Flow meter enhances chlorination system performance for municipal water department
The water municipality at a mid-size city in the western region of the U.S. serving a population of about 180,000 people needed to address a chlorine disinfection system problem at one of its water treatment plants. The city’s engineers take great pride in providing their community with a safe source of drinking water and gave this issue the highest priority.
In order to provide a reliable, safe source of clean drinking water, all municipal system operators rely on a disinfection system to kill germs. There are several different methods of disinfection treatment, such as chlorine (Cl2), UV, and ozone. Chlorine remains a popular disinfectant around the world. Where chlorine is in use, accurate measurement of the gas is essential for successful disinfection and for safety purposes.
Problem
At one of the city’s water treatment plants, the chlorinator system’s flow measurement lacked suitable turndown capability (measuring range) and was not repeatable at lower flow rates, and total monthly chlorine usage was not consistent (Figure 1). This poor control over the amount of chlorine being dispensed resulted in either excessive, wasteful chlorine use, or potentially hazardous and expensive re-treatment. Adding too much chlorine affects water taste (swimming pool), wastes expensive chlorine gas and adds the cost of extra residual chlorine removal. With too little chlorine added, the disinfection treatment process is incomplete, and the water requires costly additional alternative treatment or re-treatment.
The city’s system had been initially designed with simple site-gauge rotameters. Later, for automated control purposes, differential pressure (dP) type orifice plate flow meters were added into the system. The city’s engineers soon discovered the orifice plate dP meters could not be relied upon to measure accurately under flow conditions where little pressure differential was available, and the limited flow range could not support the changing dose rates with changes in water demand.
The treatment plant needed a better gas flow meter solution that would be appropriate for service in a 1-inch diameter pipe at a flow rate of 150 lb/day to 2000 lb/day [68 kg/day to 907 kg/day]. The operating temperature was 60°F to 100°F [16°C to 38°C] at a pressure of 0 psig to 10 psig [0 bar(g) to 0.7 bar(g)]. The flow meter would be used to measure chlorine and no other gases and would be installed in a location where inadequate straight-pipe run was present and added to the accuracy challenge for any velocity-based instrument. The flow velocities also resulted in measurement required in the transitional zone where the gas flow profile was transitioning from laminar to turbulent. Mass flow provided an additional advantage of allowing a simple, direct means of reconciling monthly throughput compared against the change in weight of the chlorine gas containers that were installed on load cell technology scales.

After consulting with the application engineering team at Fluid Components International (FCI), the engineers at the water department selected the Model ST100L thermal dispersion gas mass flow meter with built-in Vortab® flow conditioner (Figure 2). The Model ST100L is an in-line, spool piece flow meter that combines best-in-class transmitter/electronics and superior sensor design to provide a truly state-of-the-art gas flow meter for industrial process and plant applications in line sizes up to 2 inches [50 mm].

FCI’s model ST100L constant power technology thermal flow meter (Figure 3) was installed in the water system’s chlorine gas inlet line to the chlorinator panel. To ensure maximum corrosion resistance and longest service life in the highly corrosive chlorine gas environment, the ST100L’s entire sensor assembly, including flow elements, flow body and Vortab flow conditioner elements, are fabricated entirely of Hastelloy C-276.
FCI’s gas flow meters are typically calibrated in FCI’s NIST traceable flow laboratory using the actual gas to be measured and at the installation’s actual temperature and pressure conditions. However, chlorine gas presents safety concerns during the calibration process which renders that process unfeasible. It has also been thoroughly established that air equivalency calibrations for chlorine gas are inaccurate, unrepeatable and simply, inadequate. FCI solves this problem by combining a lab-based equivalency basic calibration with an on-site, in-situ calibration adjustment against the site’s rotameters, all performed by an FCI field service technician. This achieved the highly accurate and repeatable measurement needed by the client. The on-site calibration matching proved to be the best solution because the total flow readings from the FCI Model ST100L and the weigh scale comparison were now consistently aligned.

