Mel’s Big Fantasy Place-Name Reference

A lot of places are named after historical events, battles, and people, so keep that in mind. God/Goddess names tied to your world also work well. Places are also often named after things that the area is known for, like Georgia being known for its peaches.
My brain was fried by the end of this so feel free to add more!
I hope you find this reference helpful and good luck world-building!

Lasting Fire Damage Scars Some of SoCal's Most Scenic Parks
When the Paramount movie ranch and Western Town burned in a wildfire that swept through Southern California, one woman lost more than a local historic site.
Dianne Erskine-Hellrigel invited more than 500 people to her 1990 wedding at the Paramount Ranch. Her stuntmen friends provided the entertainment for her guests by falling off buildings and staging elaborate gunfights.
“The only thing that is left there is the little church,” Erskine-Hellrigel, the president and executive director of the Santa Clarita-based Community Hiking Club, said. “It was just the most magnificent place to have a wedding or an event. And it breaks my heart that it’s now gone. All those memories up in smoke."
Paramount Ranch was just one of many recreation areas destroyed by two wildfires that swept Southern California throughout November 2018. It’s been three months since wildfires in the area were contained, but the state’s cleanup process is still in early stages. Many residents are concerned about the lasting damage to their national and state parks, as park officials estimate it could take 10 to 20 years for the land to fully recover.
The Woolsey Fire spread across nearly 97,000 acres throughout Los Angeles and Ventura counties. It claimed three lives, according to the California Department of Forestry and Fire Protection’s website, destroyed 1,500 structures and damaged more than 340. The Hill Fire burned through an additional 4,500 acres in Ventura County but left behind little structural damage compared to the Woolsey Fire.
The Woolsey Fire also heavily impacted state and national parks, many of which neighbor cities like Thousand Oaks, Malibu and Santa Monica.
“Over 85 percent of what we call the national recreational area has burned,” said William Vanderberg, the vice chair of the Santa Monica Mountains Task Force of the Sierra Club’s Angeles Chapter.
The Santa Monica Mountains National Recreation Area falls under the National Park Service’s jurisdiction. Paramount Ranch, Rancho Sierra Vista, Cheeseboro and Palo Comado Canyon, the Santa Monica Mountains Visitor Center and the Sandstone Peak trail have all reopened, but many other NPS parks remain closed.
The National Parks Service did not respond to several requests for comment.
Of the Santa Monica Mountains State Parks land, 55 percent was damaged, with the Leo Carrillo and Malibu Creek parks being the hardest hit, according to California State Parks officials.
Much of Leo Carrillo’s campground, trail and day-use areas remain closed as the state parks department works to clean debris and rebuild burned structures. Malibu Creek’s campground also remains closed. The park also lost employee residences as well as some historical sites like the home of one of the state’s pioneer homesteaders, Pedro Sepulveda. Point Mugu State Park and the other state parks have been completely reopened to the public.
“State Parks really want to thank the firefighters and law enforcement and first responders who really worked day in and day out and who still continue to work for the state parks and for the surrounding communities,” Craig Sap, the state parks’ district superintendent, said. “We’re pushing as quickly as possible to have these facilities and particularly the Davis campground areas opened as quickly as possible.”
Sap said not only did the parks suffer damage, but the organization’s facilities, support buildings, maintenance yard, office buildings and restroom facilities were also impacted.
Local residents are reeling over how the damage done by the fires will affect their outdoor spaces.
Vanderberg with the Sierra Club described a hike in Will Rogers State Historic Park in Los Angeles that goes down a canyon called Rustic Canyon. The remains of an old vacation home called the Murphy Ranch and a colony where people once lived lies at the bottom of the canyon. Vanderberg said local folklore claims that leading up to World War II, the abandoned ranch was once home to Nazi sympathizers who wanted to create their own colony in the canyon.
“It’s just fascinating to see all these old artifacts and ruins from almost 100 years ago,” Vanderberg said. “Hiking anywhere in the Santa Monicas is an experience that I really have enjoyed over the years, and I’m a little bit dismayed to know that for a while now it’s not going to be the same and I’m not sure that in my lifetime it will ever be the same.”
It could be months or even years before evidence of the fires disappears.
Vanderberg said that volunteer organizations, the National Park Service and the state’s Department of Parks and Recreations began the cleanup process in the beginning of December by beginning to walk the trails to assess the damage and hazards. This included clearing fallen tree limbs, removing trees that may fall in the future and moving dirt to prevent erosion.
Sap, the state parks official, warned that rainstorms could still have massive effects on the recovering parks.
Vandenberg added that the firefighters had already done some of the work of clearing trails so that their trucks could enter. But Vanderberg noted that it might take several months or even years to recreate all the trails that once crisscrossed the parks.
One such case is the Backbone Trail. Vanderberg said the trail contains nearly 70 miles of trail in an urban area that stretch the length of the Santa Monica Mountains. It offers everything from ocean views to stops at the Hollywood sign. Vanderberg said it had been officially completed and dedicated as a National Recreation Trail just two years ago.
“It’s the combination of 40 years of effort in acquiring property, in building these trails that connect the entire trail system,” Vanderberg said. “And people have been really drawn to it this past year or two as word has gotten out that it had been completed, well that’s going to be significantly impacted for a long time."
Santa Monica Mountain Trails Council President Ruth Gerson said three of the trail’s major bridges have been destroyed. Gerson rode the length of the Backbone Trail on horseback two years ago when she was 83 years old.
“So that’s going to be a high priority to get those repaired,” Gerson said. “There’s a lot of areas that can be ridden where you don't have to worry about any of the bridges that are destroyed.”
Sap said that although he has an overall budget of $10 million for his district, the district will require more funding from the state Parks and Recreation Department and the federal government.
“This is a FEMA-declared event,” Sap said. “So the hope is that a portion of the cost will be offset with funding from FEMA.”
While recovery efforts keep most of part of the state parks closed, Will Rogers and the Topanga park northwest of it remain completely open to public use.
Steve Iland, who plans the hikes for the Community Hiking Club in Santa Clarita, fears that because so many parks remain closed either partially or completely, more people will crowd to a select few parks.
Iland said even if some of the burned areas were to reopen, they might not be much use to hikers. He said the section of Malibu Creek State Park where “M.A.S.H,” the 1970s Vietnam War-inspired television show was filmed, once contained exotic trees and plenty of shade before the fire. Most of that shade is gone now.
“The whole idea of hiking is to get out into areas that are lush, that are maybe shaded because of the amount of heat and sun in Southern California, you obviously want to be in areas that have got some shade,” Iland said. “Tramping through gray ash is not what hiking’s all about.”
”For the general public who wants to go to the woods and escape, the woods are gone,” Vanderberg said.
Kate Van Waes, the executive director of an advocacy group for hikers called American Hiking, believes the loss of scenery could affect visitation to the parks.
“People end up being disappointed in the views that they see or they don’t want to go visit the place because they’re worried because it’s been ‘ruined,’” Van Waes said. “So it can affect visitorship and that can affect the local economy because fewer people are going to go hike on those trails and visit these scenic areas because of what the wildfire has done to them.”
But the scorched earth hasn’t stopped Gerson, the Santa Monica Mountain Trails Council president, from visiting Paramount Ranch, which has been reopened. She decided to stay in her home near the park, despite a mandatory evacuation, to watch over the 25 horses that evacuated neighbors and friends entrusted her.
Gerson prefers to go with her horse to Malibu Creek State Park, which remains partially closed, but she’s settled for Paramount Ranch.
“In places like Paramount Ranch, the grass is already coming up and is green already,” Gerson said. “People will come use the trails once it’s green.”
Erskine-Hellrigel, the hiking club president, said that people should be on the lookout for other examples of California’s “really interesting” fire ecology. She described how oak trees that are burned down to the ground will stump sprout, meaning it will grow back with multiple trunks fused together. The “magnificent trees” with two, five or eight different trunks are often evidence of a past fire.
Erskine-Hellrigel also said there will be Poodle Dog bushes after the land recovers, and they’ll last for about eight years.
“A lot of people are attracted to it because it has these spikes and these beautiful purple flowers,” Erskine-Hellrigel said. “They have no idea that it can be as dangerous as poison oak. You get this rash if you touch it.”
Sap said that visitors tend to flock to parks to take pictures of the wildflowers and plants that emerge like phoenixes from the fire. He also said the California Department of Parks and Recreation learned a valuable lesson from the 2013 Spring Fire, which burned more than 80 percent of Point Mugu State Park. Despite wildfire and flooding damage, people stormed the park when it reopened after a month.
“I think we’re going to see a similar situation here, you multiply that one park times three, the big parks within the Los Angeles district and the Malibu sector primarily, that people really want to get out there and recreate,” Sap said.

