Electricity That Costs Nothing—or Even Less? It’s Happening More and More. (Wall Street Journal)

Most people pay a fixed price for each kilowatt-hour of electricity they consume throughout the day. The price is set by their power company and only changes at infrequent intervals—once a week, a month or even only once a year.
Van Diesen, a software salesman, recently signed up to receive electricity from two providers that charge him the hourly price on the Dutch wholesale power market, rather than a fixed price that resets monthly or annually. When the price of electricity falls low enough, smart meters in his house begin charging his two electric cars.
Wholesale prices swing wildly each hour of the day, and even more so as a larger share of electricity flows from wind and solar installations. Because the generation costs of wind or solar farms are negligible, market prices will be near zero when there is enough renewable power to cover most of a region’s electricity demand.
Electricity market dynamics get weirder when renewable-energy producers don’t have an incentive to stop feeding power into the grid, usually because of government subsidies. Then grids can be flooded with excess power, pushing prices into negative territory.
Van Diesen said he’s made 30 euros, equivalent to around $34, over the past five months charging his car, enough to cover the service fee from his power supplier, a Norwegian company called Tibber.
“I’m charging the car for free,” said van Diesen, who is part of a group of clean-energy enthusiasts in the Netherlands who call themselves green nerds. “To me it’s also like a hobby and a game—how far can I go?”
Doing laundry in the evening? The electricity could be free a few hours later when demand dies down and the wind picks up. Likewise, in regions with lots of solar power, charging an electric vehicle in the morning is usually far more expensive than powering up under the midday sun—or whenever the price is right.
In the U.S., most states don’t currently allow such real-time pricing, but many think that will change. Already, in some of the world’s biggest economies from Western Europe to California, the occurrence of zero and negative wholesale power prices is growing fast.
Wholesale prices across continental Europe have fallen to zero or below in 6% of all hours this year, up sharply from 2.2% in 2023 and just 0.3% in 2022, according to data collected by Entso-E, the group of European transmission system operators. In markets with lots of renewable capacity, this year’s figure was higher: 8% in the Netherlands, 11% in Finland and 12% in Spain. Analysts expect those numbers will grow as more solar panels and wind turbines are installed.
The changes sweeping Europe’s electricity markets, which were accelerated by the energy crisis brought on by the war in Ukraine, show what could happen in the U.S. in a few years when renewable capacity reaches a similar scale. In 2023, 44% of EU electricity was generated by renewables, compared with 21% in the U.S.

What’s in your car’s charging port?
While many new vehicles have been sold without a charging port, these days there is a standardised port you should be able to expect in your new vehicle – 12-14v DC, 10-12A (12-14A according to some older models).
Some older vehicles may have different charging ports, or even no charging port at all.
If you find yourself in that position, then it’s definitely worth checking your owners’ manual for more information.
Which chargers do you have?
Most fast chargers are a separate device from the vehicle, the charger is plugged into the vehicle and the vehicle plugs into the charger.
So you’ll need to have these devices available – a power outlet, a fast charger and your vehicle.
However, some fast chargers are built into the vehicle (the Chevrolet Volt and plug in Prius have built-in fast chargers, for example), so you don’t need a separate device.
If you’re unsure, be sure to check if your fast charger is built-in before you buy it.
Can I use the fast charger on any vehicle?
Well, yes, you can use a fast charger with any vehicle if the charging port is the same – though there’s no reason to ever have a charger for a different vehicle.
There have been some issues with incompatibility with fast chargers from different gocharge.tech manufacturers and vehicles, however.
Some can charge most vehicles up to 50%, but no faster than that.
If your fast charger comes with a manual, you can also check which vehicles the charger is designed to work with.
If the fast charger has a display, you can also check which vehicles the charger is designed to work with.
However, it’s still a good idea to make sure your car works with it before you buy.
How do you know if a fast charger is faster?
There’s a couple of ways to work this out.
The first, and easiest is to plug a phone charger into the charger and then plug your phone into the phone charger.
The charging speed of the phone is the same as the charger, and so is the time to 100% charge.
If the phone is completely charged, then it’s a slow charger.
If you want to be slightly more scientific, look at the amount of watts needed to charge your vehicle.
This is not an exact science, and the range of voltages and amps is a bit wide.
A charger with a higher wattage can recharge your vehicle faster.
However, it’s not an exact science, and most fast chargers on the market are over 10kW.
A fast charger can give you better than 4-5 times quicker charging than a station, but as long as the fast charger is not over 10kW, then it’s probably faster.
How long does it take to charge a vehicle on a fast charger?
With a fast charger, there is no “speed limit” – so you’re not limited to a particular amount of time (though we’re told it’s between five and 10 minutes).
As long as your vehicle is charging, the time will decrease.
It will be shorter if your vehicle has full range and high power, but it will take a longer time if your battery is not fully charged, or if it is low on power (if it can only use 5kW).
When you plug your vehicle in, it should have a little indicator showing the power level and the time remaining.

