My New Book Is Out! | Tokens of Zeal
My new book is out!

That's right: In secret, on January 2 of this year I began writing a book of essays. Some of you may know that I have an online journal, which I created in the summer of 2003 when I was just 21 years old and have kept up with ever since. For my new book I went back to the journal and read through it, entry by entry, drawing out excerpts of interest that became conversation pieces for 81 various and sundry essays reflecting on my past life and past thoughts.
The essays are short, often very short. They are less challenging than my usual writing, I would say. My purpose was not to advance my personal frontier of philosophy and intellectual thought in 2024, or to reach a niche audience of deep thinkers, but instead to reflect sincerely on some things I've seen along the way and muse upon how my thoughts have changed and stayed the same over twenty years.
I mention this to you because I am a bit worried that anyone who reads this book might think there's not much to me as an author, and might be dissuaded from reading my works of fiction when those books eventually come out, so I'll lampshade that by adding that I wrote this book in two-and-a-half months. Make of that what you will. I told myself I wouldn't self-sabotage the book by needlessly saying negative things about it, and I am proud of it, not only the fact that I finished it at all, let alone so quickly, but of the actual contents too.
This book is "Volume 1" in a hypothetical series, as it doesn't cover the entire twenty years of the journal but only the first four months, from August to November of 2003—at which point the essays had reached "book length" (lol). So really this book is a snapshot of my life in the latter half of 2003. At that time, I was fading out of college due to financial hardship and other issues, and did not realize that I would never (as yet) return.
I have been wanting for years to go back and reread my journal, and writing a book out of it was the perfect impetus to finally do it. I think a few things stand out about the Josh of 2023:
First, my principles have remained remarkably consistent, but my awareness and understanding of the world has grown drastically, and so those same principles have led me over time to some different policy views and worldviews on some things.
Second, I was a 21-year-old arrogant block of cheese, full of hormones and self-conviction, and that definitely shows up at times in ways that I simultaneously am not proud of and yet which I admire for their sheer gall. There is something very magnetic about the old me which doesn't exist anymore.
Third, following up on that point, it was pretty inspiring and encouraging to revisit the old me, with all that native optimism and drive. I don't express those qualities anymore because life has worn me down and also because I have come to recognize that humanity's problems are a lot more stubborn and irremediable than I thought. By glimpsing into the past, I couldn't help but be cheered on by the old Josh's proud, utopian sense of human inevitability. It lifted my own spirits in the here and now!
I made the mistake of announcing the book on Patreon right after I finished writing it, i.e. back in mid-March. Then I had to wring my hands every week about how post-production was taking longer than expected. Between the irritating realities of formatting a book in software not properly equipped to format a book (never write a book in Google Docs), the complexities of my detail-oriented manner and strong vision regarding the cover design (and engaging for the first time ever with modern generative AI, and having to learn those ropes), and sustaining illnesses and other life priorities and so on, it would take me another two months in all to finally reach today, where I can now publicly declare:

(I recommend the paperback version for aesthetics as it is much truer to my design vision for the book's layout and appearance, but my profit margin is actually a dollar bigger with the e-book version, so really just go with whichever version you prefer.) It is available in the US as well as in basically all the other countries that Amazon has expanded its publishing service into. This is my second published book, following Prelude to After The Hero in 2015, and the first book to be published in print.

That's all. I wrote a book; it took four-and-a-half-months; it's done now; and it's the first time I've ever gotten to hold a book that I wrote in my hands as a physical thing, and that's pretty neat.

