BRIEFLY ABOUT WHAT'S HAPPENING IN ARMENIA
The present government of Armenia, under the leadership of the infamous madman Nikol Pashinyan, has made the decision to cede some Armenian territory to Azerbaijan, a neighboring country that has relentlessly waged war against Armenia for decades, leaving scars of loss and anguish in its wake. On April 19, the Armenian and Azerbaijani border demarcation commissions agreed to initiate border demarcation proceedings starting from the Tavush region. The delineation of the border sections will be based on coordinates clarified through geodetic measurements on-site, with completion expected by May 15th, 2024. Representatives of the Armenian Prime Minister announced that, as a consequence, Azerbaijan would gain control over 2.5 villages, purportedly leading to a reduction in security risks for the Republic of Armenia. This decision has been likened to extending a hand to a voracious beast in the hope that it will miraculously abandon its predatory instincts and refrain from further aggression. Those familiar with the historical tensions between these nations recognize this as the initial step toward Armenia's capitulation. Since April 19, residents of Tavush border villages, supported by demonstrators from across the country, have been staging protests along the Armenia-Georgia interstate road. Despite these protests, 35 border posts have already been erected along the Armenia-Azerbaijan border. Opponents of the border delimitation, led by Archbishop Bagrat Galstanyan, head of the Diocese of Tavush, are marching from Kirants—one of the affected villages—to Yerevan in an attempt to halt the border demarcation process. Archbishop Bagrat Sacrosanct previously declared that the movement would reach Yerevan by the afternoon of May 9, where they will present specific demands to the government. The participants demand an end to the concessionary policy and unilateral concessions endorsed by the government, which will, without a shadow of a doubt, endanger the safety of Armenians and Armenia as an independent country. The US extended its claims on the ocean floor by an area twice the size of California, securing rights to potentially resource-rich seabeds at a time when Washington is ramping up efforts to safeguard supplies of minerals key to future technologies. The so-called Extended Continental Shelf covers about 1 million square kilometers (386,100 square miles), predominantly in the Arctic and Bering Sea, an area of increasing strategic importance where Canada and Russia also have claims. The US has also declared the shelf’s boundaries in the Atlantic, Pacific and Gulf of Mexico.[...]
Under international law, countries have economic rights to natural resources on, and under, the seabed floor based on the boundaries of their continental shelves.
“It’s a huge deal because it’s a huge amount of territory,” said Rebecca Pincus, director of the Polar Institute at the Wilson Center in Washington, which has devoted an entire web page to the ramifications of this week’s news. “It’s US sovereignty over the seabed floor, and so whether it’s seabed mining, or oil and gas leasing, or cables, or what have you, the US is announcing the borders of its ECS and will have sovereignty over those decisions.” The US State Department said that the development “is about geography, not resources.”[...]
While it’s unclear what materials, if any, can be exploited, the claims come as Washington seeks to boost access to so-called critical minerals that are necessary for electric vehicle batteries and renewable energy projects, industries the Biden administration has tagged as key national security concerns.[...]
More than half of America’s extended continental shelf — 520,400 square kilometers — stretches in a large wedge north of Alaska toward the Arctic Ocean, including an area that overlaps with Canadian claims to the seabed floor, according to the US statement. Another 176,300 square kilometers lies in the Bering Sea, between Alaska and Russia, but falls on the US side of the maritime boundary between the two countries. Canada and the US don’t have a maritime boundary agreement in the Arctic and establishing the US outer limits in the Arctic “will depend on delimitation with Canada,” the State Department said in its executive summary. Canada’s Ministry of Foreign Affairs didn’t respond to a request for comment. [...]
The decision to unilaterally delineate its continental shelf boundary, rather than to ratify UNCLOS and then submit a claim through the commission, may raise the ire of other countries, said Pincus at the Wilson Center. “I think a lot of other countries around the world are going to have thoughts about how the US has done this,” she said. It also may reduce the likelihood of the US ever ratifying the law since a major reason for doing so would have been to make a CLCS claim, she said.

Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev have instructed their foreign ministers to finalise a peace deal ‘in the shortest possible period’, after a meeting in Russia. The following day, Aliyev signed a regulation that would allow the demarcation process with Armenia to move forward.
Pashinyan and Aliyev met on the sidelines of the 16th BRICS summit in Kazan, Russia, in a meeting that reportedly lasted over an hour.
Following the meeting, Pashinyan and Aliyev’s offices published nearly identical statements saying that the ‘foreign ministers [of Armenia and Azerbaijan] were instructed to continue bilateral negotiations’ on the peace treaty. The statement said that the two leaders discussed the delimitation and demarcation of their shared borders.
