U.S. President Donald Trump has long been of two minds about the dollar. He has said he wants it weaker to make American products cheaper in global markets, but he has also said he wants it strong so it remains the world’s dominant reserve currency.
Those two objectives never made sense together. And now, as his tariff war threatens the U.S. economy, we’re seeing reality bite. Trump is getting the weakness he wants. The dollar has fallen 5 percent against other major currencies since his inauguration in January. But the strength he promised is nowhere to be seen.
Last year, one of Trump’s key advisors, Stephen Miran, imagined a so-called Mar-a-Lago Accord in which the United States would essentially require its trading partners to help bring down the dollar’s value. That would have been, the theory goes, engineering a devaluation from a position of strength.
Instead, the dollar is falling because of perceptions of American weakness. Investors are worried that in the short run, the trade war will cause a recession in the United States, and that in the long run, loss of confidence in the United States will jeopardize the dollar’s role at the center of global commerce. “The blowback of U.S. tariffs onto the U.S. domestic economy leaves the dollar naked,” Chris Turner, ING’s global head of markets, wrote in a client note.
Trump is right that a strong dollar is a mixed blessing. By making imports cheaper and exports more expensive, it hurts workers in businesses that compete in global markets. Trump has vowed to reverse what he calls the hollowing out of the American economy, and bringing down the dollar is, along with tariffs, a key part of his platform.
But a strong dollar also lowers prices for American consumers. And the conviction that the United States will preserve the dollar’s value is a key reason that other nations have been willing and eager to hold dollars as emergency reserves and to use the U.S. currency in international transactions.
According to a Brookings Institution analysis last year, dollar assets are 59 percent of global foreign exchange reserves, and the dollar is used in 58 percent of international payments, excluding payments within the eurozone. That’s even though the U.S. share of global economic output has shrunk to about a quarter.
That dominance gives the United States important geopolitical leverage. In a Nov. 30 post on Truth Social, Trump warned Brazil, Russia, India, China, and South Africa not to challenge the dollar. “They will neither create a new BRICS Currency, nor back any other Currency to replace the mighty U.S. Dollar,” he wrote. If they do, he wrote, they “will face 100% Tariffs.”
Trump’s goal all along has been to shed the burdens of a strong dollar while keeping the good parts. Instead, burden-shedding has been far from painless. Import prices are rising, trading partners are retaliating against American exports, and Trump has pivoted from his first-term message that “trade wars are good, and easy to win” to warning that “there’ll be a little disturbance” on the way to greatness.
In past episodes of economic turbulence, U.S. financial markets did relatively well because the United States was perceived as a safe haven for investors—even in episodes such as the global financial crisis in which the United States was a main cause of the trouble. That’s not how things are going this time. The U.S. stock market indexes have fallen right along with those of Europe, China, and Japan. That’s more evidence that the United States is losing its privileged position in global finance. Investors and governments don’t want to hold dollar assets if they’re no longer a reliable storehouse of wealth.
The dollar’s decline to date has been smaller than the drop in stock prices, to be sure, but the surprise is that the dollar has fallen at all. Economic theory says that when a country raises tariffs, its currency should ordinarily rise.
Why would tariffs strengthen the dollar? Supply and demand. The tariff initially reduces American demand for imports, so fewer dollars go abroad. When dollars are relatively scarce, their price in terms of other currencies goes up. The dollar’s rise partially offsets the tariff’s initial effect by making imports cheaper. The economist Olivier Jeanne estimated in 2020 that tariff-related news explained about one-third of the decline in China’s renminbi in 2018.
The notion that interventions in trade cause offsetting actions in the currency market is hardly fresh. In 1752, David Hume, the Scottish philosopher and economist, wrote that restrictions on exports “serve to no other purpose than to raise the exchange against them.”
The reason the dollar isn’t rising in this episode, contrary to trade theory, is that fears about the health of the U.S. economy are putting downward pressure on the dollar, and that’s swamping the upward pressure coming from predicted trade flows.
