The pastor of a Tampa megachurch who held two services on Sunday for scores of worshipers was arrested Monday for violating a county order requiring residents to stay at home to limit the spread of coronavirus.
Pastor Rodney Howard-Browne, co-founder of the River at Tampa Bay Church, turned himself in to the Hernando County jail and was booked on Hillsborough charges of unlawful assembly and violating quarantine orders during a public health emergency, jail records show.
He was booked into the jail at 2:20 p.m., records show. He was freed about 40 minutes later after posting $500 bail.
The Hillsborough County Sheriff’s Office warned Howard-Browne through his attorneys church leaders not to put the congregation at risk of contracting and spreading the virus by holding services at his church, Sheriff Chad Chronister said at a Monday news conference announcing that he had obtained a warrant for Howard-Browne’s arrest.
The Sheriff’s Office had received an anonymous tip that Howard-Browne was inviting the congregation to attend, even providing bus service to the church, Chronister said.
Howard-Browne refused to heed the warnings and held two large services on Sunday. A live stream on the church’s Facebook page showed congregants gathered for its Sunday morning “Main Event” service, many standing shoulder to shoulder while the church band played.
“Because of the reckless disregard of public safety and after repeated requests and warnings, I worked with our state attorney, Andrew Warren, to obtain a warrant for unlawful assembly and violation of public health emergency rules, both of which are second degree misdemeanors,” Chronister said. “Our goal here is not to stop anyone from worshiping, but the safety and well-being of our community must always come first."
Warren then took to the lectern and quoted the Bible.
“I’d remind the good pastor of Mark 12.31, which said there’s no more important commandment than to love thy neighbor as thyself,” Warren said. “Loving your neighbors is protecting them, not jeopardizing their health by exposing them to this deadly virus.”
Chronister said Howard-Browne lives in Hernando County and was expected to turn himself in to he Hernando County Sheriff’s Office, where Hillsborough deputies were waiting. The pastor later did just that. Otherwise, Chronister said, deputies would have tracked him down.
The county’s order, which took effect Friday, requires gatherings, including those held by faith-based organizations, be fewer than 10 people to limit the spread of COVID-19, the illness caused by coronavirus. The order also requires residents to stay at home unless they are getting food or medicine, exercising or doing essential work that cannot be performed at home.
State law allows the order to be enforced as a second-degree misdemeanor, punishable by up to 60 days in jail, a maximum fine of $500 or both. Hillsborough officials have said the penalties for non-compliance would likely begin with warnings and fines.
Howard-Browne addressed the issue during the 3½-hour livestream of the Sunday morning service, which started with nearly an hour of music performed by the church band.
“No plague shall come nigh thy dwelling, no weapon formed against them," he said at the start of the sermon, quoting Bible scripture. The crowd cheered and applauded. In some places, congregants appeared to be standing and sitting with an empty chair between them.
“Of course, we’ve got what they call social distancing in here in this room and there’s people in other places and whatever, but we’re glad you came today,” he said.
Church officials did not immediately respond to phone and Facebook messages from the Tampa Bay Times Monday morning.
Later in the morning, Howard-Browne tweeted that the news media was “stirring up religious bigotry and hate” and claimed the church was shot at Sunday night.
That claim is unfounded, a sheriff’s spokeswoman said, noting that deputies were stationed at the church all night.
“I know that they’re trying to beat me up, you know, having the church operational, but we are not a non-essential service,” Rodney Howard-Browne said at the start of the Sunday morning sermon. He claimed the church is “covered by the law."
“Not only the right of free speech but the right to peaceful assembly and to practice what we believe,” he said. “Suddenly we are demonized because we believe God heals, that the Lord sets people free, and they make us out to be some sort of kooks.”