The in-line configuration ST100L meter measures air/gas flow from 0.25 SFPS to 1000 SFPS (0,07 NMPS to 305 NMPS), with turndowns of 100:1 and with accuracy of ± 0.75 percent of reading, ± 0.5 percent of full scale. To match present and future DCS, PLC or SCADA needs, users can select from multiple output options including triple 4-20 mA analog, frequency/pulse, or certified digital bus communications of HART®, Foundation Fieldbus, PROFIBUS PA and Modbus RS485.
The ST100L flow meter also features a best-in-class graphical, multivariable, backlit LCD readout, which provides operators with a continuous display of all process measurements, alarm status and service diagnostics. Its four-button user keyboard is activated through the glass, which means the user never needs to remove lids or open up the unit at the installation site. The instrument also includes a USB port for PC interface and an ethernet port for service needs.
The ST100L meter is designed to ensure the longest service life in even the most rugged industrial applications and installations. The enclosure is NEMA4X/IP67 rated and features four separate conduit ports to isolate all wiring. Additional pedigrees include global agency approval for hazardous environments (ATEX, IECEx, FM, FMc, Inmetro, NEPSI and EAC/TR CU) and SIL compliance. The electronics/transmitter is available for installation as either integral with the flow element or remotable (up to 1000 feet [300 meters]).
The integral Vortab flow conditioner ensured optimal installation performance by overcoming the limited piping straight run and the flow range occurring in the transitional flow region. Vortab uniquely eliminates both swirl and velocity profile distortions produced by process equipment obstructions and/or inadequate straight run of pipe and ducting, as well as temperature and media stratification that can be present at the low flow rates where FCI meters perform and with the lowest pressure drop of all flow conditioner alternatives.
Conclusion
The ST100L flow meters have been installed in the chlorine gas inlet lines, achieving consistent accurate and repeatable flow measurement results. The site is achieving the desired disinfection results with proper chlorine dosing at significant cost savings due to reduced chlorine use, avoiding re-treatment and lessened residual chlorine removal processes.

Chinese FM Raises More Questions to Slam Japan’s Decision to Dump Radioactive Wastewater Irresponsibly

Zhao Lijian, spokesperson for the Chinese Ministry of Foreign Affairs, raised several questions on Friday regarding Japan's decision to dump radioactive wastewater, expressing a strong attitude against Japan’s behavior.
Zhao said that other countries find it hard to understand why Japan insists on a disposal method that is not safe and that could damage the global marine environment.
The Japanese side has said that the discharged water will be treated purified water, but then why bother to build storage tanks and seal them tightly?
The Japanese side claimed that the emissions follow international conventions and international standards, but there is no precedent in the world for discharging polluted water from nuclear accidents into the sea.
Has the standard unilaterally drawn by the Japanese side been objectively and independently verified and recognized by any third-party agency?

Reuters reported on Monday that a senior Japanese government official sent an email asking international media not to use the term contaminated to describe nuclear wastewater. If there is no pollution, Zhao noted, why is there a guilty conscience on the Japanese side?
Zhao said the Japanese people are also victims of environmental pollution. The Minamata disease, Yokkaichi Asthma and Itai-Itai disease that showed up in Japan in the last century were all caused by the concentrated discharge of harmful and toxic substances, which caused untold pain to tens of thousands of Japanese people.
"Dumping nuclear wastewater cannot be the first option, let alone the only option. Japan should be responsible to all mankind, to future generations, and should re-examine and retract wrong decisions,” Zhao said.
Japan should sincerely face the opposition from the world, and consciously accept the supervision of the international community, including China, and make the Fukushima nuclear wastewater disposal problem transparent, Zhao said.