Trump’s mixed feelings about the strength of the dollar aren’t the only contradiction in his trade policy. Trump has promised that tariffs will raise revenue (possibly enough to eliminate the income tax!) and also bring manufacturing jobs back to the United States.
But as with the weak/strong dollar conundrum, those two objectives can’t both be accomplished at once. If tariffs raise a lot of money, it’s only because foreign goods are still coming into the United States. In that case, tariffs won’t restore manufacturing jobs. Conversely, if tariffs do restore manufacturing jobs, it’s only because they dry up the inflow of imports, which means they won’t raise a lot of money. A basic economic principle is that you can’t have your cake and eat it, too (despite what former British Prime Minister Boris Johnson said).
The Dutch economist Jan Tinbergen, were he still alive, could have told Trump that he’s trying to accomplish too many things at once with tariffs. Tinbergen, who in 1969 received the first Nobel Memorial Prize in Economic Sciences, said that each policy target must have its own instrument. The intuition is that a pilot can’t land at the average of two airports.
(In a recent appearance on CNN, U.S. Treasury Secretary Scott Bessent said that the conundrum could be solved with sequencing: At first there would be a lot of revenue from tariffs, but it would be a “shrinking ice cube.” Over time, imports would fall and domestic manufacturing would build up. Taxes on that economic activity would replace tariff revenue. OK, maybe.)
Then there’s the perennial question of whether Americans or foreigners will bear the cost of the Trump tariffs. On paper, the tariffs are paid at the point of importation, but that doesn’t answer the question of who ultimately bears their cost. Bessent thinks he knows. Echoing his boss, he told CBS News in early March that China “will eat any tariffs that go on.”
But that all depends on which side has market power, economists say. If a Chinese producer feels it must swallow the cost of the tariff to retain its American customers, then it will bear the full cost of the tariff. That’s Bessent’s scenario. On the other hand, if the Chinese producer can get away with pushing the cost of tariffs onto its customers, then the final price will go up by the amount of the tariff, and Americans will bear their full cost.
The reality is most likely somewhere between those extremes. China and other exporters didn’t “eat” the tariffs the last time Trump was president. Americans did. “U.S. tariffs continue to be almost entirely borne by U.S. firms and consumers,” the economists Mary Amiti, Stephen J. Redding, and David E. Weinstein found in a 2020 article about the tariffs imposed in 2018 and 2019.
Many mainstream economists agree that tariffs can be legitimate tools in certain circumstances. For example, the World Trade Organization allows countries to levy tariffs to protect themselves from unfair practices by trading partners, such as subsidies. Some economists also defend tariffs that protect “infant industries”—ones that need to be sheltered from competition as they get going.
Trump, though, sees tariffs not as necessary evils, but as good in their own right. He told NBC News recently that the 25 percent tariffs on imported cars are “absolutely” permanent. He also likes to use tariffs to achieve goals far removed from trade, such as cutting down on illegal immigration and fentanyl trafficking. Most recently, he threatened to impose tariffs on countries that buy Russian oil if Russia thwarts efforts to reach a cease-fire in Ukraine.
It’s hard to find a through line in Trump’s thinking, but some of his advisors have tried.
The aforementioned Miran, who chairs Trump’s Council of Economic Advisors, laid out in November a framework for at least part of Trump’s wide-ranging tariff agenda—the Mar-a-Lago Accord. It included an attempt to square the circle on dollar valuation, laying out how the dollar could be cheapened while remaining the dominant currency for reserves and transactions.
Miran argued that the dollar is overvalued because other nations are accumulating dollars to invest in U.S. assets, and that as a result American industry has become hollowed out because its products are too expensive.
Miran acknowledged in the paper that cutting trade deficits would put upward pressure on the dollar, not weaken it. His solution is to form a coalition of the willing to intervene to push down the dollar—against market forces—in a modern version of the Plaza Accord of 1985 that lowered the dollar’s value against the Japanese yen, the West German Deutsche mark, and other currencies.
