A thread on Hindi imposition debate. #HindiDiwas
At the time of India’s Independence, Hindi was still a language in the making. The geographical reach of Hindi was not bigger than that of Telugu or Bengali. Hindi was not the mother tongue of people in Awadh, Braj, Mithila, Magadh, Bundelkhand, Ahirwal, Nimad, Marwar or Mewar.
In these areas, each language is unique and it is not easy for a Maithil person to understand Bundelkhandi or Brajbhasa.
As Hindi was not standardised in 1947, the government tasked the Central Hindi Directorate to do so.
After much deliberation, it was decided to use roman numerical. It is still not settled whether to use Persian/Arabic/Turkic words in Hindi or not and what is better, Sanskritised Hindi or Hindustani.
Echoing this sentiment, former CM of Madras Presidency and Rajya Sabha member P. Subbarayan presented a dissent note to the 1st Official Language Commission.
Subbarayan said “People who possess as their mother tongues well formed languages with a continuous literary history of over thousand years and more like Bengali, Assamese, Oriya, Marathi, Gujarati, Telugu, Tamil, Kannada and Punjabi feel very difficult about accepting this new policy about official language, particularly when by direct and indirect means, it is attempted to be forced upon them.”
Hindi was given priority over other languages in the Constitution.
Article 351 says, “It shall be the duty of the Union to promote the spread of the Hindi language, to develop it so that it may serve as a medium of expression for all the elements of the composite culture of India and to secure its enrichment by assimilating without interfering with its genius, the forms, style and expressions used in Hindustani and in the other languages of India specified in the Eighth Schedule, and by drawing, wherever necessary or desirable, for its vocabulary, primarily on Sanskrit and secondarily on other languages.”
This idea of making Hindi “a medium of expression for all the elements of the composite cultures of India” is flawed and deeply contested. Hindi was accorded this coveted position by the Constituent Assembly and not by Parliament consisting of elected representatives.
North Indian Hindi-speaking members of the Congress party in the Constituent Assembly insisted that Hindi was accepted as the Official Language of the Indian Union.
In the post-Independence era, Hindi grew but the growth was not organic. The Union government spent money to promote Hindi especially in non-Hindi-speaking areas so that it may be accepted as the link language nationally.
The Department of Official language was given specific task that involved “co-ordination in all matters relating to the progressive use of Hindi as the Official Language of the Union, including administrative terminology, syllabi, textbooks, training courses and equipments.
There is a Hindi training programme in place for central government employees since 1955.
The presidential order dated 27 April 1960 said “in-service training in Hindi may be made obligatory for Central Government employees who are aged less than 45 years.
The Union government is running these programmes across the country. In government departments across India, Hindi Day is celebrated and essay and typing competitions are held. Government rewards good performers in these competitions.
There is an Official Language Wing in the law ministry, which translates all government bills in Hindi. At the same time, no incentive is given to Hindi-speaking employees for learning other Indian languages.
In the field of education, the 1st Official Language Commission had put much emphasis on introduction of Hindi as compulsory subject in secondary schools in all non-Hindi areas, so that the next generation of Indians may be Hindi-knowing, It brushed aside the suggestion that students in Hindi-speaking areas in secondary schools should compulsorily learn another Indian language.
The Commission instead suggested that options for these students should include languages like Sanskrit, French, German, and Russian.
This was the mainstream idea related to the language policy just after the Independence that non-Hindi students must learn Hindi, but Hindi students should study Sanskrit or some foreign language.
Mass media also played a crucial role in the proliferation of Hindi. Until the 1990s, the Union government was in sole control of radio and television. Television broadcasting started in 1965 and till the mid-1990s, most of the programming was in Hindi.
Only after regional stations were established that things started to change. But by that time, the foundation had already been laid. During 1983-1991, many popular programmes and serials were launched in Hindi.
Mythological serials like Ramayana and Mahabharata became powerful vehicles to carry Hindi with the religious massaging.

(in plantations people assumed swaraj meant leaving the farm as they were confined to the boundaries of yhe plantation thanks to inland emigration act 1859. if caught they would be punished by the British. thus everyone had their own ideas of swaraj)

An honest account of life and times of Mohsina Kidwai
Looking at the participation of women and especially Muslim women in politics and their representation in the Parliament, it’s surprising to know that only 20 Muslim women have been elected as Members of Parliament since inception.

