SAN FRANCISCO — Maxar Technologies is continuing to diversify its business but remains in the “early innings” in attracting more defense and intelligence work, said Dan Jablonsky, Maxar president and CEO.
“It’s a multiyear journey that we’re on,” Jablonsky said Feb. 24 during a company earnings call. “We do expect to gain programs over time and we’ve been upgrading our talent to be able to tackle this.”
Since taking the helm of Maxar in 2019, one of Jablonsky’s goals has been to diversify revenues to derive about a third from commercial, a third from civil government and a third from military and intelligence contracts.
Maxar has steadily expanded its civil business, largely by winning NASA science and exploration contracts, including the lunar Gateway Power and Propulsion Element.
Another Maxar priority is winning Earth-intelligence contracts and ensuring the business is headed “for sustained growth moving forward,” Jablonsky said.
“This means we’ll be focused on launching the WorldView Legion constellation, successfully competing for the next iteration of the EnhancedView program and continuing to make investments in 3D, artificial intelligence and machine learning,” Jablonsky said.
Maxar’s analytics business is currently growing more rapidly than its imagery business. When Maxar’s WorldView Legion constellation comes online, imagery sales are likely to outpace analytics.
“We’re capacity constrained,” Dan Jablonsky, Maxar president and CEO, said Feb. 24 during a company earnings call. “Toward the end of the year, that flips into a lot of capacity.”
Maxar plans to launch its first two Worldview Legion satellites in September and four additional WorldView Legion satellites about three to six months later. WorldView Legion satellites are scheduled to launch on SpaceX Falcon 9 rockets.
As the company expands its civil and defense business, Maxar continues to manufacture geostationary communications satellites, a business Jablonsky expects to remain fairly level.
“We’ll be looking to get our fair share of those awards,” Jablonsky said. “There are some low-Earth orbit opportunities out there.”
For the fourth quarter ended Dec. 31, Maxar revenues from continuing operations increased to $467 million from $410 million a year earlier. Revenues for the year rose to $1.7 billion from $1.67 billion for 2019.
In the fourth quarter, Maxar reported a net loss from continuing operations of $52 million, compared with net income of $53 million for the last three months of 2019. “The decrease was primarily driven by a gain on sale of assets of $136 million in 2019 that did not reoccur in 2020,” which was partially offset by increased revenues from the firm’s Space Infrastructure business, according to a Maxar news release.
For 2020 as a whole, Maxar reported a net loss of $46 million. Maxar reported net income of $83 million for 2019.
“The decrease was primarily driven by the receipt of satellite insurance proceeds of $183 million and a gain on sale of assets of $136 million in 2019 that did not reoccur in 2020,” according to the news release.
Maxar provided some information on the Sirius XM-7 satellite failure reported to the U.S. Securities and Exchange Commission on Jan. 27 by Sirius XM Holdings.
As of Dec. 31, the satellite launched Dec. 13 “was functioning as intended,” Maxar said in its annual 10-K report.
“There is an evaluation underway to determine the extent of damage to its SXM-7 satellite caused by certain events on January 16, 2021,” the Maxar 10-K said.
During the earnings call, Jablonsky said, “We don’t have anything to report on the continued troubleshooting work we’re doing with the satellite and with the customer.”

Executive Mosaic is honored to introduce Betty Sapp, director of the National Reconnaissance Office, as an inductee into the 2019 Wash100 — Executive Mosaic’s annual selection of the most influential voices in the government contracting arena — for managing NRO’s operations and advancing space intelligence data. The latest honor represents the fourth Wash100 Award for Sapp in five years. Sapp was named the 18th director of the NRO in 2012 after serving as the agency’s principal deputy director for three years. Her current responsibilities include oversight of all NRO operations and other tasks directed by the Director of National Intelligence and the Secretary of Defense. The NRO manages the country’s reconnaissance satellites and handles its signals and imagery intelligence operations. Sapp has faced challenges, particularly on acquisition, during her tenure as head of the NRO. During the 2016 Intelligence and National Security Summit in Washington, D.C., Sapp said one of its 17 crucial acquisition efforts was facing the risk of not being able to meet performance and schedule requirements but she expects it “to deliver soon.” Her remarks followed comments by James Clapper, the former Director of National Intelligence, to the same audience stating that although the 17 NRO programs out of the intelligence community’s 27 major projects are meeting performance goals, there are “certain exceptions.” The U.S. Air Force plans to award a sole-source contract to United Launch Alliance to produce Delta 4 Heavy rockets for the NRO sometime between 2020 and 2023. In April 2018, Sapp told SpaceNews the NRO was slated to take over the EnhancedView satellite imagery acquisition contract from the National Geospatial Intelligence Agency. She added that the NRO seeks to construct technology platforms that its personnel can utilize to exchange space intelligence data with other military units and intelligence agencies. NGA has previously procured satellite imagery technology for national security and disaster response operations through the award. Following the announcement, NRO selected Maxar Technologies’ DigitalGlobe subsidiary for a potential two-year, $600M recompete contract to provide authorized government personnel with access to the company’s WorldView-1, 2 and 3 satellites for public service missions. Sapp said the EnhancedView contract is “an important first step” in the NRO mission to use commercial imagery as a key element in the nation’s current and future overhead architecture. Prior to her appointment at NRO, Sapp held business management roles at the agency and served in several leadership positions at the Air Force. She also spent time with the CIA and oversaw the Department of Defense’s acquisition of defense intelligence capabilities as deputy undersecretary of defense for portfolio, programs and resources. SAN FRANCISCO – Maxar Technologies plans to launch its first two WorldView Legion satellites as early as September 2021 on a SpaceX Falcon 9 rocket from Vandenberg Air Force Base in California.
