With an assist from Gov. Gina Raimondo’s national donor network, the Rhode Island Democratic Party is on a blistering fundraising pace this year as it plans a large, coordinated get-out-the-vote effort in November.

Between April 1 and June 30, the R.I. Democratic State Committee took in $566,762, far more than the $41,800 it raised in the first three months of year or at this point in other recent elections cycles. In 2014, for example, the last time statewide officeholders were on the ballot, the Democratic committee raised $10,585 in the second quarter.
Like Raimondo and the state’s congressional delegation, the state committee’s contributions come from across the country. State party donors hailing from Rhode Island gave $118,712; California $116,500; New York $102,000 and Massachusetts $77,000.
And they include high-profile names like former New York City Mayor Michael Bloomberg and “superlawyer” David Boies.
State Democratic Party Executive Director T. Kevin Olasanoye on Friday said the sudden fundraising surge was tactical.
“The party in the first quarter made a decision not to be raising money, because we didn’t want to flood the zone and be competing with candidates,” Olasanoye said. “Once we knew where people were, we decided to ratchet up our fundraising.”
But the surge in donations also coincided with a meeting of the minds between state party leaders and top 2018 campaigns, including Raimondo’s.
You might recall a series of controversies over the winter stemming from a short-lived fundraising agreement between the Raimondo campaign and the Providence Democratic City Committee, which ultimately drew a complaint to the Rhode Island Board of Elections from state Republican Party Chairman Brandon Bell.
The agreement would have allowed Raimondo to raise money for the City Committee and collaborate on how to spend it. Bell alleged that it violated campaign finance law because then City Committee chairman Patrick Ward, who signed the deal, was a state employee in Raimondo’s administration.
The Board of Elections dismissed the complaint (Ward was too far removed from the governor to be a direct subordinate, commissioners said) and after he stepped down under scrutiny for posting controversial Facebook memes, new City Committee Chairwoman Maryellen Goodwin abandoned the idea of coordinating with Raimondo.
But the agreement raised questions about whether Raimondo was trying to do an end-run around the state committee, and the influence wielded over it by House Speaker Nicholas Mattiello, as well as whether donations to party committees could be used to skirt individual donation limits.
Olasanoye said the state party had been working with Raimondo and other campaigns, including the congressional delegation, since last October on the details of the state’s coordinated campaign, but came to a general understanding around March before finalizing a pact in June.
Rhode Island campaign finance law limits donors to $1,000 in campaign contributions to any one candidate per year. But donors can also give up to $10,000 per year to party committees (either state or city) for the purpose of “party building,” a somewhat broad term generally understood to mean not benefiting one candidate.
Of the $566,762 the Democratic state committee received in the second quarter, $496,000 was for party building.
Exactly how much of the money coming into the state committee was raised by Raimondo is difficult to know, but even a cursory comparison shows significant overlap between the two lists of donors.
Raimondo’s fundraising was a big part of the state committee’s large second quarter fundraising haul, but not the only part, Olasanoye said.
Boies, who worked on the legal defense of Raimondo’s signature pension overhaul law and also worked extensively for indicted film mogul Harvey Weinstein, gave the state committee $11,000 in June and $1,000 individually to Raimondo.
Longtime donor and sometimes-rumored presidential candidate Bloomberg, who has hosted fundraisers for Raimondo in past years, gave $11,000 to the state committee and $1,000 to Raimondo.
Alfred Carpionato, the real estate developer who has donated to and been a landlord for numerous Rhode Island politicians through the years, gave $10,000 to the state committee and $1,000 to Raimondo. (Carpionato also gave $1,000 to Republican candidate for governor Allan Fung.)
Bell, whose own Republican State Committee raised a more modest $2,319 in the the second quarter, said he wants the Democratic State Committee to release a copy of its coordinated campaign agreement and for the Board of Elections to clarify how party-building funds can and cannot be used.
“Michael Bloomberg is not giving to the Rhode Island Democratic Party unless Gina Raimondo tells him to,” Bell said. “I don’t have enough information to know if there was an actual violation … But that party-building money cannot be used to benefit Gina Raimondo.”