Prior to the meeting, videos surfaced showing Pashinyan and Aliyev talking to each other while seated at the summit’s roundtable. TASS added that Aliyev and Pashinyan were ‘engaged in a lively conversation’, and that they were joined by their foreign ministers at some point during the exchange, which also reportedly lasted an hour.
TASS reported that leaders attending the summit were seated around the table in alphabetical order.
The Russian state-owned news agency also quoted Kremlin spokesperson Dimitry Peskov as saying that Aliyev and Pashinyan’s conversation at the roundtable ‘did not interfere with the general discussion’ of the summit.
On Friday, MPs from Armenia’s ruling Civil Contract party refused to provide any details about the talks, stating that Pashinyan’s office would publish additional information about them ‘at an opportune time’, and that Armenia’s position on a prospective peace deal had not changed.
Two months ago, Pashinyan proposed to sign an interim peace treaty based on articles it had agreed on. Azerbaijan refused despite similarly proposing to do so earlier this year, with Aliyev suggesting that the treaty would be signed ‘when we agree on everything’.
Last week, an MP from the Civil Contract party said that Pashinyan offered to sign a peace agreement ahead of the COP29 summit in Baku.
Border delimitation and ‘the right path towards peace’
On Friday, a day after the meeting, Aliyev signed a decree approving the regulation of the joint activity of Armenia and Azerbaijan’s border delimitation commissions.
Armenian President Vahagn Khachaturyan signed the Armenian version of the document on Thursday after the Armenian Parliament ratified it earlier this week.
The regulation stipulates that it will come into effect as soon as both countries notify each other of their completion of all internal procedures to approve it, and that it will be valid until Armenia and Azerbaijan conclude the demarcation of their borders.
In his address at the BRICS summit in Kazan, Pashinyan said that Armenia and Azerbaijan ‘will be able to activate the process of demarcation’ as soon as the regulation comes into force in both countries.
Russian President Vladimir Putin commented on the delimitation process, saying that he is pleased that it has started and that ‘it is the right path towards peace’.
He also praised the ‘exchange of views’ during the summit, adding that it was ‘already positive for our event.’
On Wednesday, US State Secretary and Turkish Foreign Minister Hakan Fidan discussed the ‘importance of achieving a just and durable peace in the South Caucasus’.
Earlier this week, US President Joe Biden sent two letters to Aliyev and Pashinyan, respectively, encouraging them to ‘finalise an agreement this year’.
Both letters were hand-delivered by his Special Assistant Michael Carpenter, whom Biden assigned to brief the two leaders on ‘some of the steps' the US wants to take toward cementing a peace treaty.
No additional information has been made public regarding the steps Washington proposed to Armenia and Azerbaijan.

Armenian PM praises border delimitation deal
Armenian Prime Minister Nikol Pashinyan praised the controversial border delimitation deal with Azerbaijan, calling it a great success in opening remarks at a cabinet meeting on 16 May, while dozens of protesters against the agreement reconvened outside the government building, Armenian Media reported.
The protesters, led by charismatic clergyman Archbishop Bagrat Galstanyan, oppose what they call “unilateral territorial concessions” to Azerbaijan and are demanding Pashinyan’s resignation over his security policy.
Pashinyan and his government have rejected the opposition’s criticism and demand for his resignation.
The border delimitation commissions of Armenia and Azerbaijan on Wednesday agreed on the designated border sections in the villages of Baghanis in Armenia, Baghanis Ayrum in Azerbaijan, Voskepar in Armenia, Ashaghi Askipara in Azerbaijan, Kirants in Armenia, Kheyrimli in Azerbaijan, and Berkaber in Armenia, Ghizilhajili in Azerbaijan. South Will Not Suffer Over Delimitation, Sources Say Amid Population Concern
New Delhi: The government will be considerate of the fact the southern states have successfully managed to control their population and so should not suffer during delimitation, top sources indicated today amid a bitter battle in parliament over the women's reservation bill.Fears of southern parties that South India will be penalised for early population policies by an impact on their seats, will be allayed, sources told NDTV. The huge population in the north ensures that they will get more seats and there are concerns that the south will be under-represented.The government understands that concern and will do the needful, sources said.The government is trying to push through the bill -- meant to reserve 33 per cent seats for women in the Lok Sabha and state assemblies -- in the ongoing special session of Parliament.But the reservation can only be implemented after a census and delimitation exercise.After next year's election, a Delimitation Commission will be formed. It will be a democratic exercise with representatives from all parties, sources said. The census will be carried out alongside. Even so, the implementation of the women's quota can begin only after 2029.Under Article 82 of the Constitution, only the Census data after 2026 can be used for the delimitation exercise. There is no clarity yet on how the government plans to cross that hurdle.The last delimitation exercise took 18 months, had over 211 meetings with public hearings in every state.In the seven-hour debate in the new parliament today, the opposition parties demanded that the bill be implemented without any delay.Opening the debate, Sonia Gandhi underscored that the initiative for the bill was taken under the UPA government."How many years will they (women) have to wait... two... four... eight? Is this right? Congress demands the bill be implemented immediately," she said, calling for reservation for women from SC, ST and OBC communities. After Turkish President Recep Tayyip Erdogan met Greek Prime Minister Kyriakos Mitsotakis on Thursday in Athens, the two countries – historic foes – signed a new declaration of friendship and good neighbourliness.