In 2017: Highlights from the Year
At the end of every calendar year, I think the following 12 months can’t get any better, and yet they always manage to exceed expectations. Well, except for 2016; that will forever be the year that nearly did me in.
Still, 2017 started off with very little on the calendar by way of work and wound up being our most fulfilling and lucrative year ever. For 2018, we already have a solid dozen projects booked, so I can’t wait to see what this year holds!
Work
This was the first full year that SVV and I worked together full time. To clarify, he always served as my manager of sorts—well, at least from the time I started monetizing this blog about three years after its 2007 inception—but he also always had a “day job.” I was getting to the point where I was making enough between magazine writing, content projects, photography and blogging that I could pay someone a healthy salary, so it just made sense that someone was him. We also had a paid intern this summer (who we would love to bring back next!) and a VA. This year, we’re toying with the idea of bringing in more part-time subcontractors on to fill some holes.
It’s worked out better than we could ever imagine, too; having extra help has allowed me to expand my roster of anchor clients—we also have a micro-agency specializing in consulting, strategy, copywriting and other such tasks for the corporate world—and also really upped my blog partnerships.
Speaking of which, we had SO many fun content collaborations last year and I’m truly thankful to get to work with every single one of them. Among them: Google Fiber; Visit Franklin; Tru by Hilton; Oklahoma City; St. George, Utah; American Refractive Surgery Council (for LASIK); Fairmont Hotels; Visit Florida; Zappos; Mars Petcare; Grand Ole Opry; Wrangler; Blount Partnership; Savannah; Twin Creeks, Tennessee; New Orleans. I started a monthly highlights series this past year to share more about my work and track both hits and misses.
On the editorial side, I’m starting to scale back on my magazine writing for myriad reasons (mostly time and a decline in rates), but still managed to write for National Geographic, PEOPLE, Conde Nast Traveler, Travel + Leisure, Marriott Traveler, AAA Living and AFAR.
Travel
I estimated that I spent more than 200 nights in hotel rooms, friends’ houses and Airbnbs this year. Dang, that’s a lot! In 2018, I really hope to spend more time in the home we’ve worked so hard to rehab.
The year started off in Washington state with our beloved NVR Guys, then quickly followed with a trip to Grenada, an island nation I absolutely fell in love with and one that you should consider putting on your radar right away.
Next, in February, it was off to Florida for my birthday at Universal Orlando Resort.
It would actually be my first of two Florida jaunts in less than a month, as I headed back in early March when my BFF Lemon and I road-tripped from Georgia to South Carolina for a wedding, then down to Jacksonville, where I got to see my girls Angie and Jade (and team up with Visit Florida on a content project!).
April saw us taking visitors around Middle Tennessee before hopping a plane to Boston for a Fairmont project, then taking the train to NYC.  We also drove back to Charleston to attend the wedding of my college suitemate, as well as up to Myrtle Beach for her bachelorette weekend.
From there, we headed to Savannah, where we kicked off the month of May with a content project. That month, I also went to Utah to play in Zion National Park, then back to Orlando for the opening of Volcano Bay.
June had me sticking close(r) to home: First, to the Smokies for work, then to Knoxville for a wedding, then back to Middle Tennessee for CMT Awards and Bonnaroo. Then, I went to Knoxville again (this time for work), followed by a yoga retreat at Loretta Lynn’s Ranch.
In July, I was mostly homebound. SVV went to visit his family in California for 10 days, while I tended to the pup (and my cousin’s kids). We did bop on down to the Florida Keys for five days mid-month, but then came home in time to throw my blog an epic 10-year-old birthday party.
August was jam-packed, beginning with five days in New Orleans, then I flew to meet SVV in NYC for a wedding, then we were home for a few days before heading out to Oklahoma City for the first time. One of the biggest surprises of the year was just how much we became obsessed with OKC; it’s such a dynamic, friendly and fun place to explore!
In September, we went to Sweden—one of only two international trips we took this year—and it made me fall in love with Scandinavia all over again. When we got back to Tennessee, it was festival season in Nashville: Music City Food & Wine and then Pilgrimage the following weekend.
October took us all over the state of Tennessee—literally, we hit every major city (Nashville, Memphis, Chattanooga, Knoxville, Clarksville) and several small guys in between—for our big whiskey trail project and also to Georgia (for a Hilton campaign), where we got to see Team Mayhem and Team Vagabond3.
We thought our final work trip would fall in November so headed to South Walton on an actual vacation for four nights en route to Orlando for my final project with Universal for its holiday experience. On the way back, we decided to swing through Crystal River for the night BECAUSE MANATEES. I will definitely be going back to the Florida Springs in the future, as that was just too cool.
I thought that was it for 2017, but then! Travel Mindset called and wanted to send us to another awesome Fairmont Hotel for a project at the beginning of December, this time for a Christmas campaign with their D.C. property, to which I said: count us in!
The year ended with our annual Colorado jaunt, this time a week in Breckenridge courtesy of my mom. What a way to close out a fulfilling year!
Health
I started off the year by running like mad—and completed the harrowing Jack Daniel’s Oak Barrel Half Marathon in April—and then just … stopped. Or rather, my travels picked up and I had no time to train. That’s going to change this year (as soon as it’s not 8 degrees here in Tennessee!) as I’m slated to run the Fargo half-marathon in May with Lemon.
Around the time my travels became crazy, my trainer had knee surgery and then came down with pneumonia so she was out of commission for quite a few months. This means, my weight-lifting this past year really went downhill; I’m hoping to change that starting now and get back on a weekly routine with her. Being a former college athlete, I don’t really need someone to train me, but I have no gym buddies where I live, and having an accountability partner is so clutch (plus, I just really enjoy hanging out with her, too!).
SVV got his own paddleboard (copycat!), so we were able to SUP together many of the warmer weekends we were home in summer and fall. Ella, in particular, was thrilled with this arrangement!
One thing that didn’t suffer, though, was my AcroYoga classes, which I take one day a week, then jam with friends on another. Acro is truly my fitness love—so fun! such a good team-building activity—and a damn good core workout at that.
Family
Dad is doing much better, 23 months post-stroke. Speech is still hard, but we’re seeing him get more and more words back as the months progress. He also finished his first book since the stroke (a John Lescroart novel) while on our trip. He’ll never fully recover to the point he was pre-stroke as the clot was too big by the time they got into his brain to operate, but he’ll have a comfortable (and hopefully, happy!) life.
Of course, the BIG news for the year was that my sister is pregnant! Charlotte Rose Clarey is joining our nutty clan sometime in March, and I couldn’t be more stoked to have another niece—and one just down the road at that (my two other darling nieces live some 2,500 miles away in California).
Friends
2017 was a year for friend hangs, and I love that so many projects took me to see so many of my besties! Lemon and I got to see each other a handful of times—in Georgia, South Carolina, Florida, South Carolina again, Tennessee and NYC—and Jade and I almost managed to get back on our every-other-month visitation schedule.
I saw the Mayhems several times, in both Georgia and in Tennessee. And I stayed with Angie Away at her new house in JAX; Angie, Alex and I took a trip to New Orleans together; and Alex also spent nearly two weeks in Tennessee with me for Bonnaroo, during which her lovely mother and her fiancé also joined us. It was a packed house, as another three friends from Tennessee stayed with us, in addition to an extra canine body. The best way to spend Bonnaroo, in my mind!
Of course, there’s my Nashville squad, too, and I squeeze in as many happy hours and dinners with them when I’m home and their schedules allow. I also run a media networking group that just hit four years, so I know that at least once a month I’ll get face time with that crew.
House
We continue to plug along at our house (mostly SVV), but to be honest, we’ve had so many other projects that have taken precedence, including a house he’s fixing up for my parents that’s in bad shape and the new commercial property we just bought in our backyard. So many house projects, so little time!
This past year, we did manage to finish our master bathroom (which the TODAY Show then featured!), stock up on some awesome MCM furniture, finish our fence all the way around (the only missing part is the electronic gate), build a kick-ass garden (again, all SVV) and add a few new pieces to the inside (like a custom-built island and table).
Biggest Wins
This post on why you can’t pick my brain went viral.
My guide to Savannah was my best-performing travel post of the year.
I still can’t believe I’ve been blogging for 10.5 years; I shared some lessons on this crazy journey.
I finally put together the Nashville murals post I’d been working on for years, which prompted this Google Fiber partnership.
I teamed up with Kristin Sweeting to plan a Portugal retreat for creatives next summer (there’s still time to book!).
I started a SEP at the tail-end of 2016 and have contributed to it three times thus far (as a freelancer, no one’s got my back when it comes to retirement!).
Biggest Headaches
The never-ending fight with Expedia that resulted in my family losing $10,000.
SVV bonking his noggin and having to get stitches while in Charleston.
A major destination’s PR firm stole dozens of my images, played dumb when we called them out on it, and while we are still contemplating a small-claims suit our court system makes it fairly easy for a shady company to rip off freelancers like us.

