In Hungary, couples are offered a one-off loan upon the birth of their first child, totaling £25,000. Its repayment is delayed if they bear a second child within six years and written off if they bear a third. In Russia, a “maternity capital” grant is made per child — around £6,000. In Poland, an ongoing benefit known as the Family 500+ allocates around £100 per child per month, after the second child. The results of these schemes have been — in demographic terms — unimpressive. Nonetheless, the Right across Europe and the world have praised them. In Italy, the government has mimicked these Eastern European initiatives in the form of the Family Act, a monthly allowance paid per child; in Greece the government has introduced a £1,000 baby bonus paid after birth.An individualized incentive to procreate has become the mainstay of right-wing pronatalist governments across Europe. In Italy and in Greece, the Right and center right have presented pronatalist policies as a response to the rapidly aging population. References to babies as the wage earners and taxpayers of the future is the acceptable face of pronatalism. It has provided a language with which Britain’s right, constrained by the generally liberal outlook of its fellow citizens, has felt comfortable associating itself. Referencing the falling tax revenue of the childless future, Cates said, “if you think things are underfunded now, just wait for what’s coming down the road.” But in Europe, pronatalism has frequently meant white supremacism. This connection has been made the most explicit in Viktor Orbán’s Hungary. At a demography conference in 2020, the far-right conspiracy theory of the “great replacement” was openly referenced by the prime minister and his associates. “There are,” Orbán claimed, “political forces in Europe who want a replacement of population for ideological or other reasons.” To ensure its survival, Europe must, his families’ minister argued, cease to be “the continent of the empty crib.” Cates also, more subtly, talks about the British population falling “below replacement levels,” one of several racist dog whistles in her National Conservatism primetime speech. Pronatalist polices — whether enacted or envisaged — tend to have a quiet twin: anti-immigration lawmaking. In all of Europe’s right-wing states, populist anti-immigration policies have led to militarized borders, ever-decreasing provision for asylum seekers, and the demonization of economic migrants. Poland’s prime minister put it explicitly: “In Germany, billions of euros are spent on support for immigrants, but here these billions of złotys are spent on Polish families.” Cates does so more indirectly: it is immigrants, she claims, who are to blame for the housing crisis leaving “British families” behind. Binding electoral concerns that have tended to speak to women and younger votes — children and homes — to the xenophobic populism of the swaggering masculinity of the Brexit campaign, pronatalism may be a vote winner for the Conservatives.

Finally someone in office calling out international surrogacy for being a new form of human trafficking.

THE Bureau of Immigration (BI) is sounding the alarm over the increase in human trafficking cases involving women recruited for illegal surrogacy abroad, following the repatriation of seven victims on October 23, 2024.
These women, aged 20 to 30, were recruited to work as surrogate mothers for unknown clients abroad, the BI said in a press release on Saturday, November 2, 2024.
Merriam-Webster defines a surrogate mother as a "woman who becomes pregnant by artificial insemination or by implantation of a fertilized egg created by in vitro fertilization for the purpose of carrying the fetus to term for another person or persons."
The BI said three of the victims left the country under the guise of visiting relatives but fell victim to deceptive promises of surrogacy. The remaining four had no records and likely exited through unauthorized means, the BI added.
BI Commissioner Joel Anthony Viado said investigations reveal a scheme where traffickers recruit online, then arrange complex travel through multiple borders to avoid detection.
“The Philippines is being targeted by traffickers who lure women with surrogacy offers. We urge Filipinos to avoid these offers, as surrogacy abroad often carries serious legal risks,” Viado said.
In October, 20 Filipino women were rescued by authorities after reportedly being trafficked to become surrogate mothers. Of the 20 women, 13 were pregnant through artificial means.
The pregnant women were supposed to be transferred to another country where they would give birth. The seven others were deported by the Cambodian government over immigration law violations. BI officers also intercepted a 37-year-old woman recruited for surrogacy and headed to Georgia on October 15.
Senator Risa Hontiveros, who chairs the Senate Committee on Women, Children, Family Relations and Gender Equality, has earlier sought the conduct of a congressional inquiry into this "new form" of a human trafficking scheme victimizing Filipino women. (JGS/SunStar Philippines)