“We continue to make progress on the integration, assembly and test of all six spacecraft and instruments, and we expect to go into environmental testing early next year,” Dan Jablonsky, Maxar president and CEO, said during a Nov. 5 earnings call. “This is a complex program and many elements need to come together to ensure the level of quality and mission success we expect.”
Before the COVID-19 pandemic, Maxar planned to begin launching WorldView Legion satellites in the first quarter of 2021. Due to the pandemic, however, “some of the vendor hardware is showing up just a little later than we originally planned,” Jablonsky said. Those delays impact the timeline for full integration, which means environmental testing also occurs a little later, he added.
Maxar plans to launch the second two WorldView Legion satellites approximately three to six months after the first launch, Jablonsky said.
For the third quarter of 2020, Maxar reported revenues of $436 million, a gain of nearly 6% compared with the $413 million in revenues for the same period in 2019.
“Overall the demand environment for our products and services remains resilient and robust,” Jablonsky said.
Maxar booked $500 million in orders during the quarter, including the $300 million annual option to provide imagery and data to the U.S. government through the EnhancedView program. Maxar also won a multi-million-dollar contract to continue licensing data for Esri’s ArcGIS Living Atlas of the World through 2023 and more than $100 million in contracts with various government agencies.
For example, Maxar announced a U.S. Army indefinite-delivery indefinite-quantity contract worth as much as $49 million over eight years for Remote Ground Terminal, a portable direct-downlink tactical ground systems to send geospatial intelligence to soldiers in remote locations. In September, Maxar announced initial task orders with a value of $8 million.
Maxar’s space infrastructure business revenues jumped nearly 12 percent compared with the third quarter of 2019. That was “primarily as a result of increased volume of U.S. government contracts offset by reductions in commercial programs,” Biggs Porter, Maxar chief financial officer said during the earnings call.
In contrast, Maxar’s Earth intelligence business revenues declined by about $8 million compared with the same period in 2019. The decline was driven primarily by $10 million decrease in the revenue recognized during the quarter for the EnhancedView contract, which provides Earth observation data to U.S. government agencies.
“These decreases were partially offset by $9 million in revenue growth from new contract awards and expansion of existing programs with the U.S. government,” Maxar said in a Nov. 5 news release.
During the quarter that ended Sept. 30, Maxar revenue roughly doubled for SecureWatch, a cloud-based geospatial subscription service for electro-optical and synthetic aperture radar data.
Maxar completed the sale of MDA, its Canadian subsidiary, in April. That sale, along with the acquisition in July of Vricon, a 3D geospatial products and analytics specialist, “provide us flexibility and capabilities to execute on our multi-year growth plan,” Porter said.
Maxar continues to focus on diversifying its business and winning additional contracts with U.S. military and intelligence agencies.
“We’ve been pursuing several opportunities and look forward to the day when we’ll be able to announce something substantial,” Jablonsky said. “For now, we’re mostly involved in study contracts and design work. We remain very focused on diversification and believe that successful execution of our strategy will lead to sustained growth over time.”

A report from Quilty Analytics projects Maxar will retain the bulk of future NRO imagery contracts and emerging competitors Planet and BlackSky will gradually gain market share.
WASHINGTON — The National Reconnaissance Office will increase spending on commercial satellite imagery over the next several years as the agency seeks to benefit from market competition, analysts predict.
A new report from Quilty Analytics estimates the NRO’s annual spending on commercial imagery could grow anywhere from $50 million to $100 million a year. The NRO currently spends about $300 million a year on imagery provided by Maxar under a sole-source contract known as EnhancedView. The combination of purchases under EnhancedView and additional contracts expected to be signed with other vendors could bring total NRO commercial imagery procurements to $400 million a year.
The NRO collects imagery from its own satellites but also acquires products from commercial vendors for use by the intelligence community, the U.S. military and other agencies.
Pete Muend, director of the NRO’s Commercial Systems Program Office, told SpaceNews in a recent interview that the agency plans to award multiple commercial imagery contracts later this year. Muend did not specify how many contracts will be awarded or the expected value of the contracts but he said the NRO will step up purchases from commercial vendors.