Hillsborough County Commissioner Pat Kemp tweeted Sunday that “many people” had contacted her about the service and that she had been in touch with Chronister.
In a statement released on March 18, church leaders signaled they considered church an essential service like police and fire departments and hospitals.
“We feel that it is very important, at this time, that we keep our doors open for anyone who needs prayer or ministry and to make ourselves available to minister hope and healing and comfort to them,” the statement said. “We believe God‘s Word to us, which says to trust Him and to not be fearful but to have faith in Him.”
The statement said the church “is doing, and will do, everything in our power to support the efforts of our wider community by cleaning and sanitizing surfaces and take any other recommended measures to protect our people and keep them healthy and safe.”
“If anyone is either not feeling well or would prefer to take the precaution of remaining at home for their own health, we encourage them to do that and to continue to watch the services online,” the statement said.
Chronister said his legal staff and even members of his command staff, including Chief Deputy Donna Chief Deputy Donna Lusczynski, went to the church on Sunday to try to meet with Howard-Browne to explain that attending church in person is not an essential exemption under the order.
“It was that important to try to emphasize the education phase of this safer at home order,” he said.
Howard-Browne did not make himself available but church leaders and legal staff said they were refusing to cancel the Sunday evening service.
“Shame on this pastor, their legal staff and the leaders of this church for forcing us to do our job," Chronister said. "That’s not what we wanted to do during a declared state of emergency.”
Warren said it’s “unfortunate” that Howard-Browne is “hiding behind the First Amendment.”
“For one, it’s absolutely clear that emergency orders like this are constitutional and valid,” Warren said. “Second of all, leaders of our faith community across this country have embraced the importance of social distancing.”
To drive that point home, Warren and Chronister had Bishop Thomas Scott of the 34th Street Church of God in Tampa talk about how his church has temporarily halted services at the sanctuary, opting instead to stream them on line.
“The Bible instructs us to obey the laws of the land,” Scott said.
In a public Facebook post on March 23, Howard-Browne’s wife and church co-founder Adonica Howard-Browne said the country’s founders “were intimately familiar with pandemics, viruses and plagues, yet they did not allow any to suspend our Constitutional liberties.”
“Not one word in the Constitution about plagues or pandemics to exempt the government from any of our Bill of Rights,” the post says. “Why do our current courts allow it? Because the public is asleep at the wheel. Think the pandemic threatens to kills us all? A review of the data shows the pandemic is more panic than plague."

