upon waking up on valentine’s day morning, many residents will be excited to find a glass vase ( or perhaps, even, more than one ) left outside the door to their room containing freshly cut, fully bloomed red roses. miraculously, it seems like not a single one has a thorn on its stem. some of these flowers come attached with a note and name, while other senders have chosen for the thrill of remaining anonymous. the arrangement would look beautiful on your kitchen counter, don’t you agree?

PARIS — In the shadow of a grand war memorial here, French President Emmanuel Macron marked the 100th anniversary of the end of World War I by delivering a forceful rebuke against rising nationalism, calling it a “betrayal of patriotism” and warning against “old demons coming back to wreak chaos and death.”

His words during a solemn Armistice Day ceremony under overcast skies at the foot of the Arc de Triomphe in the heart of the French capital were intended for a global audience. But they also represented a pointed rebuke to President Trump, Russian President Vladimir Putin and others among the more than 60 world leaders in attendance.

Speaking in French, Macron emphasized a global order based on liberal values is worth defending against those who have sought to disrupt that system. The millions of soldiers who died in the Great War fought to defend the “universal values” of France, he said, and to reject the “selfishness of nations only looking after their own interests. Because patriotism is exactly the opposite of nationalism.”

Macron has attempted to stand as a vocal counterweight to Trump, who recently called himself a “nationalist” and has moved to set the United States apart from global treaties, including the Iran nuclear deal, the Paris climate accord and a U.N. program for refugees.

Amid growing divisions in Europe that have strained the European Union, Macron defended that institution and the United Nations, declaring the “spirit of cooperation” has “defended the common good of the world.”

“By putting our own interests first, with no regard for others, we erase the very thing that a nation holds dearest, and the thing that keeps it alive: its moral values,” Macron said.

He denounced fringe ideologies that have become more mainstream, warping religious beliefs and setting loose extremist forces on a “sinister course once again that could undermine the legacy of peace we thought we had forever sealed.”

The powerful remarks came as the world leaders gathered here have sought to mark the 100 years since the war by honoring those who served and died. Among those who participated were German Chancellor Angela Merkel, Canadian Prime Minister Justin Trudeau and Israeli Prime Minister Benjamin Netanyahu.

British Prime Minister Theresa May did not attend, remaining in London to preside over a war remembrance there, though she visited France last week to lay wreaths at military cemeteries and meet with Macron. Chinese President Xi Jinping also was not present.

Putin told Russia’s RT network after the ceremony that he and Trump spoke during a leaders’ luncheon, but a formal meeting would wait until they cross paths at the Group of 20 Summit in Buenos Aries later this month. Putin said he and Trump agreed to a request from French officials not to overshadow the war remembrance ceremony.

“We are ready for dialogue,” said Putin, adding a dig at the Trump administration for announcing the United States would exit a landmark Cold War arms treaty. “We’re not the ones exiting the Intermediate-Range Nuclear Forces Treaty.”

Ahead of the ceremony, dozens of world leaders dressed in black strode shoulder-to-shoulder along the Champs-Elysees toward the Arc. Military jets streaked overhead, emitting red, white and blue smoke, the colors of France.

Trump and Putin did not participate in the processions. The group, which had first gathered at the Elysee Palace, had come to the Arc on tour buses along the 230-foot wide boulevard. Bells at Notre Dame cathedral tolled at 11 a.m., marking the signing of the armistice of a war in which 10 million military troops perished.

But Trump and Putin took their own motorcades to the event and made separate entrances a few minutes after the main group. A White House spokeswoman said Trump arrived separately due to “security protocols,” though she did not elaborate.

Trump and Putin shook hands with leaders, assembled on risers at the foot of the monument, and took their positions. Trump and first lady Melania Trump took spots next to Merkel, while Putin stood next to Macron.

The ceremony could begin.

To the sound of a military brass band, Macron inspected French troops standing at attention and a choir sang the national anthem. Cellist Yo-Yo Ma performed a solo piece.

For Trump, dressed in a dark blue suit and red tie, the ceremony marked the beginning of a day in which he also attended a luncheon with world leaders and then delivered a speech at the Suresnes American Cemetery and Memorial — a day after he skipped a visit to a different cemetery.

At Suresnes, Trump ditched an umbrella and spoke in the rain for 10 minutes, at one point joking the crowd was “getting drenched.”