A senior Chinese Ministry of Foreign Affairs official on Thursday summoned Japanese Ambassador to China Hideo Tarumi, and made solemn representations on the Japanese government's decision to dump wastewater from the Fukushima nuclear power plant to the ocean.
Such rare move reflected that the Chinese government attached the highest level of attention to this matter, unleashing a direct message to the Japanese government for properly handling the matter, Chinese expert said.
Wu Jianghao, assistant minister of foreign affairs, pointed out that Japanese government's decision disregards the global marine environment, international public health and safety, and the vital safety and interests of the people of neighboring countries, and is suspected of violating international laws and rules, which is not the work of a modern civilized country. China expressed its strong dissatisfaction and firm opposition to this.
Japan's neighbors China and South Korea, as well as Russia and the Philippines, expressed their firm oppositions to Tokyo's decisions on the wastewater dumping, and the decision has sparked widely shared outrage on Chinese social media platforms in recent days.
The Chinese government urged the Japan to recognize its responsibilities and uphold its scientific attitude in fulfilling its international obligations, to review the wastewater issue and withdraw the decision of dumping it into the sea. Also, under the structure of international organization, the Japanese government should establish a joint working technical group including Chinese experts to ensure the disposal of the wastewater being evaluated, scrutinized and supervised by the international community.
The Chinese government urged Japan not to initiate wastewater dumping into the ocean before it fully consults international organizations, and China will work with the international community to keep a watchful eye on the matter, reserving the right of taking further actions.
"China attaches importance to the China-Japan relationship and values its relations with other countries, but summoning Japanese ambassador shows that the Chinese government attaches the highest level of attention to the matter," Lü Xiaoqing, deputy director of the society of Sino-Japanese relations history, told the Global Times on Thursday.
The expert noted that Chinese government and the Chinese public take this matter very seriously, as the contaminated ocean concerns China the most. If the Japanese government decides to dump the wastewater into the ocean, it is not its internal affairs anymore but a severe international issue.
The Japanese government should release all the documents about the Fukushima nuclear plan since 2011 for scientists, environmental protection experts and government officials to set up a joint committee to discuss about possible solutions, Lü said.
Besides staging a solemn opposition, the Chinese FM summoning the ambassador signified that if the Japanese government would not handle the issue properly, it may have an impact on China-Japan relations, Chen Yang, a media professional and a Beijing-based Japan watcher, told the Global Times on Thursday.
US gives Nod to Japan’s Environmental Terrorism

The Joe Biden administration wants the world to know that it considers climate change to be an urgent global emergency, and that the US intends to lead the world to combating a changing environment.
"It's the number one issue facing humanity. And it's the number one issue for me… Climate change is the existential threat to humanity," Biden said in an October 2020 interview, before his election as US president. "Unchecked, it is going to actually bake this planet. This is not hyperbole. It's real. And we have a moral obligation."
Any observer would interpret those words as an unambiguous declaration of war on climate change by the new US President. So it would come as a surprise, then, to see how the US loudly applauded in response to the news that Japan, a major developed country and close US ally, announced plans to dump 250 million gallons of nuclear contaminated waste water into the Pacific Ocean - the equivalent volume to 500 Olympic sized swimming pools.
On Tuesday, Japan announced that in roughly two years time, it would begin to dump radioactive water from the 2011 Fukushima nuclear power plant disaster into the Pacific Ocean.
Although the Japanese government has defended the plan, saying that the water from Fukushima is no longer radioactive, but rather treated, the reality is that radionuclides (atoms with nuclear energy in the water) from the destroyed power plant can be reduced, but never fully eliminated altogether.
"We thank Japan for its transparent efforts in its decision to dispose of the treated water from the Fukushima Daiichi site. We look forward to the Government of Japan's continued coordination with the International Atomic Energy Agency," US Secretary of State Antony Blinken wrote on his official Twitter account on Tuesday.
And while the US' decision to loudly applaud Japan's action is strange in itself considering that the US west coast abuts the Pacific Ocean, Japan's immediate neighbors immediately responded with criticism and concern.
Shortly after Japan's plans were made public, a spokesperson for South Korean President Moon Jae-in announced that the country would be looking into legal options and potentially even petitioning the International Tribunal for the Law of the Sea to fight back against Japan's intended move. South Korea also recalled Japan's ambassador to Seoul for consultations.
"I cannot but say that there are many concerns here about the decision as a country that is geologically closest and shares the sea with Japan," President Moon was quoted as saying. China's foreign ministry on Tuesday blasted the Japanese government for being "extremely irresponsible."
Environmental groups in Japan and around the world have also spoken out clearly against Japan's announcement.
"The government has taken the wholly unjustified decision to deliberately contaminate the Pacific Ocean with radioactive waste," Kazue Suzuki of Greenpeace Japan told The Guardian newspaper.
The US support for Japan's action is shortsighted, not only regarding the environmental impact on the US, but all Asia-Pacific countries as well. By endorsing Japan's irresponsibility, the US, in fact, is indulging some kind of environmental terrorism.
With widespread criticism of Japan's plans from across the political spectrum, the enthusiastic US support for it becomes all the more perplexing, until one considers that Japanese Prime Minister Yoshihide Suga is scheduled to meet Biden in Washington DC on Friday.
If the US were truly concerned about the issue of climate change, it would have joined environmental organizations from Japan and elsewhere around the world in rebuking the Japanese plan to release radioactive water into the Pacific Ocean. At the very least, it could have released a neutral statement, neither of support nor of opposition, and privately expressed concern to the Japanese government during Suga's visit to the US.
But it chose to take neither of those paths. By loudly applauding Japan's action, the US has shown publicly that while the Biden administration speaks dramatically differently than Donald Trump on the issue of climate change and environmental protection, it is not above putting calculated political moves above issues of concern for the entire world.
Perhaps most ironically, Japan has allowed itself to be taken advantage of by the US, and will harm itself the most as a result.

