This post updates the financial troubles of Denmark’s Ørsted, recent BOEM auctions, and pushback against Maryland governor Wes Moore. Today, operational offshore wind capacity is less than 50 megawatts versus the Biden-Harris Administration goal of 30,000 MW by 2030.
Ørsted
Denmark’s Ørsted, the worldwide leading offshore wind developer, recorded a $575 million loss in the second quarter. In part, the loss is the result of disappointing developments in the U.S.
The company has delayed commercial operation of its 704-MW Revolution Wind project off the coast of Rhode Island and Connecticut from 2025 to 2026. Ørsted’s ambitious U.S. offshore wind program has been lagging, despite solid support (subsidies, permits) from the Biden administration.
A year after an Interior Department’s Bureau of Ocean Energy Management (BOEM) auction for Gulf of Mexico leases failed to attract significant interest, BOEM continues to delay another attempt to find adequate bidders off the east coast.
Reuter’s summarized Ørsted’s issues:
Ørsted’s impairment losses also related to its Ocean Wind project in the United States whose development it halted last year, an increase in U.S. interest rates, and its decision to cease development of its green e-methanol FlagshipOne project, which was due to open in Sweden next year. Shares in Ørsted, once a green investor favourite, ended down 7.2%, having fallen as much as 9.3% earlier. They remain at less than one-third of their value since peaking in early 2021.
BOEM Auctions
In March, BOEM solicited interest in another Gulf of Mexico auction, which resulted in industry yawns. The agency stated on July 26th that it
received 25 comments in response to the March 2024 [Proposed Sale Notice], with one company expressing interest in participating. As a result, BOEM is cancelling this sale due to a lack of competitive interest. BOEM may decide to move forward with a lease sale at a future time, based on industry interest. —————
BOEM last week (Aug. 14) held a lease sale for the Mid-Atlantic region, off Delaware, Maryland, and Virginia with takers.
Norway’s Equinor Wind won a provisional lease for 101,443 acres some 26 nautical miles off Delaware for $75 million. Dominion Energy’s Virginia Electric and Power subsidiary won a provisional lease for 176,505 acres 35 miles off the entrance to the Chesapeake Bay for $18 million. Six companies participated in the auction.
The Equinor lease is not far from where Baltimore-based US Wind has a federal lease for a proposed two-phase, 2-GW project off Maryland’s Ocean City. BOEM last month (July 29) issued a final Environmental Impact Statement for the Maryland project. Maryland has also issued renewable energy certificates for the US Wind project.
US Wind, reports BOEM,
proposes to install up to 114 turbines, up to four offshore substation platforms, one meteorological tower, and up to four corridors for offshore export cables, which would make landfall in Delaware Seashore State Park. The lease area is approximately 8.7 nautical miles offshore Maryland and approximately 9 nautical miles offshore Sussex County, Delaware, at its closest points to shore.
US Wind, in partnership with Spain’s Haizea Windgroup, is also developing a plant to make monopile foundations for wind projects at Baltimore’s Sparrows Point, once the home of Bethlehem Steel when it was the world’s largest steel mill. According to the company
“Sparrows Point Steel is poised to become the best offshore wind heavy logistics and fabrication yard on the East Coast. Haizea’s depth of knowledge and expertise will cement Maryland’s role as a hub of offshore wind manufacturing in the U.S.”
MD Gov. Wes Moore vs. Critics
Maryland Democratic Gov. Wes Moore last week (Aug. 16) faced opponents of his aggressive push for offshore wind in Ocean City. Local TV station WBOC spoke to Moore about growing local opposition on the eastern shore of Maryland, Delaware, and Virginia. Earlier in the month, Moore signed a memorandum of understanding with BOEM to open up more offshore federal land to wind development. Last year, Maryland passed a new law expanding the state’s goal for offshore wind development to 8.5 GW.
Moore told WBOC, “You’re talking about being able to power three million homes in the state of Maryland and turn us into a net exporter of clean energy. That’s exciting, it’s new jobs, it’s new opportunities.”
Many people on the Eastern Shore, particularly those who depend on the Chesapeake Bay for a living, see burgeoning wind farms as a potential disruption to their ways of life. Jimmy Hahn, an Ocean City area commercial fisherman, told the TV station, “They’re trying to steal our grounds, they’ve stolen our bottom, they’ve stolen the area that we fish in, their last resort is to buy the place where we sell our fish at and once they accomplish that we have nowhere else to work.”
Moore responded, “All those conversations have to happen with local leaders, it has to happen with local communities. There has to be measures of both transparency and accountability as to what we’re hoping for and what we’re going to achieve.”
Vineyard Wind: Yellow Flag
The Interior Department’s Bureau of Safety and Environmental Enforcement (BSEE) has given Avangrid a yellow flag to continue limited work on its Vineyard Wind project off the Massachusetts coast.
BSEE shut down the 804-MW project last month following the failure of a 351-foot blade on one of its turbines, spreading debris widely to beaches on nearby Nantucket Island and as far as mainland beaches on Cape Cod. Reuters reported that the Interior Department agency last week (Aug. 13) confirmed the updated shutdown order, while Avangrid and blade maker G Vernova continue to investigate the cause of the massive blade failure.
“The updated suspension order still does not allow further blade installation or power production at this time, the companies said,” according to Reuters. Vineyard Wind and GE Vernova said they are removing portions of the damaged blade that remained on the wind turbine to remove risks of further ocean debris.