High tariffs would give the United States “negotiating leverage” to get trading partners’ help in pushing down the dollar, Miran wrote. Trading partners that still didn’t get with the devaluation program would face high tariffs and would risk losing the protection of the U.S. military, Miran added, in a flourish that may well have endeared him to Trump.
Miran said any scenario for dollar manipulation would entail “a much stronger demarcation between friend, foe and neutral trading partner.” Bessent has used similar language, talking about placing countries in green, yellow, or red “buckets” depending on their willingness to comply with American demands.
This spring, the economist Maurice Obstfeld analyzed the administration’s tariff policy and dollar policy in a paper presented at the Brookings Papers on Economic Activity conference on March 27. Obstfeld, a professor at the University of California, Berkeley, is a former chief economist of the International Monetary Fund.
Obstfeld doesn’t think much of the proposed Mar-a-Lago Accord. “Exchange rate effects are likely to be short-lived unless the promised changes in macroeconomic fundamentals are forthcoming,” he wrote. Also, he wrote, “It is unclear why other countries would go along: few view their currencies as undervalued.”
By igniting a tariff war with America’s trading partners, Trump has entered a hall of unintended consequences. It is a disorienting place for an inexperienced traveler, with lots of dead ends, blind turns, and Escher-like stairs that seem to go up but are actually going down. The president could benefit from some expert guidance to find his way out.

Chapter 3. Economy
What about building and organizing large, spread-out infrastructure?
Many Western history books assert that centralized government arose out of the need to build and maintain large infrastructure projects, especially irrigation. However, this assertion is based on the assumption that societies need to grow, and that they cannot choose to limit their scale to avoid centralization — an assumption that has been discredited many times over. And while large-scale irrigation projects do require some amount of coordination, centralization is only one form of coordination.
In India and East Africa, local societies built massive irrigation networks that were managed without government or centralization. In the Taita Hills region of what is now Kenya, people created complex irrigation systems that lasted hundreds of years, often until colonial agricultural practices ended them. Households shared day-to-day maintenance, each responsible for the closest section of the irrigation infrastructure, which was common property. Another custom brought people together periodically for major repairs: known as “harambee labor,” it was a form of collective, socially motivated work, similar to traditions in many other decentralized societies. The people of the Taita Hills ensured fair use through a number of social arrangements passed on by tradition, which determined how much water each household could take; those who violated these practices faced sanctions from the rest of the community.
When the British colonized the region, they assumed they knew better than the locals and set up a new irrigation system — geared, of course, to cash crop production — based on their engineering expertise and mechanical power. During the drought of the 1960s, the British system failed spectacularly and many locals returned to the indigenous irrigation system to feed themselves. According to one ethnologist, “East African irrigation works seem to have been more extensive and better managed during the precolonial era.”[48]
During the Spanish Civil War, workers in occupied factories coordinated an entire wartime economy. Anarchist organizations that had been instrumental in bringing about the revolution, namely the CNT labor union, often provided the foundations for the new society. Especially in the industrial city of Barcelona, the CNT lent the structure for running a worker-controlled economy — a task for which it had been preparing years in advance. Each factory organized itself with its own chosen technical and administrative workers; factories in the same industry in every locality organized into the Local Federation of their particular industry; all the Local Federations of a locality organized themselves into a Local Economic Council “in which all the centers of production and services were represented”; and the local Federations and Councils organized into parallel National Federations of Industry and National Economic Federations.[49]
The Barcelona congress of all Catalan collectives, on August 28, 1937, provides an example of their coordinating activities and decisions. The collectivized shoe factories needed 2 million pesetas credit. Because of a shortage of leather, they had to cut down on hours, though they still paid all their workers full time salaries. The Economic Council studied the situation, and reported that there was no surplus of shoes. The congress agreed to grant credit to purchase leather and to modernize the factories in order to lower the prices of the shoes. Later, the Economic Council outlined plans to build an aluminum factory, which was necessary for the war effort. They had located available materials, secured the cooperation of chemists, engineers, and technicians, and decided to raise the money through the collectives. The congress also decided to mitigate urban unemployment by working out a plan with agricultural workers to bring new areas into cultivation with the help of unemployed workers from the cities.
