A companhia francesa de energia TotalEnergies informou a implantação completa de um projeto integrado de engenharia e design (FEED) para o empreendimento Papua LNG.
Mais um empreendimento da TotalEnergies! Os parceiros do projeto Papua LNG escolheram um conceito que integra quatro unidades de produção elétrica de gás natural liquefeito (GNL) com capacidade total de quatro milhões de toneladas por ano (mt/ano) para otimizar a cooperação e reduzir os custos. A planta de liquefação existente da PNG LNG em Caution Bay ficará responsável por produzir as unidades, assumindo o compromisso de reduzir a emissão de carbono do empreendimento.
A ExxonMobil mantém sua posição como operadora da PNG LNG desde 2014 e também ficará responsável pela construção e operação das unidades elétricas de liquefação. O projeto Papua LNG poderá chegar a produzir uma capacidade de liquefação de até 6 milhões de t/ano, visando a primeira produção a partir de 2027.
Julien Pouget, vice-presidente sênior da TotalEnergies na Ásia-Pacífico para exploração e produção e renováveis, disse: “Este projeto, apoiado pelo Estado de Papua Nova Guiné, contribuirá para a segurança do fornecimento de GNL, especialmente para clientes na Ásia, onde o GNL pode substituir o carvão para geração de energia e participar de uma redução substancial das emissões de CO2 na região.”
A TotalEnergies detém 40% de participação no projeto, com seus parceiros ExxonMobil com 37,1% e Santos com 22,8%. A antiga empresa desenvolveu o Papua LNG no estado de Papua Nova Guiné. O país insular pode chegar a uma participação de até 22,5% na decisão final de investimento prevista para o final do ano corrente ou início de 2024.
Kerenga Kua, Ministro do Petróleo e Energia de Papua Nova Guiné, disse: “O governo de Marape-Rosso dá alta prioridade à entrega do projeto Papua LNG. O gás natural liquefeito (GNL) é um combustível composto principalmente por metano (CH4), que é processado para reduzir seu volume em 600 vezes e transformá-lo em um líquido incolor, inodoro e não tóxico, com uma densidade de aproximadamente 0,45 g/cm³. Papua New Guinea’s prime minister has resigned

POLITICAL TRANSITIONS are rarely plain sailing in Papua New Guinea (PNG). The country’s prime ministers like to cling to office regardless of mass desertions of their political allies to their opponents’ side. Its parliamentary speakers defy the rules to keep their jobs. Governments sometimes put pressure on the judiciary and office of the governor-general to help them stay in power. So it was in 2011 during the political turmoil that eventually resulted in Peter O’Neill taking over as PNG’s prime minister. And so it has been again recently, as he has fought to keep his job. Finally, on May 29th, he tendered his resignation to avoid the humiliation of defeat in an impending vote of no-confidence.
While in office Mr O’Neill presided over a boom in the export of minerals. A $19bn project, launched in 2014, involved the extraction of liquid natural gas in the Southern Highlands, a province. It is the biggest ever private-sector investment in PNG. But Mr O’Neill’s opponents say it has brought little benefit to local people. Paul Flanagan, a former treasury official in PNG, says the country’s living standards have been falling in the past five years.

A no-confidence motion against Mr O’Neill was originally due to take place in February. But he avoided it by declaring a three-month suspension of parliament. In April discontent grew over another natural-gas deal, worth $13bn, with ExxonMobil, Total and Oil Search, a local firm in which the government has a big stake. Some politicians alleged that its terms were too opaque, and appeared to favour the foreign companies. Some of Mr O’Neill’s cabinet colleagues agreed. First the finance minister, James Marape, resigned. Others soon followed.
On May 7th Mr O’Neill suspended parliament for another three weeks. When it reconvened it became clear that he could no longer stem the tide. By resigning before the no-confidence motion, Mr O’Neill allowed ministers and pro-government legislators to regroup behind Mr Marape as his replacement. Mr Marape won the resulting election by 101 votes to eight. He is unlikely to push for big changes in policy.
Australia may have reason to miss Mr O’Neill. He won much favour there for accepting unwanted seekers of asylum in Australia, many of them from war-afflicted regions, on a remote island. Other countries will wonder how the leadership change in PNG will affect their interests. Both China and America have been trying to court favour there to strengthen their influence in a region of strategic importance. They have been pouring money into infrastructure. America has pledged to help rebuild a mothballed naval base.
But Mr O’Neill’s departure will be little mourned at home. He came to power in 2011 pledging to fight corruption. There has been little progress. His remote, mountainous country remains mired in poverty. Nearly 90% of its 8m citizens live in rural areas. Many of them are subsistence farmers with negligible access to state services. His successor faces a colossal challenge.

Papua New Guinea’s prime minister wins a second term
MARAUDING supporters went on the rampage with bush knives, candidates were imprisoned and kidnapped and police stations were burned during the six-week vote and count in elections in Papua New Guinea (PNG). On August 2nd the incumbent People’s National Congress party finally declared victory and Peter O’Neill was returned as prime minister for a second five-year term. But the violence augurs ill for the country’s stability.
The chaotic campaign reflected enduring problems in the political system. Most politics in PNG is local: the population of 7.6m people speak nearly 850 languages. Fully 44 parties took part and many candidates ran as independents. All three members of the Election Advisory Committee, a government body supposed to monitor election proceedings, resigned in early July because, they said, they had not been given enough information to do their work. One MP who was standing for the ruling party was imprisoned for inciting unrest in his township that left three people dead. There were allegations of irregularities at the central level too, with reports of ballot papers being funnelled to the incumbent party. Patilias Gamato, the electoral commissioner, acknowledged that there were grave problems with the electoral roll and the conduct of officials.
Mr O’Neill took office in 2011 promising a crusade against corruption, but did little to clean up politics. He disbanded the anti-graft task-force he had set up when it started to investigate him. During the campaign there were numerous reports of election officers taking bribes to help particular candidates or favouring relatives. In Port Moresby, the capital, a returning officer appeared on TV in a dingy hotel room surrounded by heavies to announce the winning candidate in his district at the same time as his deputy declared the true victor to be Sir Mekere Morauta, a former prime minister who had come out of retirement to oppose Mr O’Neill. Rival camps attempted to whisk away new MPs as they arrived at the airport from the provinces.
In spite (or perhaps because) of such shenanigans, politics in PNG appears to be growing more stable than in the past: in the 1980s and 1990s no government even survived a single term, much less won re-election. Over the past decade the commodities boom has filled government coffers and eased the task of building and maintaining fragile, if fractious, coalitions. Since 2009 ExxonMobil and its partners have invested $19bn in a liquefied natural gas project in the southern highlands, the biggest private-sector investment in PNG’s history.
Local themes drowned out national ones during the campaign. But the country faces big problems. The violence before and after the election reflects deep social rifts, particularly in the highlands, which are riven by tribal conflict. A fiscal crisis is also looming. Economic growth fell from 13% in 2014 to just 2% last year, according to the Asian Development Bank, and government debt has been rising fast. This is largely due to the falling price of natural gas, PNG’s main export. Its timber industry faces renewed scrutiny too: several foreign companies recently suspended sales of products made from Papuan wood over concerns about illegal logging and rampant deforestation.
Mr O’Neill now has 18 months before the opposition can call a vote of no confidence—but they will be far from calm. He was elected by 60 votes to 46, a smaller majority than is typical (the vote had to be delayed when two men turned up purporting to represent the same constituency). Most MPs are first-timers and in hock to a small number of influential figures. Mr O’Neill is also likely to face challenges in court over the tempestuous election that returned him to office.
