FOMA 40: Demolished Masterpieces Of India
The status of architectural heritage in India is either demolished, dilapidated, or being fought for, by concerned citizens, architects and conservationist but the definitions remain blurry and more and more buildings are being taken off the heritage list each day to make room for new development projects.

From the government initiated social housing projects, which answered the massive housing crisis in post-independence Indian cities, to the WHO Headquarters in Delhi (1962) and the Hall of Nations (1972) that was built to celebrate 25 years of India’s independence from the British Raj, are just a few examples of such great loss.

In 1960, the Gujarat Housing Board initiated an open competition to gather new ideas in the realm of low-cost/affordable housing. Inspired by the ‘windscoop’ houses of Iran or Alhambra in Spain, Indian architect Charles Correa developed a low rise, high density layout with at most attention to climate and comfort. The Tube house unit with its sloping roof and adjustable louvers used the conventional airflow to naturally ventilate the house. An open floor plan with raised levels created privacy. This unit was the only one built by the housing board as a prototype. Built at the height of the Indian socialist movement, the Tube House cemented Correa's position in housing design in the country and allowed him to try out many of the theories of low rise-high density clustered incremental housing that he developed further in Belapur housing, Mumbai and PREVI Experimental housing project, Lima. The Tube House was demolished in 1995.

Based on the spatial, material and climatic methodologies developed during the Tube House, Correa went on to try them in an another of his houses, the Ramakrishna House built for a mill owner in Ahmadabad. Whether it was low-cost social housing or a house for a wealthy mill owner, Correa was able to elegantly merge local materials and traditional building techniques while maintaining a modern aesthetic. Placed at the northern end of the plot to maximize on the garden, the house is a series of load bearing walls punctuated by interior courtyards and windscooping canons. Victim to the real estate boom, the Ramakrishna House was sold to a developer and the building was demolished in 1996 to make room for a commercial building.

Next on the list of recently demolished is the WHO Headquarters in Delhi. Built by architect Habib Rahman, who was one of the pioneers of Modernism in India. His life long career in government and public works department has given Delhi and Calcutta some of its most iconic buildings. The WHO headquarters was a three-year long project, completed in 1962. Rahman was a senior architect with the Central Public Works Department (CPWD) at the time. The building was inaugurated by Prime Minister Jawaharlal Nehru.
The building remained a city landmark for Fifty seven years, before the six-storeyed structure was pulled down by the National Buildings Construction Corporation in July of 2019. The NBCC claimed that the building was old and fell under a seismic zone. The corporation will construct a new building for the WHO that will have around 17 floors.

Another one amongst Rahman's masterpieces being forgotten and razed are the 'Rahman Type Flats' in Netaji Nagar, Delhi (1954-56). After taking cabin in 1947, Nehru went on a massive building and infrastructure spree. Housing had to be built for the new government employees that were migrating to Delhi, and also to rehabilitate the huge number of people that had been displaced during the partition of the country. Besides housing also markets, cultural centers, cinemas and office buildings were built at that time. At this point Rahman’s Gropius and Bauhaus training came in handy. Rahman was asked to organize the International Exhibition on Low Cost Housing in 1954. The exhibition got architects and engineers from all over the country to take part in building sample prototypes and publishing detailed drawings, estimates and materials. Rahman's bright, well ventilated, simple two story and two room houses became a prototype for government staff housing. They came to be known as "Rahman Type Flats" and were repeated in thousands across the country. One such example of it was the government staff quarters in R.K.Puram, New Delhi completed in 1959. It housed government employees and their families for decades before they were finally demolished in 2018 to make way for high rises, which would trade public land to private entities.