Bridgeport Schools Hosts NAACP Health Fair
The Bulldog spirit was there for Belmont County’s riverside communities April 17 when Bridgeport Exempted Village School District hosted the Belmont County NAACP’s second annual health fair with open arms. Originally scheduled for the first week of April, heavy flooding caused organizers to push the fair to mid-April. The NAACP held the event in partnership with Wheeling Health Right and the Belmont County Health Department. Jerry Moore II, president of the Belmont County NAACP, was on hand speaking to vendors and welcoming visitors. He said the need for health care has likely grown since many people may have been taken off Medicaid. He added both the young and the elderly often do not know what their options are, and there is an advantage to face-to-face discussions with vendors. “Through the numbers and statistics through the health department and Wheeling Health Right, this is the most needed area here on the riverfront, the eastern part of the county,” he said. “You have to meet the people where they’re at, so I think Bridgeport’s location is great. It’s good parking, good people and an administration that’s great to work with. Vendors had an easy time coming in. There’s no steps to climb. I think it just makes it easy and just very convenient, and the Bridgeport school district serves over 21,000 people, so having it here was a no-brainer to bring a health fair to Bridgeport, and we’ll continue to bring it to our schools on the riverfront.” He thanked Bridgeport Superintendent Brent Ripley and the administration for accommodating the fair and quickly rescheduled following the flooding. Jerry Moore II, a 1997 graduate said it was rewarding to return to his alma mater and serve the community. “Mr. Ripley and his administration have greeted us with open arms as the NAACP and greeted us with open arms as a 1997 graduate from Bridgeport. We are ecstatic to be here, and go dogs!” His father, Jerry Moore Sr., a member of the board of education for 34 years and who has spearheaded the health fairs, applauded the efforts of the NAACP, health department and Wheeling Health Right. “This is a big plus for our community. The school opened itself up to us,” he said. “There’s a lot of people I see coming in that are old friends of Bridgeport.” He said there were many common needs in the area and noted mental health services and information being provided about diabetes. Anne Ricci, marketing director at Wheeling Health Right, pointed out providers such as Southeast Healthcare and CareSource. Other providers present included I.C. Care, Rolling Hills Rehabilitation and Care Center, Trinity Health Systems, the Valley Hospice, the Greater Wheeling National Alliance on Mental Illness, Arc of Ohio, and a crisis line for veterans. She said Wheeling Health Right was dedicated to reaching everyone within their service. “Everyone here has been fantastic. They’re very welcoming,” she said. “We’re hoping it’s a good, centralized location, and people come in.” Linda Mehl, director of maternal and child health at the Belmont County Health Department, said last year’s event was successful and the Bridgeport school facility proved a perfect location. “They’re very excited. They’ve done a lot of promotion for the event,” she said. “We’re hoping to have a good turnout.” The school district has sent out notifications through its app. Mehl said the fair was an opportunity for people to learn about what is available in the community. “We have providers in the area, but there’s a lot of changes in these providers,” she said. “Typically, these areas along the riverfront are underserved and there is a lack of transportation in the county. We’re just hoping to reach some people we normally wouldn’t reach,” she said. “The main thing is that we maybe have some good conversations with a lot of folks and can provide some service for them that maybe they haven’t gotten yet.” Ripley commended those who came out for the people of Belmont County, adding the district was happy to host the event and again work with Jerry Moore Sr. “Jerry’s a great man, he’s a very giving man,” he said, adding the fair represented a team-up of dedicated organizations. “That’s what we’re designed to do, help one another and serve one another.” Gayle Westfall, nurse manager for Southeast said this was their first time attending. “We offer services in the homes of people in the Bridgeport area that come to our agency. We have an office in Martins Ferry, Cadiz, Woodsfield and St. Clairsville so we try to cover the whole area,” she said, adding they maintain a close relationship with the school district. “We have a school therapist that works out of Southeast who works in the school.” The elementary, middle school and high school principals were seen looking around and lending a hand, and staff members took the opportunity to learn. Andrea Criswell, Educational Management Information System Coordinator for the district, said the vendors’ information was valuable. “It’s become a great opportunity for us to be able to learn about these resources to share with our parents and students.” Guests included Roger Doty of Powhatan Point, who said he was interested in learning more about diabetes. “I think this is real nice,” he said. Sheet piles are the interlocking steel products that are predominantly used for earth retention applications, for both temporary and permanent solutions. Sheet piles material used to stabilize the earthen dams and height leaves.

