On October 4, at about 2:20pm Eastern Standard Time (EST), FEMA is doing an emergency alert test. This means that all phones, regardless of if they have been placed in do not disturb will go off with that beeping noise. If you have a secret backup phone that you need the people you're with to not know you have, set a reminder to turn it all the way off.

For apple phones, this means holding the power button for five seconds and swiping the "power off" switch that shows up on the screen. Same with androids and early google pixels, except you'll be tapping a button. For google pixels 6 and later, you'll hold the power button and the volume up button at the same time. To turn on for all phones, you'll hit the power button and wait a sec.

Remember that the alert will still come through when you turn your phone back on, so make sure that you are in a place where that noise is safe.

Note that, for whatever reason, if they can't put out the alert, the backup test date is October 11th.

A man sprints before us, clutching his own severed arm (à la guy on the beach in Saving Private Ryan, 1998.) It is now Thursday, and the sound is moderate, and we know that things will never be the same. We know it, yet we do not say it.

an autobiographical comic. it happened to me one night

this was developed for the Static Fish Fall 2024 comic anthology, purchasable at MoCCAFest!

The first page shows a homely-looking, warmly-lit living room in the middle of the night. The digital clock on a TV cable box reads "2:43 AM." A figure sits on the couch on their laptop, at ease. The narration reads, "Of my family, I am the latest to sleep. The rest are all in bed by midnight. Maybe 1 AM at a stretch, or if it’s a holiday. After that, the house falls to me."

The second page shows a cable TV menu tuned to the channel "MeTV." There are drawings of the narrator from The Twilight Zone; Columbo; and Captain Kirk and Spock from Star Trek. The figure is lazily working on their laptop. The narration reads, "One summer, I developed a particular habit. Every night, when my parents were done watching the news and went to bed, I’d throw on MeTV. They aired nothing but shows from the 50s through to the 80s. Some of it was good. Twilight Zone. Columbo. Star Trek. Most of it I didn’t care about, but it didn’t actually matter; I just wanted the noise. I found vintage television comforting. I was soothed by 32mm film and STC mics." Then there is a sudden blue light shining on them from offscreen, and they look up. The narration reads, "One night…"

The third page shows an enormous blue screen with white bold text at the top reading "Emergency Alert System," the figure small in front of it. They look up in horror, lit all blue in darkness. The narration reads, "... there's an emergency."

The fourth page shows the figure still lit all in bright unnatural blue surrounded by darkness, scrambling for the right TV remote. The narration reads, "It's dead silent. All of a sudden, I can feel the darkness in the house. I don't care how important it is. I'm not getting the news like this. I'd get a panic attack before I got anything useful. Besides, the alarm is going to wake everyone up soon. I have to turn it off." Words appear on the screen, but they refuse to look and their head is blocking the words from the viewer. The narration reads, "Words appear. I can't even look." They turn it off with a click. Warmth and light returns to the room. They take a moment to breathe, then glance back up at the blank screen, and turn to their laptop and start typing.

The fifth page shows a portion of a history reading searches such as "is there an emergency alert in my area," "emergency alert system today," "breaking news nj," "weather in nj," and "emergency alert system august." The person looks nervous. The narration reads, "Nothing. If it's not some 2AM breaking news, it has to be nothing. I'd see it if there was. I lie near the city. Was it a test? EAS tests happen in the dead of night all the time. But the tests make sound. That's the whole point of them. This one didn't, even when the text came on. It just..." One more search says, "how old is the eas screen..." The narration reads, "Was it part of the recording? Couldn't have been. They say this EAS type is from 2016. After five minutes, I check if it's still on." There is a brief panel of blue with bold white words cut off and obscured by the silhouette of the figure. They turn it off again. "Still no sound. I can't look."

The sixth page shows the figure waiting in front of an enormous dead screen. Numbers from the digital clock on the cable box read "2:48," then "2:58." Tentatively, they click the remote and turn the TV on again. Star Trek is on the screen. The figure looks on in apprehension and subdued terror. The narration reads, "Star trek is back. Everything is fine. But I can't shake this feeling... like I missed something." end id]

The UK's emergency alert system will sound at full volume even if your phone is on silent, which is... sub-optimal for domestic abuse suffers.

The housing charity Refuge have put together a guide showing how to turn off emergency alerts on iOS and Android phones.