And lastly the one for which the world cried. From Pompidou Centre to MoMA in New York to the entire architecture community in India raised opposition to the demolition of The Hall of Nations in Delhi. In the 1970, Prime Minister Indira Gandhi called for entries to design a large exhibition complex which would exhibit airplanes and satellites to commemorate 25 years of India's Independence. Young architect Raj Rewal's entry not only got him the project but also curiosity and appreciation from the world. Rewal recalls the time when Buckminster Fuller came to the site and was stunned by Rewal's massive space frames in concrete making the fabric of the exhibition hall. Inspired by the traditional Indian Jaali (perforated screens), his space frame education in Europe and Le Corbusier's sun breakers as an extension to his building façades in Chandigarh, Rewal here let the space frames itself become the walls and the roof of the exhibition halls. Engineer Mahindra Raj explains how space frames everywhere were being done in steel at the time but India did not have the quality and the fabricators for steel sections for a project of that scale and importing steel sections from abroad to build this symbol of India's growth and progress was not an option. 45 years later in 2017, the Hall of Nations was pulled down by half a dozen bulldozers that worked overnight to demolish this masterpiece of post-independence architecture in India making way for a "new state-of-the-art convention centre and exhibition centre."

In conversation with the Quint after the demolition, Rewal explains, "In 1972, the Hall of Nations and Industries was symbolic of an achievement by young architects in a newly-independent India, creating a style, which could be constructed with limited means, yet be uniquely Indian."
Architecture Live quoted Rewal: "[[Hall of Nations]] was a great feat of art and architecture… it was a symbol of what very ordinary people can do. 500 families worked on the site; there were no canteens, no crèches, no helmets, and the work went on for a very long time. The structure was built from hand-poured concrete, and was labour intensive; the credit does not only belong to the architects and the engineers, but also to these people – because it was their achievement, to have created something through such simple methods.”
These statements of Rewal aren't only true in case of the Hall of Nation but for all of India's modern heritage that is slowly disappearing along with its history.

Iran’s President Hassan Rouhani said on Sunday that mask-wearing will be mandatory in certain areas as of next week, and gave virus-hit provinces the green light to reimpose restrictive measures.
Iran has refrained from enforcing full lockdowns, and the use of masks and protective equipment has been optional in most areas.
Mask-wearing would be “obligatory in covered spaces where there are gatherings”, Rouhani said during a televised meeting of the country’s anti-virus taskforce.

South Korea’s new coronavirus infections spiked again on Sunday with 62 new cases, including 40 local infections, raising the total to 12,715, Yonhap news agency reported, quoting the Korea Centers for Disease Control and Prevention.
The new tally is higher than the 51 cases reported on Saturday, hitting over 60 for the first time since June 20.

Mainland China on Sunday reported 17 new cases, mostly in the capital Beijing, according to Reuters citing government figures.
The National Health Commission said 17 new infections were confirmed on Saturday, down from 21 a day earlier. In Beijing, 14 new confirmed cases were reported, down from 17 a day earlier.
Since June 11, when Beijing reported its first case in the current outbreak, 311 people in the city of more than 20 million have contracted the virus.
China has at least 83,500 confirmed cases. The country’s death toll stands at 4,634.

Vulin was part of Serbia’s delegation led by President Aleksandar Vucic that attended a Victory Day parade this week in Moscow. Vucic met face to face with Russian President Vladimir Putin, but it was not clear whether Vulin did as well.
Maja Gojkovic, the speaker of Serbia’s parliament, also tested positive, according to the state Tanjug news agency on Saturday. Serbia has so far registered more than 13,500 cases and 265 deaths from COVID-19.

The Brazilian government has announced an agreement with Oxford University and pharmaceutical company AstraZeneca to produce a promising coronavirus vaccine that is undergoing tests.
Brazil’s health ministry said on Saturday that the country will pay $127m and receive material to produce 30.4 million doses in two batches in December and January, which would allow it to quickly start inoculation efforts if the vaccine is certified to be safe and effective.