EARS TO THE GROUND
BY TIMOTHY A. SCHULER / PHOTOGRAPHY BY LOUISE JOHNS
Three hundred years ago, Blood Run was a hub of the Great Plains. The landscape architect Brenda Williams is helping guide tribal efforts to protect what’s left, mostly by listening.
FROM THE AUGUST 2017 ISSUE OF LANDSCAPE ARCHITECTURE MAGAZINE.
On a cold, blustery morning last November, I followed an abandoned railroad grade to the South Dakota and Iowa state line. I had two maps in front of me—one an annotated paper printout, a collage of colors and lines overlaid on an old topo map, and the other Google Maps, open on my phone, my blue dot tacking southwest. I wasn’t lost. I was on a trail that did not yet exist.
The route, unmarked and at points choked by trees, had been outlined to me a few days earlier by Brenda Williams, ASLA, a landscape architect and director of preservation planning at Quinn Evans Architects in Madison, Wisconsin. Williams had recently led the development of a master plan for this area, an important but not widely known archaeological site known as Blood Run. The old railway was the proposed arrival sequence.
Typically, the few visitors who came to Blood Run, which became a National Historic Landmark in 1970, parked at the top of a bluff and followed a path down to the Big Sioux River, the state border. But Williams had been explicit: Take the railroad grade. Rather than start high, Williams wanted visitors to begin in the valley, to park and walk along the creek that gives the area its name before reaching the earthen mounds that are some of the site’s more visible cultural and historic remnants. It was, in part, a practical decision: The abandoned railroad provided a level path all the way from the main road to the mound grouping. But mostly it was about being immersed in the place, bringing people into the site with as few visual intrusions as possible, as few opportunities to break the spell.
To American tourists used to the grandeur of Yellowstone or Yosemite, the landscape at Blood Run may seem unremarkable: gentle bluffs covered in prairie grass, occasional stands of box elders and oaks, and, near the river, an old, stone farmstead, sunken in like a piece of rotted fruit. But as one member of the Iowa Tribe of Kansas and Nebraska put it, “Even commonplace landscapes can have mythic importance. Blood Run is such a place.”
Blood Run has gone by many names over the years. A Sioux Falls physician, Frederick W. Pettigrew, called it the Silent City. The Omaha people called it Xe (pronounced breathily like khay), or the place “where something is buried.” It is unclear when or why it became known as Blood Run. Some think the name comes from the area’s ubiquitous pink Sioux quartzite, which could have turned the creek’s water red; another theory is that Blood was a surname. What is generally agreed upon is that Blood Run was not, as the name might suggest, a massacre site. Rather, it was a place of peace.
Several structures remain on site, visible from the existing path. Photograph by Louise Johns.
Blood Run is the largest and best-preserved historic site associated with what archaeologists call the Oneota cultural tradition, which is characterized by a style of shell-flecked pottery, though the term generally is not used by members of the many tribal nations—including the Ioway, Omaha, Ponca, Otoe, Missouria, Winnebago, Osage, and Kansa—that maintain ancestral connections to the area. According to tribal histories and archaeological evidence, the area once supported as many as 10,000 people. It was inhabited continuously from AD 1500 to 1714, a cultural and economic hub contemporaneous with the formation of the American colonies. Blood Run had barely even been established when Christopher Columbus mistook the Bahamas for the East Indies.
People from across the continent made stops here, trading pottery and later European goods for catlinite, a soft, red stone quarried some 50 miles to the north at what is now Pipestone National Monument in Minnesota. Tribes also traded ceremonies and songs. Randy Teboe, who until recently served as the director of cultural affairs for the Ponca Tribe of Nebraska, describes the city as a refuge, far from the conflicts erupting on the East Coast. Here, tribes built alliances that were called upon as they were driven from their homelands.
Today, there is little hint of that refuge. By the middle of the 20th century, 200 years of European settlement had nearly erased this one-time city. Of what had been hundreds of mounds, built for burial and ceremonial purposes, just 68 remained.

In 1988, the governors of Iowa and South Dakota announced their intention to turn Blood Run into a bistate park. It would be a first for the United States, and a signature project of their administrations. Soon after, a bistate committee was formed to begin the planning process. In the decades since, both states have made significant progress toward that vision, though at significantly different paces. South Dakota, after acquiring 650 acres, designated its half of the site as Good Earth State Park in 2013 and in May dedicated a new visitor center. Across the river, Iowa owns just 183 acres. There are no facilities or campgrounds, just a mowed-grass path and a small metal sign.
That the two states find themselves at such different stages is a result of politics and funding, but also a difference in approach. For years, South Dakota’s efforts were embroiled in conflict between the state and its tribal consultants (formal representatives from those tribes with ancestral ties to the site), due in part to the pace of construction. The landscape bears the imprint of this rift. In South Dakota, new gravel paths trace the contour of the river bluff but are cut off from Blood Run’s most significant resources. Visitors in Iowa, meanwhile, have no access to the areas of highest elevation, places that, for tribal members, hold particular spiritual significance. Today, rather than a truly borderless, jointly managed bistate park, Blood Run is two distinct halves of a historical whole.
Brenda Williams works out of a small upstairs office in her house in Madison. She is midwestern to a tee, polite and self-effacing. She makes her own mustard. She has a husband, a son, and two cats, Sky and Moku (a reference to mokume gane, a Japanese method of metalworking), which wander in and out of her office. She is known for having, in the words of one tribal representative, the “patience of Job.”
In 2015, the Iowa Department of Natural Resources (IDNR) hired Williams to develop a cultural landscape master plan for its portion of the Blood Run site. By then, a series of conflicts and disagreements had left many of the tribal consultants distrustful of South Dakota’s state officials. Lance Foster, the tribal historic preservation officer, or THPO, for the Iowa Tribe of Kansas and Nebraska, was one of them. Foster lives in White Cloud, Kansas, and works out of his tribe’s government offices, a collection of red-brick buildings plopped onto the rural landscape. He’s a bear of a man, but more teddy than grizzly. In overalls and a short-sleeved, button-up shirt, he looks as if he’s been farming this corner of Kansas for his entire life. In fact, Foster is trained as an anthropologist, an artist, and a landscape architect. Before he moved to White Cloud, he taught painting, drawing, and archaeology at the University of Montana and published The Indians of Iowa, an overview of the dozens of tribes that once called the state home. It was Foster who wrote, in American Indian Places: A Historical Guidebook, that commonplace landscapes like Blood Run can have “mythic importance.”