“It is our duty to preserve the civilization they defended,” Trump said of the 1,541 buried there. “We renew our sacred obligation to memorialize our fallen heroes.”

He did not address Macron’s speech.

The relationship between Trump and Macron has soured as the U.S. president has promoted an “America First” foreign policy that has unsettled allies on trade and defense. Macron has sought to counter some of Trump’s agenda, and he has organized a three-day Peace Forum that began Sunday afternoon, just as Trump headed home to Washington on Air Force One.

For European observers, the commemoration was a somber event — and not exclusively because of the dead it honored.

In a climate of resurgent nationalism — which has seen upheavals in Rome, Budapest, Warsaw and even London — Macron was alone on the dais, preaching the virtues of multilateralism. Merkel, his most loyal partner in this endeavor, has announced she will soon leave public life.

“Franco-German reconciliation was at the very heart of what we’ve been seeing together,” said Dominique Moïsi, a French foreign policy expert at the Paris-based Institute Montaigne and an informal adviser to the Macron campaign.

“But she’s out,” he said of Merkel, who announced she will step down in 2021. “The spirit in which we are commemorating the events is no longer fully present.”

Macron’s speech was full of literary allusions, including to the French poets Guillaume Apollinaire and Charles Péguy, both of whom served in World War I. (Péguy was killed in combat in 1914.)

Sunday’s address also contained a number of historical rebukes. He made a subtle reference to a well-known 1927 French book that decried the elites at the time, who embraced reactionary, nationalistic ideologies at the expense of a rational consensus.

Taking the stage to applause at the Paris Peace Forum later Sunday, Macron avoided presenting the weekend’s event as a success. Instead, he said history would remember the image of multiple world leaders whose countries were once at war gathered in peace under the Arc.

The question, Macron said, was how that image would be interpreted.

“Will it be the symbol of a durable peace among nations?” he asked. “Or, on the contrary, a photograph of a final moment of unity before the world descends into a new disorder?”

Anh và Canada xem xét biện pháp hỗ trợ bảo vệ ngành nhôm, thép

Các đối tác lớn của Mỹ là Anh và Canada tiếp tục chỉ trích các chính sách thuế mới của Nhà Trắng và cân nhắc các biện pháp phù hợp.

Thủ tướng Anh nêu rõ: "Mỹ, Anh và EU là những đồng minh an ninh quốc gia gần gũi và chúng ta đều nhận thấy tầm quan trọng của các giá trị của hệ thống thương mại mở và công bằng trên toàn thế giới". Tại cuộc điện đàm, Thủ tướng May cũng nhấn mạnh đến vấn đề cần thiết đảm bảo việc làm.

Cùng ngày, Bộ trưởng Thương mại Anh Liam Fox lên tiếng cho rằng hoàn toàn hợp lý khi bảo vệ các ngành công nghiệp trong nước Anh và EU trước những tác động trực tiếp và gián tiếp của việc áp thuế từ Mỹ.

Tuy nhiên, cách đáp trả lại Mỹ cần phải được tính toán và tương xứng, đồng thời điều quan trọng là Anh và EU đều cùng làm việc trong khuôn khổ hệ thống thương mại quốc tế dựa trên những quy định.

Trong khi đó, Chính phủ Canada đang đàm phán với các doanh nghiệp ngành thép và nhôm trong nước về gói hỗ trợ của chính phủ nhằm bảo vệ các ngành công nghiệp này sau khi Mỹ áp đặt mức thuế mới. Tuy nhiên, Ottawa từ chối kiến nghị của lãnh đạo ngành thép đòi trả đũa ngay lập tức.

Ngày 4/6, phóng viên TTXVN tại Canada dẫn lời Bộ trưởng Đổi mới, khoa học và phát triển kinh tế Canada, ông Navdeep Bains, cho biết chính phủ đang cân nhắc gói viện trợ có thể gần giống gói hỗ trợ dành cho các nhà sản xuất gỗ mềm mà Ottawa công bố vào tháng 6/2017 sau khi Washington áp đặt thuế quan.

“Chúng tôi đang có những cuộc thảo luận căng thẳng về những gì chúng tôi có thể làm để hỗ trợ họ”, ông Bains phát biểu với báo chí sau cuộc họp Chính phủ. “Chúng tôi sẽ xem xét tất cả các lựa chọn”.