Android:

Go to Settings and search for "Emergency alerts". You can customise or turn off emergency alerts here. Blue is on, grey is off.

iOS:

Go to Settings -> Notifications. At the bottom of the options, there is a toggle for emergency alerts. Green is on, grey is off.

Hello everyone,

If you haven’t heard, there’s going to be a nationwide test in United States. According to this article:

Nationwide Alert System Test on October 4, 2023

The Federal Emergency Management Agency and Federal Communications Commission will be conducting a nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alert (WEA) system on Wednesday, October 4th at 11:20 AM local time. The purpose of the test is to ensure that the systems continue to be effective means of warning the public about emergencies and disasters. The test messages will display in either English or Spanish depending on the language settings of the wireless device.

EAS messages are transmitted through radio and television with an alert tone or scrolling text across the bottom of the screen. The EAS message will say “This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 11:20 to 11:50 hours PST. This is only a test. No action is required by the public.”

WEA messages are transmitted to cell phones via cell towers and look like text messages that are accompanied by a distinct attention tone and vibration. The message will read "THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed."

All local radio and T.V. stations will broadcast the EAS test, and all cell phones that are on, not on airplane mode, and within range of a cell tower will receive the WEA test.

In the event the test cannot be conducted on October 4, the back-up date is Wednesday, October 11.

On October 4th there will be a nationwide FEMA alert sent out. This will just be a test notification for the emergency system. If you are in a situation where you are hiding a secondary electronic for whatever reason (DV, DA, etc), power it off completely or even drain the battery before that date. The alert will make noise and vibration, which you will not want. There is no way to block or silence the alert otherwise. The alert will most likely last for a full minute while the government does stuff with it.

You’ll note my use of secondary ‘electronic’. If all goes to plan this alert should be going to all electronics, not just cellphones. This will include the following: Phones (not just the cellular type) Radios TVs

If you’re not a fan of your TV suddenly switching to the EAS screen without any real emergency, switch off/unplug all of the following before testing time, which will be around 2:30 EST (10:30 AKT, 1:30 CST, 12:30 MST, and 11:30 PST)

October 4th National Emergency Alert Test Facts. DON'T PANIC!

All wireless providers carriers and TV providers will be conducting a test Nationwide. But I want to let you guys know what to expect when this test happens. The Test will commence at 2:20PM EST. Your phone will Amit a two chime square lead tone. These tones will be a ~ 932.328 Hz and a ~ 830.609 Hz For all you music majors out there. That is a Ab and a Bb the black keys on a keyboard. The tone will sound in a certain pattern. The pattern will produce one long blast, following 3 short blasts, and the pattern will repeat three times. It will sound like this.

The message you will receive should say "THIS IS A TEST of the national wireless emergency alert systems! No action is needed." ATTENTION CONSPIRACY THEROISTS! This is only a test!! If you don't want to participate in this test. These are some things you can do. Power off your phone or put your phone in airplane mode. From what I've hear for iPhones the silence switch on the side of your phone will not silence the message. and It will still be audible. If you try to ping your phone using your apple watch and your silent function is on, it will still ping. AGAIN! This test will be for all Cellphones within range of a phone tower that is Powered "On" and not in Airplane Mode. All radios and Television Providers. Period. Just like if you were to receive and AMBER alert or Any Alerts about any severe weather or general public safety alerts. Not your Personal Computer or Laptop! This test will only last approximately 30 minutes. But you will receive the message only ONCE. For TV's and radios, the message will be broadcasted for about one minute. If you power up your cellphone after the 30 minute test. You should still NOT receive the alert!! Nothing else crazy should happen that day, we won't loose power or internet, the government is not trying take over our lives. And if you think that.. ALL INFORMATION ABOUT THIS TEST WILL BE ON FEMA'S WEBSITE!! It's against the FCC to have unauthorized signals to be transmitted from one receiver to another. All electronics and radio frequency devices must be in compliance with FCC regulations. THIS IS ONLY A TEST just like the presidential alert test that happened around the same time in the beginning of October back in 2018. For anyone else that thinks differently, I encourage you to turn off your tv's cell phones, radios, and any other communicative electronic device. Because I will be powering off my cellular devices that day as well. My thoughts. I do believe that if we don't want to be interrupted by these tests or if there were to be a real situation. We should have the right and freedom to ignore it at our own risk. This is my only take on the Government.