Foster consulted on both South Dakota’s and Iowa’s master plans. He says South Dakota’s officials presented the tribes with a mostly formed master plan and only then solicited comment. They also pursued a project schedule that did not allow for the customary consultation between a tribal consultant and his or her tribal council. “South Dakota had directions from their governor to rush ahead and get things done, which wasn’t always on a native timescale,” Foster says wryly. At one point, after a prominent South Dakota businessman questioned the importance of tribal involvement, Foster withdrew from the planning process.
Marisa Miakonda Cummings, an Omaha tribe member who has served as an official and unofficial consultant to both states, says the process was so “ugly” and disrespectful of her tribe that she threatened to organize a protest and shut down the entire project. “In our language, we have a word; it means, ‘They have no ears.’ They don’t listen,” Cummings says. “And that’s what was happening.”
In 2015, when those same tribe members were asked to attend a meeting for Iowa’s master plan, Cummings says she expected more of the same. “We were called to a meeting, and Brenda and her husband are there. And bless Brenda’s heart, we were just at her throat. Like, ‘What are you trying to give us? Show us whatever you’re trying to do,’” Cummings recalls. (Williams’s husband, Dan Williams, ASLA, is a landscape architect at Lunde Williams and a member of the project team.) “And she kept saying, ‘Well, that’s why we’re here. We’re waiting to hear what you have to say.’ And it took her probably half a day of saying that over and over again before we were like, ‘Oh, you really want to start from ground zero.’”
That posture, Cummings says, “created this entirely different dialogue about what would we really want? We want to educate people. We want to show them all of our biodiversity. We want to show that we weren’t roaming around just chasing a buffalo with a spear, but that we were agriculturalists. We were engineers. We were architects.”

It would be an exaggeration to suggest that Williams alone was responsible for the smoothness of Iowa’s master plan process. Dozens of factors were in play, including the two states’ disparate timelines, which gave the Iowa team an opportunity to learn from South Dakota’s missteps. Iowa also has a history of successful tribal engagement. In the 1970s, battles between archaeologists and indigenous rights activists led to the passage of the Iowa Burials Protection Act of 1976, the first U.S. law to specifically protect indigenous peoples’ remains. That law was a precursor to the Native American Graves Protection and Repatriation Act, or NAGPRA. “They have really led the way,” Foster says of the state.
At Blood Run, IDNR wanted the engagement process to guide the master plan and was even willing to relinquish the idea of a bistate park. “[They] said, ‘We want you to tell us what it should be,” Williams says. In its RFP, the state asked design teams to visit the tribes at their homes, but Williams thought it equally important that the tribal representatives be on site as much as possible. She included money in her budget for representatives from the most closely associated tribes to travel to Blood Run.
Over the next year, the Iowa team—which included Iowa’s state archaeologist, as well as the archaeologist Dale Henning, who served as an adviser to the tribes—formed a close bond, joking and teasing one another. “It’s all about spending time with someone, one to one,” Foster says. “It’s not like a usual client situation. Spend a lot of time with us, get to know us as a person, as a friend, and we will find a way to make it work together.” With Williams, “we all became a team,” he says. “That’s how we saw ourselves.”
Iowa’s master plan, which covers some 3,880 acres, including property beyond the current National Historic Landmark boundary, calls for interpretative facilities, campgrounds, and a large bioreserve, complete with a herd of bison. The main trail—which currently cuts through the main mound grouping and leads to one of Blood Run’s unique pitted boulders, large chunks of Sioux quartzite covered in small, man-made divots—will be moved to protect these resources. New, low-impact secondary trails will be added, along with low platforms that will provide people enough height to see the mounds but will not damage them. Where trails cut through historic resources, they will feature a different material as a visual reminder to visitors that they are within a sensitive area. Some places of spiritual or cultural significance will be completely off-limits. Rather than draw attention to them through interpretation, the state will protect these areas by giving them wide berth.
Based on feedback from tribal representatives, the Iowa team also realized that it needed a long-range interpretation and education plan alongside the master plan. Iowa’s approach calls for interpretative facilities at every entrance to the park, to inform visitors how to conduct themselves on site and to provide occasions for reflection at the conclusion of a visit. It was important to many of the tribal representatives that the experience be fluid, changing with the seasons, much like the lives of those who lived at Blood Run.