Quarantine Blues and the Power of a Jigsaw Puzzle (Worldcrunch) A sudden rush of stress, trouble sleeping or eating, overwhelming feelings of helplessness, general fatigue. Does it sound familiar? With approximately half the world still forced to live in lockdown, old and new psychological disorders are a widely diffused side-effect of the COVID-19 pandemic. A recent study led by the Kaiser Family Foundation found that 45% of Americans feel the current health crisis had impacted their mental health. In France, Le Figaro reported this week that 74% of adults in a recent survey developed sleeping disorders and 34% showed signs of psychological distress. Humans are social animals, and while we can acknowledge that our modern digital tools are providing instant links in the face of our respective quarantines, we are also seeing how crucial in-person interaction and stimuli are to the human experience. Alongside the more severe threats to our emotional state is a seemingly less menacing effect: boredom. There is a fine line between enjoying some spare time to do nothing and repeatedly having nothing to do, especially when we yearn for distraction from the current uncertainty of the outside world. Board games that were piling up dust in the basement are seeing the light of day again and solo players indeed are able to play across the computer screen with friends and strangers. Similarly, the lockdown has created one of the highest recorded demand for jigsaw puzzles, a pastime whose time had seemed to have passed two or three generations ago. The American Puzzle Warehouse reported a jump of 2,000% in business compared to the same period last year. When the world seems to fall apart, putting back pieces together could be the ultimate satisfaction.
Coronavirus could erode global fight against other diseases (AP) Lavina D’Souza hasn’t been able to collect her government-supplied anti-HIV medication since the abrupt lockdown of India’s 1.3 billion people last month during the coronavirus outbreak. Marooned in a small city away from her home in Mumbai, the medicine she needs to manage her disease has run out. The 43-year-old is afraid that her immune system will crash: “Any disease, the coronavirus or something else, I’ll fall sick faster.” As the world focuses on the pandemic, experts fear losing ground in the long fight against other infectious diseases like AIDS, tuberculosis and cholera that kill millions every year. Also at risk are decadeslong efforts that allowed the World Health Organization to set target dates for eradicating malaria, polio and other illnesses. With the coronavirus overwhelming hospitals, redirecting medical staff, causing supply shortages and suspending health services, “our greatest fear” is resources for other diseases being diverted and depleted, said Dr. John Nkengasong, head of the Africa Centers for Disease Control and Prevention.
IMF warns of social unrest (Foreign Policy) The International Monetary Fund has warned of social unrest developing in countries where coronavirus prevention measures are seen as insufficient or unfair to poorer workers. The IMF said that although governments have taken swift action to inject stimulus funds into their economies, even more money would be needed once the crisis subsides. The organization expects global public debt to rise by 13 percent in 2020 to almost 96 percent of global gross domestic product.
After Coronavirus, Colleges Worry: Will Students Come Back? (NYT) For years, Claire McCarville dreamed of going to college in New York or Los Angeles, and was thrilled last month to get accepted to selective schools in both places. But earlier this month, she sent a $300 deposit to Arizona State University, a 15-minute drive from her home in Phoenix. “It made more sense,” she said, “in light of the virus.” Across the country, students like Ms. McCarville are rethinking their choices in a world altered by the pandemic. And universities, concerned about the potential for shrinking enrollment and lost revenue, are making a wave of decisions in response that could profoundly alter the landscape of higher education for years to come. Lucrative spring sports seasons have been canceled, room and board payments have been refunded, and students at some schools are demanding hefty tuition discounts for what they see as a lost spring term. Other revenue sources like study abroad programs and campus bookstores have dried up, and federal research funding is threatened. Some institutions are projecting $100 million losses for the spring, and many are now bracing for an even bigger financial hit in the fall, when some are planning for the possibility of having to continue remote classes.
‘Pretty Catastrophic’ Month for Retailers (NYT) Retail sales plunged in March, offering a grim snapshot of the coronavirus outbreak’s effect on consumer spending, as businesses shuttered from coast to coast and wary shoppers restricted their spending. Total sales, which include retail purchases in stores and online as well as money spent at bars and restaurants, fell 8.7 percent from the previous month, the Commerce Department said Wednesday. The decline was by far the largest in the nearly three decades the government has tracked the data. Even that bleak figure doesn’t capture the full impact of the sudden economic freeze on the retail industry. Most states didn’t shut down nonessential businesses until late March or early April, meaning data for the current month could be worse still. “It was a pretty catastrophic drop-off in that back half of the month,” said Sucharita Kodali, a retail analyst at Forrester Research. She said April “may be one of the worst months ever.”
Now Arriving at La Guardia Airport: One Passenger (NYT) Jim Mack had made several trips to New York City before, but had never been the only passenger on a commercial jet landing at a deserted La Guardia Airport. Instead of shuffling into the madhouse that is Terminal B on a typical weeknight, Mr. Mack was greeted by an eerie silence. “It felt like it was either closed or I had landed in the wrong terminal,” he said. He had flown from Tampa, Fla.--just him and a Southwest Airlines crew--and now he was striding up the concourse toward baggage claim. The only luggage on the carousel was his. The lone Uber driver was waiting for him. The coronavirus pandemic has unraveled air travel in the United States and turned some of the world’s busiest airports into giant voids. The nation’s air-traffic system is still functioning. But airlines have slashed their schedules, and even on the dwindling number of remaining flights very few seats are filled.
As Danish schools reopen, some worried parents are keeping their children home (Washington Post) The children pressed down on a hand sanitizer dispenser and kept a safe distance from one another as they filed into Ellebjerg School in central Copenhagen on Thursday. But while they settled into their lessons, with a new limit of 10 students per room, some of their classmates remained at home, their families resistant to participating in what they see as a public policy experiment. Denmark this week became the first country in Europe to reopen schools--nursery and primary up to fifth grade--as a start to lifting a coronavirus lockdown imposed on March 12. Although the country has reported 6,879 confirmed cases of coronavirus infection and 309 deaths, new infections have been decreasing since a peak on April 1, giving the government confidence that a cautious reopening was possible. But thousands of families are opposed to sending their kids back to school so quickly. It’s unclear whether the same opposition will arise in other countries as they try to pivot from more than a month of restrictive measures aimed at slowing the pandemic’s spread. Officials are weighing the negatives of distance learning, which can exacerbate inequality, and the reality that many parents won’t be able to return to work if their children are still home--a point that Denmark’s prime minister specifically noted Wednesday in a surprise visit to a school here.
At least 668 sailors infected after coronavirus outbreak aboard French aircraft carrier, Defense Ministry says (Washington Post) Nearly a third of the crew aboard a French aircraft carrier and its support vessels have tested positive for coronavirus, the country’s Defense Ministry said Wednesday. As test results from 1,767 sailors on the Charles de Gaulle and other ships within its battle group continue to arrive, at least 668 have contracted the virus, officials said. More than 30 are now being treated in the hospital with one person in intensive care, Agence France-Presse reported. In the meantime, the rest of the crew has been quarantined at a military base in the French port city of Toulon.
Germany to ease lockdown (Foreign Policy) Germany is following the lead of its southern neighbor Austria by preparing to ease its lockdown measures. Starting May 4, Germany will begin reopening smaller shops and allowing schools to reopen, with priority given to final-year students. Hairdressers will also be allowed to open, but larger gathering points like bars, restaurants, and cinemas would still be banned. German Chancellor Angela Merkel played down talk of larger scale reopening, saying Germany had achieved merely a “fragile intermediate success” in its battle against the coronavirus.
China tries to revive economy but consumer engine sputters (AP) China, where the coronavirus pandemic started in December, is cautiously trying to get back to business, but it’s not easy when many millions of workers are wary of spending much or even going out. Factories and shops nationwide shut down starting in late January. Millions of families were told to stay home under unprecedented controls that have been copied by the United States, Europe and India. The ruling Communist Party says the outbreak, which had killed more than 3,340 people among more than 82,341 confirmed cases as of Thursday, is under control. But the damage to Chinese lives and the economy is lingering. Truck salesman Zhang Hu is living the dilemma holding back the recovery. The 27-year-old from the central city of Zhengzhou has gone back to work, but with few people looking to buy 20-ton trucks, his income has fallen by half. Like many millions of others, he is pinching pennies.
U.S. Navy complains of harassment in Persian Gulf (Foreign Policy) The U.S. Navy said Iranian Islamic Revolutionary Guard Corps vessels conducted “dangerous and provocative” approaches to U.S. Navy vessels in the Persian Gulf in a statement on Wednesday. The U.S. Fifth Fleet said it was in international waters and carrying out exercises when the boats approached. Iran has yet to respond to the U.S. statement.
Australia to send aid to Fiji after cyclone tears across Pacific (Reuters) Australia is to send humanitarian aid to Fiji after a tropical cyclone caused widespread destruction across the Pacific, Minister for Foreign Affairs Marise Payne said on Thursday. Cyclone Harold, a category five storm, lashed several island nations in the Pacific last week, killing dozens of people, flooding towns and leaving many homeless. In Fiji, thousands of people remain without electricity, aid agencies say, and many need immediate assistance.

