Parking meters are there to provoke turnover. “If you do not have some sort of meter or some kind of time limit, then what you’re doing is promoting free parking along a street where your businesses are trying to do business. Plus, these days especially, consumers like to be as close to the front door of a business as possible, so taking out our parking meters would not be helpful at all to our business owners,” he said. “Even with the meters, we still have a lot of people who feed them all day long.” Most of the downtown area is blanketed with parking meters to collect fees and to promote turnover in commercial areas. Cash Money The coins collected from the city’s parking meters along with the digital dollars from the City’s adopted parking app are placed into the general fund. In other words, those quarters are not earmarked for anything specific but instead are used to pay miscellaneous expenditures. And the coinage continues to increase, according to the city manager. “The revenue levels for the parking meters in the city of Wheeling have bounced back very nicely,” Herron reported. “It’s not yet all the way back to pre-pandemic levels, but it did bounce back quicker than I thought it would. That’s been a nice positive. “Before the pandemic hit, there were sections of downtown – mainly the north end of downtown where you have the Stone Center and The Health Plan – where our available parking was full most of the business day,” he said. “That included the 10th Street Garage and the Market Street surface lot, too, and then one week later, they were both empty. At the time the pandemic hit (in March 2020), we had a lot of positives as far as revenue, and then most of it went away.” The same can be said about some of the City's other revenue streams, including the B&O Tax. “It is taking a little while for a lot of those revenue streams to bounce back, and that’s been understandable to me because people are still being very careful,” Herron said. “For example, our sales tax revenue for this year is up, and we just got our fourth quarter numbers from 2022 and they were up. Those are good signs, and the B&O Tax revenue is down, but that just means we no longer are receiving any dollars from those companies. “Many people likely do not realize that the state of West Virginia’s contractors pay B&O taxes to the municipality where the work is being performed, and we’ve had a lot of that during the past several years, and it will continue with the streetscape,” he said. “The I-70 project was more than a $215 million project, so that’s been a nice boost for us.” The parking meters at Centre Market were painted on October 2015 and have been celebrated ever since. The actual removal of parking fees, however, is not considered an option by city leadership. “The most important function of a parking meter is the placement of a time limit on the space,” Herron said. “Business owners rely on that turnover and if that’s not happening, then it’s hurting their business, which, in turn, leads to a decrease in our tax revenue. “If you go to a mall, there’s always plenty of parking, and most of the time you can decide how far away or how close you want to park to one of the entrances, but that’s not the case when it comes to a downtown urban area,” he reiterated. “Of course, there are a lot of people who want the meters removed, but that’s only when someone isn’t looking at the big picture.” During the two-year, $30 million streetscape, though, consumers visiting downtown Wheeling may be offered new options. The streetscape not only will address the roadways and signalization, but also the curbs and sidewalks along Main and Market streets. “A decision has not yet been made by the members of city council as far as how we’re going to handle the parking in the areas where the construction is taking place. There has been some thought of two-hour parking up and down the streets, and that could be enforced by chalking tires,” Herron revealed. “There’s a thought to look at parking kiosks, and that’s a local decision that will be made soon. “I will be examining those scenarios in the near future so decisions can be made by city council in time for the construction crunch we expect to begin this spring,” the city manager added. “But removing them completely is not an option that’s been discussed because in most ways that would make it far worse for our businesses during the two-year project. He takes it, opens it, and starts to read. "Oh, I had forgotten about that ticket. Can I just pay you now for it?" He asks, hopefully.

"Sorry, son. Once a warrant has been issued, only the judge that issued it can revoke it. As you can read on there, I am commanded to bring you in in chains to the judge."

Hearing that, Jonathan swallows hard and looks at me with fear in his eyes.

"You are going to arrest me? Now?"

"Yes, sir. I need you to kneel down on the ground and put your hands behind your head."

"Please don't do this. I have to go to work later. I am sorry I forgot about the ticket, I promise I will get it taken care of." He pleads, putting his up in front of his chest.

"Yeah, you had that chance." I grab his left wrist with my right hand and pull him up off the couch. I spin his hand behind his back, and stick a knee into his knee causing him to collapse down on the ground, falling to his knees.