“We’re looking at a future where the vast majority of our requirements can be met by commercial providers especially over time as they build up their capabilities,” Muend said.
Justin Cadman, of Quilty Analytics, said Maxar will retain the bulk of future NRO imagery contracts and.emerging competitors Planet and BlackSky will gradually gain market share. Maxar gets about $300 million a year under EnhancedView and its sales to the NRO will likely continue at that level for the next several years. Planet and BlackSky will benefit from the projected growth in annual spending, Cadman said.
The increase is due to the growing needs for satellite imagery by national security agencies, he said. The U.S. withdrawal from the Treaty on Open Skies and an array of global crises also will create new demand for imagery.
Maxar’s EnhancedView contract runs through 2023. Cadman said the NRO is likely to award Planet and BlackSky separate procurement contracts in late 2020 or 2021. After 2023, he said, a new contract vehicle will be developed to replace EnhancedView that will incorporate multiple vendors.
The NRO is looking to tap into the capabilities of a new generation of imaging satellites that deliver high resolution and rapid imagery refresh over key areas of interest.
Cadman said Maxar’s new WorldView Legion constellation will ensure the company will “reap the bulk of contract funding, capturing no less than its current $300 million per year while still providing sizable opportunity for BlackSky and Planet.”
Contract opportunities for these emerging players will “evolve over time, dependent on their success in delivering high-quality data,” said Cadman.

SAN FRANCISCO – The National Reconnaissance Office announced the award Oct. 15 of a commercial imagery contract of undisclosed value to Planet Labs Federal, a subsidiary of Planet, the Earth observation company with about 150 imaging satellites in orbit.
In April, the National Geospatial Intelligence Agency exercised a $5.9 million option to buy current and archival Planet imagery for six months. Since that contract award, NRO has completed its takeover of NGA’s EnhancedView commercial imagery acquisition contract. Unlike NGA, NRO does not reveal the value of contracts it awards.
NRO operates a fleet of its own satellites including “very large systems to smallsats and cubesats as well,” said Peter Muend, director of NRO’s Commercial Systems Program Office. “Increasingly commercial systems are part of the overall solution set.”
At the 2019 GEOINT conference in June, NRO announced the award of study contracts to BlackSky, Maxar Technologies and Planet to evaluate “how the commercial imagery providers could satisfy our needs moving forward, certainly inclusive of but also beyond where EnhancedView is today,” Muend told SpaceNews at Planet Explore, an Oct. 15 conference here for Planet’s customers, partners and data product end users.
The new contract to Planet “is part of that larger effort and a step toward the future,” Muend said.
NRO is purchasing an unclassified, multiyear subscription for daily, large-area, three- to five-meter resolution commercial imagery gathered by Planet’s Dove constellation.
“It is not a study contract, this is an operational purchase of imagery because we can see the value,” Muend said. “We are eager to start leveraging that imagery and that capability and working to integrate it into our larger enterprise architecture; to make sure it does fit into the architecture and the workflows in a seamless way to make sure that we can get the best value.”
NRO is continuing to evaluate the capabilities other Earth observation firms offer, Muend said.
Toward the end of the 2020 fiscal year, NRO will begin to complete the study contracts announced in June and take “steps toward satisfying the larger set of commercial-class GEOINT requirements we have,” Muend said.
NRO recently awarded a contract to HySpecIQ, a commercial hyperspectral imagery startup.
HySpecIQ “can absolutely provide value and we are eager to see where they can contribute,” Muend said. “If and where any U.S. domestic commercial provider can provide value, we should be there to leverage that capability.”
“With its large constellation of satellites, Planet can image country – and even continent-sized areas – every day,” Muend said in a statement included in an NRO news release. “This capability to provide daily revisit over large areas of the Earth gives analysts unparalleled opportunities to discover and monitor activity for a wide range of applications. The NRO is committed to ensuring NGA and its customers continue to have access to Planet imagery to perform the vital analysis needed to create value-added geospatial products for our partners and policy makers.”
NGA has been purchasing Planet imagery since 2016. That subscription “played a role in our analytic transformation, where we are now focused less on pixels and more on information content and services,” David Gauthier, director of NGA’s Source Commercial and Business Operations Group, said in a statement in the same news release. 
Robbie Schingler, Planet co-founder and chief strategy officer, said, “Planet’s ability to deliver near real-time satellite imagery provides valuable information to decision-makers in the greater national security community — allowing them to adapt to the changing technological and geopolitical landscape.”
Jen Marcus, Planet Federal vice president of U.S. Government Strategic Partnerships, said in a statement for the Planet news release, “We are encouraged by the commitment from the NRO and NGA to collaborate for a seamless transition of the subscription contract for Planet’s imagery.” She called the award ” a testament to truly unified effort these agencies wish to build in support of the mission and enabling the end user.”