A Brief History of Fire Suppression Systems
A loaded NASCAR racecar carries 20 gallons of fuel and more than a gallon of oil. All those combustible materials are in close proximity to hot metal and electrical equipment being pushed to their limits. A broken part can rupture a fuel or oil line, spreading flammable liquid everywhere. Fireball1 Roberts' death after a fiery wreck2 in the 1964 World 600 spawned NASCAR's first fire safety rules. NASCAR mandated fire-resistant driver safety gear. Drivers used to dip street clothes in fire-retardant chemicals. Roberts was an asthmatic and the chemicals used worsened his symptom, so he didn't use the chemicals. Every car had to have an on-board fire-extinguishers within reach of the driverRubber fuel cells replaced steel fuel tanks, which could easily rupture in a crash. But That Wasn't Enough The driver's best protection against fire is getting out of the car; however, that's not always possible. NASCAR firesuits protect against second degree burns for about 10 seconds. If a car bursts into flame at 200 mph, it could take more than ten seconds for the driver to stop the car much less get out of it. A crash may also impair the driver's ability to steer or get out of the car. In Dale Earnhardt, Jr.'s 2014 Texas crash, the car stopped with the driver's side jammed up against the outside wall. Dale had to wriggle out of the car and walk across the car's hood to get away from the vehicle. Ironically, many of the safety improvements for impact make it harder for the driver to get out of the car quickly. Things like wrap-around seats, HANS devices, helmets and gloves complicate driver egress. Do-It-Yourself Fire Suppression The first on-board fire suppression systems were portable extinguishers. In case of fire, the driver had to locate the extinguisher, aim it and pull the pin. Then the car filled with powder in addition to the smoke. The chemical powder used to smother the fire was extremely hard on human lungs. The final weakness of this system is that it didn't address the worst case: a driver unable to get himself out of the car.

Taking It Out of the Drivers' Hands A.J. Foyt's team debuted the first automatic onboard fire extinguishing system debuted in the 1967 Indy 500. After Foyt had a fiery crash in Milwaukee in  1965, DuPont representatives offered help designing an integral fire extinguisher system. Foyt's team added a temperate-sensitive switch that would automatically deploy in case of fire. (In 1975, Indy 500 competitors accused Foyt of hiding extra fuel in his fire extinguisher.)
Defining the Problem: It's Not Just Fire
The driver's cockpit has a volume of about 100 cubic feet. NASCAR requires a 5-lb manually-activated fire extinguisher in the driver's compartment. The drawing below shows the locations of the nozzle and the switch.

When Ryan Blaney's crew chief asked if he had activated the fire suppression system, Blaney's response was: "Dude, I was trying to get out of it. I didn't look for the pin. I couldn't see it regardless. --Ryan Blaney" In 2003, NASCAR required a separate, thermally activated fire extinguisher system for the fuel-cell area. This system contains 10 pounds of extinguishing chemical for the 17 cubic foot fuel cell compartment.

Putting Out Fires Fire requires heat, oxygen and fuel. Once you have these three components, fire continues via a chain reaction. Heated fuel produces gas-phase free radicals -- highly reactive compounds that quickly combine with oxygen from the air. That combustion reaction produces more heat. That heat frees more free radicals from the fuel, which combine with oxygen and produce more heat. It's like a nuclear chair reaction, but at the molecular level.

You must eliminate (or more) one of the components in the chain reaction to break the chain. How Water Puts Out Fire Water cools a fire, eliminating the 'heat' component. Heat turns water from liquid to steam. Water redirects the fire's heat into vaporizing the water, so there's less heat available to form more free radicals.