The aftershocks of the Democratic Party endorsement of a Donald Trump supporter over Rep. Moira Walsh this year are still rippling through the state and could shake up down-ballot races many Rhode Islanders pay little attention to.
Outraged that Walsh and two other progressive incumbent lawmakers saw their primary challengers get the party’s endorsement, at least two progressive groups — the Rhode Island Progressive Democrats and Our Revolution RI — have been recruiting left-leaning candidates to run for state Democratic Party Committee seats and legislative district committee seats.
Whether or not they can move the balance of power in the party, the effort appears to have caused an uptick in activity in these typically low-profile positions.
This year 170 candidates declared for the 150 directly-elected Democratic State Committee seats, 30 more candidates than in 2014 and 27 more candidates than 2010.
As a result, after taking into account candidates withdrawing or failing to qualify, there are 19 contested races for state committeeman or state committeewoman in 2018, more than double the eight contested races in 2014, according to lists provided by the secretary of state’s office. In 2010 there were 10 contested state committee races.
“We have had a lot of citizens come to us concerned about these endorsements,” said Nathan Carpenter, coordinator for the Rhode Island Progressive Democrats, which for the first time this year intends to release a list of 30 to 40 preferred candidates for state committee races. “We can repair the broken down Democratic committee leadership that failed to endorse these incumbents that we find have Democratic values.”
Our Revolution RI, the local branch of U.S. Sen. Bernie Sanders’ movement, points to the state party’s handling of the 2016 Democratic presidential primary, in addition to this year’s endorsement flap, as a reason to mobilize.
“Our Revolution Rhode Island saw how the RI State Committee denied Sen. Sanders the proper amount of delegates to the DNC 2016 Convention,” said Maggie Kain, chairwoman of Our Revolution RI. “We made it a goal to remove the secrecy and nepotism involved in a body that wields much power in Democratic politics in the state.”
There are around 250 Democratic State Committee seats, many of them appointed by the state party chairman. The 150 seats up for election represent the state’s 75 House districts, with one seat per district for a male and female candidate. If a seat is uncontested, it does not appear on the primary ballot.
The state committee endorses candidates for statewide office and Congress. It also adopts a state party platform and elects the chairman, who in the Walsh race made the decision to endorse challenger and recent Republican Michael Earnhardt.
Morgan releases poll,
says GOP race is close
Rest assured — there’s intra-party conflict over on the GOP side too, where last week one candidate for governor, House Minority Leader Patricia Morgan, made an unusual push to highlight a poll showing her trailing as we head into the home stretch of the Republican primary.
Her reasoning: to discredit earlier polling numbers publicized by Allan Fung.
A poll commissioned by the Morgan campaign in late July with responses from 400 “likely Republican primary voters” showed Fung leading Morgan 44 percent to 33 percent. Morgan shared her poll with media outlets last week, starting with WPRI-TV.
That 11-point deficit is significant, Morgan told Political Scene, because it shows a much closer race than the “polling memo” Fung released last month with selected results from a Public Opinion Strategies poll indicating he held a 40-point advantage over Morgan.
A “push poll” is how Morgan describes what Fung released. “It was really misleading.”
Among voters who cast ballots in the last four GOP primaries, the most likely of likely voters, Morgan’s poll showed her trailing by 4 percentage points, she said.
It should be noted that Morgan’s telephone poll only tested a head-to-head contest with Fung and did not include fellow Republican primary challenger Giovanni Feroce. (Fung’s poll had put Feroce at 4 percent.)
Other notes from Morgan’s poll: The most important issue for respondents was “getting the state budget under control.”
Trump’s job approval rating among those polled was 79 percent.