Canada Unveils Updated Immigration Levels Strategy for 2025-2027.
Canada’s economic immigration is set to decline by 30% compared to the figures outlined in previous Immigration Levels Plans. According to the 2024-2026 Plan, Immigration, Refugees and Citizenship Canada initially projected the admission of 301,250 economic immigrants in 2025. However, this figure has now been revised down to 232,150 for the same year. The Provincial Nominee Program has experienced the most significant reduction in numbers. In contrast, there remains a target of 82,980 for In-Canada Express Entry candidates, primarily to be fulfilled through the Canadian Experience Class
A Comparative Analysis of the 2024 Levels Against the Proposed 2025 to 2027 Levels
At first glance, the outlook for Express Entry, an economic immigration initiative, appears bleak.
The 2024-2026 Plan had initially set a target of 301,250 economic immigrants for 2025, but this has now been adjusted to 232,150, reflecting a nearly 30% reduction.
Upon closer examination, it becomes evident that a considerable portion of this decrease is attributed to the Provincial Nominee Program, which has seen its planned admissions drop from 120,000 to merely 55,000.
Express Passage Affirmations Anticipated to Increment in the 2025-2027 Levels Arrange:
Upon further examination, there is encouraging news for individuals seeking to shift from temporary to permanent residency, particularly regarding the In-Canada allocation and Economic Priorities allocation.
In the prior 2024-2026 Levels Arrange, the target for ‘Federal Tall Skilled’ affirmations was set at 117,500 for both 2025 and 2026.
The 2025-2027 Plan outlines targets of 82,980 for the In-Canada Focus (which includes the Canadian Experience Class) and 41,700 for ‘Federal Economic Priorities’ (which encompasses targeted draws for French speakers, healthcare professionals, and tradespeople). This results in a total allocation of 124,680, surpassing the previously announced levels. Outstandingly, the arranged levels for the In-Canada Center surpass the number of confirmations through the Canadian Involvement Course in 2023 and 2024, based on current data. This suggests that in 2025, we can expect a greater number of invitations to be issued to candidates with Canadian work experience compared to 2024 and 2023.
Understanding the 'In-Canada Focus':
For the first time, the immigration levels plan incorporates an In-Canada Focus aimed at easing the transition to permanent residency for individuals already residing in Canada as students and workers. The primary source for the 82,980 spots allocated to this category will be applicants in the Express Entry pool under the Canadian Experience Class (CEC) program.
Considering that the average CEC applicant is single, if the majority of the 82,980 spots are allocated to CEC applicants, this would signify a substantial increase in the number of CEC applicants receiving Invitations to Apply (ITA). This is particularly noteworthy given that CEC applicants accounted for only one-third of all ITAs in 2024, approximately 40,000.
Forecast: A distribution for the Semi-Skilled Workers Pathway:
Regional Movement Pathways have been recognized as a potential source of confirmations inside the In-Canada center category. Consequently, the In-Canada focus may encompass the TEER 4 and TEER 5 (Semi-Skilled Worker) Pathway Program, which was initially announced in August 2024 but has yet to be implemented.
Should this program be activated, it would provide a valuable opportunity for semi-skilled workers who may not secure a Provincial nomination in 2025. Provincial Nominee Programs (PNPs) have traditionally served as a favored route for temporary residents lacking a sufficiently high Comprehensive Ranking System (CRS) score to obtain an invitation through Express Entry.
A Shift in Category-Based Selection:
The Federal Economic Priorities category of the plan offers 41,700 available positions. While there has been no formal alteration to the categories targeted in category-based selection draws, the levels plan indicates that the priority categories for 2025 will include
Healthcare occupations,
Trade occupations, and
French-language proficiency.
Thus, it is reasonable to anticipate that only these three categories will be prioritized, with STEM, Transport, and Agriculture and agri-food occupations likely being excluded in 2025.
How will the allocation of the 41,700 positions be determined?
As of the end of October 2024, there have been a total of 32,225 Invitations to Apply (ITAs) issued across various categories:
French-language candidates seem to possibly get 26,396 of these positions in 2025.
Healthcare applicants comprised 22.5%, amounting to 7,200 invitations.
Trade applicants represented 14.2%, which corresponds to 4,575 invitations.
If we project these same proportions onto the 41,700 positions available for 2025, the distribution would be as follows:
French-language candidates seem possibly get 26,396 of these positions in 2025.
Healthcare applicants might be allocated 9,383 positions; and
Trade applicants could receive 5,921 positions.
This suggests that it is probable we will continue to observe category-based draws at similar intervals to those experienced this year, including irregular draws for trades and healthcare, along with approximately one French-language draw each month, and a strong likelihood of at least one significantly large French-language draw.