Bridgeport Schools Hosts NAACP Health Fair
The Bulldog spirit was there for Belmont County’s riverside communities April 17 when Bridgeport Exempted Village School District hosted the Belmont County NAACP’s second annual health fair with open arms. Originally scheduled for the first week of April, heavy flooding caused organizers to push the fair to mid-April. The NAACP held the event in partnership with Wheeling Health Right and the Belmont County Health Department. Jerry Moore II, president of the Belmont County NAACP, was on hand speaking to vendors and welcoming visitors. He said the need for health care has likely grown since many people may have been taken off Medicaid. He added both the young and the elderly often do not know what their options are, and there is an advantage to face-to-face discussions with vendors. “Through the numbers and statistics through the health department and Wheeling Health Right, this is the most needed area here on the riverfront, the eastern part of the county,” he said. “You have to meet the people where they’re at, so I think Bridgeport’s location is great. It’s good parking, good people and an administration that’s great to work with. Vendors had an easy time coming in. There’s no steps to climb. I think it just makes it easy and just very convenient, and the Bridgeport school district serves over 21,000 people, so having it here was a no-brainer to bring a health fair to Bridgeport, and we’ll continue to bring it to our schools on the riverfront.” He thanked Bridgeport Superintendent Brent Ripley and the administration for accommodating the fair and quickly rescheduled following the flooding. Jerry Moore II, a 1997 graduate said it was rewarding to return to his alma mater and serve the community. “Mr. Ripley and his administration have greeted us with open arms as the NAACP and greeted us with open arms as a 1997 graduate from Bridgeport. We are ecstatic to be here, and go dogs!” His father, Jerry Moore Sr., a member of the board of education for 34 years and who has spearheaded the health fairs, applauded the efforts of the NAACP, health department and Wheeling Health Right. “This is a big plus for our community. The school opened itself up to us,” he said. “There’s a lot of people I see coming in that are old friends of Bridgeport.” He said there were many common needs in the area and noted mental health services and information being provided about diabetes. Anne Ricci, marketing director at Wheeling Health Right, pointed out providers such as Southeast Healthcare and CareSource. Other providers present included I.C. Care, Rolling Hills Rehabilitation and Care Center, Trinity Health Systems, the Valley Hospice, the Greater Wheeling National Alliance on Mental Illness, Arc of Ohio, and a crisis line for veterans. She said Wheeling Health Right was dedicated to reaching everyone within their service. “Everyone here has been fantastic. They’re very welcoming,” she said. “We’re hoping it’s a good, centralized location, and people come in.” Linda Mehl, director of maternal and child health at the Belmont County Health Department, said last year’s event was successful and the Bridgeport school facility proved a perfect location. “They’re very excited. They’ve done a lot of promotion for the event,” she said. “We’re hoping to have a good turnout.” The school district has sent out notifications through its app. Mehl said the fair was an opportunity for people to learn about what is available in the community. “We have providers in the area, but there’s a lot of changes in these providers,” she said. “Typically, these areas along the riverfront are underserved and there is a lack of transportation in the county. We’re just hoping to reach some people we normally wouldn’t reach,” she said. “The main thing is that we maybe have some good conversations with a lot of folks and can provide some service for them that maybe they haven’t gotten yet.” Ripley commended those who came out for the people of Belmont County, adding the district was happy to host the event and again work with Jerry Moore Sr. “Jerry’s a great man, he’s a very giving man,” he said, adding the fair represented a team-up of dedicated organizations. “That’s what we’re designed to do, help one another and serve one another.” Gayle Westfall, nurse manager for Southeast said this was their first time attending. “We offer services in the homes of people in the Bridgeport area that come to our agency. We have an office in Martins Ferry, Cadiz, Woodsfield and St. Clairsville so we try to cover the whole area,” she said, adding they maintain a close relationship with the school district. “We have a school therapist that works out of Southeast who works in the school.” The elementary, middle school and high school principals were seen looking around and lending a hand, and staff members took the opportunity to learn. Andrea Criswell, Educational Management Information System Coordinator for the district, said the vendors’ information was valuable. “It’s become a great opportunity for us to be able to learn about these resources to share with our parents and students.” Guests included Roger Doty of Powhatan Point, who said he was interested in learning more about diabetes. “I think this is real nice,” he said. Syracuse University presents eight models based on a Qing dynasty map of Beijing
An industrial building transformed into a vibrant art gallery and an entertainment centre referencing Russian constructivist architecture are included in Dezeen's latest school show by students at Syracuse University.
Syracuse University presents eight models as part of The Complete Map of Capital Beijing, which is based on a Qing dynasty-era map of the city.
The students initially drew a two-dimensional diorama, then designed architectural models inspired by both Eastern and Western buildings.

