Ukraine has sufficient fuel and lubricant reserves for the heating season, ensuring stability and preventing price fluctuations, Deputy Energy Minister Mykola Kolisnyk announced on national television on Oct. 25.
"As of today, the reserves have been formed at the appropriate level. They help to balance the energy system, using various resources for generation," Kolisnyk said during a broadcast on the United News telethon.
Ukraine has imported a significant number of generators that run on diesel fuel, gasoline, or gas as backup power sources.
"For all these consumer groups, sufficient reserves have been formed to ensure that prices do not fluctuate during the winter and that we have clear confidence in the ability to have a stable heating season," the deputy minister added.
Situation in Ukraine's energy system
Then-CEO of NPC Ukrenergo Volodymyr Kudrytskyi stated on Aug. 29 that an apocalyptic scenario like a blackout this winter would not occur. Ukraine is much better prepared for the winter of 2024-2025 in terms of Ukrenergo's transport network than it was in 2022-2023.
Meanwhile, Ukrainian Prime Minister Denys Shmyhal noted on Sept. 10 that the upcoming winter could be the toughest yet. According to the Ministry of Energy, Ukraine has lost more than 9 GW due to Russian strikes in 2024, which could have supplied electricity to four EU countries.
Politico reported that the winter could be a turning point for Ukraine in the energy war, as Russia targets key substations that supply Ukrainian nuclear power plants.
The UN Human Rights Monitoring Mission in Ukraine said in its report on Sept. 19 that the electricity deficit in Ukraine could lead to power outages ranging from 4 to 18 hours per day this winter. Energy Minister German Halushchenko stated that Ukraine subsequently held talks with the UN and clarified that the organization did not have arguments for such calculations.
Energy workers completed the planned repair and put another reactor of a Ukrainian nuclear power plant into operation on Oct. 10, 11 days ahead of schedule. Thus, the state NPP operator Energoatom completed the 2024 repair campaign and prepared all nine power units located on Ukrainian-controlled territory for winter operation.

2024-12-19: Northeast Oregon (Hex 19)
Mountains seem to block the horizon in almost every direction, their peaks seeming to change shape as you travel. Weathered stretches of lava rock are visible here.
Notable Feature: Constructed Landmark
Two nearby rock faces bear wildly different art. One is a petroglyph of an indigenous trickster spirit whose image was painstakingly scratched into the rock. The other rock face is spray-painted with a message scrawled in large white letters: "FOR A GOOD TIME, GO AWAY!"
Hidden: The Garden Man
Despite the desert that makes up most of this hex, there is a curiously verdant parcel of land on an abandoned farmstead. Flowering vines creep over ground and structure alike, the vines staying green and the flowers staying red regardless of season or temperature. Dr. Andrew Brooks is a botanist who has spent several years trying to find this farmstead that was mentioned only on The Routes, and unfortunately, he won't be able to leave the farm.
There is something unusual here that doesn't play by the usual rules of reality or The Routes. Whispers come from the plants, occasionally saying coherent words as the leaves rustle in breezes that seem to be produced by the vines themselves instead of the usual source. Anyone who stays in the vicinity of this green space for longer than two weeks begins to sprout tendrils of plant matter from their skin which grow faster the closer they get to the edge of the green space and trap those who try to escape with deep taproots. Such is the fate that has befallen Dr. Brooks. Although he is alive and able to speak, he is rapidly becoming more plant than person.
Dr. Brooks asks those who are still able to leave the area to deliver a message to his family that he died, and also to deliver his research notes to the his colleagues at the University of Eastern Montana.
Hidden: The Tower Dweller
Intricate designs like those found in a zen garden are raked into the gravel surrounding an old rusting water tower. The tower is home to Pete Holladay, a long-haired artist who neither fits in with the hippies nor traditional society. The inside of the water tower has been transformed into a comfortable loft apartment. He is almost completely self-sufficient, walking 10-ish miles to the nearest town once a month to resupply. If the party is going to Idaho, Pete will ask for help tracking down some folks who stole a sculpture that he built in front of the tower.
Pete doesn't know who stole the sculpture, but knows the general description of the people and their vehicle. He saw them just as they were leaving with the sculpture, but since Pete doesn't have a car, he couldn't pursue them. The thieves were two caucasian men in a blue pickup truck with Idaho plates (here's a picture of what the license plates looked like in 1966). The vehicle's plate number is A 14546. Recovering the sculpture and/or bringing the thieves to justice will make Pete's tower available to stay in for free if the party is ever in the area.
Service Station: Blue Mountain Quick Stop
This service station looks like it was built from relatively flimsy materials. No vehicle service beyond fuel is offered here. Stenciled directly onto one side of the building is a sign that says "US NSF MONITOR SITE". A pair of fuel pumps, one for gasoline and one for diesel, are covered in dust and no longer function. Anyone who attempts to use the pumps will be greeted by a man in coveralls wearing a name tag and thick gloves. Roll 1d6 and consult the table below to see which man it is:

The attendant has 100 gallons each of gasoline and diesel in 5-gallon jerry cans. He will sell fuel for $1 per can, which is about half the usual price. People can also purchase the jerry can without any fuel in it for $1. The cans have an imprinted logo that reads "United States Army".
Anyone going inside the store will hear a sound that is somewhere between radio static and popcorn (geiger counter noise). Closer inspection of the inventory available for purchase will reveal that nearly all of the snacks here are out of date. It is relatively obvious that this service station is a front for something but the attendant is unwilling to divulge that purpose: its primary function is to monitor the levels of background radiation from the recently decommissioned Hanford nuclear site in southeastern Washington.
Behind the building is a pickup truck that is covered with a gray cloth; underneath the cloth is a black vehicle with government license plates. A dirt service road provides a difficult way to leave The Routes, which leads directly to the Hanford site an hour after leaving The Routes. Any fuel or jerry cans sold are replenished as 7:00AM the following day by the next government employee arriving on site to relieve the current attendant/monitor.

Another fuel tanker, identified as the “MTKR Jason Bradley,” sank in shallow waters off Mariveles, Bataan, on Saturday afternoon as salvage operations on the sunken Terra Nova, which is still carrying its cargo of 1.4 million liters of industrial fuel, was postponed, the Philippine Coast Guard (PCG) said on Sunday.
According to the PCG, Jason Bradley was reported to have no cargo on board, but PCG divers found fuel leaks on the vessel and an undetermined amount of diesel.
The oil tanker sank Saturday afternoon in waters nine meters deep off Barangay Cabcaben, just half a kilometer from the shore and just two days after the sinking of the Terranova on July 25.
As of July 27, the map indicates that the oil spill may cover an area of approximately 68.01 square kilometers, a significant increase from [Philippine Space Agency or] PhilSA’s July 26 estimate of 14.4 square kilometers.
“We haven’t fully recovered from the severe impact of Supertyphoon Carina and the current southwest monsoon,” said Richard Catenza, leader of a fishers group in Cavite.
“Fishing has been disrupted for over two months due to large waves and strong winds. We cannot endure another looming tragedy caused by this oil spill,” noting that the incident may also affect fish prices in the Manila Bay area.
Ronnel Arambulo, vice chairperson of the activist Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya), criticized the government for the pace of its actions in both the Princess Empress [in 2023] and Terranova oil spills.
The organization said it is monitoring several coastal towns in Cavite that could be affected, including Tanza and Rosario, where more than 10,000 fisherfolk may be impacted.

