In an ideal world, the character who feels betrayed when you dont save their city should have had MORE content, not less. There should be quests that revolve around just talking to them, quests about regaining trust, coming to an understanding, and getting an opportunity to state how Rook feels - you know, role playing.

Lucanis says something like "it was an impossible choice" when he gets back - but it's such a throw away line, and requires no input from the player. And ultimately doesn't mean anything because he doesn't actually process it as such - given the pop-up message from later on that says something like "due to you not saving treviso lucanis feels like he has to do everything alone". Even though at that stage we've done multiple crow quests to help the situation.

"Consequences" are fine, but removing content and calling that a consequence is uh. Disappointing.