And then, of course, there is the need to stitch the site back together. “Obviously, if this is going to be a holistic place, there [need to be] ways to get across the river,” Williams says. “[We] can’t keep talking about South Dakota versus Iowa.” The design team analyzed potential bridge locations, including the old railroad abutment, which had a consistent grade on both sides and a possible connection to a regional bike trail. But some of the tribal representatives were horrified at the idea, Williams says, because the railroad cut through one of the area’s most dense concentrations of historic resources. “That was so huge for us to hear that,” Williams tells me. Eventually, a footbridge was suggested north of Iowa’s current entrance. “You need to have that connection, but it needs to be pedestrian,” she says. “No cars, no bikes.”
Despite the admittedly light hand Quinn Evans has employed, Williams says she has some trepidation. In a place that is so treasured, any intervention can feel intrusive. “There’s nothing there yet,” she says. “And yet all we can do is ruin it. That’s the fear of creating this thing.”
Williams has devoted her career to cultural landscapes like Blood Run, working with public clients such as IDNR and the National Park Service (NPS). “And that is where I belong,” she tells me. “I have this really insatiable desire to try to make things right with these places that are so special and that I feel like keep getting lost.” But exactly what it means to “make things right” has shifted for Williams over the years. Through projects like Blood Run, she’s gained a newfound appreciation for indigenous knowledge—and also seen it dismissed by government officials and even other designers. She’s been forced to confront her own ignorance and challenge business-as-usual approaches to “stakeholder engagement.” And she’s had to accept that, as a design professional, her rights extend only so far when it comes to a tribe’s particular beliefs and practices. “One of the points that I talk about is not asking for information,” she says. “Not ‘What is important?’ but ‘How do we protect what is important?’”
Recently, Williams has begun writing and speaking about her work, and she’s developed a checklist for landscape architects. Number one: Investigate whether or not a tribe was ever associated with a site. The answer may appear obvious, she says, but many tribes were forced from their homes, relocated to unclaimed territory. Tribes whose reservations today are in Kansas or Nebraska often maintain deep ties to lands hundreds of miles away. At Blood Run, associated tribes live as far away as Perkins, Oklahoma, 600 miles to the south.
Number two: Include tribal engagement in the project scope, even if just as an optional service. (When Williams has done so, the client has always added it in, she says.) Number three: Deal only with a formal representative who is authorized to speak on behalf of the tribe. This third point has been made simpler by the creation of the THPO (often pronounced “tippo”) role. Following centuries of disenfranchisement, in 1992, an amendment to the National Historic Preservation Act created the THPO program. Besides giving government agencies an official point of contact, a tribe’s THPO gained the authority to make preservation decisions on tribal lands, previously the jurisdiction of the state historic preservation officer. In 1996, with $958,500 from the National Historic Preservation Fund, 12 tribes hired their first THPOs. Today there are 171.
Federal funding has gone toward not just hiring but training the THPOs. This has opened up new professional opportunities for tribe members and provided a firmer foundation regarding the legal ins and outs of legislation like NAGPRA. Though the program has its shortcomings (a shrinking pot of money among them), THPOs have become crucial liaisons to both sides, translating their tribes’ protocols for the project team and the planning jargon for the tribal council.
“The good thing about having a THPO is that you usually encounter somebody who at least has some training, some awareness not only of culture and the law, but is also usually educated and willing to engage with the outside world,” Foster says.
Williams also advises her clients to build long-term relationships with tribal representatives, because questions that weren’t considered inevitably arise, and tribes should be involved. “There will be decisions about, ‘Can people come here and have a dog show? Is that offensive or not?’” she says.
Williams explained her philosophy as we trekked to the top of Effigy Mounds National Monument south of Harpers Ferry, Iowa, some 300 miles east of Blood Run. Williams completed a cultural landscape report for Effigy Mounds, which encompasses 2,500 acres along the Mississippi River, around the same time as she developed the master plan for Blood Run and worked with many of the same THPOs.
Effigy Mounds provides a glimpse into Blood Run’s future. The mounds that give the place its name—massive earthen structures, some more than 200 feet long, formed into the shapes of bears and birds—are easy to make out, thanks to a landscape treatment that provides contrast. Herbaceous plants are being encouraged atop the mounds, which will be burned on rotation, and grass around the mounds is mowed short to exaggerate the relief. Williams is recommending similar practices at Blood Run.
Effigy Mounds is also a testing ground for how to turn the management of cultural resources over to associated tribes, for whom the how is often as important as the what. At Effigy Mounds, for instance, certain trees need to be removed for the sake of the mounds, which can be damaged by falling limbs. But how those trees are cut down and hauled away is consequential, Williams says, because the trees are sacred too. Currently, protocols have been established to ensure sensitivity, but the hope is that these decisions will eventually be placed in the hands of the tribes—something Williams says could happen soon. The master plan for Blood Run recommends that IDNR do something similar where appropriate.
Working in these places has deepened Williams’s appreciation for just how personal they are. Albert LeBeau, the cultural resources manager at Effigy Mounds, is an archaeologist and member of the Cheyenne River Sioux Tribe. He’s been part of an effort to improve relations between tribes and entities such as NPS and worked with Williams on the cultural landscape report. Growing up, he tells Williams and me, he attended a reservation school outside Missoula, Montana, where he felt “brainwashed” by history books that referred to indigenous people as “savages.” He became an archaeologist to protect his ancestors, whose bones continue to be desecrated. “When you go out on an island in the Missouri River, and you stop counting skulls at one hundred—when you see the skeleton of a baby, whose femurs have been removed and placed next to them in a skull-and-crossbones fashion—that’s why I do it,” he says.
A similar mission motivates Randy Teboe, who consulted at Blood Run on behalf of the Ponca and is now the cultural preservation director and THPO for the Winnebago Tribe of Nebraska. Teboe grew up in Nebraska in the foster care system, starved for a connection to his culture, he says. Eventually, he got a job with his tribe and soon after became the THPO. He first visited Blood Run several years ago, and immediately felt a personal connection. “I was out there by myself, and I could hear drums and singing. I went to a different part of the park, and I could smell food cooking. I know that’s some kind of Jedi stuff. But that’s the feeling that I got.” The way he understands it now is that his ancestors wanted him to grasp Blood Run’s importance. “They were speaking to me,” he says. “They were trying to show me the way.”
Williams put it this way: “This is way beyond the physical landscape. This is about sense of place as a part of the science of how we design places. It is not magic. It’s not weird spiritual hoo-ha.” It’s the only chance these places have of surviving, she says. If landscape architecture is to reckon with climate change or any of the myriad issues facing the planet, that effort “has to be informed by an equal understanding of the importance of culture,” she says. “American Indians, and the way they look at the world, can help us understand that.”
In January 2016, Williams was hired by South Dakota to assist the state in its engagement efforts as it developed the exhibits for its visitor center. It was confirmation that Iowa’s approach had worked, and that others had taken notice. Doug Hofer, who recently retired as the director of South Dakota Game, Fish, and Parks, says Blood Run forced the state to reevaluate its approach to tribal consultation. “The state has a greater appreciation for both the skill and the passion that the tribes have to interpret their history and their culture accurately,” he says. “I think we’ve learned that the input that we get really is helpful to the final product. I’d go so far as to say it’s essential.”
The arrival of Jim Henning, the park manager of Good Earth State Park, also bodes well. Boyish and naturally curious, Henning was hired in summer 2016, inheriting a more positive template for how to work with tribal representatives. He sees in Williams someone to emulate. “She’s inspiring,” he says. “Her being a part of the conversation helped everybody. I think it helped Iowa, and I think it helped South Dakota.” Henning’s supervisors have encouraged him to visit the tribes on their homelands, and he recently spent a half day with the Ponca in Nebraska. “They have [a] connection to this place that I want to try to understand as best I can in order to respect that story,” Henning says. “If I’m not doing that, I shouldn’t be here, honestly.”
As for Iowa, the state is working to acquire the parcels of highest priority, but it will likely take years before the construction can begin. In the interim, much of the site remains unprotected, in the hands of private landowners. Still, many of those I spoke with expressed hope that each of the entities involved—the states, the tribes, the landowners—would continue to find common ground.
This is, after all, the meaning of “good earth.” The phrase comes from the Iowa word “MayanPi,” which means “to make peace,” Foster tells me. “To cause something to become good earth, that’s how we say to make peace.” Though finding a name has been controversial in itself, the goal, Foster says, was to find one that anyone, indigenous or otherwise, could say in their language. It was a gesture toward the land’s shared ownership, giving each tribe and state a way to claim a place that has been home for many. It also can be seen as a wish for the future, when Blood Run might once again be a place of peace.

TRUMP heads to Texas as epic floods continue — POTUS ‘unusually silent’ after top aides challenge him — REMEMBERING MICHAEL CROMARTIE — MICHAEL SCHERER to WaPo — B’DAY: Neil Gorsuch
Good Tuesday morning. PRESIDENT DONALD TRUMP is headed to Texas at 8:30 a.m. to survey the devastation in the wake of Hurricane Harvey. THE PLAN: Trump will arrive in Corpus Christi, receive a briefing, and then head to Austin for a tour of the Emergency Operations Center and a meeting with the state’s leaders.
— UNDER THE DOME: D.C. IS BEGINNING TO TURN ITS ATTENTION to the likelihood that it will have to pass a massive emergency spending bill to help rebuild Houston. It will take a while for Texas and the federal government to fully assess its needs. But President Trump yesterday promised “rapid action from Congress,” not to mention his vow that the water-logged state will be “up and running very, very quickly,” something that emergency managers and Texas officials have pushed back on.
Story Continued Below
A FEW PATHS THE LEGISLATING CAN TAKE, per insiders we’ve spoken to: Congress can provide an initial down payment by passing the first installment of cash for Texas. That would give lawmakers the opportunity to show they’re on top of the situation, while leaving open the possibility that they’d have to pass a second — and larger — bill. This has upsides and downsides. Upside: it shows immediate action. Downside: Congress would have to act twice. It’s hard enough for the institution to do something once.
Another option is to attach a disaster relief bill to a government funding measure. Upside: As long as the bill didn’t include funding for the border wall, this would help ease the passage of a bill to fund the government and could stop a September shutdown. Downside: Any time Congress lops one measure onto another something could go wrong.

— THE REALITY, via Julie Turkewitz in Houston, Richard Perez-Pena in New York and Jack Healy in San Antonio with Dave Montgomery in Austin, Dave Philipps in San Antonio, John Schwartz in New Orleans and Henry Fountain in New York, on A1 of the the NYT: “Local, state and federal officials conceded that the scale of the crisis was so vast that they were nowhere near being able to measure it, much less fully address it. Across a region that is home to millions of people and includes Houston, the nation’s fourth-largest city, no one has a clear idea how many people are missing, how many evacuated, how many hunkered down or were trapped in their waterlogged homes, or how many inundated houses and vehicles are beyond saving.” http://nyti.ms/2wFm5MD
— L.A. TIMES: “By Monday evening, the death toll had risen to nine. Officials in Harris County, which includes Houston, reported at least six ‘potentially storm-related’ fatalities. A 60-year-old woman died Monday in Porter, a small community north of Houston, when a large oak fell on her mobile home. Another person died in the small coastal town of Rockport, near where Harvey made landfall. A 52-year-old homeless man was found in La Marque, a small city near Galveston.” http://lat.ms/2gldb0n
HOUSTON POLICE CHIEF ART ACEVEDO to the AP: “We know in these kind of events that, sadly, the death toll goes up historically. I’m really worried about how many bodies we’re going to find.”
PULLING BACK THE LENS — “Bracing for Harvey’s return, worry renews: Is worst to come?,” by AP’s Michael Graczyk and David Phillip in Houston: “The disaster is unfolding on an epic scale, with the nation’s fourth-largest city mostly paralyzed by the storm that has parked itself over the Gulf Coast. With nearly 2 more feet of rain expected on top of the 30-plus inches in some places, authorities worried the worst might be yet to come. The Houston metro area covers about 10,000 square miles, an area slightly bigger than New Jersey. It’s crisscrossed by about 1,700 miles of channels, creeks and bayous that drain into the Gulf of Mexico, about 50 miles to the southeast from downtown.
“The storm is generating an amount of rain that would normally be seen only once in more than 1,000 years, said Edmond Russo, a deputy district engineer for the Army Corps of Engineers, which was concerned that floodwater would spill around a pair of 70-year-old reservoir dams that protect downtown Houston.” http://bit.ly/2vo9i1v
— UNBELIEVABLE STATS in today’s HOUSTON CHRONICLE: “Tropical Storm Harvey was producing 1 to 2 inches of rain per hour Tuesday morning, which would ultimately worsen the city’s flooding problem, according to the National Weather Service.” … “The amount of water expected to hit Fort Bend County by late Tuesday could reach levels seen only about once every 800 years.”
— WHAT YOU’LL HEAR A LOT ABOUT IN THE COMING DAYS: “Storm water starts rising in neighborhoods near Addicks and Barker dams,” by the Houston Chronicle’s John Harden and Lindsay Ellis: “The U.S. Army Corps of Engineers began releasing water from the Addicks and Barker reservoirs early Monday morning, hours before officials planned to release rainfall from the two dams, according to the Harris County Flood Control District.
“The flood control district reported almost an hour later that storm water has started rising in the neighborhoods adjacent to Addicks and Barker. Heavy rainfall forced reservoir officials to begin releasing water from the dams sooner than previously planned. Col. Lars N. Zetterstrom with the U.S. Army Corps of Engineers had announced late Sunday afternoon that rising levels in the two reservoirs would force authorities to release water from both dams. The rising tides within the dams are forcing the water to swell and spill upstream into neighboring communities that sit against the dams.” http://bit.ly/2wFpNpJ

