"After the crucial second round of talks with the government failed to make any headway, the protesting farmers carried on with their Delhi Chalo march on Tuesday. There were reports of chaos on the Punjab-Haryana Shambhu border as the Haryana police fired teargas shells as farmers tried to break the erected barricades. Drones have been deployed to keep track of farmers’ movements, most of whom are on tractors.
Delhi has imposed Section 144 throughout the city for 30 days, erected barricades and iron spikes on the borders to prevent the farmers from entering the Capital.
Internet and bulk SMS services were suspended for Tuesday in seven districts of Haryana- Ambala, Kurukshetra, Kaithal, Jind, Hisar, Fatehabad and Sirsa. Several farmer leaders’ social media accounts were also reportedly blocked the previous day.
The farmers’ protest, being led by the Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha, has been demanding legal guarantee for Minimum Support Price (MSP) for crops, as promised by the BJP-led government at the Centre, among other demands like loan waiver and implementation of the MS Swaminathan Commission’s recommendations. The farmers participating in the protest are mainly from Punjab and Haryana."

Farmers' Protests In Delhi Today Demanding MSP Guarantee, Other Key Reforms; Major Traffic Curbs In Place
Farmers, under the banners of the Samyukta Kisan Morcha (a non-political organisation) and the Kisan Mazdoor Morcha (KMM), have been protesting at the Shambhu and Khanauri border points between Punjab and Haryana since February 13, after their attempt to march to Delhi was blocked by security forces.
From December 6 onwards, more farmers are expected to join the protest, with the march taking place daily from 9 am to 5 pm. The protesting farmers will spend the night on the road.
Farmers' Demands
Speaking to the media on Sunday, Kisan Mazdoor Morcha (KMM) leader Sarwan Singh Pandher highlighted that the farmers have been protesting at Shambhu and Khanauri for 293 days. He criticised the BJP-led government for not engaging in any talks with the farmers since February 18. Pandher accused the Centre of avoiding dialogue and reiterated that the farmers are rejecting contract farming, instead demanding a legal guarantee for the Minimum Support Price (MSP) of crops.
A three-member panel of Union ministers - Arjun Munda, Piyush Goyal, and Nityanand Rai - had met with farmer representatives on February 18, but the farmers rejected the Centre's proposal to purchase pulses, maize, and cotton at the MSP for five years. In addition to the legal guarantee on MSP, the protesters are demanding a farm loan waiver, pensions for farmers and farm labourers, no increase in electricity tariffs, the withdrawal of police cases, "justice" for the victims of the 2021 Lakhimpur Kheri violence, the reinstatement of the Land Acquisition Act, 2013, and compensation for the families of farmers who died during the previous agitation in 2020-21. Guramneet Singh Mangat, another farmer leader, mentioned that when the first group of farmers begins its march towards Delhi on December 6, other farmer bodies from Kerala, Uttarakhand, and Tamil Nadu will also organise marches towards their respective state assemblies.

*While farm loan* waivers like the recent initiative by the *Telangana* government may offer immediate *respite* , they are merely temporary fixes in a long-standing cycle that prioritizes short-term *political* wins over sustainable agricultural development.
This practice, *deeply* rooted in India's history, often bypasses those in *genuine* need and disrupts the country’s financial integrity.
To truly support farmers and safeguard the nation's economy, India must pivot towards comprehensive reforms, including investment in agricultural research and development and *direct assistance* to farmers.
Such measures would foster self-reliance, enhance productivity, and contribute to long-term food security.
The path to a prosperous agricultural sector lies not in repeated waivers but in empowering farmers through innovative and *lasting solutions.*

Budget 2024-25: Will it Reflect Economic Survey Cues or Follow Previous Budget Themes?
As Union Finance Minister Nirmala Sitharaman presents the Union Budget for 2024–25, all eyes are on how it will align with the themes highlighted in the Economic Survey 2023–24 or if it will echo the maiden budgets of Prime Minister Narendra Modi’s previous terms.
Economic Survey Insights
The Economic Survey 2023–24, released Monday, outlines significant challenges and key themes that are expected to shape India’s economic trajectory. The survey points to the need for:
Inflation Targeting: Revising the Reserve Bank of India’s framework to exclude food inflation.
Private Sector Investment: Encouraging private sector investment to sustain economic momentum.
Employment and Skills: Tackling unemployment and enhancing skill development.
MSME Growth: Easing regulatory burdens and improving access to finance for MSMEs.
Agricultural Reform: Aligning production with agro-climatic characteristics and investing in technology and infrastructure.
Green Transition: Managing India’s shift towards sustainable practices.
Reflecting on Past Budgets
In her sixth full budget and the first of Modi’s third term, Sitharaman may draw from the broad themes of previous budgets. In 2014, Finance Minister Arun Jaitley introduced numerous schemes to signal the government’s intent to fulfill electoral promises, including Digital India and Skill India. The 2019 budget, with a focus on fiscal prudence, included measures like raising FDI caps and increasing income tax for the super-rich.
Key Expectations for Budget 2024–25
Given the cues from the Economic Survey, here are some themes and action points to look out for:
Inflation Management: Addressing food price inflation through direct benefit transfers rather than monetary policy.
Investment Boost: Encouraging private sector investment to take over from public investment.
Job Creation: Emphasizing the private sector’s role in generating employment.
MSME Support: Reducing compliance burdens and enhancing financial access for MSMEs.
Agricultural Development: Promoting sustainable farming practices and investing in agri-tech and infrastructure.
Sustainable Growth: Ensuring India’s transition to a green economy.
Parliamentary Discussions and Strategies
The Budget session, expected to be contentious, includes extensive debates in both the Lok Sabha and Rajya Sabha. The INDIA bloc and other opposition parties are set to raise issues like the NEET-UG paper leak and the Agniveer scheme. Meanwhile, the Telangana Assembly’s Budget session will focus on crop loan waivers and unemployment.
Conclusion
As the Union Budget for 2024–25 is unveiled, it remains to be seen whether it will incorporate the themes from the Economic Survey or continue the trajectory set by previous budgets. With significant economic challenges and opportunities ahead, this budget will play a crucial role in shaping India’s economic future.