Real estate exec champions homeownership in D.C. Council run

Real estate professional Marcus Goodwin has emerged as one of five challengers in the race for the at-large Democratic Washington D.C. Council seat currently occupied by well-respected five-year incumbent Anita Bonds.
The 28-year-old is a first time Council candidate and an executive at development company Four Points, where he works on acquisition, valuing and underwriting purchases for apartments and condos in Washington D.C., New York, Carolina and beyond.
The Washingtonian prides himself on knowing his hometown’s neighborhoods inside out.
“I tell people there is not one intersection you could name and me not have a precise idea of where it is, from the residents, the cultural implications, the economy and the development potential. That focus gives me a really good perspective.”
After having focused on urban studies at the University of Pennsylvania and real estate at Harvard, Goodwin worked in investment banking in New York before returning to D.C.; and with that finance knowledge, he is proving highly adept at fundraising for his Council seat run, aiming for $100,000 in funds by the end of January, which eclipses those of the other candidates. Goodwin says he has raised funds through that good old real estate staple — yard signs.
Goodwin name some influential D.C. Realtors in his sphere, starting with his own personal agent, Boucie Addison of Washington Fine Properties, who has contributed to his campaign fund. The political aspirant also moves in the same circles as Keller Williams D.C. powerhouse Bo Menkiti of the Menkiti Group; and David Cox of the Cox & Cox Group at Keller Williams Capital Properties is a neighbor and supporter of the issues Goodwin will be campaigning on.

Goodwin also belongs to a networking group of ambitious, young African American real estate professionals under 40 called The Young Real Estate Council.
Addison is not surprised by Goodwin’s political ambitions. Her son and Goodwin have been friends for years, and when he was in seventh grade he had “more people in his Rolodex” than she had from all her years in real estate.
“I am extraordinarily proud of Marcus and what he has accomplished,” said the agent of 40 years. “He would be a great asset on the Council. He works really hard, he is not just a one-issue person, he is very passionate about different things,” she said.
Goodwin’s platform is highly influenced by his grasp of real estate issues and his background as the fifth of eight children. If elected, one of his big focuses will be to push for more renters to become homeowners. Having purchased a home in Sixteenth Street Heights a couple years ago, homeownership has been a revelation for him.
“Buying a home has been the “biggest marker of my maturity and growth,” he said. And he would like to buy more homes to create generational wealth.
Goodwin has accumulated student debt, but that didn’t stop him from investing in a home, and he plans to promote homeownership and financial support to more young professionals. He would also like to see a high school curriculum that promotes financial literacy.
Another concern of Goodwin’s is gentrification, which he believes should be faced head on. Gentrification gets a bad rap sometimes, but it creates opportunities and jobs in communities that lacked them, and it enriches people in the process, he says.
“It’s about creating access to those opportunities — that’s the piece that gets missed — so it is a positive force instead of something negative.”
As the son of an elementary school teacher, Goodwin sees a strong need for affordable housing for service providers in new housing developments.
“It matters to live and work in communities you serve,” he said. Around 55 percent of people who work in the D.C. district aren’t residents there.
One of the downsides of affordable housing units is the government-calculated cap on price. That cap prevents owners from being able to sell for market price like they would a regular unit. A fair fix, Goodwin says, would be a bill from the Council that allows homeowners to sell for market rate after occupying the home for 10 or 15 years.
“Then you are creating an asset after being in the community for 10 years,” he said.
The people will vote on June 19.

What we have: Big house sales
Top residential real estate transactions in 2016.
While there were no staggeringly pricy residential real estate transactions in 2016 and fewer sales of homes at $1 million or more than in 2015, the number of homes selling in the $700,000 to $1,999,999 range was higher — 62 compared to 55 last year.
The top three priciest homes were sold in midtown's Heights neighborhood, but most of the transactions took place in West Little Rock. The highest downtown transaction, and the only one over $700,000, involved a home on Center Street, across from the Governor's Mansion.

