Fun Fact #1: His birth name is Abraham Cottontail. Bubba and Cherry Cottontail are his birth parents, making him Theo and Grover's younger brother.
Fun Fact #2: One of his favorite hobbies is collecting pet rocks and gems. This interest developed as a result of hyperfixating on his favorite cartoon, Big Girly Horses (aka legally distinct MLP).

In the adoption AU quintet. How would Blaise, Victor, Joanna and Timothy get along with their cottontail nephews? (Theo, Grover and Elvin)
Greetings Anon ^^
I assume you mean Lawrence instead of Timothy, right?
Oh I think Blaise, Joanna and Lawrence get along with their nephews very well.
Lawrence adores them so much, he is always happy to see them, given that he is often away or occupied holding speeches or rallies. I could imagine Grover (@pinky-the-polar-bear OC) being a bit annoyed because sometimes the tall lynx acts as if they are still children.
He would of course apologies, but, Lawrence has to admit they have grown up so fast and that they will always to some part, be his little nephews.
Joanna I can think has, of course a good relationship with all of her nephews, but the closest she has is with Elvin, given that they both are working for the Medics.
She really appreciates his work and help and I can see her often bringing Elvin a small present when they meet each other.
With Blaise I think it is similar to Lawrence, with the exception of course that they see their nephews more often, and that the old war journalist does not treat them like children anymore, but of course understands were their brother is coming from.
If time allows it, they like to have conversations with their nephews, asking Theo, Grover and Elvin how they are doing and how it's going. I like to think Blaise quit smoking, after Theo was born because Blaise was worried being a health risk to his nephews.
Now Victor, the three know they have an uncle by that name, Sam and his siblings have mentioned him more than once, and I believe they also told them that their uncle Victor, has decided to live by himself some time ago, because of a fight.
They are all surprised, nephews and of course uncles and aunt as well when suddenly, at a family gathering, there is a knock at the door and Victor Owens is in front of them.
I believe there would be a tense situation at first between Victor and his siblings, but, I like to think the ice is broken, when Theo starts to ask him questions over questions, which leaves Victor at first puzzled, but he decides to answer them anyways.
He grows fond of his nephews, who he now had met for the first time, and I think they are one important part, that Victor overcomes himself and talks with his siblings, about the past.
So I think, later they all get along very well with their nephews in the Adoption AU Quintet.
Yours sincerely

"I dont know if Sam has ever met Elvin's adoptive parents"
I doubt it. For one thing, they're doctors. Secondly, they're bad doctors with a history of shady practices. Even if Sam never called CPS to have Elvin taken away from Bubba and Cherry, he wouldn't know about these guys due to his irrational fear of hospitalization.
Also, it's important to note the Elovents never bothered to contact the Cottontails. As far as they were concerned, they forfeited their rights to Elvin, so why should the Cottontails care about the kid's well-being?
Regardless, that didn't stop the Cottontails from calling the Elovents. But they never got a response. In fact, the Elovents blocked their numbers because of how frequently they tried to get in touch.
OUCH
Makes me wonder if Sam regrets calling CPS because he genuinely has no idea if Elvin is better off or not.

What does Timothy think of Theodore, Grover, and Abraham/Elvin Cottontail? (Ghost can visit Earth after all)
Greetings Anon ^^
When Timothy Owens would decide to visit Earth once, he would at first be a bit overwhelmed with how much the place has changed, so much is different since he died, around 110 years ago...
He likes all three (OCs of @pinky-the-polar-bear) of them, each one of them has something, that does remind Tim about the time he had spend with the Cottontails, it brings back so many nice memories of the family who allowed him to stay.
He likes Theo, Tim can't say exactly why but there is just something on the young Cottontail that he appreciates, maybe it is the rabbits personality. Timothy would be, surprised about Theodor being a drag queen, Tim never, witnessed the whole "Golden/Roaring Twenties" lifestyle and so this was a new concept for him but not something he is against, Tim's view is basically:
"Oh people can do that now? Good for them. Good for them." ~~~
In Grover Tim sees a protector, someone who would do everything to make sure his siblings and friends would be safe from any harm. Tim thinks he is a good brother with the heart on the right place and muscles to defend those who are in the need of Grovers support. ~~~ Tim thinks that Elvin is a polite and nice lad, thinking he is doing a great job working for these "Medics" (all these groups are new to Timothy so he has to get accustomed to the names) and glad that there are people like Elvin who are helping and aiding those who are in need. He might be a bit shy but Tim thinks there is nothing wrong with that, he remembers how some of the Cottontails he met where more shy or introverted than others and that's absolutely ok.
I can see Tim looking at Elvins rock collection, it's a nice hobby he would think, after all he was a collector too, of music notes instead of rocks but it's the same, they collected things they enjoyed.
The "Big Girly Horses" show would confuse Timothy, not that he thinks it is bad, but, he has yet get to get accustomed to this whole "television" thing he has seen on earth, he needs to ask one of the other ghosts one day to explain this whole "goggle-box" thing to him.
But well, even if the wildcat does not get it, it looks like Elvin is enjoying the show, so, as long as he likes it, it can't be bad right?