« Violent clashes between people loyal to Bangladesh’s ruling party and demonstrators protesting against job quotas for coveted government jobs have wounded at least 100 people, police say.
The quota system reserves more than half of well-paid civil service posts, totalling hundreds of thousands of government jobs, for specific groups, including children of fighters in the country’s 1971 war of independence from Pakistan.
Critics say the system benefits children of pro-government groups who back Prime Minister Sheikh Hasina, who won her fourth consecutive term in a general election in January that was boycotted by the opposition.
Bangladesh’s top court last week temporarily suspended the quotas, but protesters have promised to continue their rallies until the parts of the scheme they oppose are scrapped completely.
Police and witnesses said hundreds of antiquota protesters and students backing the ruling Awami League party battled for hours on Monday on the Dhaka University campus, hurling rocks, fighting with sticks and beating each other with iron rods.
Some carried machetes while others threw petrol bombs, witnesses said in a report by the AFP news agency. “They clashed with sticks and threw rocks at each other,” police official Mostajirur Rahman told AFP.
Nahid Islam, national coordinator of the antiquota protests, said their “peaceful procession” was attacked by people carrying rods, sticks and rocks. “They beat our female protesters. At least 150 students were injured, including 30 women, and conditions of 20 students are serious,” he said.
Injured student Shahinur Shumi, 26, said the protesters were taken by surprise.
“We were holding our procession peacefully,” she said from her hospital bed at Dhaka Medical Hospital. “Suddenly, the Chhatra League [ruling party’s student wing] attacked us with sticks, machetes, iron rods and bricks.”
Foreign Minister Hasan Mahmud said an “attempt is being made to transform the anti-quota movement into an anti-state one using the emotions of young students”. »

Church of Scotland leaders have pledged “radical reform” to win new converts after census data revealed for the first time that most people in the country have no religion.
The latest statistics showed 51.1 per cent did not have a religious faith, and in more bad news for the Kirk, only 20.4 per cent said they were church members, a fall of 610,100 since 2011 and of more than 1 million since 2001.
Rev David Cameron, convener of the assembly trustees of the Church of Scotland, said the statistics were “sobering” and would be “hurtful for our members and a source of anxiety for many”. He added: “Radical reform is necessary to address this alongside our falling ministry numbers and a reduction in income both nationally and locally.”

Cameron insisted the church’s “relevancy cannot be expressed simply as a set of numbers in a table” and stressed its continuing work in areas such as drug dependency services and debt support schemes.
The Humanist Society of Scotland said the figures showed that Scotland had become more humane and “progressively-minded” than ever before, in terms of religious belief. Fraser Sutherland, the society’s chief executive, said: “More people feel confident and open about expressing an atheist, secular or agnostic world view than ever before.
“We want to build on the momentum for change that these figures show, and continue to fight for changes in Holyrood and across the country that reflect our humanist values: secularism, bodily autonomy, LGBT inclusion and an end to religious privilege.”
“No religion” was the most common response in every council area except for the Western Isles, a traditional church stronghold, and Inverclyde. Despite this, secularism is increasing in the islands. The proportion of people with no religion there grew from 11.4 per cent in 2001 to 29.9 per cent in 2022.

The next largest religious groups were Roman Catholic (13.3 per cent), “other Christian” (5.1 per cent) and Muslim (2.2 per cent). Since 2011, the number of people who described themselves as Catholic has decreased by 117,700, while the number in the “other Christian” category has decreased by 12,000. Only the Muslim faith grew, increasing by 43,100 over the same period.
Young people were most likely to have no religious faith, but even in the 65-plus age group, the number with no religion has more than doubled since 2011 — an increase of 186,700 people (from 14.1 per cent to 28.6 per cent ). Men (53.8 per cent) were more likely to be religious than women (48.6 per cent).
During lockdown, the Scottish government chose to delay the census, scheduled in 2021, citing Covid restrictions. This meant it would be the first census in 150 years not to simultaneously cover all parts of Britain (Scotland always had a separate census but it was timed to align with the rest of the UK).
Data from England and Wales was collected in 2021 and has already been published. It also showed an increase in the number of people reporting no religion over recent decades, but from a lower starting point.
Jon Wroth-Smith, director of Scotland’s census statistics, said its 2022 data gave a “fascinating insight” into religion, ethnicity, national identity and language.
The percentage of people in Scotland with a minority ethnic background increased from 8.2 per cent in the previous census to 12.9 per cent in 2022. This was a larger increase than over the previous decade (from 4.5 per cent to 8.2 per cent).
“Without migration Scotland’s population would have decreased, and we would have fewer people in younger age groups,” Wroth-Smith said. Last year, 17.8 per cent of Scotland’s population aged between 20 and 39 were born outside the UK, although the overall percentage of people born outside the UK is still relatively small, at about 10 per cent.

The “other white” category rose to 56,600 people. About three quarters of people in this group had European heritage, and the number of Poles increased by 29,500.
Aberdeen had the highest percentage of people from a Polish background (4.4 per cent) and 3.2 per cent of people in Edinburgh identified as Poles. However, as a grouping, Poles are spread out across Scotland more than most other minority ethnic groups, with more than half (54.2 per cent) living outside the four major cities.
Feelings of Scottish national identity were on the rise, with those defining themselves as Scottish climbing from 62.4 to 65.5 per cent. The percentage of people who said their only national identity was British also increased, from 8.4 to 13.9 per cent. “Scottish and British” people are in retreat, decreasing from 18.3 per cent to 8.2 per cent.
The census also found that 2.5 per cent of those aged 3 and over had some skills in Gaelic in 2022. This is an increase of 43,100 since 2011, when 1.7 per cent had some skills in Gaelic.

