósito.
2.- Realizar un análisis político de la fuerza de los actores.
3.- Elegir palabras memorables o como se dice en inglés sound bites favorables.
Como esto no se hizo, a pesar de que el manejo de crisis del instituto inició correctamente con un comunicado oficial de disculpa,  no hay disculpa que valga cuando la percepción es el elogio de un delito.

Th severity of the military’s actions and beliefs caused forms of expression, such as theatre, to “assure their [the public’s] disappearance” (Gambaro 1992) if found in possession. This being said, it was popular for public schools to have theatre and puppetry programs and not have to subscribe to more clandestine theatre practices during this time. The reason for these secretive theatrical productions is due to the dictatorship’s, Operacion Claridad (Operation Clarity), which sought to “purify society ideologically, to purify ideology” (Cocco 2018) by burning books, blacklisting actors and artists, and disappearing intellectuals.

One of the most notable groups during this period was The Workshop of Theatrical Investigation (Taller de Investigaciones Teatrales, or TiT). TiT would have to work semi-clandestinely, renting out several homes and studios to create work, especially work that defied and made commentary on the dictatorship. Their mission to work against the military began as a political stance but slowly evolved into the members growing a deep passion for theatre. Marta Cocco, one of the group's founders, described “In critical theory, some academics describe this [political theatre] as a new way to do politics.” (Cocco 2018) and TiT demonstrated great impact on the government and its people.

TiT not only was a place of political organization, but a place of gender studies, of racial inequality, and a place to make work that is more than “acting very nicely” but a place to provoke and question repressed issues. Cocco describes it perfectly here:
“The TiT was a provocative, transgressive, political and subversive theatre; a theatre which, in order to survive, privileged alternative spaces, going beyond the traditional theatrical hall and the written script. All this was written in manifestos. There was a programme, an ideology, parameters, and guidelines about how things should be done. We used different spaces, such as an abandoned museum. Many spaces were closed; we were reclaiming the spaces. We would go there, do a performance in five minutes and then go before the police came.” (Cocco 2018)

In regards to run-ins with the police, TiT began to use their own “language” to avoid them. This is specifically seen in one of their infamously named surrealist movement, Zangandongo, an anti-capitalist production. You can stop your searches of Zangandongo now because it is not a real word whatsoever. TiT and its founders noticed that the junta approached their militant forces with certain words for certain things; they had created their own language and TiT decided to retaliate by making their own as well. This contributed to their ability to create work without being caught by calling their productions things that did not exist, and by default, become undetectable. The Police and TiT were not speaking the same language.