Truth of Farmers Protest 2024 | Why Farmers are protesting? | Abhi and Niyu - 21 Feb 2024
On February 13, groups of farmers heeded a call given by the Kisan Mazdoor Morcha and the Samyukta Kisan Morcha (non-political) and began a march to the national capital, to press for fulfilment of their demands, which include a legal guarantee for purchasing crops at Minimum Support Price (MSP) and a farm loan waiver.
How has the march progressed? While farmers from different States have reportedly started heading for Delhi, it has been largely from Punjab that scores of farmers started their ‘tractor-trolley’ march to reach Delhi via Haryana. As farmers arrived at Shambhu-Ambala and Khanauri-Jind, the inter-state boundary between Haryana-Punjab, they were stopped from entering Haryana. The Haryana government had put in place elaborate security arrangements with multi-layer barricades, which included iron nails, barbed wires, concrete barricade-blocks, boulders, trenches and anti-riot vehicles on the roads bordering Punjab. Additionally, the police resorted to the use of tear gas through drones, and water cannons to disperse the agitating farmers. Police-farmer clashes ensued when farmer groups attempted to enter Haryana by pushing and throwing away the multi-layer barricades.

What Piyush Goyal Said After Late-Night Meeting With Protesting Farmers
A panel of Union ministers held a fourth round of talks with farmer leaders here on Sunday over their demands, including a legal guarantee of MSP, as thousands of protesting farmers camped at the Punjab-Haryana border.
Agriculture and Farmer Welfare Minister Arjun Munda, Minister of Commerce and Industry Piyush Goyal and Minister of State for Home Affairs Nityanand Rai reached the Mahatma Gandhi State Institute of Public Administration in Sector 26 for the talks.
Punjab Chief Minister Bhagwant Mann also joined the meeting, which began at 8.15 pm on Sunday and ended at around 1 am on Monday.
Talking to reporters after the meeting, Mr Goyal said the panel has proposed the buying of pulses, maize, and cotton crops by government agencies at minimum support prices for five years after entering into an agreement with farmers.
The farmer leaders said they will discuss the government's proposal in their forums over the next two days and thereafter, decide the future course of action.
"Cooperative societies like the NCCF (National Cooperative Consumers Federation) and NAFED (National Agricultural Cooperative Marketing Federation of India) will enter into a contract with those farmers who grow 'tur dal', 'urad dal', 'masoor dal' or maize for buying their crop at MSP for next five years," said Mr Goyal.
"There will be no limit on the quantity (purchased) and a portal will be developed for this," he added.
It will save Punjab's farming, improve the groundwater table, and save the land from getting barren which is already under stress, Mr Goyal said.
On the Centre's proposal, farmer leader Sarwan Singh Pandher said, "We will discuss in our forums on February 19-20 and take the opinion of experts regarding it and accordingly take a decision."
A discussion on loan waivers and other demands is pending and we hope that these will be resolved in the next two days, Mr Pandher said, adding that the 'Delhi Chalo' march is currently on hold, but will resume at 11 am on February 21 if all the issues are not resolved.
The Union ministers and farmer leaders had met earlier on February 8, 12 and 15 but the talks remained inconclusive.
Protesting farmers from Punjab have been camping at Shambhu and Khanauri points on the state's border with Haryana since February 13 when their 'Delhi Chalo' march was halted by police.
The call for the march was given by the Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha to press their demands.
Besides a legal guarantee of MSP, the farmers are demanding the implementation of the Swaminathan Commission's recommendations, pension for farmers and farm labourers, farm debt waiver, no hike in electricity tariff, withdrawal of police cases and "justice" for the victims of the 2021 Lakhimpur Kheri violence, reinstatement of the Land Acquisition Act, 2013, and compensation to the families of the farmers who died during a previous agitation in 2020-21.
Ahead of the fourth round of talks, the SKM announced that it will gherao the residences of BJP leaders in Punjab for three days from Tuesday to press the Centre into accepting their demands.
Balbir Singh Rajewal, a leader of the SKM, an umbrella body of various farmer unions, said they will stage protests in front of the residences of Punjab BJP leaders, including MPs, MLAs and district presidents, from Tuesday to Thursday.
Interacting with reporters after a meeting of SKM leaders in Ludhiana, Mr Rajewal said it has also been decided that they would protest at all toll barriers in the state and make them free for all commuters from February 20 to 22.
The SKM will not accept anything less than the C-2 plus 50 per cent formula for MSP as recommended in the Swaminathan Commission report, he said after the meeting which was also attended by farmer leaders Balkaran Singh Brar and Boota Singh, among others.
Earlier, farmer leader Jagjit Singh Dallewal said the central government should not dilly-dally and accept farmers' demands before the Model Code of Conduct for the Lok Sabha elections comes into force.
If the government thinks it will continue to hold meetings till the Model Code of Conduct is imposed and then say it cannot do anything as the code is in force… the farmers are not going to return, he said.
"The government should find a solution to our demands before the Model Code of Conduct comes into force," he added.
In Haryana's Kurukshetra, Bharatiya Kisan Union (Charuni) chief Gurnam Singh Charuni and some 'khaps' took part in a panchayat to chalk out a course of action to support the protesting farmers from Punjab.
Mr Charuni told reporters after the meeting that it was decided to unite all farmer organisations to hold a protest in support of the agitation.
Mr Charuni said a good chunk of the rural belt is part of the National Capital Region (NCR) and a four-member committee has been formed to connect with farmers from Delhi.
He said it is surprising that the government is not allowing the farmers to travel to Delhi on their tractors.
Khap leader O P Dhankar said Haryana 'khaps' are behind the agitation and the central government should not delay giving a legal guarantee of MSP.
Another 'khap' leader who attended the panchayat said farmers will reach Delhi and protest if the talks fail.
Meanwhile, the suspension of internet services has been extended in certain areas in some Punjab districts, including Patiala, Sangrur and Fatehgarh Sahib, till February 24 on the orders of the Union Ministry of Home Affairs.
Earlier, internet services were suspended from February 12 to 16 in view of the farmers' march.
The Bharti Kisan Union (Ekta Ugrahan) continued to hold protests at toll plazas in Punjab for the second consecutive day, forcing authorities not to charge toll tax.
At the Ladhowal plaza in Ludhiana, farmers shouted slogans against the Centre and the Haryana government.
The Haryana government on Saturday extended the ban on mobile internet and bulk SMS services in seven districts till February 19.