Storming the Gates: The New Wave of Frontal Attacks on Prisons, Jails, and Detention Centers
In response to a viral video prisoners released detailing moldy conditions inside of the Dekalb County Jail, fifty people flooded the jail in Atlanta, Georgia, on April 12, 2019, clashing with correctional officers and setting off smoke bombs inside the jail and fireworks outside it. The following month, a group twice as large marched to the jail, facing down over 100 police officers. Prisoners smashed the windows in their cells in order to communicate directly with the protesters outside. Smaller actions at the jail and outreach to the families and friends of inmates are ongoing, exerting pressure on the administrators, who have stopped commenting to the news, and contributing to a growing tide of anger against the facility. This is just the latest flare-up in a nationwide wave of struggles against jails, prisons, and other detention facilities from outside as well as within. In the following text, we review some of the highlights of these struggles, address why they are so pressing today, and discuss the necessity of an emancipatory politics that opposes both traditional means of incarceration and the alternative forms of control that are emerging from the restructuring of prisons, jails, and borders.

Timeline of Resistance
Let’s start by reviewing recent rebellions against carceral infrastructure from outside the walls. When we understand the following events as a constellation, it appears that a new strategic perception is developing across the United States. This list leaves out the countless beautiful and dignified acts of rebellion taken by prisoners or detainees directly—from individual subversion to coordinated nationwide strikes—in jails, migrant detention centers, prisons, juvenile holding facilities, and involuntary in-patient medical institutions; it also does not include individual acts of sabotage. You can find more information on such actions here.
July 21, 2017 - St. Louis: When the air conditioning was cut off in the St. Louis County Workhouse, temperatures rose to 108 degrees. Prisoners reached out for help; some could be heard desperately shouting from their windows. When protesters arrived, including anarchists and others close to those who were incarcerated inside the facility, some people in the crowd attempted to tear down the outside fencing of the jail, pulling one section entirely out of the ground.
June 17, 2018 - Portland: When Stephen Miller’s family-separation policy for undocumented migrants became a public scandal, a small number of anarchists initiated an encampment in the doorway of the Oregon headquarters of US Immigration and Customs Enforcement (ICE), in Portland. Later, more people arrived and blocked ICE employees from exiting for a full night. Eventually, hundreds joined the encampment, facing down repeated police attacks despite promises from the Mayor that they would be permitted to protest there.
July 2018 - Nationwide: Occupy ICE blockades, encampments, and protests spread to facilities in Tacoma, Olympia, San Antonio, San Francisco, Charlotte, Los Angeles, Louisville, Atlanta, Philadelphia, Tampa, Sacramento, New York, and elsewhere nationwide. In Lincoln, Nebraska, courageous individuals smashed windows out of the Republican Party headquarters and painted “Abolish ICE” outside of it. At some encampments, clashes broke out between protesters and police; elsewhere, fascists attacked the demonstrators. The encampments in Los Angeles and Philadelphia drew massive support, including widespread participation by the homeless. In multiple cities, liberal mayors paid lip service to the demands of the movement. Even celebrity politician Alexandria Ocasio-Cortes adopted its slogans, albeit watering them down. In some cases, city contracts with ICE were nullified completely.