The two leaders’ meeting was the fifth to take place within the framework of the Greece-Turkey Cooperation Council; the first was held in May 2010, followed by three more rounds in 2013, 2014, and 2016. It followed years of turbulence in Greek-Turkish relations due to several disagreements.
“We are neighbouring countries that share the same sea; it is quite natural for two countries to have problems as two siblings. We want to make the Aegean a sea of peace. There is no problem so big that it cannot be solved,” Erdogan said at the joint press conference.
Erdogan, who last visited Greece in 2017, expressed satisfaction at being in Greece, thanking Mitsotakis for the kind welcome.
According to the Greek media, the new declaration is a text of non-binding principles and can open a new path in Greek-Turkish relations.
Erdogan and Mitsotakis discussed new or upgraded agreements on electricity, trade, small and medium-sized enterprises, education, sports, technology, tourism and a general tightening of economic relations.
The two leaders also agreed to promote mutual understanding and exchange of best practices in agriculture, research and innovation, cooperation between young scientists and strengthening the export and investment environment in both countries
Greece has meanwhile secured the approval of the European Commission to activate the possibility for Turkish citizens and their families to visit Greek islands year round for seven or ten days.
There was no discussion of the burning issue of the delimitation of the continental shelf and Greece’s Exclusive Economic Zone, EEZ, in the Aegean and Eastern Mediterranean, however. According to Mitsotakis, this will be raised at the next political dialogue.
“The next phase of the political dialogue … can be an approach for the delimitation of the continental shelf and the EEZ in the Aegean and the Eastern Mediterranean, which, according to Greece, constitutes the only dispute that could be brought before an international jurisdiction with … International Law and especially the Law of the Sea the safest navigator in settlement of international disputes,” the Greek PM underlined.
Mitsotakis also clarified Greece’s views on the Cyprus issue.
The declaration signed by the two leaders confirmed their will to develop relations.
“We feel satisfied to see the projects’ results in the 2021 joint action plan framework. In the meeting with Mr Mitsotakis, we agreed to increase our bilateral trade from 5 billion to 10 billion dollars. We emphasized the importance of transport projects, such as constructing a second bridge at the Ipsala-Kipon station,” Erdogan said.
The Turkish President made special reference to the Turkish minority in Greece, specifically in Thrace. It is a contentious issue for Athens, which only recognises the religious status of this minority.
“Our wish is to solve common problems. The Turkish minority in Greece and the Greek community in Turkey are structural components of our human and cultural wealth,” Erdogan said.
Mitsotakis insisted Greece is doing its best to secure the rights of the Muslim minority in Thrace, which the 1923 Treaty of Lausanne defines. But Erdogan did not comment on Mitsotakis’s words and kept silent.
Traditional disputes over Cyprus and the Aegean Sea have been escalated with new challenges, including refugee waves and the distribution of energy riches in the East Med.
The two governments, which have both faced domestic political crises, have often used one another in their election campaigns for their populist rhetoric.
However, after both governments were re-elected in 2023, Mitsotakis for another four years and Erdogan for five, and amid several international crises, including the Israel-Hamas war and Russia’s war in Ukraine, the two sides have opted for dialogue rather than confrontation.
With many migrants and refugees crossing Turkey and Greece en route to Western Europe, discussions are reportedly underway to exchange coast guard officials in order to create an open line of communication.
However, experts also warned BIRN that Greek-Turkish relationship remains on “thin ice”
Despite both sides being interested in stability in a time of geopolitical turbulence, the Turkish local elections in March 2024 may upset relations, given Erdogan’s tendency to lash out at nearby states during campaigning.

As previously reported, in line with the agreements reached after the 8th meeting of the Commission on the Delimitation and Border Security of the State Border between Armenia and Azerbaijan on Tuesday, the expert groups of the two countries started the process of determining coordinates on the basis of geodetic measurements on the ground.
Previously, Armenia and Azerbaijan reached an agreement on several villages, a milestone on the road to a peace agreement after two wars following the collapse of the Soviet Union, and also guaranteed a reduction in border risks.
The agreement was reached at a meeting at the border between the two countries chaired by their deputy Prime Ministers.