Esse India Immigration is pleased to inform you about the latest updates in Canada's Express Entry system, a key pathway for obtaining Canadian permanent residency. Recently, Immigration, Refugees, and Citizenship Canada (IRCC) issued 3,300 Invitations to Apply (ITAs) to candidates in the Canadian Experience Class (CEC) during the second Express Entry draw of the week.
To qualify for this round, candidates needed a minimum Comprehensive Ranking System (CRS) score of 507. This draw followed a Provincial Nominee Program (PNP)-only draw, where 1,121 candidates were invited with a minimum CRS score of 694. The BC PNP is one of the popular provincial nominee programs under Express Entry.
Earlier in August, IRCC held multiple Express Entry draws. On August 15, a category-based selection draw targeted French-speaking candidates, while on August 14, 3,200 Canadian Experience Class candidates were invited with a minimum score of 509. The draw on August 13 focused on PNP candidates, inviting 763 individuals with a minimum score of 690.
IRCC has established a pattern of holding multiple Express Entry draws every other week, with a heightened focus on PNP and CEC candidates. This is aligned with the department's goal to reduce the number of temporary residents in Canada while working towards meeting the permanent resident admissions targets outlined in the Immigration Levels Plan for 2024-2026.
Looking ahead, IRCC plans to welcome 110,770 newcomers through Express Entry in 2024 and 117,500 in 2025. Candidates receiving ITAs in the latter half of 2024 are likely to contribute to meeting the 2025 targets, as IRCC maintains a service standard of six months for processing finalized Express Entry applications.
Understanding Express Entry
Express Entry is Canada's application management system for three key economic immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class. Candidates in these programs are evaluated and ranked based on human capital factors using the Comprehensive Ranking System (CRS). Factors include occupation, work experience, age, education, language proficiency, and additional criteria like a spouse's qualifications or having a sibling in Canada. The combined score makes up the overall CRS score, and those with the highest scores are most likely to receive an Invitation to Apply (ITA) for Canadian permanent residency.
In May 2023, IRCC announced the introduction of category-based rounds of invitations for Express Entry candidates who meet specific criteria, such as occupation or language abilities, which could align with Canada’s Global Talent Stream.