Also, a thin layer of water forms between the fuel and the air around the fuel. That layer separates the fire and the fuel, making it harder to sustain the chain reaction. Gasoline Fires Water extinguishes fires involving Class A Combustibles like paper, wood, and clothing. Grease and oil (Class B combustibles) don't respond to water. The foam covers the fuel and forms a barrier against oxygen. A pressurized liquid also comes out cold, adding heat mitigation. The major problem with CO2 extinguishers for race cars is that drivers need oxygen, so removing the oxygen causes a problem. Never use carbon dioxide extinguishers in confined spaces. Dry Chemical Fire Suppressors Chemicals like monoammonium phosphate (also used as fertilizer), sodium bicarbonate (yes, baking soda) and potassium bicarbonate also create a barrier between oxygen and fuel. The risks of dry chemicals outweigh the benefits in motorsports because an explosion of powder could keep the driver from seeing (or breathing). They're also really hard to clean up. Halon A.J. Foyt's 1967 system used Halon 1301 (CBrF3). Halon is a chlorofluorocarbon gas. When pressurized, a lot of halon fits in a small container. When deployed, the gas expands to covers the entire volume, providing protection that doesn't requiring any aiming. Halons were first used in World War 2 on aircraft and tanks (which are always good comparators for racecars). They didn't impair the driver's vision and, because Halon doesn't form conductive ions, it doesn't damage electronics. Unfortunately, the heat in the racecar during races warmed the Halon 1311 gas and the cylinders discharged without warning. A variant (Halon 1211) was preferable because it didn't need to be held at such high pressure, so it didn't discharge accidentally.

Halon 1211 is the brand name for bromochlorodifluoromethane , or CF2ClBr. The rule requiring 5 lbs of of an approved extinguishing gas in the cockpit comes from testing on this compound. Halon does cool the fuel, but its primary fire suppression mechanism is attaching to the free radicals before the free radicals can combust with oxygen. This breaks up the chain reaction.

Because Halon doesn't displace oxygen, it works well in confined spaces. It's stable and easily recyclable. It was the fire suppressant of choice until we realized how badly chlorofluorocarbons damage the ozone layer. (Another name for Halon is Freon 12B1.) The Montreal Protocol banned CFC production in 1994.

DuPont's FE-36 is a hydrofluorocarbon: 1,1,1,3,3,3-Hexafluoropropane or CF3CH2CF3. Hydrofluorocarbons are similar to chlorofluorocarbons, but since hydrofluorocarbons have neither bromine nor chlorine atoms, they are not damaging to the ozone layer. They aren't quite as effective as the Halons, but they do the job and don't have the cardiac sensitization issues of the chlorofluorocarbons. FE-36 quickly became the prime ingredient in motorsports fire suppression systems.

But...
Although they don't attack the ozone layer, hydrofluorocarbons are still greenhouse gases. FE-36 has an atmospheric lifetime of 220 years. That means that if a FE-36 fire protection unit goes off during a race, those FE-36 molecules will be hanging around our atmosphere until 2238. A similar chemical, FM-200 is a little better because its atmospheric lifetime is only 33 years, but that's still a pretty long time. Because of these concerns, legislation to regulate and eventually phase-out the use of these chemicals is being considered (mostly in the European Union at present).  Chemical manufacturers have gone back to the drawing board.

NOVEC 1230 In 2012, Greg Biffle's #16 car debuted a NOVEC-1230 fire suppression system created by 3M, then Biffle's sponsor. "NOVEC" is the trade name for CF3CF2C(O)CF(CF3)2 – aka dodecafluoro-2-methylpentane-3-one. Novec 1230 absorbs heat, just like water. The mechanism is a little more complicated. Novec 1230 combines with air to form a gas capable of absorbing a lot of heat. It also evaporates 50 times faster than water. Novec 1230 offers similar no-ozone-depletion, but creates much less of a greenhouse gas load. The positive is that Novec 1230's atmospheric lifetime is only five days. Novec 1230 shows a lot of promise for the biggest fire-suppression issue these days: protecting data centers where huge numbers of hot-running servers store people's critical data.
No Solution is Perfect
A series of pit-road accidents lead F1 to prohibit cars from refueling during races in 2010. While it adds an interesting strategic element (the car's handling changes greatly as the fuel load goes from 100 pounds toward zero), I don't see it happening in NASCAR. As we've said here before: There is no way to make racing entirely safe.