Chính quyền tỉnh Quebec cũng cho biết sẵn sàng hỗ trợ tài chính cho các nhà sản xuất nhôm nhỏ của tỉnh này bị ảnh hưởng từ quyết định áp thuế mới của Mỹ, cũng giống như với ngành gỗ mềm, nhằm duy trì việc làm. Bà Dominique Anglade, Bộ trưởng Phát triển Kinh tế tỉnh Quebec, cho biết.“Đây là phương pháp mà chúng tôi đã thực hiện với gỗ xẻ gỗ mềm.

Chúng tôi sẽ áp dụng một lần nữa nhưng lần này với các công ty nhôm của Quebec”. Theo bà, chính sách thuế mới của Chính quyền Tổng thống Trump đã gây tổn thương lớn cho nền kinh tế tỉnh Quebec.

Nhôm là ngành công nghiệp sử dụng khoảng 30.000 việc làm tại Quebec và cũng là nhà cung cấp kim loại chính của tỉnh này. Trong số 8 tỷ đôla Canada (CAD) từ xuất khẩu nhôm của tỉnh, 7 tỷ CAD thu được từ xuất khẩu sang Mỹ.

Trong khi đó, ngành sản xuất thép chiếm khoảng 22.000 công việc trực tiếp và 100.000 việc gián tiếp của Canada.

Theo số liệu, năm 2017, 84% lượng thép của Canada, trị giá 9 tỷ CAD, xuất khẩu sang Mỹ. Bộ trưởng Anglade cho rằng tỉnh Quebec nói riêng và Canada nói chung không có lựa chọn nào khác ngoài việc chống lại quyết định của chính quyền Mỹ.

Tại cuộc họp với Chính phủ liên bang ngày 4/6, Chủ tịch Hiệp hội Các nhà sản xuất thép Canada Joseph Galimberti cho biết các nhà sản xuất không yêu cầu Chính phủ liên bang phải trợ giúp tài chính, mà thay vào đó cần đã áp dụng biện pháp đối phó càng nhanh càng tốt. Lãnh đạo đảng Bảo thủ cũng kêu gọi Thủ tướng Canada Justin Trudeau nhanh chóng đáp trả.

Tuy nhiên, Thủ tướng Trudeau cho biết chính phủ sẽ không vội vàng áp đặt mức thuế mới đối với hàng xuất khẩu của Mỹ mà chỉ làm tất cả những gì có thể để bảo vệ ngành thép và nhôm trước những tác động do thuế quan của Mỹ gây ra.

Ottawa muốn thực hiện các cuộc tham vấn cộng đồng về các mức thuế trả đũa được đề xuất để đảm bảo rằng chúng thích hợp, đồng thời cố gắng thuyết phục Chính quyền Mỹ dỡ bỏ thuế quan.

Thủ tướng Trudeau cũng cho biết ông muốn tôn trọng thời gian tham vấn 30 ngày của chính phủ về gói thuế 16,6 tỷ CAD được đề xuất, trả đũa cho quyết định của Chính quyền Tổng thống Trump áp đặt 25% thuế nhập khẩu đối với thép và 10% đối với nhôm của Canada.

Theo Thủ tướng Canada, “không ai thắng trong các cuộc chiến thương mại” và chính sách thuế quan của Tổng thống Trump sẽ gây hại cho ngành công nghiệp cũng như người lao động ở cả hai bên biên giới, phá vỡ các chuỗi cung ứng liên kết làm cho thép và nhôm của Bắc Mỹ kém cạnh tranh trên toàn thế giới.

Sau 30 ngày tham vấn, bắt đầu từ ngày 1/7 tới, Canada sẽ áp dụng mức thuế lên tổng số hàng trị giá 16,6 tỷ CAD nhập khẩu từ Mỹ, trong đó có thép, nhôm và nhiều sản phẩm khác. Thủ tướng Trudeau cũng cho biết những biện pháp đối phó này sẽ chỉ áp dụng cho hàng hóa có xuất xứ từ Mỹ và sẽ giữ nguyên cho đến khi Mỹ loại bỏ các biện pháp hạn chế thương mại đối với Canada.