"Ouch. That hurts."

"This is a lesson you should learn quickly about this process. If you do what you are told, it will be a lot easier on you. You will eventually do whatever I want, it just depends on what I have to use to achieve submission."

He had landed with his toes planted on the ground, causing his flip flops to fall away from his soft, naked souls. I kick his right foot over his left, pinning his left with his toes planted. I step down on his right foot to keep his feel locked in place.

"Please, that hurts a lot." He begs, flailing his right around behind him.

I pull out a pair of hinged cuffs, and snap one cuff around his left wrist, still pinned behind his back. I snatch his right arm as it is flailing behind him, trying to push my leg off his crossed ankles. I slam in into the other cuff. I twists his body to turn and watch as the cuff ratchets closed around his wrist. He tugs against the metal bands feeling the restrictions now added to his life.

I grab a key and use the back side of it to double-lock his cuffs, and he watches intently as I do, suddenly turning from desperate to keenly interested in his situation.

"Jonathan, I am going to read you your rights, next." I explain, continuing to stand on his foot keeping his ankles crossed. "You have the right to remain silent. Anything you say can and will be used against you in a court of law. You have the right to an attorney. If you cannot afford one, one will be appointed for you. Do you understand your rights?"

"Yes, sir." He says, looking back at me over his shoulder.

I finally step off of his foot and pull him to his feet by his left elbow. He stands warily, his flip flops slapping against his feet. I walk him over to a wall and stand him up against it.

"You have anything on you that is going to poke me, stick me, stab me?" I ask, as I start frisking him. I rub my hands on his shoulders and down his arms, then onto his chest and down to his stomach.

"No." He answers meekly.

I move my hands around to his sides, and move them down, then down his back, lifting up his cuffed hands to do so. I lift up his shirt, and stick my fingers in the waistband of his pants. They fall slightly, revealing the waistband and top of a pair of black Hanes boxers. I move my fingers all the way around his waist, and then pull them out, and stick a hand into each pocket. I pull out a small baggy of marijuana from his right pocket.

"Alright, dummy. Adding that to the charges against you. So that is lying to an officer and possession of a controlled substance. Anything else you want to mention?"

He blushes and hangs his head. "Please don't do this."

"Yeah, you are not real smart if you thought I wouldn't find this on you. Did you think you actually hid the bong from me?"

He starts to shake in my hands as fear and embarrassment overcome him.

I finish searching him, feeling his crotch, butt, and down his legs. I have him give me each of his feet, remove the flip flop, feel his entire foot in my hands, and then replace the flip flop.

"Alright, let's go." I say, pulling him off the wall by his left elbow. I walk him to the front door, and unlock it.

"Wait, can I put on a pair of shoes, please? You can't take me to jail in these flip flops. I can barely walk."

"Sorry, I can't let you put on anything else once the cuffs are on. You could try and sneak a key or something into them. You should have not been an idiot and not taken care of your tickets if you didn't want to go to jail like this."

I walk him out the door, across the street, and put him up against the car, frisking him again. Several cars drive by as I am doing this, and they all slow down to get a glimpse of him as he is being arrested.

The fear and embarrassment overcome him, and he starts to quietly cry as I finish up the search. I put him in the back seat, his eyes red and tears slowly dripping down his face. I buckle him in and slam the door of the unmarked vehicle. He sits, looking out the window at his house and car, his whole life, that is being ripped away from him. He watches it fade into the distance as I drive him off.

Tumblr Ads Decoded

I had a good Christmas but now that the festivities have died down I felt like effing around and going down some more ad-related rabbit holes. I usually focus on mobile game ads but while I’m working on my mobile game review backlog I have some explanations of other bizarre Tumblr ads I’ve come across in my travels. Enjoy:

Note: These are all ads I saw in screenshots from other users so I haven’t clicked on any of these ads myself and can only go from what’s included in the screenshots. I can’t guarantee where these ads actually lead if you click on them.

This ad apparently comes from SoGoodly, a website that compiles various viral stories, clickbait and listicles including “life hacks.” There doesn’t actually seem to be any tips specifically about putting vinegar-soaked bread in the garbage on their website. 

