School’s back and so is a COVID-19 surge: Protecting kids and precarious workers - Published Aug 30, 2024
While the chance of dying has decreased, we should be concerned about the serious long-term complications that can follow an infection.
The 2024 school year is beginning amid one of the biggest COVID-19 waves of the pandemic.
One U.S doctor states, “This is a very significant surge. The levels are very high. They’re the highest we’ve ever seen during a summer wave.” It might be hard to think about, but we’re still in a pandemic and experts are warning against COVID-19 complacency in schools.
Dying with COVID-19 in the acute phase may have decreased, but complications from an infection exist — more than 2 million Canadians have “long COVID” (LC). In this context, societies that see themselves as equitable, inclusive and just need to consider if they’re doing the best job protecting their more vulnerable members, like children and many precarious workers. Research shows governments are not doing the best protecting the rights of children in a crisis, and reports from workers indicate some feel abandoned and left to deal with scary health situations, largely on their own. For school staff, students, their families and communities, this all seems quite cruel. It does not need to be this way.
Organizations are working to make Ontario schools safer. Ontario school safety advocates for cleaner air in schools and research shows schools are safer when things like masking and vaccination are in place. However, these measures are generally not being followed.
Dr. Pantea Javidan writes, “the lack of health and safety in schools resulting from zero-mitigation policies continues to cause great physical and psycho-social harms to children and families.” One study found 14 per cent of adolescents who have gotten COVID-19 developed some LC symptoms. Another study found 45 per cent of infected children with at least one persisting LC symptom. For workers with LC, about 14 per cent have not returned to work within three months since their infection. Many people have been knocked off career paths because of LC. It is a public health crisis for workers and youth.
Allowing uncontrolled spread in communities and schools will likely see the crisis grow, so schools need to be made safe. Not making schools safe violates children’s rights because children’s rights to education include the right to an environment that is safe and not harmful to one’s health.
Kids are major spreaders of COVID-19 and with certain policies, the schools they attend can be safer. HEPA filters should be in every classroom and always on.

The owner reports not being sick in four years despite working in a high-risk industry. If a private restaurant can provide clean air, so can the public school system. Not doing so may violate certain human rights.
Dr. Javidan argues “policies threatening the life, health, and education of children are cause for alarm among defenders of human rights.” Importantly, human rights overlap into workers’ rights. In the U.S., workers have been disabled at an unexpectedly high rate since the pandemic began, and researchers are wondering if there’s a COVID-19 connection.
My research looks at precarious occasional teachers (OTs) in Ontario during COVID-19 and ways to make work safer for them, which makes schools safer for students. For example, hiring more secure contract teachers can reduce class sizes making them safer. Higher OT pay, basic income, and paid sick days could help by enabling sick people to stay home. OTs in B.C. make significantly more money per day than Ontario OTs, so higher wages are possible.
Ontario OTs have no paid sick days and can be exposed to multiple schools and hundreds if not thousands of students and staff, which puts them and others at risk. Higher wages and/or a universal basic income allows OTs to have a buffer due to lost income from days absent. A policy of paid sick days can stop sick workers going to work and helps a robust economy.
There are many educational and employment policy options available to reduce COVID-19 levels and protect students and workers during the 2024/25 school year. To uphold the rights of children and workers, these policies should be advocated for by community groups and unions, and adopted by governments and school boards.

Pregnant people should be especially vigilant when wildfires pollute the air: doctor
Smoke from wildfires in parts of Alberta, British Columbia and now Nova Scotia has doctors warning pregnant people to take extra precautions against breathing in toxic particles.
Dr. Wee-Shian Chan, head of medicine at BC Women's Hospital, said breathing in pollutants and toxic gases generated by forest fires takes particulate matter into the bloodstream and lungs, making it harder to breathe.

"When women are exposed to wildfires, it could impact the growth of the baby," she said, adding there are gaps in the research about whether the smoke interferes with normal fetal development because pregnant people can't be exposed to it for study purposes.
"Women just have to be vigilant," she said.
"If pregnant women are prone to asthma, it can also trigger bronchospasm or coughing spells and breathing issues so that would not be a good thing during pregnancy as well."
Chan advised those who are pregnant to stay indoors, use a portable air cleaner with a certified HEPA filter and drink lots of water. Depending on the air quality, they should also wear an N95 mask outdoors or leave the area if necessary, she added.
"Unfortunately, it's become a common occurrence," she said of wildfires, which began earlier in the season in Alberta this year.
A study co-authored by University of Toronto Mississauga researcher Matthew Adams suggested wildfire smoke can affect the first trimester of pregnancy, increasing the risk of low birth weight in full-term babies.
The study, published last year in the Lancet Regional Health Americas and also involving researchers from Brazil, Denmark and the United States, estimated the southern region of Brazil had a nearly 19 per cent increase in low birth weightdue to wildfire smoke exposure in the first trimester.
The researchers studied 1.6 million birth records from across Brazil between 2001 and 2018, and analyzed wildfire smoke that occurred throughout that time.
However, that study contradicts findings in other research, including by retired but still active McGill University psychiatry professor Suzanne King after multiple natural disasters such as the 2016 wildfire in Fort McMurray, Alta., and the 1998 ice storm in Quebec, where millions of people were left without electricity, some for over a month.
"We really wanted to find something but we found no effect, not even when we tried to estimate the number of days without electricity, no effect whatsoever," King said.
Overall, pregnant people should not blame themselves for whatever is out of their control, she said of behaviour or physical issues of children born during or after a wildfire or other disaster.
"If there's an effect on the kid, it's probably more because your house burned down than that you were upset because your house burned down."
Dr. David Olson, a professor of obstetrics and gynecology at the University of Alberta, led a study into the emotional stresses that pregnant people faced during the May 2016 wildfire evacuation in Fort McMurray.
He said about 80 per cent of about 300 participants said the evacuation was not their worst experience but it triggered other trauma they'd suffered, such as abuse or the death of a spouse or child.
"Pregnant women who go through a disaster like this can certainly use support," he said, adding that officials who operate evacuation centres should ensure pregnant people remain with their families and have the support of friends and a social worker if necessary.
He said pregnant people who were forced to leave their homes as flames neared faced an accumulation of stress that led to anxiety and depression for some, especially those with a history of trauma.
Public health officials will need to put more emphasis on dealing with mental health issues, not just the physical problems that come from smoke during wildfires, which are bound to increase due to climate change, Olson said.