Regards sur la créativité – Entrevue avec Louis T. Lemay, président et facilitateur de l'excellence – Lemay

Qu’est-ce qu’être créatif dans le monde d’aujourd’hui? Coup de projecteur sur la firme d’architecture Lemay. L’intention de cette chronique : faire circuler les énergies créatives et insuffler des idées d’innovation en donnant la parole à l’hôte des événements de CreativeMornings/Montréal (MTLCM), la vaste communauté créative de Montréal. Ce mois-ci, je rencontre Louis T. Lemay, président et facilitateur de l’excellence, à son bureau de Montréal situé au 3500 de la rue Saint-Jacques.

L’immeuble Le Phénix, qui abrite les locaux de Lemay, donne le ton de l’architecture actuelle. La construction est un modèle d’innovation qui valorise design contemporain et savoir-faire technologique. Louis T. Lemay nous livre sa vision de la créativité en architecture et délie ses idées sur les défis du futur. Approche et observations.

Un lieu inspirant

Un lieu de travail n’est pas un choix anodin. Il est souvent des liens entre l’apparence d’un lieu et l’esprit de son fondateur. De fait, « Le Phénix » – un nom hautement symbolique – manifeste la volonté de renouvellement chez Louis T. Lemay. La conversion de ce bâtiment industriel désaffecté en un immeuble écoénergétique reflète sa vision de l’environnement de travail. Louis T. Lemay me montre la vidéo décrivant la conception du bâtiment. L’ensemble de l’édifice est conçu comme un milieu de vie éco-responsable, intégrant un maximum d’expertise en matière de technologies écoénergétiques (énergies renouvelables, stockage d’énergie et de contrôles avancés, ventilation, climatisation, éclairage…). Objectif : atteindre une consommation énergétique annuelle nette positive pour minimiser l’impact de carbone et les coûts d’opération. « Nous désirons également que la conversion du Phénix serve de modèle afin d’accompagner nos clients dans la lutte contre les changements climatiques et la mise en valeur du bien-être des usagers » déclare Louis T. Lemay qui espère que cette performance de rénovation sera source d’inspiration pour d’autres projets immobiliers. D’ailleurs, cette vision est au cœur des valeurs de la firme : « laisser sa marque, sans laisser d'empreinte ! » Outre le côté environnemental, Le Phénix porte aussi la trace du design contemporain : enfilade de marches asymétriques en béton, mur de végétation foisonnante à la manière d’un tableau vivant, graffitis à l’entrée et sculpture contemporaine pour égayer l’ensemble.

Transdiciplinarité des projets

La formule « Intelligence créative. Valeur collective. » signe la marque de la firme d’architecture. Louis T. Lemay développe l’idée : « L’intelligence créative, c’est surtout poser un regard différent sur les commandes ou les enjeux qui nous sont proposés avec une approche qui repose sur notre expertise et notre expérience, et en cherchant le maximum de talents pour une solution innovante ». Quant à trouver des solutions innovantes, comment aborde-t-il les commandes des clients ? « On réunit les meilleurs talents dans toutes les disciplines (architecture, design urbain, architecture de paysage, design d’intérieurs, stratégie durable…) pour porter un regard collectif sur la commande et trouver une solution innovante » explique Louis T. Lemay. Son approche (et sa recette) : la transdiciplinarité des projets et la volonté de sortir des cadres. L’un semble lié à l’autre. Le travail transdisciplinaire est la clé pour repousser les limites, se démarquer en explorant de nouvelles avenues et trouver des solutions inédites. La volonté de sortir des cadres se retrouve dans cette façon d’aborder une situation sous tous les angles et en fonction du public.

L’approche du Centre de transport Bellechasse

Chaque chantier est un défi d’innovation. D’un projet à l’autre, la mise en commun des idées est au cœur de la quête de la meilleure proposition architecturale. Louis T. Lemay cite l’exemple du Centre de transport Bellechasse, un parc de bus de la STM, destiné à entreposer près de 300 autobus hybrides à compter de janvier 2022. « Penser l’emplacement de ce garage dans un quartier résidentiel fut un vrai défi » affirme Louis T. Lemay. « C’était un projet controversé, car la population s’inquiétait du bruit, de la circulation, des inconvénients … ». Principal enjeu : « Comment créer de la valeur autant pour le client, pour les usagers que pour la collectivité ? » Aménagé dans le quadrilatère des rues Bellechasse, De Gaspé, Marmier et Saint-Dominique, ce projet nécessitait de bien orchestrer les intérêts de chacun afin que la STM, les usagers et les citoyens y trouvent une valeur ajoutée. Résultat : « on a réuni une équipe transdisciplinaire pour réaliser le meilleur projet. On a enfoui le garage dans le sol ; on a créé une plateforme végétalisée sur la toiture pour donner un espace vert à la communauté ; on a conçu des bureaux comprenant une cour intérieure aménagée pour les employés.». Notons que c’est le premier centre de transport multi-étagé au Canada et le premier en Amérique du Nord à être complètement souterrain. Cette solution audacieuse a été choisie pour répondre au souci d’intégration urbaine du projet, évacuant les perceptions négatives de la population. En somme, l’approche architecturale offre une « cohésion dans la diversité », résume Louis T. Lemay.