What does Blaise think of Theo, Grover and Elvin? (@pinky-the-polar-bear oc's)
Greetings Anon ^^
I think Blaise didn't know at first that Theo was Sams nephew and was genuinely surprised when they found out, but they greeted him respectfully and kind as they would do with everyone. The old war journalist is honestly impressed when they discover that Theodore has a black belt in karate, they believe Theo really, they just, never considered that being a possibility but they think it is great, that he is learning karate, it's always good to know how to defend yourself. Now Blaise, never really had any connection to the drag queen scene, but I like to think that Blaise does encourage Theodor, or Theodosia as the rabbits stage name is in doing what he likes to do, even if it was different, there is something that reminds Blaise about it, when they used to wear dresses at parties/galas/ceremonies etc. ~~~
Whilst knowing that Grover is only part of the Roadkillerz because Theo joined the Wrath, Blaise still believes that he is a valuable member, double agent or not. They also understands that Grover, can not forgive Sam for his usage of corporal punishment that he used to discipline him and his brother. Even if Blaise has never been hit themself, they understand, that abuse has lasting effects and would say that it is of course Grovers choice, and only his, whether he wants to forgive his uncle one day or not, they can understand both decisions.
They are not as surprised as in Theodors case that he has a black belt or that Grover was part of a football team once, nevertheless they are still impressed. ~~~
Blaise does feel sorry for Elvin, they really do, the young rabbit had it not very easy in his young life, first his parents and then his adoptive parents, the story pains their heart, even if Blaise is at this point 60/65 , it still pains him how, tragic some stories are. Blaise is honestly surprised that Elvin decided to continue working in the medical field, despite his adoptive parents having been doctors, they would have understood if the rabbit wouldn't have wanted to have anything to do with this field but, Blaise, like for every member of the Medics, is thankful that Elvin is sacrificing his time to help those who are in need of medical aid.
They also would encourage Elvin to continue his hobbies, may it be collecting stones and gems or watching his favorite cartoon.
Blaise: "Now I admit Elvin, I am not a geologist and some of those rocks look pretty much the same to me, but I can see that you like them and they have a sentimental value to you, so I say, if it makes you happy, keep collecting them."
Yours sincerely

what does Sam feel about Elvin and his adoptive parents (and how does feel about the fact that he's the reason why Abraham is with Elovents in the first place)
I dont know if Sam has ever met Elvin's adoptive parents, but at the time Sam just wanted what he assumed was best for Elvin at the time.
He already didnt trust Bubba as a parent at all, but now having a "troubled" child made Sam fearful that Bubba would neglect him even more. So leaving an anonymous tip was what he thought was best for him. Sam doesnt recall the last time hes seen Elvin, and if he did hed still call Elvin "abe" out of habit.

Note
were Elvin adoptive parents abusive to him in any way?
Ben and Mel Elovent were practically nonexistent as parents. Elvin was nothing more than a benefits child to them. A means to garner social clout and easy money. For the most part, they left their maid in charge of raising him. When they actually bothered to acknowledge his existence, he was always degraded for behaving like an autistic kid. It's so bad that Elvin genuinely believes being autistic and being mentally challenged are synonymous.