Gilead Sciences Inc said on Tuesday it has signed non-exclusive licensing pacts with five generic drugmakers based in India and Pakistan to expand the supply of its experimental COVID-19 treatment Remdesivir.
The pacts allow the companies - Jubilant Life Sciences Ltd, Cipla Ltd, Hetero Labs Ltd, Mylan NV and Ferozsons Laboratories Ltd - to make and sell the drug in 127 countries.
The countries consist of nearly all low-income and lower-middle income ones, as well as several that are upper-middle- and high-income, the drugmaker said. Afghanistan, India, North Korea, Pakistan and South Africa are among the countries.

Sitharaman to provide fine-print of COVID-19 relief package today, says report
Finance Minister Nirmala Sitharaman will hold a press briefing later on Wednesday to provide the fine-print of the economic package announced by Prime Minister Narendra Modi to help fight the COVID-19 pandemic, CNN-News18 reported. However, official statement on the time of the press conference yet to be announced.
The focus of the package will be on labourers and small scale sectors, according to sources. The Centre wants to ensure employment, maintaining the demand and supply chain and ensure consumption of non-essential goods, added the sources.

India's COVID-19 tracking app Aarogya Setu has reached 100 million users in just 13 days of its launch on 2 April.
The app, available on Android and iOS, allows people to self-assess their symptoms of the infectious disease by answering a set of questions. It then uses this information to alert users if they have come in contact with a COVID-19 infected person.

Narendra Modi shed some light as to the intended recipients of the massive economic package announced on Tuesday evening.
"With the package, various sections of the society and economic links will get support," he said, adding, "land, labour, liquidity and laws are in focus in the package and it will support India's cottage industries, home industries, small and medium enterprises (SMEs)."
This package is "for the country's labour, farmers who have worked in every condition and every weather and round the clock for the fellow countrymen, for India’s middle class who pays tax honestly and for industries," he added.

India reports 3,604 cases, 87 deaths in 24 hours
The death toll due to COVID-19 rose to 2,293 and the number of cases climbed to 70,756 in the country on Tuesday, registering an increase of 87 fatalities and 3,604 cases in the last 24 hours since Monday 8 am, according to the Union health ministry. The total figure of 70,756 includes foreign nationals.
The number of active COVID-19 cases in the country stood at 46,008, while 22,454 people have recovered and one patient has migrated, the ministry said.
"Thus, around 31.73 percent patients have recovered so far," PTI quoted a senior health ministry official as saying.
Union health minister Harsh Vardhan said the fatality rate is 3.2 percent while the doubling rate had now improved to 12.2 days. He, however, highlighted the need for enhanced surveillance and contact-tracing in view of migrants and expats returning home.
Of 87 deaths were reported since Monday morning, 36 were in Maharashtra, 20 in Gujarat, six each in Madhya Pradesh, Tamil Nadu, Rajasthan and Uttar Pradesh, five in West Bengal and one each in Haryana and Jammu and Kashmir.
Of the 2,293 deaths, Maharashtra accounts for the highest number of fatalities at 868, followed by Gujarat (513), Madhya Pradesh (221), West Bengal (190), Rajasthan (113), Uttar Pradesh (80), Delhi (73), Tamil Nadu (53) and Andhra Pradesh (45).
According to the health ministry's website, more than 70 percent of the deaths are due to comorbidities.
According to the health ministry data update in the morning, the highest number of 23,401 confirmed cases is from Maharashtra, followed by Gujarat (8,541), Tamil Nadu (8,002), Delhi (7,233), Rajasthan (3,988), Madhya Pradesh (3,785) and Uttar Pradesh (3,573).
However, according to a PTI tally at 9.05 pm, 12 hours after the health ministry's update, the countrywide case count had touched 74,029 while the toll had climbed to 2,338. According to the news agency, 23,938 persons had been cured and discharged.
According to data released by the state health department, Maharashtra reported 1,026 new COVID-19 cases, taking the tally to 24,427 while the death toll rose to 921.
With 53 fresh deaths, 28 of them in Mumbai alone, the number of fatalities shot up to 921, a health official told PTI. Mumbai also reported 426 new cases, pushing the total number of infections in the country's financial capital to 14,781.
In neighbouring Gujarat, 261 more people contracted the viral infection in Ahmedabad district while 21 persons died due to the disease. So far, Ahmedabad has reported 6,353 cases and 421 fatalities.
Meanwhile, confirmed cases in the National Capital shot up to 7,639, with 406 new cases recorded till Tuesday morning, Delhi also reported its highest single-day spike in fatalities as 13 people died due to the viral infection, taking the toll to 86.
New cases were also reported in Haryana, Madhya Pradesh, West Bengal, among others. The number of cases in Tami Nadu shot up by 716 to 8,718 and eight deaths were recorded.
Kerala, which had stopped seeing fresh cases till a few days back, saw five new cases as the flow of Keralites returning home from other countries and states continued.
PM announces economic package, says lockdown 4.0 will be different