Changements d’époque

La firme Lemay a été inaugurée en 1957. Derrière le nom Lemay se succèdent deux générations, dont le fondateur George-Émile Lemay. Après 61 ans d’existence, l’aventure de la firme d’architecture continue. Comment Louis T. Lemay voit-il l’évolution du métier de bâtisseur ? « Les choses ont énormément évolué. Quand mon père a fondé le bureau, il concevait des écoles, transformant un champ en asphalte pour la cour d’école » se souvient-il. De façon générale, on se préoccupait peu de l’environnement parce qu’on pensait que les ressources étaient infinies. On construisait partout sans autre préoccupation que le bâtiment lui-même. Changement d’époque, changement de priorités. Aujourd’hui, la volonté est à contribuer à un monde meilleur pour les générations à venir. « On sait que 40 % de ce qu’on consomme est lié à l’industrie du bâtiment (conception/opération). Je crois que nous avons une responsabilité sociale. On se doit de penser à ce que sera la société dans 20, 50, 100 ans pour réfléchir aujourd’hui à l’impact de demain. Il y a 30, la préoccupation, c’était l’instant présent » observe-t-il avec recul. Autre changement : les outils du métier et la complexité de l’environnement. « Autrefois, l’architecte seul apportait des décisions. Aujourd’hui, il y a plus de disciplines parce que tout est rendu plus complexe. Il y a plus de données. Par exemple, dans les années 70, une construction c’était essentiellement : fenêtre, béton, toiture ». Aujourd’hui, il existe 200 sortes de fenêtres, 45 choix de toitures. Les nouvelles technologies, l’intelligence artificielle, la modélisation 3D… ont aussi remplacé la table à dessin d’autrefois avec ses règles et ses parallèles. « Devant cette complexité, il faut anticiper l’impact des nouvelles technologies sur notre travail » ajoute Louis T. Lemay.

De nouveaux enjeux

Et de quoi aura l’air l’architecture de demain ? Quels en sont les enjeux futurs ? L’architecte observe que le monde planétaire est habité de nouvelles préoccupations. Il met de l’avant trois enjeux principaux : réchauffement climatique, urbanisation, vieillissement de la population… Sur le chemin des préoccupations environnementales, l’objectif est de construire des édifices écologiques avec de nouveaux matériaux et équipements. « Toutefois, tous les clients ne sont pas prêts à porter un regard différent sur leurs façons de faire, par résistance au changement. Les clients doivent adhérer à suivre cette vision à long terme » souligne-t-il. Question urbanisation des territoires et migration vers les villes, l’architecte cite les risques accrus d’inondation. « Quand on crée des parcs, on peut prévoir des bassins pour récupérer l’eau ou faciliter l’écoulement de l’eau ». Côté vieillissement de la population, le logement de demain doit être pensé en fonction de l’accessibilité, la mobilité, l’accès aux services… « On a besoin d’un habitat adapté, inscrit dans une communauté intergénérationnelle avec un partage des services…» . Pour évoluer, il faut encore suivre les tendances à venir. Un exemple ? « On a planifié l’agrandissement de l’Aéroport international Pierre-Elliott-Trudeau de Montréal et ses stationnements en sachant qu’à l’avenir, il y aura moins de voitures individuelles et plus de voitures partagées. Donc, on anticipe déjà la deuxième vie de ce stationnement qui sera transformé en espace de bureaux. » Ce ne sont pas les pistes de réflexion sur le futur qui manquent dans son secteur d’activités. « Nous sommes des acteurs privilégiés qui avons un impact sur la qualité de vie des humains. Si on ne pose pas les bons gestes aujourd’hui, on va aggraver les problématiques » conclut Louis T. Lemay. La créativité architecturale a de beaux jours devant elle…

LES ACADIENS ET LE QUÉBEC en 2021

Le rapport entre l'Acadie et le Québec a toujours été difficile remontant aussi loin qu'à l'époque de la déportation dans les années 1755.