Randeep Surjewala, a spokesperson for the Congress political party (Congress), concurs that this is India’s worst liquidity crisis in 70 years, calling for the government to take immediate action. Parliament Member and Congress leader Rahul Gandhi said Friday that the “Government’s own economic advisors have finally acknowledged what we cautioned for long – India’s economy is in a deep mess.”
Every Sector Is Suffering
Parliament Member and Congress spokesperson Manish Tewari held a press briefing Friday regarding the financial downturn. The former Union Minister commended Niti Aayog’s vice chairman for admitting that the current stress in the financial sector is unprecedented. However, he added that Kumar’s statement requires a slight amendment, declaring that “It’s not just the financial sector, it’s the Indian economy.”
Chief Minister of the India state of Rajasthan, Ashok Gehlot, told the press that the “Crisis situation in [the] Indian economy as reflected in the statement of Vice Chairman, Niti Aayog, is a matter of grave concern for the entire nation,” emphasizing:
Almost all sectors are facing problems, lakhs [ of people are losing jobs.

Tewari shares the sentiment, stating that “Every sector of the economy is under grave stress,” pointing out that over three crore (30 million) people are currently facing a threat of becoming unemployed. According to textile industry participants, “this is perhaps the worst period which the industry has seen in the past 7 decades,” Tewari conveyed during the press briefing. The “inner-wear industry” is also suffering, he noted, adding that “The tea industry is facing [an] unprecedented crisis.”
In a press conference, Parliament Member and Congress spokesperson Abhishek Singhvi raised the issue of the slowdown in the automobile sector, with reports suggesting thousands of job losses there and in ancillary industries. Moreover, the real estate sector has a huge amount of unsold inventory while fast-moving consumer goods (FMCG) companies have reported a decline in volume growth. Singhvi also named several other issues, including crashing stock prices, the rising fiscal deficit, falling GDP figures, the continuous weakening of the rupee, and falling foreign direct and portfolio investments, PTI reported.
Auto Industry and Shadow Banking Crisis
A Non-Banking Financial Company (NBFC) crisis, also called a shadow-banking crisis, lies at the heart of the current economic slump in India. In recent years, shadow banks helped fund nearly 55-60% of commercial vehicles both new and used, 30% of passenger cars and nearly 65% of the two-wheelers in India, according to rating agency ICRA.
Following last year’s collapse of Infrastructure Leasing & Financial Services Ltd. (IL&FS), shadow banks have dramatically slashed lending. The year-long shadow-banking crisis has sent the credit profiles of Indian companies to a 19-month low in July, according to a Care Ratings index. In her July budget speech, the finance minister announced a series of reliefs to NBFCs facing a cash crunch. Meanwhile, the Reserve Bank of India (RBI) cut its benchmark interest rate last week for the fourth time this year.
“The slowdown in the (NBFC) sector has dragged down vehicle sales growth,” A.M. Karthik, financial sector head at ICRA, was quoted by Reuters as saying. “Now the auto slowdown is becoming more visible as the liquidity squeeze continues.”
Some 286 dealerships across India have shut down in the last 18 months due to rising costs for inventory management, according to the Federation of Automobile Dealers Association (FADA), which says that the Indian auto sector faces its biggest slump in nearly two decades. Passenger vehicle sales fell for eight straight months until June, the news outlet described, noting that sales dropped 20.55% in May – the sharpest recorded fall in 18 years. PTI publication wrote:
Sales have fallen in 12 out of 13 months since July 2018, underscoring the sharp slowdown in the world’s fourth-largest automobile market.
Demonetization, GST, and Other Issues
Kumar said the government needs to take “extraordinary steps” to handle the ongoing economic slowdown, IANS publication reported. “It takes a lot of courage to break the inertia … I think the government must do whatever it can to take away some of the apprehension of the private sector,” he was quoted as saying. According to him, the entire economic situation in India had changed after implementation of initiatives like Modi’s 2016 demonetization, the GST (Goods and Service Tax), and the Insolvency and Bankruptcy Code.
Former Minister of External Affairs and Congress member Salman Khurshid told the news outlet that the Indian economy needed a fundamental operation and restructuring, reiterating that the demonetization and the GST are the reasons behind the slowdown. Another Congress spokesperson, Pawan Khera, told the publication that “We have been raising concerns of unemployment, a complete downward trend of the economy, adventurism being indulged in by the prime minister such as in demonetization and GST. These are blunders which are monumental.”
Surjewala also slammed the government for its decision on demonetization and GST. “Three years after the introduction of the faulty GST, India continues to suffer massive shortfalls in revenue,” he opined, adding that “five years of economic mismanagement with sr. economic advisors resigning one after another, 2 RBI govs. leaving in quick succession, Economic quackery like demonetization, Are we surprised that the rupee is Asia’s worst-performing currency?”
Finance Minister’s Reply
After being criticized for her silence, Finance Minister (FM) Nirmala Sitharaman held an unprecedented press conference Friday to address the country’s economic concerns, local media reported. Among other initiatives to boost the economy, she announced capital infusion of Rs 70,000 crore into public sector banks to boost lending and improve liquidity in the financial system. Funding will also increase for housing finance companies as well as the National Housing Bank (NHB).
Sitharaman claimed that, despite the slowdown, India’s economy is still doing better than other countries such as the U.S. and China. Congress disagreed, tweeting that “You cannot make a growth rate comparison without looking at base levels … Our growth rate may be higher than US & China, but they are a $21 trill & $14.8 trill economies respectively, we are $2.8 trill.”

