Great honor, I think? Mark Zuckerberg recently stated that ‘Donald J Trump is Number 1 on Facebook. Number 2 is Prime Minister Modi of India.’ Actually, I am going to India in two weeks. Looking forward to it!” Thus spake Donald Trump on Twitter as both India and the US began counting down on a visit whose highlight may be Trump greeting Indians (and potential voters/donors) with a “Kem Cho”.
The only thing that can rival a Modi spectacle is a Trump show. And if Modi has the ordering of a Trump show, then the spectacle should be over-the-top, because nobody can do OTT better than Indians. And it will be, when Trump arrives in Ahmedabad on February 24 to a promised crowd of millions. (Only those bereft of imagination are counting Ahmedabad’s population.)
The mercurial leader of the first world turned down a Republic Day invitation, but in his re-election year Trump is taking time off electioneering to tour India. That’s big, in and of itself. The Ahmedabad rally for Trump will be designed to put Barack Obama’s two Town Hall events (Mumbai in 2010 and New Delhi in 2015) in the shade. That’s important for Trump. He has just emerged victorious from an impeachment trial where he was saved by near-total partisan voting in the US Senate. His personal approval ratings are highest in the past three years.
The US economy is swimming along, with virtually non-existent unemployment rates. The Democrats have an Iowa-sized fiasco behind them, their field is wide open between Pete Buttigieg, Bernie Sanders, Michael Bloomberg and maybe Joe Biden, maybe a dark horse. On the foreign policy front, Trump has stared down China into a mini trade deal after a year of pain. The US-China decoupling is actually a thing now. Trump shows all signs of being able to keep British Boris Johnson and the Europeans away from Huawei.
Iran’s pain is unending both on the nuclear and economic fronts, aggravated after Qassem Soleimani’s assassination. North Korea may be a problem but Trump believes his PDA with Kim Jong Un will bear dividends. And his allies are ponying up with that “burden-sharing” Trump has threatened them with. India is interesting in more ways than one. It’s an East-West power, it wants a strong America, plays by the rules of the Washington Consensus. But it seeks to be a much larger global player, both in the strategic and economic spheres.
However, India, particularly the Modi government, does not follow conventional wisdom on the symbiotic relationship between open trade and GDP growth. The Modi government is much more welcoming of foreign direct investment, which, according to RBI figures, has been rising about 10% year-on-year. It is much less “welcoming” on trade deals that might seem to adversely affect domestic industry.
That brings us to the “mini” trade deal which is supposed to be the centrepiece of the Trump visit, with many darkly prophesying that Trump may not come if there is no deal. From all indications as of this weekend (and there are still 10 days to go before Trump touches down), this deal is going nowhere.
A trade deal has the full support of the prime minister, foreign and trade ministers and the crucial home minister. With all that political heft, it may yet not happen. Robert Lighthizer, the tough US Trade Representative, who was supposed to come to India to seal the deal, is not coming.
According to reports, India has agreed to allow some US dairy products with certification that they come from vegetarian cows, not those fed with animal parts. But India wants to export bovine meat to the US, which the US is resisting, using the excuse that Indian meat is not “free” of foot-and-mouth disease. India exports bovine meat to 70-odd countries with no FMD, because India sells “de-glanded and deboned meat”. So it is natural to aspire to the US market.
The US wants India to open up its markets for blueberries and cherries. India wants to be able to sell table grapes, but the US is dragging its feet. The US wants to sell pizza cheese, whey protein and DDGS (dried distillers grains with solubles) poultry feed to India. India wants DDGS to be free of “live GMO”.
You see the problem? It’s not just a question of India opening its markets to the US. In an election year, the US too is stingy with its own concessions. India has a modest trade surplus with the US, and New Delhi believes that by buying more energy and aircraft, this could be balanced. Moving away from these vital concerns, the US and India have converged on strategic concerns. From tri-services military exercises to defence procurements (Trump’s visit is likely to see some signature defence announcements), India is becoming more accustomed to having the US as a premier defence supplier while the US is learning to negotiate the arcane alleyways of Indian procurement systems.
More importantly, the two powers are coordinating their positions on regional security, be it in the Indo-Pacific or in Central Asia. CAATSA (Countering American Adversaries Through Sanctions Act) is not off the table and could still be a problem. India and the US differ on Iran, Russia and Afghanistan. But these two strategic partners have come a long way. That will be on display when Trump visits.