The five poll guarantees implemented by the Congress government are free travel for women across the state in non-AC state-run buses: 200 units of free power per month; Rs 2,000 per month for each female head of the family; 10 kg of food grains (rice, ragi, jowar, millet) per month to BPL (below poverty line) families; Rs 3,000 per month for two years to unemployed graduates; and Rs 1,500 per month for two years to unemployed diploma holders.
Expenditure on five guarantees
In 2023-24, the government launched four guarantee schemes under various departments. These are (i) Gruha Lakshmi, (ii) Gruha Jyothi, (iii) Shakthi, and (iv) Yuvanidhi. Along with the pre-existing scheme Annabhagya, these comprise five ‘guarantees’ provided to the public. In 2024-25, Rs 53,674 crore is proposed to be spent on these schemes. This is 47% higher than the revised estimates for 2023-24. More than half the allocation has been made towards the Gruha Lakshmi scheme. Under this scheme, women heads of families below the poverty line are given Rs 2,000 monthly. In 2024-25, this scheme has been allocated Rs 28,608 crore, which is 63% of the total estimated expenditure on social welfare and nutrition.
State finances
In February, chief minister Siddaramaiah, who also holds the finance portfolio, presented a revenue-deficit state budget for 2024-25, with total outlay set at Rs 3,71,383 crore. The deficit stood at Rs 27,354 crore, marking the first instance where borrowings in a fiscal year surpassed the Rs 1 lakh crore mark. Siddaramaiah also allocated Rs 52,000 crore towards the implementation of five guarantee schemes for 2024-25.

Just as I was in the middle of writing this post, Rick Wilson came along and proved that Great Minds Do Indeed Think Alike, with his analysis of what the past week demonstrated:
“This week revealed, at scale, one of the most powerful weaknesses in Trump’s many, many legal challenges: he’s running the defense team. As I discussed earlier, he didn’t want America to hear he has no game, is terrible in bed, and broadly holds women in contempt. Too bad.
“Trump can’t let his lawyers just do their work. That’s became very clear this week as the lawyers kept adding things Trump had quite obviously insisted on including to their defense.”
Joyce Vance made the important point that Trump’s insistence that his crackerjack (out of the box) lawyers go after Stormy Daniels to destroy her is irrelevant:
“The jury doesn’t have to believe Stormy Daniels to convict Donald Trump. Even if her story was just that—a made up story, as the defense claims—the crime happened when Trump paid her off and concealed the payments with false business records.”
And the ridicule with which Daniels countered the questions will serve another purpose: convincing the jury Trump had a clear motive for committing the crimes related to the hush-money scheme.

Evidence that the crackerjack Trump lawyers never disputed, since they were taking direction from a moron who fails to understand a criminal trial - something he’s never dealt with before - even more than he fails to understand everything else.
During her redirect examination of Daniels, prosecutor Susan Hoffinger was able to put into the court record the important testimony about the civil case where Trump sued Stormy Daniels for breaking the NDA he had purchased, in which Trump conceded he had reimbursed Michael Cohen for the money Cohen paid out to Daniels.
With that concession in the record, it is now impossible for Trump to deny what he did, since it is his own words in that lawsuit that can be introduced to impeach his claimed innocence.
I agree with Rick Wilson’s conclusion: “Trump running his own legal defense strikes me as dangerous and ineffective as Trump running anything else, be it a gimcrack real estate branding company, a reality TV show, a university, airline, vodka brand, or nation.”