MATT NUSSBAUM: “Trumpian branding meets national tragedy”: “President Donald Trump has deployed his knack for marketing as Hurricane Harvey has ravaged Texas, calling the storm ‘epic,’ ‘historic,’ and the ‘biggest ever.’ ‘Even experts have said they’ve never seen one like this!’ Trump declared on Twitter. But Trump’s showmanship is about to collide with the devastation on the ground as he heads to Texas on Tuesday, and while natural disasters usually call for a certain presidential demeanor, Trump’s response so far has been distinctly his own.” http://politi.co/2vAp7hi
THIS COULD BE A PROBLEM — “Texas Republican vows to fight for flood insurance overhaul,” by Zach Warmbrodt: “As his state’s largest city is pounded by extreme rain, Rep. Jeb Hensarling is digging in his heels on a conservative vision for overhauling the heavily indebted National Flood Insurance Program, which protects millions from the risk of financial calamity. The Texas Republican, who as chairman of the House Financial Services Committee is spearheading efforts to revamp the program before it expires next month, will call on his colleagues to pass his proposal as soon as they return from recess.
“His committee has drafted legislation that would renew the program for five years but also shrink its footprint, make coverage more expensive for policyholders, and ease the pathway for private companies to sell their own flood insurance policies. Opponents say the changes would make coverage less accessible for many homeowners. … In an interview Monday, as the devastation in Houston began to bring the policy issues to the fore, Hensarling said he was ‘pressing on the accelerator’ — not the brake. ‘It’s more urgent than ever we get this bill done,’ he said.
“His characteristic steadfastness puts him at odds with other lawmakers, aides and lobbyists who suggested Congress was more likely to advance a less ambitious flood insurance package, including potentially a short-term extension bill without significant reforms. ‘Hurricane Harvey makes a rapid reauthorization of the NFIP — in its current form — more likely,’ a House Republican leadership aide said. ‘Considering the ongoing disaster in Texas and the fact we are not even halfway through hurricane season, I think there will be immense public and political pressure to get this finished.’” http://politi.co/2wOgJzn
— HENSARLING HAS STRUGGLED for years with changes to the flood insurance program.
NORTH KOREA, UNCOWED — WAPO’S ANNA FIFIELD in TOKYO: “North Korea launched a ballistic missile Tuesday morning that flew over the northern Japanese island of Hokkaido, the most brazen provocation of Kim Jong Un’s five-year-long rule and one that elicited strong condemnation from U.S. allies Japan and South Korea.
“The launch poses a further challenge, in particular, to President Trump, who has made North Korea a favorite rhetorical target. Trump said earlier this month that he would make Kim ‘truly regret’ harming the United States or its allies. In Japan, the prime minister was visibly agitated by North Korea’s actions. ‘A missile launch across Japan is an outrageous act that poses an unprecedented, grave and serious threat, and significantly undermines the peace and security of the region,’ Shinzo Abe said after an emergency national security council meeting. …
“In Seoul, President Moon Jae-in, a liberal who has promoted engagement with Pyongyang, ordered an ‘overwhelming show of force’ in response to the missile launch. South Korea’s military aircraft dropped eight bombs on a shooting range on the southern side of the border with North Korea.” http://wapo.st/2wepm4p
THE BIG PICTURE, NYT A18 — “Two Bankers Are Selling Trump’s Tax Plan. Is Congress Buying?” by Julie Hirschfeld Davis and Kate Kelly: “Gary D. Cohn and Steven Mnuchin have spent months behind closed doors with Republican congressional leaders sketching the contours of an elaborate and politically difficult tax overhaul that is President Trump’s top priority. … Already, their ambitions have drifted from the president’s original mark: A 15 percent corporate tax rate proposed in April is now likely to move to the 20 to 25 percent range, say two people familiar with the officials’ recent thinking. And a proposed 35 percent ceiling on the highest personal income tax rate could be shelved altogether, leaving the current 39.6 percent cap intact.
“For Mr. Cohn and Mr. Mnuchin, quiet competitors since their days as new partners at Goldman Sachs more than two decades ago, the task is a consequential test of whether real-world experience in finance has equipped them to carry out a delicate political negotiation, and whether two Jewish New Yorkers who have been lavish supporters of Democrats can succeed in Mr. Trump’s Washington. ‘Goldman has thrived by hiring strong individuals with very different backgrounds and putting them together on a team,’ Lloyd Blankfein, the chief executive of Goldman Sachs, said in an email. ‘Gary and Steven are both steeped in that tradition from their years working side by side on the trading floor — not a bad training ground for the pressure cooker that is Washington.’ …
“In a meeting with a group of Senate Democrats this year, according to people who were present, Mr. Cohn jokingly dismissed concerns about the wisdom and cost of repealing the estate tax, remarking, ‘Only morons pay the estate tax.’ A source close to Mr. Cohn denied that he had used the word, saying he had been referring to ‘rich people with really bad tax planning.’” http://nyti.ms/2iEVQjO
TRUMP V. HIS CABINET — “Trump rejected China steel offer his officials backed,” by FT’s Demetri Sevastopulo and Shawn Donnan: “Donald Trump last month rejected a Chinese proposal to cut steel overcapacity despite it being endorsed by some of his top advisers, as he urged them instead to find ways to impose tariffs on imports from China. One week after the July G20 summit in Hamburg — where Mr. Trump criticised China for flooding the world market with cheap steel — Beijing proposed cutting steel overcapacity by 150m tonnes by 2022. But Mr. Trump twice rejected the deal, according to several people familiar with the internal debate. … Wilbur Ross, U.S. commerce secretary, endorsed the deal and brought it to Mr. Trump, but the president rejected the proposal. Mr. Ross, a long-time friend of the president, floated the deal again the following week during the two-day meetings with Chinese vice-premier Wang Yang, but Mr. Trump once again refused to accept it.” http://on.ft.com/2xu5bhQ
DEPT. OF BARK NO BITE — “Trump unusually silent after aides challenge him,” by Josh Dawsey, Ben White and Eliana Johnson: “President Donald Trump is not happy with Secretary of State Rex Tillerson and Gary Cohn, director of the National Economic Council, for publicly criticizing his response to violence in Charlottesville, Virginia. But it appears there is little he is planning to do about it, according to people who have spoken to him. The unusually direct challenges from a Cabinet secretary and senior administration official seemed to make little more than a surface ripple in the swirling melodrama of the Trump White House, even as the president fumed privately about it. … Cohn told associates that he hadn’t heard a word from the president about his supposed anger — and that he didn’t regret one bit having made his comments.” http://politi.co/2vFswL1
— BUT, BUT, BUT … “Trump Punishes Longtime Aide After Angry Phoenix Speech, Sources Say,” by Bloomberg’s Jen Jacobs and Kevin Cirilli: “Donald Trump was in a bad mood before he emerged for a confrontational speech in Arizona last week. TV and social media coverage showed that the site of his campaign rally, the Phoenix Convention Center, was less than full. Backstage, waiting in a room with a television monitor, Trump was displeased, one person familiar with the incident said: TV optics and crowd sizes are extremely important to the president.
“As his surrogates warmed up the audience, the expanse of shiny concrete eventually filled in with cheering Trump fans. But it was too late for a longtime Trump aide, George Gigicos, the former White House director of advance who had organized the event as a contractor to the [RNC]. Trump later had his top security aide, Keith Schiller, inform Gigicos that he’d never manage a Trump rally again, according to three people familiar with the matter.” https://bloom.bg/2vo1Fb9
REVOLVING DOOR — “Another RNC data guru heads for the exits,” by Alex Isenstadt: “The [RNC] is losing its fifth staffer in just over a month. Conor Maguire, who has been working at the committee since 2011, is expected to depart in the next few weeks, according to two senior Republicans familiar with the move. Maguire, who served as director of external support, joins a wave of aides who have exited the committee’s data department amid a change in leadership among its top ranks.” http://politi.co/2vnVBiO
IN FOGGY BOTTOM — “Tillerson moves to ditch special envoys,” by CNN’s Elise Labott, Nicole Gaouette and Jeremy Herb: “Secretary of State Rex Tillerson is moving to eliminate or downgrade special envoy positions at the State Department, including the representative for climate change, a step that is sure to ignite vociferous opposition from some members of Congress. In a letter obtained by CNN and written to Senator Bob Corker, the Tennessee Republican who heads the foreign relations committee, Tillerson said he would end or transfer as many as three dozen special envoy positions. … Special envoys for Syria, Sudan and South Sudan, and the Arctic will be eliminated.” http://cnn.it/2wdQ39q
BANNON VS. TRUMP — “Bannon wages war against Trump-backed candidate in Alabama,” by Alex Isenstadt: “Just-departed White House chief strategist Steve Bannon is breaking from President Donald Trump in the closely watched Alabama Senate special election. During a closed-door meeting with powerful conservatives in Washington last week, Bannon declared that he’s supporting former state Supreme Court Justice Roy Moore over Trump-endorsed incumbent Sen. Luther Strange, according to two people who were present. … Appearing before a meeting of the secretive Conservative Action Project, Bannon made it clear that he supported Moore, a favorite among evangelicals, but was careful not to cast it as a break with the president. Rather, he said, it was an act of opposition toward Senate Majority Leader Mitch McConnell (R-Ky.), who is supporting Strange and has made the race a top political priority.” http://politi.co/2wee68i
— THIS WILL NOT be a fight that McConnell will shy away from. He and his allies have gone up against Bannon in primaries before — and won.
IT’S BEGINNING … — “The 2020 campaign just kicked off in a New Hampshire strip mall,” by Isaac Dovere in Manchester, New Hampshire: “Just like that, the 2020 retail campaigning for president began right here in a strip-mall campaign headquarters Monday, when Los Angeles Mayor Eric Garcetti showed up for what he called ‘the most important race in the country.’ He was talking about the Manchester mayor’s election. Joyce Craig, the Democratic candidate, invited him to join her for an afternoon that also included a speech to the Manchester Young Democrats and a fundraiser. Garcetti worked the crowds, introduced himself as ‘Eric,’ and took a bumper sticker and put it on the back of the black SUV he was driving around in. … On Tuesday, Rep. John Delaney (D-Md.), the only one to have already officially announced, will be here for a two-day trip, trying to get attention for his long-shot bid.
“On Labor Day, both Sen. Bernie Sanders (I-Vt.) and Jason Kander, the Democrat who narrowly lost his U.S. Senate bid in Missouri last year, will be back. And on Thursday, Sanders — who was in Indiana and Michigan last week 00 will be in Iowa, along with Sen. Amy Klobuchar of Minnesota. Sen. Jeff Merkley of Oregon will be there in October. Former Vice President Joe Biden, who made his own teasing stop here in Manchester at the end of April, is headed to South Carolina in September.” http://politi.co/2vFtqas
COMING ATTRACTIONS — “Senate chairman eyes Sessions testimony this fall,” By Seung Min Kim and Elana Schor: “Senate Judiciary Chairman Chuck Grassley is preparing for testimony by Attorney General Jeff Sessions as soon as next month — a high-stakes appearance for Sessions, who’s likely to face tough questions over the ongoing investigation into President Donald Trump’s ties to Russia. Grassley (R-Iowa) wrote to Sessions on Monday that ‘unfortunately we still do not have a confirmed date’ for the committee’s usual Department of Justice oversight hearing. Staff-level discussions have zeroed in on Sept. 19, Sept. 27, or Oct. 3 as open dates for Sessions’ testimony, Grassley wrote, asking Sessions to reply no later than Wednesday.” http://politi.co/2wY4orF