She won from Azamgarh, Eastern Uttar Pradesh, in 1978, a year after Congress had suffered a resounding defeat, leaving Nagaur (Rajasthan) and Chhindwara (Madhya Pradesh) for Indira Gandhi. And none of its candidates including Sanjay Gandhi could win.
Mohsina Kidwai, the president of the Uttar Pradesh Congress Committee, hailing from a conservative, elite Muslim family of Awadh, won. Her success gave a fresh lease of life to Congress. Within no time, once again in 1980, Congress not only back in power but also won a majority in most of the State Assemblies.
Mohsina Qadwai not only saw Indian politics from 1960 to 2016 but was also part of its ups and downs and she described them all in the name of My Life in Indian Politics in Hindi and English.
Her memoirs have been documented by senior journalist and author Rashid Kidwai.
Thereafter Congress remained active under Indira Gandhi and later Rajiv Gandhi till 1989. Both these leaders included Mohsina Kidwai in their cabinets. During her tenure as a union minister, Mohsina handled her work with transparency leaving no scope for allegations of any sort.
She had already served in the Uttar Pradesh cabinet and also led the State unit of the party.
Kidwai presided over Congress in UP in the most difficult times. As AICC General Secretary she tried her best to keep Congress — from Kerala to Himachal, including Bihar and Chhattisgarh, — in power and she was often successful.
Mohsina Kidwai made her debut at the age of 28 when she was elected a member of the Uttar Pradesh Legislative Council in 1960. At that time her father-in-law Jamilur Rahman Kidwai was the pillar of Congress politics in Uttar Pradesh.
Interestingly, Mohsina Kidwai’s record as a leader and political career is clean; her family never had to face embarrassment in terms of even allegations of corruption, etc.
She went on to emerge as a staunch Muslim, enlightened, and secular leader. Undoubtedly she had the support of Indira Gandhi, Rajiv Gandhi, and above all the encouragement and political guidance of his father-in-law Jameel Kidwai. Those who know her personally, have an appreciation for the role her husband Khalilur Rahman Kidwai played in her rise.
In her case, it was Khaleel Kidwai was the quintessential man behind every woman’s success.
In the book, you will find commendable impressions about famous faces of Indian politics including Sonia Gandhi, Manmohan Singh, Digvijay Singh, AK Antony, Bhupesh Baghel, Dr. Shashi Tharoor, Sharmila Tagore, and Shabana Azmi.
Similarly, Mohsina Kidwai has spoken about her colleagues and contemporaries in detail and to some extent candidly. These include Indira Gandhi, Rajiv Gandhi, Sonia Gandhi, Arjun Singh, ND Tiwari, Dr. Manmohan Singh, Pranab Mukherjee, Ahmed Patel, Lalu Prasad Yadav, Chandrashekhar, Devegowda, IK Gujral and Madhavrao Scindia, who worked with him. Sachin Pilot’s name also figures in the book.
It would have been better if she had shed some light on the events and incidents during the time of Rajiv Gandhi and Narasimha Rao, which to some extent led to the downfall of the Congress.
The book portrays Mohsina Kidwai as a sensible and skilled politician; an ideal wife, a good mother, a good sister, and a caring woman for her family.
The choice of words for her daughters and sons-in-law is endearing. She has dedicated the book to her late husband Khalilur Rahman Kidwai. He wrote:
“I dedicate this book to my husband late Khalilur Rahman Kidwai who always inspired me to fly towards my dreams and serve society and the nation. Khalil, your Rooh (soul) has always been with me.
Mohsina Kidwai and her biographer Rashid Kidwai not only belong to the Kidwai family of Barabanki but both of them are related to Maulana Abdul Majeed Dariyabadi, whom the former called Dada. Dada happened to be the maternal grandfather of Rasheed Kidwai.
Like Mohsina Kidwai has left her mark as a determined and strong leader, Rashid Kidwai has done a yeoman’s work in journalism and as an author.
Anyway, thank you Mohsina Kidwai for sharing important developments of Indian politics and her life on her 90th birthday, and to Rasheed Kidwai Kidwai for bringing it to the fore.
This book has been published in English and Urdu and should be translated into Hindi for more people to read. This biography is an honest account of not only Kidwai’s journey but of an era of Indian politics.

Purvanchal Expressway Not the Last Gift to UP This Election Season, Many More in the Offing

The Purvanchal Expressway will not be the last gift to Uttar Pradesh this election season from the BJP government. Prime Minister Narendra Modi could lay the foundation stone of two more major infrastructure projects and inaugurate at least three key projects next month, News18 has learnt.
PM Modi will first be in Greater Noida on November 25 to lay the foundation stone of the mega Noida International Airport project and hold a public rally.
Chief minister Yogi Adityanath at the launch function of the Purvanchal Expressway on Tuesday said the work on the 594-km long Ganga Expressway from Meerut to Prayagraj to connect East UP to West UP will “start in a few days” and the work on the 296-km long Bundelkhand Expressway from Etawah to Chitrakoot was on a faster pace.
“The technical bids for the Ganga Expressway have been opened three days ago and final bids are set to be opened next week. If the successful bidders are finalised, the foundation stone of the project will be laid soon. Over 94% of the land acquisition for the project is done,” a senior UP government official told News18. This Expressway will crisscross the existing Lucknow-Agra Expressway, start from near the operational Delhi-Meerut Expressway of the NHAI and could cost almost Rs 36,000 crore.
The official added that 76% of work on the Bundelkhand Expressway was complete and the UP government was trying to make the road operational by the end of December. This project will also crisscross the existing Lucknow-Agra Expressway and will be the lifeline for the upcoming UP Defence Corridor project in Bundelkhand. The other two key projects set to be unveiled in the Gorakhpur region by the Prime Minister will be the Fertilizer Plant and AIIMS in Gorakhpur, tentatively on December 5.
The Samajwadi Party has been targeting the Yogi government for “only inaugurating projects started by the Akhilesh Yadav government”, including the 341-km long Purvanchal Expressway. A BJP leader in the state said the above-mentioned upcoming projects were all the signature ones of the Centre and the Yogi government “on which no one else can lay claim on”. He said these bouquet of projects will also appeal to the varied regions of the state like Western UP, Bundelkhand, Awadh (Central) and Eastern UP.