February 3, 2019 - Brooklyn: The electricity at Metropolitan Detention Center (MDC) in Brooklyn, New York was partially shut off, disabling the heat. Inside the facility, temperatures plunged to 49 degrees. In response, a determined crowd forced its way into the atrium of the facility and clashed with police. The following day, lines of anti-riot police surrounded the MDC to keep protesters and journalists out. Electricity and heat were soon returned to the entire facility.

April 12, 2019 - Atlanta: After inmates released a viral video decrying moldy food at the Dekalb County Jail, inside the perimeter of Atlanta, 50 protesters forced their way into the atrium of the jail, many of them masked, and clashed with police outside, throwing firecrackers, smoke bombs, and traffic cones while spray-painting the outer veneer. Police made multiple arrests, but demonstrators surrounded their vehicles, temporarily preventing them from conveying arrestees through the hostile crowd.

May 15, 2019 - Atlanta: Following the melee in April, a larger crowd blocked Memorial Drive, a major east-west artery outside the Dekalb County Jail. Inmates smashed over a dozen windows in three different buildings and shouted out of their windows to protesters below, who were able to communicate with them via megaphone. Around 100 police officers from multiple jurisdictions formed cordons, also blocking on-ramps to the highway next to the jail. Police attacked protesters, who defended themselves, resulting in only three arrests.
May 16, 2019 - Atlanta: A 40-person march with an armed escort marched to the jail again, forcing the police to mobilize 100 officers once more. Inmates banged loudly on the windows. Because of the previous day’s actions, inmates were able to call local prison abolitionist groups who had left their information on the sidewalks in chalk. The facility later blocked the phone number, but a new one was circulated among prisoners via word of mouth. A week later, the jail administration blocked all of the exterior windows of the facility, while prisoners continued to report abuses to local abolitionists outside. During the May 16 protest, the mother of Damien Christopher Boyd spoke on the news about the death of her son in Dekalb County Jail in 2018. Via telephone, prisoners detailed other unreported deaths in the facility.

Confronting the Carceral Future
Culling the laboring classes in ritualized cycles of warfare and internal violence is one of the original mainstays of statecraft. Prison and deportation also serve as ways to control the population of those the market deems expendable—what some economists call the “surplus population.” Historically, the incarceration and deportation of a particular demographic have died down whenever a role opened up for it in the market—for example, the Chinese immigrants who built railroads across the US in the 19th century—and escalated as soon as that market niche contracted.
In the period of urban de-industrialization that started in the 1970s, black workers were laid off from factories and firms across the rust-belt via “last hired, first fired” policies. Automation and global outsourcing emptied urban centers and rural resource extraction zones of their working populace. At the same time, the “War on Drugs” served as an excuse to imprison millions just as they were losing their jobs and, in some cases, resorting to illegal forms of commerce to make ends meet.
Since the 1970s, workers have poured into clerical and service-sector industries as manufacturing, logistics, and other heavy industries have automated, replacing large segments of the workforce with machines. Now, those service and clerical jobs are being restructured, as firms such as Amazon and Uber develop cost-cutting logistics and artificial intelligence to reduce their reliance on human labor. If the role of prisons is to facilitate the management of unemployed and “undesirable” populations—including the racialized, neurologically atypical, and otherwise criminalized—then we can be sure that mass automation, austerity measures, and layoffs will dramatically increase the number of prisoners.