THE NEVER-ENDING RUSSIA STORY …
— WAPO’S ROS HELDERMAN, CAROL LEONNIG and TOM HAMBURGER: “A top executive from Donald Trump’s real estate company emailed Russian President Vladimir Putin’s personal spokesman during the U.S. presidential campaign last year to ask for help advancing a stalled Trump Tower development project in Moscow, according to documents submitted to Congress on Monday. The request came in a mid-January 2016 email from Michael Cohen, one of Trump’s closest business advisers, who asked longtime Putin lieutenant Dmitry Peskov for assistance in reviving a deal that Cohen suggested was languishing.
“‘Over the past few months I have been working with a company based in Russia regarding the development of a Trump Tower-Moscow project in Moscow City,’ Cohen wrote to Peskov, according to a person familiar with the email. ‘Without getting into lengthy specifics, the communication between our two sides has stalled. As this project is too important, I am hereby requesting your assistance. I respectfully request someone, preferably you, contact me so that I might discuss the specifics as well as arranging meetings with the appropriate individuals. I thank you in advance for your assistance and look forward to hearing from you soon,’ Cohen wrote. Cohen’s email marks the most direct outreach documented by a top Trump aide to a similarly senior member of Putin’s government.” http://wapo.st/2wOFETi
— NYT’S MATT APUZZO and MAGGIE HABERMAN: “Trump Associate Boasted That Moscow Business Deal ‘Will Get Donald Elected’”: “The associate, Felix Sater … predicted that building a Trump Tower in Moscow would highlight Mr. Trump’s savvy negotiating skills and be a political boon to his candidacy. ‘Our boy can become president of the USA and we can engineer it,’ Mr. Sater wrote in an email. ‘I will get all of Putins team to buy in on this, I will manage this process.’ …
“Mr. Sater said he was eager to show video clips to his Russian contacts of instances of Mr. Trump speaking glowingly about Russia, and said he would arrange for Mr. Putin to praise Mr. Trump’s business acumen. … Mr. Sater said it would be ‘pretty cool to get a USA President elected’ and said he desired to be the ambassador to the Bahamas. ‘That my friend is the home run I want out of this,’ he wrote.” http://nyti.ms/2iEZg68
FOR THE PRESIDENT — “Mueller Team Asking If Trump Tried to Hide Purpose of Trump Tower Meeting,” by NBC News’ Julia Ainsley and Tom Winter: “Federal investigators working for Special Counsel Robert Mueller are keenly focused on President Donald Trump’s role in crafting a response to a published article about a meeting between Russians and his son Donald Jr., three sources familiar with the matter told NBC News. The sources told NBC News that prosecutors want to know what Trump knew about the meeting and whether he sought to conceal its purpose.” http://nbcnews.to/2vnrk3Z
ISAAC DOVERE’S “OFF MESSAGE”: “How Detroit’s Mayor Became Unbeatable,” in Detroit: “Something weird is happening in Motor City: Government is working. And the guy in charge is about to get re-elected in a landslide because of it. Detroit used to look like how America ends. Abandoned skyscrapers downtown. An 18-story abandoned train station looming at the edge of the skyline like a Roman ruin. Collapsing car factories, block after block of grass growing high over lots where the houses had burned or been abandoned. Bankrupt, with the governor putting a city manager in charge, looking at selling off its art museum’s collection to pay the bills—all while the glass towers of General Motors’ of-course named Renaissance Center stuck up high above neighborhoods where it wasn’t safe to drink the water.
“‘I was appalled at so many things,’ Mayor Mike Duggan told me in an interview for POLITICO’s Off Message podcast, recorded in his office. ‘That the buses just weren’t running and people stood out on the corners in the winter for hours at a time. That every vacant building in the city was covered with graffiti and nobody cared. The lack of anybody caring was heartbreaking.’” BONUS: The previously unreported showdown he, Mitch Landrieu and Bill de Blasio had with John Podesta at Clinton campaign headquarters last year over what they warned was an economic message too long and complicated to work. http://politi.co/2wemsg1 … Listen to the full podcast http://apple.co/2e2dLvm
JOHN BOLTON in NR, “How to Get Out of the Iran Nuclear Deal”: “Although candidate Donald Trump repeatedly criticized Barack Obama’s Iran nuclear agreement, his administration has twice decided to remain in the deal. … Many outside the administration wondered how this was possible: Was Trump in control, or were his advisers? Defining a compelling rationale to exit Obama’s failed nuclear deal and elaborating a game plan to do so are quite easy. In fact, Steve Bannon asked me in late July to draw up just such a game plan for the president — the option he didn’t have — which I did. … I offer the Iran nonpaper now as a public service, since staff changes at the White House have made presenting it to President Trump impossible. Although he was once kind enough to tell me ‘come in and see me any time,’ those days are now over.” http://bit.ly/2wOLKmH
— Foreign Policy’s Dan DeLuce: “A source involved in the Iran policy discussions at the White House confirmed that Bolton was in and out of the Oval Office for at least several weeks. At one point, he was even offered the possibility of serving as deputy national security advisor, with the idea that he might eventually get to replace H.R. McMaster. The source said Bolton declined, preferring to wait until he was offered the top job.” http://atfp.co/2wew5eZ

