Rajouri's 'Unidentified Illness' Caused by Toxins, Not Virus: Jitendra Singh
Union Minister Jitendra Singh on Wednesday provided an update on the mysterious illness in Rajouri, stating that initial tests conducted by a toxicology laboratory in Lucknow under CSIR indicated the absence of any infection, virus, or bacteria. During the inauguration of the newly constructed bridge at Basantpur, Singh revealed that preliminary findings indicate the presence of a toxin, which is currently undergoing further analysis. “I think the discussion has started but the first test was conducted by a toxicology laboratory in Lucknow, CSIR. The discussion was that there was no infection, no virus, no bacteria, it was just a toxin. Now the toxin is being tested. So there is a long series of toxins that are being tested…and if there is any mischief or any other mischief, then we will know about it,” he said. The disease that remains unidentified has claimed 17 lives and affected 38 people since early December 2024. However, health department teams say there is no need to declare a public health emergency. On Tuesday, JK Chief Minister Omar Abdullah visited Rajouri’s Badhal and assured citizens affected by the disease. CM Abdullah told reporters, “The day when we got the information, the health department along with other departments have been working to understand the causes behind such incidents… Tests were done, and we concluded that there were no bacteria or viruses that caused those deaths.” “Later, we found that all those deaths happened in three families,” he added. He said that the authorities are yet to ascertain the cause behind these deaths. “But, we are yet to find the reason behind 17 deaths… Since it’s not a disease, police are also involved in it and they have formed a team to investigate the matter. Central govt team is also there and we together will look into the incidents to find the reason behind all these deaths…,” CM Omar Abdullah added. Union Home Minister Amit Shah on Saturday ordered the constitution of an inter-ministerial team led by the Ministry of Home Affairs (MHA) to investigate the causes of unexplained deaths in three incidents reported over the past six weeks. Meanwhile, Union Minister Dr Jitendra Singh dedicated newly constructed Nora Bridge at Basantpur to the public, saying the era of development has begun under PM Modi’s leadership to connect hilly areas with road and bridge links. The bridge, constructed at an estimated cost of Rs 17 crores, will connect Billawar with Kathua, benefiting residents of Billawar, Basohli and Bani. Dr Singh also announced a Rs 30,000 crore project for the construction of the Chattergala tunnel, providing an alternative route to the Kathua district, set to boost tourism and change the destiny of the region. The project aims to shorten travel times while enhancing connection. Residents would no longer have to endure hassle when commuting to Basohli. The construction of the bridge, an alternate route of the Lakhanpur-Thein road, was forced by the submergence of a stretch of Nora Nallah in Panchayat Thein, district Kathua. The inauguration ceremony was attended by MLA Basholi Darshan Singh, MLA Rajiv Jasrotia, MLA Vijay Sharma, MLA Dr Bharat Bhushan and Deputy Commissioner Kathua Dr Rakesh Minhas. (ANI)

Venkateshwara Hospital, part of the Venkateshwara Group, will launch a liver transplantation unit with support from Sir Ganga Ram Hospital.
It was a momentous day for the Venkateshwara Group.
Dr Suresh Singhvi, renowned Liver Cancer Surgeon at Sir Ganga Ram Superspeciality Hospital, Delhi, will start a Liver Transplant & Liver Cancer Surgery unit at Venkateshwara Multispecialty Hospital (VIMS).
Dr Suresh Singhvi is Director of the Liver Transplant Department at Sir Ganga Ram Hospital Delhi.
The Pro Chancellor, Dr Rajeev Tyagi, informed about this development in the presence of dignitaries.
The Venkateshwara Group Founder President, Dr Sudhir Giri, along with the Pro Chancellor Dr Rajeev Tyagi, greeted Dr Suresh Singhvi with a bouquet, Pátka, and a memento.
They also gifted a turban to Dr Suresh Singhvi, who is a renowned oncologist at Sir Ganga Hospital. Dr Suresh Singhvi, along with his team, paid an official visit to Venkateshwara Hospital.
The Venkateshwara Group Founder President Dr Sudhir Giri emphasized that with Dr Singhvi getting associated with the Venkateshwara Group, VIMS medical services, especially the Gastro department, will become world class.
In his speech, Dr. Suresh Singhvi announced that a liver transplantation unit will soon be established at Venkateshwara Hospital.
Residents of UP west, including those from Meerut and Moradabad, no longer have to travel to Delhi or Gurgaon for liver cancer treatment, liver transplants, or surgeries for intestine and severe pancreatic diseases. Venkateshwara Hospital will soon offer efficient treatment for these conditions.
The Pro Chancellor Dr Rajeev Tyagi asserted extending affordable, convenient & world class health services to the people of UP west is the utmost goal of the Venkateshwara Group.
Dr Sanjeev Bhatt, Academic Dean, Venkateshwara Medical College, briefed about the various facilities available at the institute.
The CMS Dr IB Raju elaborated on the various medical services available at the 1500 bedded VIMS Multispecialty hospital.