The prime minister said that the economic package will lay emphasis on land, labour, liquidity and laws. He further said, "This package is for our cottage industries, small and medium industries, which provide livelihoods to crores of people."
The prime minister also hinted at economic reforms and said that the details of the economic package will be announced by the finance minister in the next few days. These reforms include supply chain reforms for agriculture, rational tax system, simple and clear laws, capable human resource and a strong financial system. These reforms will promote business, attract investment, and further strengthen Make in India, he said.
The prime minister also said that there would be a fourth phase of the lockdown which would have new rules, which would be announced after incorporating suggestions given by the states.
"Scientists say that corona will be a part of our lives for a very long time. But we can't let our lives remain confined around the virus. We will wear masks and maintain social distancing but we will not let it affect us. So lockdown 4 will be in a new form with new rules," he said, adding that the details of the same will be revealed before 18 May.
Railways restarts passenger trains
Meanwhile, the Railways cautiously resumed its passenger service after over 50 days, as three trains chugged out of New Delhi and five others left for the National Capital, each carrying around 1,100 passengers who first underwent screening and followed other norms necessitated by the COVID-19 pandemic, under the strict vigilance of authorities.
In an unprecedented measure, the railways, which is called the lifeline of the country, had suspended passenger service from March 22 midnight due to the pandemic, leaving lakhs of people stranded as road and air services were also stopped during the the coronavirus lockdown.
Passengers at the boarding stations expressed mixed feelings of relief and apprehension, with many arriving hours before the scheduled train departures.
The Railways has issued new guidelines for travel on these special trains , asking passengers to carry their own food and linen and arrive at stations at least 90 minutes before departure for health screening in the wake of the pandemic. The railways also made it mandatory for passengers to download the Aarogya Setu App.
Shramik special trains for migrants also continued to operate, with the first Shramik special train from Mysuru division of South Western Railway with leaving for Bihar on Tuesday with 1,428 migrant workers on board. Around 2,400 migrants from Surat and Pune have been brought in two special trains to Uttarakhand, officials told PTI.
Centre to repatriate Indians under second phase of Vande Bharat Mission
Under the Union governemnt's Vande Bharat Mission, total of 6,527 Indians from the Gulf region as well as countries like the US, the UK, the Philippines, Bangladesh, Malaysia and the Maldives, PTI quoted sources as saying.
The sources also said that the Centre plans to repatriate Indians from 31 countries in 149 flights in the second phase of the mission, between 16 and 22 May. The government will bring back people from Canada, Oman, Kazakhstan, Ukraine, France, Tajikistan, Singapore, the US, Saudi Arabia, Indonesia, Qatar, Russia, Kyrgyzstan, Japan, Kuwait and Italy, the said.

The European Central Bank (ECB) introduced negative rates in June 2014, lowering its deposit rate to -0.1% to stimulate the economy. Given rising economic risks, markets expect the ECB to cut the deposit rate, now at -0.4%, in September. The Bank of Japan (BOJ) adopted negative rates in January 2016, mostly to fend off an unwelcome yen spike from hurting an export-reliant economy. Aside from lowering borrowing costs, advocates of negative rates say they help weaken a country's currency rate by making it a less attractive investment than that of other currencies.