In Valencia, the CNT organized the orange industry, with 270 committees in different towns and villages for growing, purchasing, packing, and exporting; in the process, they got rid of several thousand middlemen. In Laredo, the fishing industry was collectivized — workers expropriated the ships, cut out the middlemen who took all the profit, and used those profits to improve the ships and other equipment or to pay themselves. Catalunya’s textile industry employed 250,000 workers in scores of factories. During collectivization, they got rid of high-paid directors, increased their wages by 15%, reduced their hours from 60 to 40 hours per week, bought new machinery, and elected management committees.
In Catalunya, libertarian workers showed impressive results in maintaining the complex infrastructure of the industrial society they had taken over. The workers who had always been responsible for these jobs proved themselves capable of carrying on and even improving their work in the absence of bosses. “Without waiting for orders from anyone, the workers restored normal telephone service within three days [after heavy street fighting ended]... Once this crucial emergency work was finished a general membership meeting of telephone workers decided to collectivize the telephone system.”[50] The workers voted to raise the salaries of the lowest paid members. The gas, water, and electricity services were also collectivized. The collective managing water lowered rates by 50% and was still able to contribute large amounts of money to the anti-fascist militia committee. The railway workers collectivized the railroads, and where technicians in the railroads had fled, experienced workers were chosen as replacements. The replacements proved adequate despite their lack of formal schooling, because they had learned through the experience of working together with the technicians to maintain the lines.
Municipal transportation workers in Barcelona — 6,500 out of 7,000 of whom were members of the CNT — saved considerable money by kicking out the overpaid directors and other unnecessary managers. They then reduced their hours to 40 per week, raised their wages between 60% (for the lowest income bracket) and 10% (for the highest income bracket), and helped out the entire population by lowering fares and giving free rides to schoolchildren and wounded militia members. They repaired damaged equipment and streets, cleared barricades, got the transportation system running again just five days after fighting ceased in Barcelona, and deployed a fleet of 700 trolleys — up from the 600 on the streets before the revolution — repainted red and black. As for their organization:
the various trades coordinated and organized their work into one industrial union of all the transport workers. Each section was administered by an engineer designated by the union and a worker delegated by the general membership. The delegations of the various sections coordinated operations in a given area. While the sections met separately to conduct their own specific operations, decisions affecting the workers in general were made at general membership meetings.
The engineers and technicians, rather than comprising an elite group, were integrated with the manual workers. “The engineer, for example, could not undertake an important project without consulting the other workers, not only because responsibilities were to be shared but also because in practical problems the manual workers acquired practical experience which technicians often lacked.” Public transportation in Barcelona achieved greater self-sufficiency too: before the revolution, 2% of maintenance supplies were made by the private company, and the rest had to be purchased or imported. The Levant Federation of Peasant Collectives started a bank organized by the Bank Workers Union to help farmers draw from a broad pool of social resources needed for certain infrastructure- or resource-intensive types of farming. The Central Labor Bank of Barcelona moved credit from more prosperous collectives to socially useful collectives in need. Cash transactions were kept to a minimum, and credit was transferred as credit. The Labor Bank also arranged foreign exchange, and importation and purchase of raw materials. Where possible, payment was made in commodities, not in cash. The bank was not a for-profit enterprise; it charged only 1% interest to defray expenses. Diego Abad de Santillan, the anarchist economist, said in 1936: “Credit will be a social function and not a private speculation or usury... Credit will be based on the economic possibilities of society and not on interests or profit... The Council of Credit and Exchange will be like a thermometer of the products and needs of the country.”[52] In this experiment, money functioned as a symbol of social support and not as a symbol of ownership — it signified resources being transferred between unions of producers rather than investments by speculators. Within a complex industrial economy such banks make exchange and production more efficient, though they also present the risk of centralization or the reemergence of capital as a social force. Furthermore, efficient production and exchange as a value should be viewed with suspicion, at the least, by people interested in liberation.