IRCC Invites More Candidates in Latest Express Entry Draw
Immigration Refugees and Citizenship Canada (IRCC) has invited more candidates in the latest Express Entry draw of 2023. On August 15 the immigration department issued 4,300 invitations to apply (ITAs) to candidates in an all-program Express Entry draw. The minimum Comprehensive Ranking Score (CRS) was 496.
Overview of recent Express Entry results
August 2nd
On the 2nd of August, IRCC held a category-based draw inviting candidates with French proficiency from the Express Entry pool. The department issued 800 ITAs to those with a minimum CRS score of 435. This was the first targeted draw for French speakers since July 12th.
August 1st
IRCC held an all-program Express Entry draw on August 1st, inviting 2,000 candidates from all three programs encompassed within the Express Entry system (the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC). Candidates with a minimum CRS was 517 were invited.
July 11th-12th
IRCC issued 3,800 (ITAs) for permanent residency (PR) on July 12th, under a category-based selection draw for French-speaking candidates. Candidates required a minimum CRS score of 375 to be invited. This was the lowest draw CRS score of any draw in the last month.
July 11th marked another all-program Express Entry draw. IRCC issued 800 ITAs to candidates with a minimum CRS score of 505.
July 4th-7th
This period was one of the busiest in Express Entry’s history, with four consecutive draws occurring in this period—a first for the immigration system.
On July 7th, Canada held a targeted Express Entry draw for candidates with French language proficiency. 2,300 candidates with a minimum CRS score of 439 were given ITAs through this draw.
On July 6th, IRCC conducted its second category-based Express Entry draw for healthcare workers. The department invited 1,500 healthcare professionals in the Express Entry pool, who had a minimum CRS of 463.
On July 5th the immigration department held its first-ever targeted draw for Science, Technology, Electronics, and Mathematics (STEM) workers. This round saw 500 ITAs issued to STEM professionals with a minimum CRS of 486.
On July 4th IRCC invited 800 candidates to apply for PR, in an all-program Express Entry draw. The minimum CRS score for this draw was 511.
June 27th–28th
June 28th marked the very first targeted category-based draw in Express Entry’s history. IRCC invited 500 candidates with work experience in healthcare professions to apply for PR. The minimum CRS score for this draw was 476.
June 27th saw another all-program Express Entry draw. The immigration department invited 4,300 candidates from all three Express Entry programs, with a minimum CRS score of 486.
What is Express Entry?
Express Entry is an immigration application management system, that manages the Federal Skilled Worker Program (FSWP), Canadian Experience Class(CEC), and Federal Skilled Trades Program (FSTP). These three programs represent one of Canada’s most popular pathways for economic immigration into the country.
Candidates are assessed based on their human capital factors such as work experience, professional fields, language skills, education, and age. Based on these factors, a Comprehensive Ranking Score (CRS) assigns a score and ranks these candidates. Those with the highest scores after a draw’s given cut-off date, have a higher probability of receiving invitations to apply (ITAs).
IRCC recently announced a new set of selection criteria on May 31st, emphasising specific professional and demographic attributes of candidates over just their CRS score. This gave rise to six new categories for Express Entry candidates: • Healthcare; • STEM professions; • Trades; • Transport; • Agriculture and agri-food; and • French-language proficiency.
These categories aim to fill urgent job openings in the Canadian workforce and promote the use of the French language outside Quebec.

Manitoba PNP invited 623 applicants to apply for Canada PR visa through Manitoba PNP; this Manitoba PNP draw took place on Aug 24, 2023, under its several streams, including
Skilled Worker Overseas stream – 54 Letters of Advice to Apply with the Lowest CRS score, 724.

Express Entry Draw 316: Invitations Extended to PNP Candidates on October 7th.
On October 7, 2024, Canada extended invitations to 1,613 candidates who possessed an eligible provincial nomination to apply for permanent residency in Express Entry draw number 316.

In The Most Recent Draw, The Express Entry CRS Score Dropped To 496.
The CRS has not dropped below 500 in an all-program draw since December 2020.
On October 26, Canada held its most recent all-program Express Entry draw.
This is the ninth draw since all program draws were resumed on July 6.
Invitations were sent to 4,750 candidates with a minimum Comprehensive Ranking System (CRS) score of 496. Candidates from the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), and the Canadian Experience Class may receive invitations to apply (CEC). These programs all utilize the Express Entry architecture.

Beginning in December 2020, all Express Entry program draws were suspended for a period of more than 18 months. Throughout the hiatus, invitations to apply were only sent to those who qualified for the CEC or the Provincial Nominee Program (PNP) (ITAs). The draws had to be postponed due to a surplus of applications brought on by restrictions on travel caused by the coronavirus. In September 2021, the IRCC also stopped holding lotteries for the CEC.
Express Entry Latest Draw:

Canada’s Provincial Nominee Programs (PNP) issued over 3,400 invitations to apply for provincial nomination during the month of August.
Between now and 2023, PNPs alone are expected to result in more than 80,000 immigrants per year being admitted as permanent residents.

This is significantly more than the 575 invitations issued by the province in July.

The draw was held on August 12 with 275 Letters of Advice to Apply issued of which 36 were issued to candidates who declared a valid Express Entry profile.

On August 19 and issued a combined 161 invitations to immigration candidates