However, the image from the ad comes from a video by Household Hacker on YouTube called “10 Awesome Vinegar Life Hacks you should know,” which explains that leaving vinegar-soaked bread in your garbage can overnight can eliminate lingering odors (don’t know if that’s true or not but that’s what Household Hacker said in their video, which was posted in 2013, and has nearly 24 million views). 

Apparently another site called Gloriousa, similar to SoGoodly in its clickbaity-ness, has also been promoting a similar ad that advises leaving a vinegar-soaked piece of bread in the garage, which links to a 92-page list of “life hacks” that doesn’t even include this particular tip, according to Snopes.

Conclusion: This is clickbait, likely with the goal of generating ad revenue.

What does it mean?: Leaving vinegar-soaked bread in your garbage can overnight can allegedly eliminate lingering odors.

Another one from SoGoodly. Photo comes from a Good Housekeeping article from 2014 titled “16 Smart Ways to Use Rubber Bands” and says putting a rubber band around the doorknob makes it easier to open doors in specific situations such as when unloading groceries or trying to open doors at night without waking up anyone in your household. Not sure if this tip actually appears on SoGoodly’s website because it doesn’t feel worth it to click through several ad-filled pages just to find out, but a few long listicles came up when I searched “rubber band.” 

Conclusion: This is clickbait, likely with the goal of generating ad revenue. 

What does it mean?: Putting a rubber band around a doorknob like this apparently makes it easier to open the door hands-free and quietly. 

SoGoodly strikes again. The source of this photograph is the July 2012 issue of the TOILETPAPER art photography magazine - you can actually buy a reproduction of this bitten soap from them too (WARNING: bright colors and flashing/moving images on their website) link to magazine issue/link to soap merch

Again, not going to struggle through thousands of pages of ads to find this so-called “life hack” on SoGoodly but according to another health-themed listicle/”life hack” website called The Healthy, sleeping with soap can provide magnesium which relieves leg cramping/restless legs at night. Apparently Dr. Oz also said sleeping with lavender soap can help you relax at night, according to The Healthy. Don’t know if any of that is true but that’s what the “life hack” claim is. 

Conclusion: This is clickbait, likely with the goal of generating ad revenue. 

What does it mean?: Sleeping with a bar of soap in bed can allegedly relieve nocturnal leg cramps and help you feel more relaxed, presumably through some sort of aromatherapy effect. 

This ad apparently comes from Game of Glam, another very clickbaity website mostly focused on celebrity news, which hasn’t been updated since September. Couldn’t find this article on their site but there’s an article called “Celebrities Who Died and You Didn’t Even Notice” on a website called BeliefNet, which appears to have religious themes and mostly posts listicles. However, there aren’t 22 celebrities on that list and the man in the photo is not one of the celebrities mentioned. Also, the man in the photo isn’t dead.

The man shown here is actor Shemar Moore (left), best known for playing Derek Morgan on “Criminal Minds” and Malcolm Winters on “The Young and the Restless” from 1994 to 2005 (before Darius McCrary took over the role). He is still alive.

I had never seen either show so I did a reverse image search and initially thought the man was Kristoff St. John, who played Moore’s on-screen brother Neil Winters, due to the fact that this photo was on a Pinterest board titled “Young & Restless - Winters Family” and St. John did in fact die in 2019. However, I later realized that it is actually the woman in the photo, actress Michelle Thomas, who sadly died from a rare form of cancer in 1998 at age 30. Michelle Thomas played Callie Rogers, Malcolm Winters’ ex-fiancée, until her death, when the role was recast with Siena Goines. Thomas is better known for her roles as Justine Phillips on “The Cosby Show” and Myra Monkhouse on “Family Matters.”

Conclusion: This is clickbait, likely with the goal of generating ad revenue. 

What does it mean?: The man in the photo is actor Shemar Moore, who is still alive, but the woman in the photo, actress Michelle Thomas, died in 1998. The use of he/him pronouns in the ad is deceptive.

I’m sorry but I searched and searched and searched for meaning in this one and came up with nothing, absolutely zilch, no clues, no leads except one person who said the link led to the Chinese search engine Baidu. I was able to find the source of the image - it’s a Backyard Discovery Timber Cove Swing Set, which you can buy for $1,798 at Sam’s Club. I also found an uncropped version of the photo, but that’s all. This one is truly a mystery. 