I truly hate this planned obsolescence in software business. Coupled with everything going to a subscription service. We have a weighing system on one of our front end loaders. It scoops up materials, the scale system measures back pressure in the hydraulics somehow, it establishes a tonnage weight that you can assign to the truck in the cab. When the loader is within reception distance of the wi-fi at our building, it dumps all that data into a proprietary software on my computer where I can then spit out reports. It's got a forever license, but when my laptop gets bricked or something or other happens to it, which has happened two or three times since I've had it, it has to be reinstalled, and we have to reach out to these nice people in New York, who have to reach out to these nice people in New zealand, to get a new activation code.
The last time this happened, when IT pushed a bad software patch and bricked my laptop a year ago, the scale company informed me that, and it's either at the end of this year or the end of next, this software is being discontinued. I won't be able to get another license code, I will have to upgrade to the cloud-based subscription service.
Here's the thing. This software can handle all kinds of different units scooping all kinds of different stuff, I mean like picture if you're running a gravel yard or a transfer station or something. I have one loader. That scoops one material. Only for about half the year. This software will continue to serve my needs for the life of the equipment. But I'm one upgrade away from losing that functionality. And when that happens, I'm going to be paying for a subscription service that can do all kinds of different functions and things that I have absolutely no use for.
It's the same thing with our fuel management system, we're monitoring one site. Gas, diesel, two pumps, a nozzle on each pump for each product. Very simple. Until our software was a casualty of the Internet Explorer end of life, and we had to go with the cloud-based version. With which we could handle multiple sites across the country with all kinds of different products, but again, I don't need that.
The fact that the software that preceded that, and the Fleet Management software for that matter, we literally still had floppy disks for in the old files, this software lasted 20 years. Obsolete, perhaps. Out of any kind of service interval, definitely. But it sat there, and it did what it needed to do, and would have continued to do so had we not upgraded the fuel site. We have another software that we had purchased, it was going to stop working because it used Adobe flash. Okay, how about a patch to run on the HTML 5 protocol? Nope. End of life. Cloud-based option.
It's completely counterintuitive, back in the day you could buy like the home or professional version of a software. Deluxe or lite. But you were still really kind of limited to what was on that disc. If it had more functions than you needed, well either you needed a simpler version, or you were going to pay that premium. You would think the one good thing coming out of this whole cloud-based software as a service model would be the ability to instantly customize it, and let the price reflect accordingly. Which I have come across once or twice on a rudimentary level, but as a general rule, it's one size fits all. And a small shop, or say a single gas station, does not need the same enterprise level system as a nationwide corporation. Nor do they want to invest in the absolutely insane level of tech required to run it.
Instant customizability at your fingertips, you don't even have to leave your living room anymore to program this stuff for these companies, and the software companies have gotten even lazier with a one size fits all model. One size which, incidentally, is routinely shockingly expensive. 🥔
we should globally ban the introduction of more powerful computer hardware for 10-20 years, not as an AI safety thing (though we could frame it as that), but to force programmers to optimize their shit better

The anti-roads movement in the 1990s had a big impact, despite defeats such as Twyford Down and the M11. Their resistance, combined with a number of other factors (growing awareness of the inadequacy of public transport, the health problems caused by cars and pressure on transport budgets at a time of general government cuts), led to the shelving of plans to level Oxleas Wood, the postponement of 6 other road schemes, and a one-third cut in the national road building programme. But the UK government has recently (summer 2003), announced a major road building programme, consisting of widening of existing major roads such as the M25. This, combined with its rapid capitulation to road-haulage protests (over the price of diesel fuel) in the late 1990s finally expose New Labour’s promise to slash the volume of cars in favour of trains and buses. In the medium term the State’s plans to introduce electronic tolling are advancing apace, despite fears of a backlash by middle-class car users. They are watching the car reduction trials of local government (such as the London congestion charge), to gauge public reaction, as well as their success. Tolls are currently charged on a third of European motorways. Technology is already far developed for tolling, electronic monitoring and control of vehicle speeds as a way of reducing traffic jams, increasing traffic flows, and of course, increasing revenue and profits for the state and private capital.