Les Acadiens d'alors étaient déchirés entre la fidélité envers les Anglais occupant le territoire acadien et les français du Québec.

Les Anglais interdisaient d'ailleurs aux Acadiens de déménager au Québec et poussaient les Acadiens à signer un pacte de fidélité envers l'Angleterre ce que plusieurs refusaient.

En septembre 2021, on peut penser que le Parti libéral a remplacé l'armée anglaise et que Justin Trudeau n'a pas vu d'un bon oeil le rapprochement visé par Yves-François Blanchet du Bloc québécois. L'un des Acadiens parmi les plus puissants au niveau politique en Acadie est Dominique Leblanc, le fils de Roméo Leblanc, un ami très intime de Justin Trudeau! Roméo était comme un frère pour Pierre Elliott Trudeau.

Coronavirus: Civil liberties advocates urge people to remain vigilant about their rights

While Canadians monitor their bodies for signs of COVID-19 symptoms, civil liberties advocates and human rights lawyers are urging citizens to also keep track of the possible erosion of democratic rights.

The ongoing states of emergencies across the country have given authorities sweeping new powers, and police forces have started — or are considering — using cell phone data to track the movement of people.

Civil rights advocates say citizens need to remain hyper-vigilant about how authorities are using these new powers, and what kind of legacy will be left once the pandemic is over.

Montreal-based human rights lawyer Pearl Eliadis said despite the emergency orders, “the Canadian Charter of Rights and Freedoms has not disappeared.”

“The government has more leeway to do certain things because of the emergency powers and we should all agree and obey with those, but at the same time, people need to know what their rights are under the act,” she said in a recent interview.

On Friday, Quebec City’s police chief said his officers used cell phone data to track and arrest a COVID-19-infected woman in March who allegedly violated an order to self-isolate. Robert Pigeon told reporters that so-called geolocation is “absolutely at our disposal” to track a suspect.

“We probably had the only case in Quebec of non-cooperation regarding someone infected with the illness,” Pigeon told reporters. “Therefore, we used every means of investigation to localize her.”

Quebec Premier Francois Legault said Friday provincial police had proposed using data from cell phones and other devices to locate people. But, he said, those tracking methods haven’t been authorized for the provincial police — yet.

“In the short term … we don’t have the intention to use (geolocation),” Legault told reporters. “But, if the situation is different in one week or two weeks, will we accept the proposal from the Surete du Quebec? Maybe.”

Provincial police spokesman Guy Lapointe told Montreal’s La Presse on Friday that under the public health emergency, officers do not need a warrant signed by a judge to track people using geolocation. Neither Lapointe nor the Montreal police responded to a request for comment.

A spokesman for Quebec’s public prosecutor’s office would not say whether police had the right to geolocate people without a warrant. Jean Pascal Boucher said Saturday his office is not authorized to give an opinion on matters that have the chance to come before the courts.

Montreal-based defence lawyer Arij Riahi said there are currently many unknowns about how police are using their discretion in issuing fines, limiting travel around the province, as well as how they are collecting cell phone data.

“It has to come with some sort of accountability,” she said, regarding the collection of personal data. “How long will it last? Where will the data be stored? When will it be deleted? The concerns among my criminal defence colleagues is about surveillance creeping in.”

Dominique Peschard, spokesman with a Quebec civil liberties group, La Ligue des droits et libertes, said he doesn’t see why a judge can’t be assigned to review applications by police for cell phone data surveillance — even during the current state of emergency.

He said he has concerns that the use of warrantless surveillance will become more generalized without proper supervision, leaving room for abuse.

The charter, he said, states that citizens’ rights can be limited, “but these limits have to be reasonable and justified in a free and democratic society.”

Eliadis said police in Canada are using facial recognition technology and cyber surveillance “more aggressively now than they were just a few weeks ago.”

She explained that citizens need to be aware of a phenomenon within law enforcement and national security forces that is known as “force drift.”

Force drift can occur, Eliadis said, “when certain extraordinary powers are given, particularly during interrogations, and they spread quickly and the lose their normal bearings and their rules-based bearings.

“And there is a lot of experience with this and I do think people need to be careful.”