At the same time, thanks to the introduction of various “smart” devices, more and more of our activities are becoming unwaged work, yielding considerable profits for the techno-capitalists while enabling unprecedented surveillance. Just as unwaged labor has profilerated, the disciplinary logic of the factory is penetrating our “leisure time” as well. In the future, it will be less and less necessary to pay us for the labor that keeps the system running, and each of us will be more and more expendable in the eyes of the market.
This is why everyone has a stake in opposing the development of carceral technologies and infrastructure. A system of government dedicated to securing wealth and power for a few, regardless of the consequences for the vast majority of human beings and other life forms, requires the constant pre-emptive militarization of space, the suppression of all forms of participatory resistance, and the balkanization of the population into rival groups in segregated zones, each with its own localized system of control. If we wish to be free—or simply to survive—we need to normalize resistance to this on every level. We have to fight the logic, the technology, and the physical infrastructure and facilities of incarceration.
Today, Trump’s racist call to “build the wall” is the latest discourse to legitimize the continued militarization of police around the country and expanded coordination with foreign law enforcement. In cities and along the borders, the military technologies first deployed throughout the Middle East and North Africa are appearing in “peacekeeping operations” against the poor and desperate. Technology firms are developing facial recognition infrastructures, predictive analytics, tracking service, and drone surveillance tools that will be used—not coincidentally—to facilitate both commerce and repression. In the same way that weapons designed for warfare are being used in a time of “peace,” technologies designed for trade are proving useful to carceral contractors.

Just as the austerity measures pioneered by the IMF in Africa, Asia, and South America are appearing in the wealthiest nations of the first world, the techniques of threat management and counter-insurgency that were debuted against Palestinians, Afghanis, and Iraqis are now being turned against the populations of the countries that invaded them. Private military contactors who operated in Peshawar are now working in Ferguson, alongside tanks that rolled through Baghdad. For the time being, this is limited to the poorest, blackest neighborhoods; but what seems exceptional in Ferguson today will be commonplace around the country tomorrow.”

From the burning hills of Los Angeles and the hurricane-ravaged cities of the Gulf to the flooded neighborhoods of Jakarta, the disasters wrought by climate change will continue to trigger mass human migration at an unprecedented scale. In the decades to come, some nations may collapse as a consequence of mass migratory flight and nativist violence. Elsewhere, technology firms, xenophobic militias, and police forces will work together in hopes of facilitating the swift transfer of refugees through the country, containing them in sophisticated carceral environments, and transforming all urban space into a highly repressive terrain—and sometimes slaughtering them en masse. New markets will emerge in weapons and remediation as corporations cash in on disasters. The overwhelming majority of those industries will require very few workers; they will rely largely on robotics, forced prison labor, information gathering, and artificial intelligence.

We can already see signs of this future today. As the overall population of federal prisoners begins to wane, the number of people locked in county jails and migrant detention facilities is increasing, as is the number of people subject to punitive forms of supervision such as probation, pre-trial diversion, house arrest, and drug court. Technology firms such as Securus and Global TelLink are already making profiles and permanent accounts not only for inmates who use their services to call family and lawyers, but also for those on the outside who receive the calls—logging and storing audio files, card information, and phone numbers.
Soon, we will have to expand bail funds to cover arrest and probation fees. Noise demonstrations outside of jails and prisons may be replaced by vigils outside of the homes of those who are trapped inside them as a cost-cutting practice by the state, so the government will no longer be responsible for housing, feeding, or providing healthcare to those caught in the system?

When I saw the video from inside the Dekalb jail, I knew we would have to respond. I myself have been imprisoned in this jail, with its wet walls and moldy food, and so had many of my friends. In my case, I was in a car stopped on account of an automated license plate scanner affixed to the back of a police cruiser; they took me in for a “failure to appear” for a traffic citation. I wasn’t even the driver of the car.
Around me, our small crowd had donned masks and were preparing to storm into the facility by any means necessary. This time, the Correctional Officers were the ones backing up in confusion, taken by surprise by the growing rage against them and the suffering they administer. We entered the building. A trash can crashed through the metal detector; drums reverberated off of the walls around me. The element of surprise is exactly what all of their tools and technologies are designed to prevent. There weren’t many of us, only a few dozen, but we were determined. At that moment, we had gained the upper hand. We knew we could not keep it for long, but we were going to make the most of the time we had.
An Emerging Strategy: Frontal Attack, Complete Refusal
Since 2010, a prisoner-led movement has spread throughout the United States. In December 2010, thousands of prisoners throughout Georgia used smuggled cell phones to coordinate work stoppages and hunger strikes with almost no outside support. The Pelican Bay hunger strike of 2011 drew the support of anti-prison groups throughout the Bay, especially anarchists. Over the following years, smaller strikes and protests occurred in North Carolina, in Florida, in Indiana, and elsewhere.
After the uprising in Ferguson, Missouri in 2014, prisoner struggles became more militant around the country. In Alabama, at the Holman Correctional Facility, C-block prisoners have repeatedly ambushed and overpowered guards and engaged in mass actions and strikes. In 2016, a nationwide prison strike grabbed national headlines as prisoners across the country refused forced labor. During the strike, rebellion, rioting, and arson broke out in multiple facilities around the South. Strikes and other acts of resistance have become normal at facilities across the US; another nationwide strike took place in 2018.
The determination to resist debasing conditions in jails, prisons, juvenile detention centers, and migrant holding facilities is growing across the country, as is outside support for those activities. It is especially inspiring to see combative outside actions accompanying prisoner rebellions. Aleksandr Solzhenitsyn, the cartographer of the gulags, wrote in the third volume of The Gulag Archipelago that such outside actions would have made all the difference for prisoners struggling against the total repression that prevailed under Stalin’s regime.
At the dawn of a new carceral century, this couldn’t come too soon.