Amazon First, Now Google and Apple? How These Major Expansions Impact Real Estate
Going into the new year, real estate is already expecting significant changes, including surrounding Amazon’s soon-to-be-built headquarters in both Long Island City (LIC) and Crystal City. Now, Google and Apple are hopping onboard the expansion train, promising new jobs outside the West Coast which could attract an influx of relocating talent, possibly putting a strain on the local housing markets.
Where is the expansion happening? For Google, an expansion in New York City worth $1 billion in capital improvements promises a new 1.7 million-square-foot campus (Google Hudson Square) that could add over 7,000 new jobs to the area. In addition, the company is looking to lease additional space at Pier 57 and make a $2.7 billion purchase of Chelsea Market, according to the Wall Street Journal.
While Google already employs over 7,000 people in NYC through core operations, search, advertising, maps and YouTube, the new headquarters would double the present staff, creating stiff competition for rival tech companies Amazon and Apple.
Apple, meanwhile, is spreading out across the U.S., adding 100 jobs in NYC, but also expanding in Pittsburgh, Pa.; Boulder, Colo.; Seattle, Wash.; and San Diego and Culver City, Calif. In addition, Apple is building a new campus in Austin, a $1 billion investment located just a mile away from Apple’s existing Austin facilities. The 133-acre, renewable energy-powered campus is set to accommodate 5,000 employees at startup, but has the capacity to house a staff of 15,000. It is expected to make Apple the largest private employer in Austin when fully staffed.
Additionally, Apple is hoping to invest an additional $10 billion in data centers across the U.S. in the next five years, with $4.5 billion authorized for 2019 and 2020. These expansion goals are part of Apple’s overarching plan to create 20,000 new jobs in the U.S. by 2023 in its engineering, R&D, operations, sales and customer support departments.
What’s the real estate impact with regard to housing and technology? Amazon’s HQ2 is already influencing market activity and prices in LIC; in fact, Skyline Tower, which will be located directly across from HQ2, recently received a pricing amendment that increases the 67-story building’s total sellout by $80 million (not including penthouses) from its record $1 billion. Modern Spaces, a real estate search website, has already received over 700 buyer inquiries before sales have launched.
Additionally, in preparation of increased foot traffic, the building’s developer has agreed to a $16 million upgrade of the subway entrance at the base of the building to improve transportation options for residents.
So, what do Google and Apple’s expansions hold in store for their respective locations?
RISMedia spoke with two of the industry’s leading technology experts, Edward Tull, director of Technology and Process Management for JB Goodwin REALTORS®, and David Greenberg, a 2019 Real Estate Newsmaker and the founder and CEO of Updater, a relocation technology company, to gauge their impact and what the future holds for Austin and NYC as a result of Apple’s and Google’s expansion plans.
LD: Edward, how do you foresee Apple’s Austin campus impacting local real estate? Edward Tull: Initially, we may see a decrease in available housing. Since Apple plans to incrementally increase to 15,000 employees, we do not feel that there will be an emergency shortage of housing. With new-home communities and apartment complexes going up every day, Austin will be able to handle the influx of people.
LD: David, do you believe Google’s new campus, along with Amazon’s recent expansion news, to be a detriment to the city of New York, or a boon? David Greenberg: Google’s expansion may bring over 10,000 new jobs to NYC and Amazon may bring another 25,000. While NYC will see great benefits from these tech titans expanding their NYC footprint, these moves will also change the landscape of the city. The rate at which property prices will spike in Long Island City, for example, will likely dramatically outpace normal growth. Huge spikes in prices along the 7 train and G line will bring major changes to neighborhoods that have never seen changes as rapid as we now expect—neighborhoods that are relatively affordable today will become unaffordable for most very quickly.
I’ve heard from agents that there’s already a massive influx of buyers trying to get ahead of Amazon’s move in Long Island City. I also foresee major challenges for the NYC public transit system, which is already in a tough spot.
LD: In terms of technology, what role will it play in the expansion and in relocation efforts? DG: I’ve always believed NYC’s status as the country’s second biggest tech hub, rivaling the Bay Area, has been overlooked. This is partly because tech is just one of many amazingly successful sectors in NYC, sharing the limelight with finance, fashion, advertising and the arts—but many of the country’s greatest tech products are built in NYC. Competition in the NYC tech community for talent is already fierce because there are many great, funded startups.
I predict this talent competition will increase substantially over the next few years with Google’s expansion and Amazon’s HQ2; however, I’m hoping the short-term competition crunch will ultimately subside as a bigger share of the country’s top tech talent will be attracted to NYC because of Google and Amazon’s presence, Cornell Tech and top universities, and the incredible success of other NYC tech companies.
LD: Edward, how do you believe these tech titans will impact housing? ET: Austin is also a great source of tech talent. I am sure that a good portion of the initial 5,000 hires already live here. Austin is frequently in the news for jobs, housing and transportation. New jobs require housing and can put a strain on transportation. Innovation often comes from experiencing a frustration and attempting to resolve what caused it. I can see these companies utilizing technology to improve access to housing and finding new ways to improve public transit.
When such large companies plant roots in an area, they bring with them a national spotlight. My hope is that they are committed to responsible growth and support of the cities that they move into.