Further disputing the finance minister’s explanation, Congress wrote, “She may have also forgotten that in 2008 during the global recession, our economy remained stable because of Dr. Manmohan Singh’s policies,” emphasizing:
FM says India’s economy is down because of global situation – conveniently ignoring the simultaneous destruction by Demonetisation & GST … India is in dire need of an FM with a basic understanding of economics.
Despite his statement about the unprecedented financial slowdown, Kumar assured people on Twitter that “There is no need to panic or spread panic,” adding that “the government has been taking bold steps to accelerate our economy & will continue to do so.” Tewari is less confident. “The government does not have a clue as to how they are going to handle this crisis in the Indian economy which is intensifying on a daily basis,” he said during Friday’s press conference at his party’s headquarters.
Bold Reforms, Private Sector, Remonetization
Niti Aayog’s vice-chairman has asked the government not to hold back due payments to the private sector. Regarding the country’s NBFC crisis, he said the government would need to “eliminate apprehension from the minds of private sector players” to boost investments.

Former RBI Governor Raghuram Rajan also sees investments from the private sector as a solution. In an interview with CNBC TV18 last week, he said that the government needs to fix the immediate problems in power and non-bank financial sectors. The former central bank governor believes that “a fresh set of reforms” is needed to incentivize the private sector to invest to boost the economy and growth rate, stating:
We also need a new set of reforms, which energize [the] private sector to invest.
“SOPs (standard operating procedures), stimulus of one kind or the other are not going to be that useful in the longer-term especially given the very tight fiscal situation that we have,” he told the media outlet. “Instead bold reforms, well thought out jumping off the cliff but really, seriously thought out reforms in a variety of areas which energize the Indian people, energize the Indian markets and energize Indian business.”
Congress’ Gandhi suggested the government should “remonetize the economy, by putting money back in the hands of the needy & not the greedy.” Meanwhile, the Indian government is deliberating on a bill which seeks to ban cryptocurrencies, and the supreme court has ordered the RBI to reply to crypto exchanges’ representation.

Will your empty property be protected adequately this winter?