Allambi Care and Lake Macquarie Council have partnered up to power-up their operations using solar panels. They're one of a number of local organisations joining Council in the Cities Power Partnership, which has more than 170 members.
1. Electric Vehicle Charging Strategy
With electric vehicles (EVs) gaining traction in Australia and worldwide, Lake Macquarie City Council required strategic, technical, and business model input for the development of its EV charging infrastructure strategy.
The City currently operates seven EV chargers across the city including sites at Redhead, Charlestown, Morisset, Dudley and the Speers Point administration building. These 22 kilowatt chargers are installed on power poles and are connected directly to the overhead electricity supply, with energy use matched with 100% accredited GreenPower.
The EV chargers are designed to charge most EV models to 80 per cent capacity in four hours. Using intelligent software, the chargers will determine the best time to recharge for each vehicle. Fleet operators, such as bus depots and logistics centers, can schedule EV charging according to the required range and departure times of each vehicle.
2. Smart Metering
The rollout of smart meters gives customers real-time access to their energy data, empowering them to make choices and changes that reduce their electricity consumption and bills. This is an essential enabler of more efficient energy networks, helping the UK meet its carbon targets2.
Smart meters are connected to a national communications network from the outset, making them compatible with all energy suppliers from day one. However, many early-generation meters were installed with the energy supplier’s own communication systems, which means customers will lose some smart functionality if they switch provider.
Deployment constitutes a significant component of the overall cost of a smart transformation program. A dedicated deployment operations capability is essential to define a clear and appropriate deployment strategy that aligns to the achievement of strategic objectives. This enables the identification and rectification of bottlenecks, continuous improvement through customer feedback and the implementation of innovative solutions to improve deployment efficiency. Ultimately, this leads to the delivery of quality outcomes for the program.
3. Energy Efficiency
Energy innovations drive global sustainability goals, including reducing greenhouse gas emissions and enabling the transition to renewable and sustainable energy. Leading forms of green energy innovation include advancements in solar photovoltaic technology, improved battery storage capabilities and smart grids.
A local not for profit community organisation has joined forces with Lake Macquarie City Council and Pingala, a member-owned solar cooperative, to bring the Hunter region’s first community-funded renewable energy project to life. The Allambi Care solar project allows the community to fund a solar system at the organisation’s Charlestown headquarters, with returns of 5 to 8 per cent p.a.
The community-funded project will help Allambi Care save on electricity costs and reduce its environmental footprint by generating its own clean energy through a rooftop solar panel installation in Lake Macquarie and Newcastle. The system will be connected to Ausgrid’s electricity network and provide an onsite, renewable energy source that will be used to offset the City’s remaining carbon emissions from other sources.
4. Energy Storage
The cost of solar and energy storage is falling fast. In China, the world’s biggest power market, there are plans to double ESS capacity over the next five years.
Lake Macquarie City Council is an early adopter of onsite generation with 15 of its buildings now having solar power installed. This enables the business to save on electricity costs and reduce its impact on the environment.
In partnership with Allambi Care, the City is launching its first community-funded renewable energy project – Pingala. It invites local community members to invest in solar power for Allambi Care and receive a return on their investment of between 5 and 8 per cent a year.
Eku Energy, a Macquarie Asset Management portfolio company, develops, builds and actively manages energy storage assets to enable reliable, clean electricity supplies. The team uses a combination of local partnerships and a data-driven understanding of global financial and energy markets to find the right investment solutions for its projects.