If we don’t succeed in changing the course of history, tomorrow’s freedom will look like the probation of today. From the ways that our smartphones track our movements to the new round of anti-abortion laws threatening reproductive autonomy in the Southern US, the matrix of repression is penetrating ever deeper into our lives.
Some well-meaning prison reformers will unwittingly play into carceral discourse by demanding early-release programs and the like. If these are granted, it will be on the condition of increased surveillance at home, the suspension of the Fourth Amendment rights, reduced freedom of movement, exile, anti-association clauses, ankle monitor tracking, fees and fines. Our opponents will not hesitate to import repressive tools and techniques from loss-prevention firms, from fraud-detection alert systems, from anti-graffiti legislature, from any area, army, country, government, or firm they can find—nor will arms manufacturers or firms that produce censorship technology turn down new markets.
The weapons that are used against those who are lower on the social hierarchy today will eventually be turned against nearly everyone. This is why we must not prioritize the freedom of some over the freedom of others, by defining some as “innocent” or “nonviolent offenders.”
Alongside the immediate physical destruction of all carceral facilities, we should advocate and fight only for unconditional early release, the reduction of sentences, earlier termination of probation, and guaranteed access to parole. We must oppose the proliferation of tracking devices and coercive technological identification on every front, while normalizing and defending practices that preserve anonymity.
Above all, we have to completely discredit the discourse that legitimizes punishment and control of any form, so that struggles against existing jails and prisons do not simply provide cover for the authorities to extend new oppressive measures into the so-called free world in the guise of humanitarian and economical pragmatism. To this end, we should also be experimenting with transformative methods of conflict resolution that leave no space for coercive institutions of any kind.
As we were marching up, a traffic jam piling up behind our banners, police already forming lines to confront us, inmates in the jail began to smash their windows up above us. We could see the glass crack and shatter—first in one building, then another, then another. We held our position, blocking the street below as police grabbed and shoved the people in our front line, slamming them to the ground. A few bottles flew over my head, but mostly we just held on to one another tightly. I knew they could not arrest all of us, however hard they tried. The solidarity of our crowd was too great; I was being embraced by people on every side, just as I held them in turn. Against All Authority—Against All Confinement
The time is ripe for mass struggles against confinement. Already, protests against ICE have drawn popular support. Even Republican Senators acknowledge that prisons are overcrowded, if only to justify increased funding. In terms of both carrying capacity and perceived legitimacy, the carceral system is nearing a breaking point. Carceral reformists hope to use this opportunity to introduce adjustments that will stabilize the regimes of confinement and control for another century. But at this juncture, inspiring actions could catalyze a confrontational movement that pushes for abolition rather than reform.
Many contemporary struggles take on ideological opponents, such as fascists and other white supremacists, or political leaders and legislation. These limited points of intervention rarely facilitate the emergence of long-lasting and uncompromising movements. But the struggle against incarceration is no single-issue campaign. It offers a point of departure for a movement that could span from resisting borders and migrant detention facilities to opposing juvenile holding facilities, police weaponry manufacturers, city jails, forced work arrangements, companies that profit on incarceration, and the police and courts themselves.
In a world that is continuously rearranged to foreclose the possibility of unforeseen developments and unanticipated encounters, the struggle against incarceration is also a struggle against the contemporary organization of our lives. This particular element of governance is absolutely necessary to the functioning of the system, yet large sections of the populace hate it.
It remains only to demonstrate that together, we can do something about it.
Chants could be heard from inside the prison: “Help, help!”—“Unclean Water!”—“Let us out!”—“Shut It Down!” Inmates put their arms through the grates and twirled towels, spreading a banner between two windows reading “HELP!” At one point, we could hear the inmates singing. The words were indecipherable; we could only make out a beautiful, low, melancholy harmony.
Three hundred hundred strong, we advanced, creating a cacophony with pots, pans, air horns, and bells, the front line of the march attacking the fence itself, shaking the outer ring and removing the clasps that adhered it to the poles. Several people took advantage of the gap under the fence to crawl underneath it, scale the second fence, and shout to inmates, before climbing down and scurrying back under to avoid arrest.
The police begin to form lines between the workhouse and us. They know that we won’t stop at ripping down the fence, that when we get the opportunity, we’ll rip the whole place apart, brick by brick.
Sooner or later, all walls fall.