According to the Met Office, winter 2016 was a rather dry and mild one. December 2016 was the eighth mildest December for the UK as a whole in a series since 1910, although well below the exceptional mildness of December 2015, and February 2017 ranked ninth. Having said that, this is the UK and we all know our weather can veer from one extreme to the other from one week to the next as well as one year to the next, as we’ve seen this summer, and initial research of a long term forecast for the 2017/18 winter produces all sorts of predictions. No surprises there!
Preparing for all eventualities to care for a building is therefore a priority for a Facility or Property Manager and this is even more important if the property is partially or wholly unoccupied, especially over the winter months.
Although heavy snowfalls are rare in and around London and along the south coast, this isn’t the case in the rest of the country; the farther north one goes, the more familiar white winters are. Did you know snow weighs approximately 20 lbs per cubic foot? However, for every inch of ice under it, you need to add another 5lbs, and if the roof is flat the snow will hold more moisture so if there is sleet and rain as well, the weight of the snow will become quite serious and the potential for a collapse becomes more likely. You might think this is an extremely remote eventuality, but bad winters, or a sudden very cold snap do happen, and the UK gets plenty of rain, ice and sleet as well as snow, so unless a property is monitored, disaster could loom. Also, going up on a roof to clear accumulated heavy snowfall is not a job for amateurs… if the snow has been sitting for a while, the roof could be buckling underneath and an unsuspecting maintenance operative could end up going through it. It’s a good idea to look at the internal ceiling first to check it isn’t sagging or if there are any creaking noises. Better to be safe than sorry.
But back to the average winter and the bigger problem of rain and water damage generally, something we suffer from everywhere.  Flooding has been in the news for the last few years, everywhere from Cornwall to Yorkshire, but even average winter rain needs to be considered where empty properties are concerned.
It’s amazing how many FMs aren’t familiar with the small print of the insurance policies they have in place to cover their buildings. What’s relevant for an occupied building isn’t necessarily the case for one that isn’t, even temporarily, and some policies may have specific cold weather requirements, particularly when it comes to inspections, or caveats as to what constitutes occurrences like, e.g. ‘storm damage’; ‘accidental cover’ isn’t often included and some weather related damage could be covered by this. Also, DIY inspections and risk assessment may seem a cost saving idea but might be false economy. Trained inspectors know what to look for and what preparations should be put in place to avoid non-compliance with policy stipulations.
So, to your master plan to ensure your vacant property is monitored and cared for over the winter months. The following are some hints and tips of items you need to ensure have been covered by your inspectors:
What has happened to the roofs over the summer? Did the very hot spell we experienced cause shrinkage or melting of the asphalt or tar paper? Conversely, when it wasn’t hot and rained heavily, has this caused a build up of silt, moss or vegetation? Vegetation and moss can indicate that water is being held in sufficient quantity to allow growth and this can affect the timber sub-surface, ultimately leading to warping, ponding and internal leakage. For ordinary roofs, a simple check should be done to ensure no tiles are gapping or missing. A poorly maintained roof could cause problems in a winter storm.
Just look at an example of the damage caused by a flat roof leak in a former youth centre: the beautiful parquet floor needed drying out and replacing, the ceiling had to be re-done and the roof above it re-laid.
What have the wildlife been doing over the spring and summer? Old birds’ or squirrels’ nests could block gutters and pipes and stop the free flow of water if they get wet and then freeze. Have squirrels got into the roof space through the eaves or uncovered ventilation outlets? Their chewing causes untold damage to wood. Other vermin and pests should also be eradicated.
Autumn leaves are of course a major hazard and it should go without saying that all guttering, pipes and drains are checked. Water that cannot escape could seep in anywhere over the long term and rot roofs, insulation and cause internal attic or basement flooding.
Ensure airbricks and other ventilation in walls are clear and check for any mould as this can be a health risk if left untreated.
Is there adequate insulation in the property, and in particular, are all the water pipes insulated? They should be if the building is empty unless the water system has been drained down. Stagnant water in tanks is a breeding ground and could possibly lead to legionnaires disease in a worst case scenario.  Some insurance policies require a minimum of fifteen degrees to be maintained inside a building, even if it’s empty. Again, check your small print.
Continuing on the pipe theme, old lead and copper ones are a temptation for thieves so do think about the security of these and what runs through them, whether it is water or gas. Ideally, all utilities should be switched off, but this isn’t always practicable or possible, so at least ensure the stopcocks and switches are secured. In the event of unauthorised access, i.e. squatters or vagrants, this will help deter reinstatement and unauthorised use of the utilities.
Finally, ensure all windows and doors open and close properly and aren’t warped or leaking. The need for this is two-fold. Firstly to prevent water ingress or water freezing if it gets between old double glazing as it could then expand and break the glass. Secondly, any potential entrances that look easy to break through are a temptation to squatters or the homeless. As the weather worsens in winter, the need to seek shelter from the elements increases.
Once all the above has been done, while the winter months progress, do ensure there are regular checks and inspections to ensure everything is as it should be, and repair any damage as quickly as possible to prevent a simple situation from deteriorating. Also, do keep proof of the inspections with the use of proper paperwork; again compliance to insurers’ requirements is important so as not to invalidate your cover.
Having covered the basics of preparing a vacant property for winter, there is one key measure that can ensure all the above is encompassed in one fell swoop and can even reduce insurance costs, not to mention council tax. Simply install a property guardian in the building. By doing this, you have someone in situ 24/7 who can keep an eye on both the interior and exterior and grounds and also keep out squatters and vagrants.
Property guardians are sometimes a misunderstood service or still unknown option to a lot of facilities managers or property owners, and there are unfortunately cowboys out there who bring the industry a bad name. However, the use of a reputable and ethical guardian company, such as industry leader Global Guardians, will ensure your property is properly maintained, looked after and secured, often at no cost to the owner or management, with their outgoings such as insurance and tax, considerably lowered. An easy solution and no matter what the British winter throws at us, your vacant property would be in the best of hands.