A report out on Tuesday from the Agri-food Analytics Lab at Dalhousie University in Halifax says many Canadians are hoping a grocery code of conduct will protect them from soaring food bills that they see as profiteering and "price gouging." Meanwhile, Prime Minister Justin Trudeau promoted the federal grocery rebate from last week's federal budget.
But while the effectiveness of codes or rebates in driving down prices remains uncertain, experts in the economics of pricing say consumers have access to a powerful tool to fight food inflation by taking advantage of a strategy retailers use to maximize their own profits.
Called "price discrimination" or the "two-price system," it's a long-standing technique used by retailers and service providers to squeeze the most profit out of their customers by selling to different people at different prices. "The goal is to increase sales and profits," said Jean-Paul Lam, an associate professor of economics at the University of Waterloo in Waterloo, Ont.
"Retailers will charge customers the price they are willing to pay, allowing them to capture more of the consumer surplus, which is the difference between what a customer is willing to pay and what they actually pay," Lam explained in an email. "These retailers/producers can increase their profits and profit margins by capturing more consumer surplus."
For most of us, if we think about how grocery stores set their prices, they tack on some percentage markup to cover their own costs. But that's not how pricing works. Instead, retailers use their different branded stores to charge a range of prices from slightly above the supplier's price to many dollars above that price, depending on how much they think we'll pay.
And a lot of Canadians don't like it. Following a recent CBC article on grocery pricing, readers from across the country told us the evidence that retailers were price-gouging.
Ted Keay of New Minas, N.S., did some comparison shopping for the same 250-gram at four different stores. Prices varied wildly, he said, going from a high of $10.29 at Sobeys to a low of $6.97 at Giant Tiger. Mary Briggs of Mississauga, Ont., thought she would take advantage of a 20 percent seniors' discount at Shoppers Drug Mart, a drugstore chain owned by Loblaw Companies Ltd. But she found that even after the discount, the drugstore price of $15.99 for the Tide Pods she wanted was more than the $10.99 at the Loblaw-owned Independent Grocery.
"Why two companies owned by Loblaws have such a large price difference is the question," Briggs said in her email. Someone discovering they bought the Tide Pods for $5 more than at a nearby store owned by the same company might feel they've been played for a sucker. But for grocery chains using the technique of price discrimination, that big difference is not a bug. It's a profit-maximizing feature.
From old-fashioned horse traders to modern car dealerships to suburban garage sales, wily sellers know that some people are willing to pay more than others. Setting prices too high so some people walk away means you won't sell as many horses example in economic theory is the country doctor who charged the local gentry top dollar. But in rural areas, some poor farmers couldn't afford those prices.
So country doctors kept busy and maximized their income by treating the poorer farm families even if they could only afford to pay in carrots and bushels of apples. Two different prices mean more business and more food for the winter.
David Hardisty, an associate professor of marketing at the University of British Columbia's Sauder School of Business in Vancouver, studies the behavioural economics of pricing and says retailers decide how much to charge is far more complex than shoppers realize, even beyond price discrimination. And when companies are trying to maximize their profits, there's no Mr. Nice Guy. "They want to charge as much as they can and still get the sale," Hardisty said via Zoom from Milan, Italy, where he is currently a visiting professor. "And that amount be different for different people … because some consumers are very price sensitive and others are not."
Some shoppers may be too rich to pay attention, too busy or not a numbers person. Maybe they value convenience or can only get to the one nearby store. Like customers choosing between Saks Fifth Avenue and Zellers, they are "status signalling" by shopping in fancier, more expensive shops. Hardisty said that's why your data gathered through loyalty and credit cards is valuable. When they know your shopping habits and price sensitivity, retailers have a better idea of how much they can get away with charging.
He said the buy was really worth it. In other words, when they pay five bucks more for Tide Pods or a block of cheese. And retailers would rather they didn't know. Sometimes that is called information asymmetry, where the seller knows everything and the buyer is ignorant. Like other parts of behavioural economics, it flies in the face of the concept of Homo economicus, the idea that humans respond to price signals the way traditional economists say they should.
Hardisty said profits, and they don't want to alienate even shoppers who think they are being suckered with excessive profits saving by shopping around," he said, but that's not all. "You're actually doing some good for the world, too. Because you are sending a signal. You're telling the companies, 'I'm not going to get ripped off like that's the dollars."