Conclusion: Some mysteries are better left unsolved. 

What does it mean?: Only God Himself will ever know.

Snow and NORA Headcanons & Thoughts

*I have not read the novella or other extras. My information is based, mostly, off the games and the tidbits I skim here and there.

Why I find NORA fascinating and the implications of Cocoon society:

What we know

NORA is headed by three people: Snow, Lebreau, and Gadot.

Snow and Gadot are 21, raised together in the same facility. They are stated to be like brothers.

Snow is also a brotherly figure to Maqui. Assumedly, the same can be said of Gadot given their age-range.

Lebreau and Yuj are 19, Maqui is 17. Lebreau has known Snow and Gadot from when she was young—the three are childhood friends.

Officially, Lebreau and Maqui bring in the main source of revenue to fund NORA through the cafe and garage.

Yuj is considered a ‘junior’ member… whatever that means. NORA consists of five people. How are there even rankings?

In Episode 0, all of them are raised in the same facility. (I want to know more about their dynamics, damn it.)

Questions I have

How is it possible for four young adults and a teen to set-up and run a cafe/bar/restaurant/garage on a beachfront?

Did Snow and NORA become orphans from losing their parents? Or were they admitted into the facility as >1. This… might be answered in the novella, admittedly. If I had the attention span to read it.

What the hell are their last names?

My headcanons

Considering Cocoon is considered a sort-of paradise, where each and every human is taken care of, I am assuming the following:

Poverty does not exist. Everyone is fed and sheltered. Jobs only exist to provide humans with a sense of purpose.

People who pursue work do-so to maintain a certain standard of living, status, or sense of purpose. Meaning, you don’t need a job to survive, unless you want to live in an area like Palumpolum or Eden.

A lot of low-skill jobs are automated. They have flying cars. Anything’s possible.

Which also means, if you’re content with a relatively low-cost standard of living, being a cashier in a supermarket is totally fine, because you’re not being paid poverty-wages! Actually, those jobs are likely automated.

Bodhum is a small, rural town with low cost-of-living. How else do you explain three young adults with no other relatives to speak of, be able to afford and maintain a beachfront cafe/restaurant? Have you seen how empty those beaches are? Hell, have you seen Lightning’s house? Her primary struggles are related to being a parental figure and role model to Serah, but nothing on the costs of raising another child.

Considering Cocoon is a paradise, that means everyone is provided adequate resources to succeed. It’s how Lightning is able to afford such a large house and support her sister; how three orphans open and maintain a beachfront cafe.

Pursuing higher education is not seen as a requirement or the “next step”.

Natural disasters never happen. Bodhum is stuck in summer year-round. When it rains, it’s because the environment needs to be maintained.

Which leads me to additionally headcanon…

Snow, Gadot, and Yuj are not actually “jobless”. They might lack official titles, but considering their roles in maintaining the cafe, helping out with the garage, maintaining good relations with their neighbors, etc. They do work, just non-standard work for little-to-no profit. Snow, in particular, likely offers his help pro-bono i.e. fixing fences, catching cats, aka the stuff you help your granny with.

Yuj has a separate part-time job to be able to afford his fashion hobby. Eden is pricey, so he works on the side. Either that, or the cafe/garage brings in enough money for him to splurge.

Lebreau knows how to do her taxes. Along with being a fantastic cook, she’s also business-minded. It’s why the cafe is in her name.

Maqui also knows how to do his taxes. Also, a literal child genius. This isn't even a head canon.

Or maybe no one on Cocoon pays taxes, because there isn’t any need when you, literally, live right next door to your gods. Pothole in the road? Boom, fixed in the next hour by a weird sludge monster that doesn't need to be paid, because it lacks the concept of fairly-compensated labor.

Maqui and Hope would get along. They’re both child geniuses and share an older brother-figure through Snow. Hope knows how to operate ancient, machinery for some reason.

Lebreau is a lesbian.

(I, uh, don't have any specific headcanons for Gadot. Sure, he could know how to do his taxes–but... would he, really?)