TAMPA, Fla. — Satellite broadband startup OneWeb and a company backed by Saudi Arabia’s sovereign wealth fund have signed a $200 million joint venture, with exclusive rights to distribute the network’s capacity in targeted Middle East regions.
OneWeb said Oct. 26 it is partnering with NEOM Tech & Digital Holding Company, a business entity Saudi Arabia created as part of an effort to develop a planned modern city and tourist destination in the northwest of the country.
The OneWeb partnership is part of NEOM’s goal to secure access to tens of terabytes of scalable capacity by 2030, helping it attract urban and rural businesses and communities to the region. In addition to OneWeb’s low Earth orbit (LEO) satellites, the strategy includes the construction of subsea and terrestrial communications cables, 5G cellular towers and fiber networks.
NEOM is spending $170 million to buy satellite capacity from OneWeb under a seven-year contract.
The holding company is also investing $30 million in a joint venture with OneWeb that will resell the capacity in Saudi Arabia, the broader Middle East and neighboring East African countries.
With more than half its 648-strong satellite constellation deployed to date, OneWeb expects to launch commercial services in the upper part of the Northern Hemisphere this year, with global services to follow in 2022.
However, OneWeb expects its contract with NEOM to exclusively distribute its services in target regions to commence in 2023.
“This agreement includes a ground station in Neom so the timeline reflects the need to buil[d] that but we will commence global services in 2022,” a OneWeb official said via email.
At 348 satellites, OneWeb said it is the second-largest LEO operator and the only one licensed in Saudi Arabia.
SpaceX’s Starlink broadband constellation is currently the largest in LEO with more than 1,600 in-orbit so far.
OneWeb said its joint venture with NEOM builds on an agreement it signed with Saudi Arabia’s Ministry of Communications and Information Technology (MCIT) back in 2017, when they agreed to collaborate on solutions to extend connectivity to more homes across the country.
NEOM will help test and develop satellite-based cybersecurity solutions under the joint venture announced Oct. 26, in addition to positioning and navigation capabilities that OneWeb is exploring for the U.K. government.
The British government is an investor in OneWeb, and the venture said the partnership with NEON also strengthens ties between Saudi Arabia and the U.K.
“This joint venture brings together two emerging space and digital technology champions to deliver connectivity for the Middle East,” U.K. Investment Minister Gerry Grimstone said in a statement.
“It demonstrates that the UK Government’s investment in OneWeb continues to be a catalyst for international collaboration, while securing jobs at home and driving investment into the UK space sector.”

It was filed on behalf of shareholders who bought WellCare stock between May 8, 2006, and Oct. 24, the day the FBI, the U.S. Department of Health and Human Services, and the Florida Attorney General's Medicaid fraud-control unit raided the company's headquarters.
Given the raids, the lawsuit claims that the business misled investors on earnings reports produced during that period. The primary complainant is named Eastwood Enterprises, a WellCare stockholder.
WellCare management did not return calls requesting comment
The business did announce a special board committee to monitor the investigations and oversee solutions.
Neal Moszkowski, a former WellCare chairman and current co-chief executive at TowerBrook Capital Partners L.P.; Chris Michalik, a member of the WellCare board audit committee; and Ruben Jose King-Shaw, chairman and chief executive of Mansa Equity Partners and former deputy administrator and chief operating officer of the Centers for Medicare & Medicaid Services, are among the members of the committee.

Farha, WellCare's chairman and chief executive, stated that they would continue to respond to Wednesday's developments straightforwardly, timely, and orderly.