"In the academic year 2020-2021, Syracuse Architecture offered in-person studios and related courses to more than 100 students unable to return to Syracuse, NY, from China.
"Studios were located in Beijing, Shanghai and Shenzhen. In spring 2021, Li Han and Hu Yan led an option studio in Beijing to design 'The Complete Map of Capital Beijing' a large-format diorama based on an original Qing Dynasty era map of the city.
"The diorama consists of a two-dimensional, 1:100 scale 'copy' of an original Qing Dynasty map, drawn by the students, as well as models made by using style-transfer algorithms to collage building sources drawn from both contemporary Western architecture and contemporary Beijing vernacular sources.
"After the final review, the diorama was constructed and exhibited at the Shanzhongtian Art Centre in Beijing in a show curated by renowned curator Cui Cancan."
Casa de Metallica by Zhang Yaqi and Liu Yian
"Casa de Metallica uses as its source the Umlauftank or 'Pinkpipe' designed by Ludwig Leo built in Berlin in the 1970s. It is designed as a contemporary art gallery for Beijing. The students were intrigued by Leo's use of colour to transform an industrial building situated in a dreary harbour landscape into a playful, vibrant form.
"It breaks from its typological moorings to offer a pop art-inflected alternative where radically different realities can co-exist. Similarly, Casa de Metallica uses the art gallery typology to juxtapose the gritty reality of contemporary life in Beijing with contemporary art practice and art gallery culture."

"The Chamber of Pigeon is a community centre situated in a Hutong area near the Forbidden City in Beijing. Designed as a multi-generational, multi-use facility, the centre embraces the scale and ambience of the Hutong area. It features a tea house and Mahjong parlour on the roof and areas for relaxing and eating.
"The building source is St Peter's Church by Sigurd Lewerenstz, an enigmatic, earthy brick structure built in Malmö, Sweden, in the 1960s. The Chamber of Pigeon is a colourful, playful variation on the church, and features roof windows, doors and brick patterns found in vernacular Hutong structures."

"Similarly to Beijing architect Kauzuo Shinohara's attempt to use architecture to catalogue and connect the proliferating chaos of the city, The Curtained Cave uses the experimental K2 Building 1990.
"Taking inspiration from Shinohara's interest in this chaos, the students made use of two building elements found in many parts of Beijing – illegal balconies and security windows – which then transformed into new building elements.
"Unlike Shinohara, who insisted on a clear distinction between building and city, the students wanted to entangle the city and building, and they did so by including the elements mentioned above as well as bicycles and racks as part of the interior, creating the impression of an interior street."

"The 'Meow Temple', also called Maowang Temple, is inspired by Neviges Mariendom, the powerful, brutalist monastery designed by Gottfried Böhm in western Germany.
"Just as Böhm's modernist monastery attempted to express the new spirit of post-war Germany and a more open Catholic Church, The Meow Temple expresses contemporary religious sentiment in China.
"But the Meow Temple takes a more critical, even satirical view of religion and the way it has been commercialised in China. The fortune cat (and the building's name) satirises the corruption of Chinese religious practice."

"Neighbour Hood Garden's inspiration is Robin Hood Gardens, designed by Alison and Peter Smithson and built in 1972. Many features of the Smithson project, including an aerial street, are recognisable in the Neighbour Hood Garden project.
"The ambition is to test such features in the context of 21st century Beijing. Vernacular architecture is also referenced, especially in the building profile, which is recognisable when compared with Dinghuixili, a residential building in Beijing."

"The intention was to design an administrative building that had the authority of civic architecture, but that was also approachable and humble. The design references the Forbidden City and the US White House and other vernacular buildings in Beijing."

"The Pan' Long Stair Club, an integrated entertainment centre, features a dance hall, a restaurant and karaoke bar. It uses the Konstantin Melnikov's Rusacov Worker's Club, a constructivist icon built in Moscow in 1928, as its source.
"The design also draws on local building typologies and uses local building elements such as intertwined staircases, which can be found in many Beijing 'Urban Villages' and Hutongs.
"Such features make playful reference to the local context, but they also enhance the experience of those who use the entertainment facilities."
