Suspected NPA rebel nabbed in NegOcc
#PHnews: Suspected NPA rebel nabbed in NegOcc
BACOLOD CITY – A suspected member of the Communist Party of the Philippines-New People’s Army (CPP-NPA) was arrested in joint police and military operation in Himamaylan City, Negros Occidental on Monday afternoon.
A police report on Tuesday identified the suspect as Warren Lozano, 26, a resident of the southern Negros city’s Sitio Cantupa in Barangay Caradioan.
Lozano, alleged to be a part of NPA hit squad Special Partisan Unit or SPARU, belongs to the Sentro De Grabidad 3, Regional Strike Force of Komiteng Rehiyon-Negros-Cebu-Bohol-Siquijor.
Around 4:55 p.m., Lozano was cornered by personnel of Himamaylan City Police Station and 94th Infantry Battalion (94IB) of the Philippine Army in the neighboring Sitio Ubay.
Lt. Col. Angelo de Guzman, 94IB commander, said Lozano is an active member of the NPA although they have yet to confirm his links with the SPARU.
The suspect was found in possession of a caliber .45 caliber Colt pistol loaded with six live cartridges and a black sock containing two cartridges for an M203 grenade launcher.
The police report said Lozano “failed to present legal documents for the lawful possession of firearm and explosives” and was detained in the station’s custodial facility.
In a radio interview, Maj. Romeo Vargas, acting police chief of Himamaylan, said Lozano denied being a member of the CPP-NPA and claimed that the firearms and explosives recovered from his possession were planted.
The suspect will be charged with violation of Republic Act 10591 or the Comprehensive Firearms and Ammunition Regulation Act and Republic Act 9516 or illegal possession and manufacture of explosives.
The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, and New Zealand. (PNA)

BIOGRAPHY
“I get tired of it, you know? War. But it is the only thing I know.”
MWO Griogalach was born for the military. Both her parents, her father; Rear Admiral to the RCN, and her mother; a retired pilot from the RAAF, were major influences for her career path. Born an only child, she was well taken care of. Though a lot of the time her father was away sailing, Griogalach’s mother was always there after retiring and moving to Canada to support her husband. Her mother taught her to hunt when she was young, which is where her interest in weapons came from.
She joined the army cadets as soon as she could, deciding her career path early on. Though during highschool, she found herself to have an affinity for science- more specifically chemistry. She graduated a year early, starting on her first of many degrees. Kinetics of Chemical Reaction, Kinetic Processes in Materials and Chemical Engineering at MIT, and Chemical Engineering and Applied Chemistry at the U of T, all while advancing her career as a Weapons Technician in the CAF.
After finishing her degrees, she felt restless. She needed something more, so she signed up for additional specialty courses for her trade. She went on to train on the Leopard tank, GIAT light towed Howitzer, and then on to reconnaissance patrolling. To say she was well trained would be an understatement. With her skills, she was recommended by her chain of command to apply for CSOR; the Canadian Operations Regiment, which specializes in conducting raids, capturing strategic facilities and undertaking reconnaissance. During her time with the unit, she specialized in arctic and desert warfare. At every turn, Griogalach was challenging herself.
On top of all that, she developed her own specialized grenade. The FAX grenade. The fuel to air explosive was developed to help clear out tight and confined spaces- fox holes, tunnels, bunkers and caves. While overseas, it found its fair share of usage.
Griogalach was deployed to Iraq in 2006 as a weapons tech. During her deployment she worked with the Americans, which is where she first encountered Trace. During their time together they worked closely, getting along from the get-go. There had been rumours of the two having a loose relationship while deployed, but neither would talk about it. Not because of bad blood; the two still get along fantastically. It was just the past. This was the time where she started developing her gadget, in which Trace had some input on it. She was one of the reasons he decided to go back to school, and from that point on they worked together on developing weapons for use by both militaries.
After, she was quickly deployed again to Afghanistan. In 2008 as a weapons tech, then again from 2010-2011 with CSOR in Kandahar City. It was during her time with CSOR that she earned her moniker ‘Scorch’. It was her hard work, dedication and innovation during her deployment that earned her notice, and in 2016 joined the Rainbow team.
PSYCHOLOGICAL REPORT
With the amount of training and experience that Griogalach has behind her, it brings me no surprise that despite the hesitation to take lead on missions, she is an incredible leader. A quick thinker and even quicker on her toes, she has the potential to be one of the best we have. However, during her tour on Kandahar she lost almost all of her squad- in a mission she led. This has planted a seed of ever growing doubt in her leadership skills in her mind. Not to mention whenever the topic comes up, she blames herself, and almost hits, what I like to call it, a reset. She turns cold, blames herself and throws herself into dangerous situations with no care for her own wellbeing. When this happens, I look into her eyes and see nothing- it’s so cold and indifferent.
I tried to dig into the mission as much as I could, but the CAF has it sealed tightly. From what I could get, it was a lose-lose situation. She was commended for getting as much of her squad out as she did. Yet it is a sore spot for her. Sometimes I reread the report just because of the mission and the lessons we could learn from it. She was very well regarded in her unit, but the translation just isn’t there for her.
I asked her why she chose to drive herself as hard as she did. Getting the amount of training, the schooling and whatnot. She told me of the stigma that comes with being a woman in the military, how she wanted to break it. The amount of times that her coworkers would talk down about her. Then there was the reputation of her parents. Her father; a Rear Admiral in the navy. One of the most well respected officers in his element. And her mother, a pilot from Australia. One of the first. There was a need to live up to expectations, and a want to impress. She pushes herself incredibly hard, to the point where it becomes dangerous, and she knows it. Thankfully, there are times where she recognizes this, and often goes to Imagawa for assistance.
In her downtime, she is often found in the workshops, working on her gadgets and assisting other operators with theirs. During that time, she’s very approachable. I find that if I catch her in the middle of her work, she is more willing to converse. Though she has a hard exterior, some of the other operators have taken a liking to her. She has good working relationships with Sanaa ‘Nomad’ El Maktoub, Lera ‘Finka’ Melnikova, Erik ‘Maverick’ Thorn, Adriano ‘Maestro’ Martello, Elena ‘Mira’ Maria Alvarez, Jordan ‘Thermite’ Trace, Dominic ‘Bandit’ Brunsmeier and unlike her fellow JTF2 counterparts, the Russians.
Now there is a whole other can of worms. But the one I was more interested in was her relationship with Brunsmeier. When in the eyes of others, they are nothing but professional with each other. But despite their discretion, there are a few times where if I happen to walk into the mess at the right time, the two of them are curled up on the couch together either watching TV or asleep. I approached the topic carefully during one of our sessions, but the closeness was denied. I wondered if there was a part of her that was scared to acknowledge it. If maybe they found some sort of similar comfort in the other. Either way, it seems after being together for a time they both come out of their shells.