The two million women and men who work for America’s banks safeguard $12.9 trillion in deposits and originate $2.4 trillion in home loans. They provide $331 billion in loans to small businesses and $175 billion in loans to farmers and ranchers. Banks’ fraud protection measures stop at least $11 billion in attempted fraud each year. SPENCER ACKERMAN in THE DAILY BEAST — “Paul Manafort Teamed Up With Obama’s Lawyer to Help Putin Ally: As the examination of pro-Kremlin influence-peddling continues, Democrats are coming under scrutiny, too”: “It wasn’t just Republicans. When Paul Manafort needed a powerful D.C. law firm to bless an alarming act by his clients in Kiev’s pro-Kremlin regime in Kiev, Donald Trump’s future campaign chairman turned to attorneys with significant ties to Barack Obama’s administration.
“In exchange, a team led by Obama’s former White House counsel Greg Craig at the firm of Skadden Arps produced a report that whitewashed the pro-Putin government of Viktor Yanukovych for jailing Yanukovych’s anti-Kremlin predecessor. Manafort consulted for Yanukovych’s Party of Regions. And they did it all for roughly $13,000—a conspicuously small amount for top lawyers at a prestigious law firm. (Prosecutors in Ukraine have reportedly alleged a million dollars more in secret payments.)” http://thebea.st/2vzJQSx
MIKE STEEL in the CHARLOTTE OBSERVER — “Dean Smith statue in the U.S. Capitol? He beats who’s there now”: “The furor over removing Confederate memorials offers North Carolina an opportunity to tell a new, more positive story about our state and our values. BUSINESS BURST — “At Whole Foods, Amazon Takes Rare Lead in Cutting Prices,”by WSJ’s Laura Stevens and Heather Haddon: “Amazon.com on Monday put itself in the unusual position of being a first-mover on price cuts when it slashed the sticker price on more than 100 items at Whole Foods Market many by more than 30%. Amazon typically relies on algorithms that scrape competitors’ prices before automatically matching or narrowly undercutting them on its website. It focuses on items that are most popular on the site and that drive traffic, according to former executives in Amazon’s retail divisions. That gives the retail giant a reputation for having the lowest prices, part of its strategy of driving more shopper traffic.” http://on.wsj.com/2vFM69X

The news of his death was reported Monday on Twitter and confirmed by colleagues at the Ethics and Public Policy Center, the DC-based conservative think tank where he served for more than 30 years. Cromartie brought Christian thought leaders and secular journalists under the same roof at the Faith Angle Forum, held every year since 1999. … In a political arena often dominated by competition, power grabs, and culture war debates, Cromartie stuck out by offering a friendlier, humbler approach.” With remembrances by Michael Gerson, Russell Moore, Michael Wear, John Stonestreet, Pete Wehner http://bit.ly/2glyRti … 2013 profile http://bit.ly/2weDElW …Friends’ memories of Michael on his Facebook page http://bit.ly/2x00u19

BIRTHDAY OF THE DAY: Robert Rubin, former U.S. treasury secretary and co-chair emeritus of the Council on Foreign Relations, celebrating at Daniel in New York. A fun fact about Bob: “A fun fact is how I found out who Jimmy Buffett is. When I was at Treasury, I told the Republican House majority leader that Warren Buffett was opposed to cutting capital gains taxes—as was I. (And I still am.) He responded that Warren Buffett might be opposed, but Jimmy Buffett is in favor. I started to say, ‘Why should I care about Warren Buffett’s son?’ but I didn’t. Later, someone told me that Jimmy Buffett is a famous singer, so I called Alan Greenspan to see if he had heard of this Jimmy Buffett character. He said it was probably Warren’s son. I later told President Clinton about my exchange with the majority leader. The President laughed at me for not knowing who Jimmy Buffett is, and I told him that Greenspan also thought he was Warren’s son. President Clinton said that for some reason this didn’t surprise him.” Read his Playbook Plus Q&A: http://politi.co/2vFATX0

Arkansas Made Arkansas Proud Locally Made Market
A crafty festival with a little bit of everything for sale.
Arkansas is brimming with a unique creative energy that reaches from furniture designers and folk musicians in the foothills of the Ozark Mountains to the vibrant, bohemian maker culture emerging along Main Street in Little Rock. You'll experience that energy when some of the state's best crafters come together Friday and Saturday, March 31-April 1, in an inaugural maker's market on the grounds of War Memorial Stadium.
Arkansas Made Arkansas Proud Locally Made Market, co-chaired by Aimee Shelby and Lindsey Gray, owner of Eggshells Kitchen Co., will include furniture, leatherwork, jewelry, edibles and more. More than 85 vendors will sell their wares under pop-up tents at the rain-or-shine event (on the field if it's not raining, concourse if it is), presented by the Arkansas Times and the War Memorial Stadium Foundation.
A preview party from 6 to 9 p.m. Friday will be an evening of eats, libations, live folk music and access to silent auction items. Artists will attend and talk about their crafts. Sysco's in-house chef, Jason Knapp, will prepare Southern delicacies, including grilled pimento cheese finger sandwiches, strawberry pretzel crostini and chicken salad phyllo cups, and crafters from the Ozark Folk Center will demonstrate their work and offer hands-on crafting experiences for little ones.
Shoppers can enjoy these treats while sipping a glass of wine or beer and getting first dibs on one-of-a-kind Arkansas-made creations. Preview party tickets are $25 in advance at centralarkansastickets.com and $30 at the door. Proceeds benefit the nonprofit War Memorial Improvement Trust.
The main event begins on the field at 10 a.m. Saturday. Shoppers will find crafts from every corner of the state in prices ranging from $5 to $1,200. "You won't find anything here that would be in a big box store," Gray said. "This event is a good chance to showcase the great Arkansas vendors and bring awareness to all the great art that comes out of the state. You'll get to see the story behind the product and meet the creator."
In addition to vendors' edible offerings, find stadium food, beer and wine available for purchase. Early bird shoppers can sip mimosas and Bloody Marys. Entry is $5 at the door; children 5 and under get in free. Ample, free parking is available on both days.