Subject: Medical Negligence resulting in complete loss of eye sight

Order Civil Appeal was allowed order of the National Consumer Dispute Redressal Commission (NCDRC) & State Consumer Dispute Redressal Commission (SCDRC) was set aside and the order of District Consumer Dispute Redressal Commission (DCDRC) was upheld by the SC on 22.02.2024.
Fact
Master Irshad on 14.11.2006 got an injury in his right eye. He was taken to Disha Eye Hospital by his father who was a BPL Card Holder and the examination report revealed that Irshad was suffering from traumatic cataract and required minor surgery. The next day, he was taken to Disha Eye Hospital. As the father was unable to finance his son’s treatment the Doctor at Disha Eye Hospital approached the Doctor& partner at Megha Eye Hospital on 18.11.2006. Thereafter, the Respondent confirmed the medical opinion and operated the boy. After the operation the boy was experiencing irritation, pain, and blood clotting, the father visited the operating doctor multiple times but no improvement came in the eye problem.
The Doctor at Disha later referred the boy to the Regional Institute of Ophthalmology where it was revealed by Dr. Anindya Gupta, RMO-cum-Clinical tutor from the Burdwan Medical College that it was a case of Retinal detachment leading to permanent loss of vision in the right eye and it was mainly due to pre-operative and post-operative care and rehabilitation.
Complaint before DCDRC
The complaint was filed u/s 12 of the Consumer Protection Act by the father of the boy and the present appellant. The Complaint was allowed by the DCDRC with clear observation that the boy lost his vision due to the negligent attitude of Respondent manifesting through lapses in pre-operative and post-operative care and rehabilitation.
Order of DCDRC
The DCDRC found a deficiency in the medical services provided by the Respondents and as such directed the Respondents on 16.05.2013, for payment of Rs. 9,00,000 as compensation, in favor of the Appellant within one month, failing which, the amount would be subject to an interest @ 10% until the date of realization.
Appeal by Respondents before SCDRC
The SCDRC dismissed the order of DCDRC & observed that the Appellant father had failed to establish deficiency of service/negligence on the part of the Respondents.
Revision by the father before NCDRC
Aggrieved by the dismissal of his Appeal, the complainant preferred revision before the National Consumer Disputes Redressal Commission & NCDRC also dismissed the Revision on 09.06.2016 & affirmed the decision of SCDRC & held that there was no negligence on the part of the Respondents, and concluded that the Appellant’s delay of one month in approaching the Regional Institute of Ophthalmology was fatal for his son.
Observation of the Supreme Court
The DCDRC has made specific findings regarding lapses in duty of care by Respondent both pre-operative and post-operative standards for conducting a traumatic cataract surgery relying on the evidence of Dr. Anindya Gupta, RMO-cum-Clinical tutor from the Burdwan Medical College.
A connection is established between the lapses in post-operative care and the development of loss of vision after the operation.
The expert evidence of Dr. Anindya Gupta went entirely uncontroverted due to the absence of cross-examination and the failure of the Respondents to bring on record any other contradictory expert evidence.
Despite the presence of evidence pointing towards negligence of the Respondents, both the SCDRC and the NCDRC failed to consider it and relied only on the report of the Medical Council.
On a perusal of the Medical Council report, it appears that the Medical Council did not delve into the nuances of pre-operative and post-operative care.
The finding of SCDRC & NCDRC of contributory negligence on the part of the Appellant is entirely unsubstantiated by any expert opinion.
Both the forums have mechanically and exclusively relied upon the Medical Council report and reiterated its findings without any reference to the evidence of Dr. Gupta.
The Respondents are directed to comply with the order of the DCDRC within one month from the date of this order.

Shri Venkateshwara University/Institute conducted a workshop on cybersecurity & Accurate investigation and effective prevention of cybercrime in collaboration with the Delhi & UP Police.
The Delhi & UP Police officials discussed cybercrimes, their investigation, and prevention methods with the audience.

Senior IPS Officer Mr. Rajneesh Gupta emphasized the need for law enforcement agencies to stay four steps ahead of hi-tech criminals in order to apprehend them and prevent cybercrimes.
Dr. Rajiv Tyagi, the Pro Chancellor, announced that Venkateshwara Group will offer over twelve courses to prevent cybercrime, including ethical hacking. These courses will be available from the current session.
He further added we will provide free training to the personnel of the Delhi Police, UP police, Banking & the Armed forces for preventing cybercrimes.
Dr KK Saroj SP Cybercrime UP west stated the changing modus operandi of the criminals is a challenge for the police. But by using forensic science & digital technologies, the enforcement agencies can curb them with ease.
Mr. Ranjay Atri, Assistant Police Commissioner of Delhi Police, believes that to tackle crime, especially cybercrimes, we should equip the police with advanced technology for staying ahead of the criminals.

The Venkateshwara Youth Festival 2025 will run for 3 days wherein over a dozen events like sports competition, cultural programs, blood donation camp, traffic awareness & women empowerment will take place.