There are a number of methods that could prevent institutions such as labor banks from facilitating the return of capitalism, though unfortunately the onslaught of totalitarianism from both the fascists and Communists deprived Spanish anarchists of the chance to develop them. These might include rotating and mixing tasks to prevent the emergence of a new managing class, developing fragmented structures that cannot be controlled at a central or national level, promoting as much decentralization and simplicity as possible, and maintaining a firm tradition that common resources and instruments of social wealth are never for sale.
But as long as money is a central fact of human existence, myriad human activities are reduced to quantitative values and value can be massed as power, and thus alienated from the activity that created it: in other words, it can become capital. Naturally anarchists do not agree on how to strike a balance between practicality and perfection, or how deep to cut in order to root out capitalism, but studying all the possibilities, including those that might be doomed to failure or worse, can only help.

India formally communicated to France its decision to acquire 26 naval variants of the Rafale fighter for the Indian Navy, starting the acquisition process under an intergovernmental structure, people familiar with the matter said on Friday.
In July, the Ministry of Defense approved the purchase of Rafale Marine jets from France, mainly for deployment on board the locally built aircraft carrier INS Vikrant.
The issue of the acquisition of the Rafale Marine jets figured during the recent visit of the Minister of Defense, Rajnath Singh, to Paris.
India sent a letter of requisition to the French government, formally communicating its decision to acquire Dassault Aviation jets under the government-to-government structure.
Negotiations on prices and other details are expected to take place after the Ministry of Defense receives a response from the French side, people familiar with the matter said.

Earlier this month, the president and CEO of Dassault Aviation, Eric Trappier, visited New Delhi and discussed various aspects of the proposed acquisition by India.
The Ministry of Defense said in July that the acquisition of the jets along with associated auxiliary equipment, including weapons systems and spare parts, would be based on an intergovernmental agreement (IGA) and that the price and other terms of purchase will be negotiated with the French government after taking into account all relevant aspects.
The Indian Air Force bought 36 aircraft in flight conditions. There is an opinion in the IAF that it should opt for at least two more Rafale jet squadrons.
Defense and strategic ties between India and France have increased in recent years.
In July, India and France announced a series of innovative defense cooperation projects, including the joint development of jet engines and helicopters and the construction of three Scorpene submarines for the Indian Navy.
The two strategic partners also expressed a commitment to cooperate in the co-development and co-production of advanced defense technologies, including for the benefit of third countries.

The Finnish Minister of Defense, Antti Häkkänen, authorized the Finnish Defense Forces to finalize a contract with Patria Aviation Oy to develop service capabilities for F-35 fighters.
This measure, supported by the Government Finance Committee on December 14, 2023, marks a crucial step in improving Finland's defense infrastructure.
The contract focuses on the development of the industrial cooperation capabilities of the F-35 project of the Finnish Air Force. Patria Aviation Oy will provide services that include punctual work for the construction of the industrial cooperation capabilities of the F-35 system, along with machines, equipment, tools and information systems necessary for production. In addition, the contract covers support to reach full production speed.
The contract, which runs from 2023 to 2026, is estimated at a maximum value of 90 million euros, excluding value added tax. Including the value added tax of 24% (21.6 million euros), the estimated total cost of the contract reaches approximately 111.6 million euros.
This acquisition will take place in three phases, with the current authorization covering the first phase (2023–2026) up to 90 million euros. The details of the subsequent phases will be refined during the implementation of the first phase.
The direct impact of this agreement on employment for Patria Aviation Oy is expected in 600 people-year from 2023 to 2031, with lasting effects extending until the 2040s. As Patria is a national company, all work will be carried out in Finland, boosting the local economy.