Borders Sealed, Marches Banned: Delhi A Fortress As Farmers Hit Streets
Protesting farmers from Punjab are firm on marching to Delhi today as the Union ministers' five-plus-hour meeting with them remained inconclusive. There has been no resolution on the main demand of the farmers -- the minimum support price for crops.
Here are 10 points on this big story:
The farmers' meeting with Union ministers in Chandigarh -- a last-ditch effort of the government that got singed two years ago over farm law protests -- continued almost till midnight. Food and Consumer Affairs Minister Piyush Goyal and Agriculture Minister Arjun Munda led the talks with the farmer leaders.
Post 11 pm, the two sides came to an agreement on repealing the Electricity Act 2020, compensation to farmers killed in Lakhimpur Kheri, Uttar Pradesh, and the withdrawal of cases against farmers during the farmers' movement.
But there was no consensus on the three key demands -- enactment of a law to guarantee a Minimum Support Price for all crops, farmer loan waiver and the implementation of the Swaminathan Commission recommendations.
After the meeting ended just before midnight, Kisan Mazdoor Sangharsh Committee's Sarwan Singh Pandher said the 'Delhi Chalo' march is on. "Two years ago, the government had promised to meet half of our demands in writing… We wanted to resolve the issue peacefully. But the government is not sincere. They just want to waste time," a farmers' representative told reporters.
The Delhi Police have taken every possible step to stop the march from entering Delhi. There is heavy police presence at the Singhu, Tikri and Ghazipur borders. The police have imposed a month-long ban on public meetings and tractors and trolleys entering the city.
Prohibitory orders banning large gatherings have been declared in these areas. Much of the roads have been barricaded with concrete blocks and barbed wire. The movement of commercial vehicles has been stopped.
The authorities in Haryana have also fortified the state borders with Punjab at many places, including Ambala, Jind, Fatehabad, Kurukshetra and Sirsa. Concrete blocks, iron nails and barbed wire have been used to barricade the roads and block the protesters from entering the state.
Haryana has also invoked the 2021 law against public and private property damage that makes perpetrators pay. The state home department has directed the civil and police officers to stick to the rule.
The Samyukta Kisan Morcha and the Kisan Mazdoor Morcha had announced 'Delhi Chalo' march. The farmers have taken a hard line, armed with the precedent of the government's capitulation and withdrawal of the farm laws following the year-long agitation in 2020-21.
The Kisan Mazdoor Morcha which has the allegiance of more than 250 farmers' unions, and the Samyukta Kisan Morcha -- a platform of another 150 unions -- called the protest in December. The protest, coordinated from Punjab, is meant to remind the government of the promises it made two years ago.