Thousands of student nurses, midwives, and teachers are leaving their courses or ditching training altogether because the government’s free childcare scheme does not extend to them, The Independent has been told.
Campaigners are warning that a growing crisis affecting the education and healthcare sectors is being made worse by students’ inability to access free childcare – forcing them to leave the sector and find work elsewhere.
The warning comes as worrying Ucas data published this week showed that applications for UK nursing degree courses were down for the third year running. Just 31,100 people applied for a course for 2024, down from 33,570 last year, 41,220 in 2022 and 46,040 in 2021.
NHS cuts, heavy workloads, and a collective sense of being undervalued have already sparked an exodus of UK-trained nurses from the NHS, with 42,000 empty vacancies in England alone.
Because of this, several prominent campaign groups, including Mumsnet and Save the Children, are demanding Chancellor Jeremy Hunt extend the government’s free childcare scheme to all parents in training.
Mr Hunt initially unveiled the major extension to free childcare for parents in the spring of last year to win back voters, with working parents who have children under five told they can claim 30 hours of free childcare for 38 weeks per year from September 2025. But Mr Hunt’s 30-hour childcare offer only covers parents who are in paid work. 
Trainee teachers, nurses and midwives often work full time, meaning they will need childcare, but do not qualify because they are technically studying.
Some 190,214 students are currently training to be nurses, teachers and midwives in England, according to the latest data.
The Independent has revealed there are major problems with funding, staff shortages and nursery closures. The new scheme comes after ministers rolled out 30 hours of free childcare per week in term time for three and four-year-olds in England in 2017.
Josie Irwin, head of equality at Unison, the UK’s largest trade union, said they are witnessing student nurses and social workers dropping out of their training due to not being eligible for the government’s free childcare. 
She said “a bubbling cauldron of problems” engulfing the NHS and caring professions is being compounded by the lack of childcare.
“It goes hand in glove with the recruitment and retention issues which are running across the caring professions, such as nursing, healthcare assistance, paramedics, social workers, midwives and teaching assistants,” Ms Irwin added.
“Women ending up in really precarious zero-hours employment is represented by politicians as a choice but it is not. They don’t have any other option in doing really difficult, demanding, underpaid, undervalued challenging shifts.”
Exclusive data, shared with The Independent, found around four in 10 student nurses and paramedics say problems securing childcare mean they are contemplating dropping out of their course.
Researchers, who polled 600 student nurses and paramedics, also found around seven in 10 report being heavily dependent on family and friends to help them with childcare.
Christine Farquharson, associate director of the Institute for Fiscal Studies, also warned that such families cannot access other childcare help programmes such as tax-free childcare or subsidies through universal credit. 
A midwife, who didn’t want to be named fearing reprisals from management, said: “It is not unusual for there to be more student midwives than trained midwives and sometimes student midwives are being thrown in the deep end and plugging the gap of the midwifery shortage. 
“This can be dangerous for patient safety. Student midwives are worth their weight in gold – the service would completely crumble if we didn’t have their support.”
Daisy*, who has two young children, said she was forced to drop out of her nursing course for two years due to struggles to access childcare – assuming she would not be able to return.
The 31-year-old, who lives in Nottinghamshire, explained she was previously running a digital marketing company but chose to take a hefty pay cut and retrain to be a nurse due to feeling unfulfilled and wanting to give back.
She is resuming her course this month but will not be able to claim the government’s free childcare provision that begins in September, or the free hours she is currently claiming for her other child, unless she continues doing her current paid work, she explained.
“I work nights to save money on childcare. I look after a child with complex needs. I do 24 hours of care work through the night a week,” Daisy added.
“If I were to go back onto the course and drop my paid hours so I can properly focus on the course, we would lose access to the free childcare. Many weeks I don’t sleep at all after my shift. I have an out-of-body experience most weeks – I just float.”
“It has negatively impacted my mental health – terribly so,” she added. “It is affecting my sleep and causing me a lot of anxiety. I think about it all the time. I feel trapped. I feel like everything is against me wanting to be a nurse.”
The latest data shows there is a shortage of 42,306 nurses and 2,500 midwives in the NHS in England, and a deficit of 2,300 teachers. 
Sarah Ronan, director of the Early Education and Childcare Coalition, explained her member organisations frequently hear from people, mainly women, who are doing vocational training that involves on-the-job placements being forced to drop out due to the cost of childcare.
Ms Ronan said the childcare sector is already grappling with “unprecedented demand” – warning the government must only roll out free childcare provision for students in a way that does not “overwhelm the sector”. 
She added: “Often people come to these professions later in life. In those situations, they may already have children and therefore they are being penalised due to not being given adequate support to retrain. There are also recruitment campaigns by the government that target people as career changers to come into these professions.”
The Organisation for Economic Co-operation and Development (OECD) found the UK had one of the most expensive childcare systems in the world.
“Understandably, trainee midwives, teachers and nurses are furious they cannot access these new schemes,” Joeli Brearley, chief executive and founder of campaign group Pregnant Then Screwed, said. 
“Mothers in training have contacted us to express their concern as to how this exclusion undervalues the work they do and has made them reconsider whether training is right for them.”
A spokesperson for the Department for Education said: “Students who are parents already receive a grant paying 85 per cent of childcare costs across the full year including holidays, up to a weekly limit, and student nurses with children receive an additional NHS grant of £7,000 per academic year.
“On top of this, nurses have received a 5 per cent pay rise for 2023/24 and two significant one-off awards worth over £2,000 on average."
Dr Nichola Ashby, deputy chief nurse at the Royal College of Nursing, warned grants available for nurses “don’t come close” to paying for childcare.