TACLOBAN CITY – Five members of the New People's Army (NPA) in Samar have abandoned the armed struggle against the government to start a new life this new year.
The Philippine National Police (PNP) identified the former rebels as alias Bening, 26; Bebot, 45; Jinky, 29; Narcing, 58; and Nora, 59, who surrendered on January 10 and were formally presented to officials of the Police Regional Office (PRO) 8 (Eastern Visayas) in Palo, Leyte on Tuesday.
Brig. Gen. Ronaldo de Jesus, PRO-8 director, said the provincial police office, including its intelligence unit and two mobile force companies, facilitated the surrender of the former rebels.
"The return of these rebels to the fold of the law is a promising development for this year. As they pledge loyalty to the government, the police force in the region also guarantees to give necessary assistance so they could start living in genuine peace again," he said in a statement on Wednesday.
The surrenderers handed over a caliber .45 Colt pistol with a magazine containing three live ammunition, an M1 Garand rifle with a magazine loaded with eight ammunition plus eight extra ammunition, and a Carbine rifle with a magazine containing 12 live ammunition.
Meanwhile, authorities are processing the application of the former rebels, so they could avail themselves of benefits under the Enhanced Comprehensive Local Integration Program or E-CLIP.
The E-CLIP gives former rebels a holistic package of benefits, such as livelihood, medical, education, housing, and even legal assistance.
The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. (PNA)

With election-related violence commonplace, the Philippines imposes a ban on the carrying of guns for six months, from campaigning to the proclamation of winners. With legal access denied, Filipinos simply turn to the many illegal gunsmiths who ply their trade in back alleys and on the edge of rice fields despite government crackdowns. In Danao City, in the northeast of central Cebu island, they are already anticipating a windfall. "There's actually huge demand for guns, especially now and because of the elections next year," said a 33-year-old gunsmith, who asked to be named only as Remo, as he hammered away at bits of scrap metal in a makeshift factory in Danao. Loud music drowned out the noise of Remo's workshop on the edge of a dry creek, hidden from view by thick bamboo groves, as he and two assistants hammered, filed and drilled away. "We are actually having some difficulty in keeping up with the orders because it usually takes at least two weeks to make one .45 caliber pistol, even if I work 16 hours a day," he said. "THE WORLD OF OUR FATHERS" As the pro- and anti-gun lobbies in the United States agonize over how to respond to yet another massacre of innocents, in the Philippines many want even more liberal gun laws to boost production of a small but growing legal industry. Guns have long been part of everyday life in the Philippines, especially since the end of World War Two. After the war, farmers took up arms during agrarian unrest in the late 1940s and early 1950s and then a Maoist insurgency that has become one of the world's longest-running conflicts. Today, all private security guards in the Philippines carry either handguns or shotguns, or both. Guns are a common sight in shopping malls, government and private offices, banks, restaurants and even schools. "When we were children, we were already surrounded by guns. It was the world of our fathers," said Elmer Genzon, a third-generation gunsmith who once made "paltik", or illegal weapons, out of scrap metal and bits of angle iron. "We grew up making guns." According to www.gunpolicy.org, a site hosted by the University of Sydney's School of Public Health in Australia, there are about 3.9 million guns -- legal and illegal -- held by civilians in the Philippines, or about 4.7 per 100 people. That puts the Philippines 105th place on a list of 179 countries, tiny in comparison to the 88.8 per 100 in the United States and behind even Australia with 15 per 100. While it is impossible to count the number of illegal guns in the Philippines, the national police estimate there are about 350,000, again paltry in comparative terms to Central and South American weapons hotspots like Guatemala, Honduras and Colombia. Yet the Philippines suffers worryingly high gun-crime rates. According to the latest available figures from the U.N. Office on Drugs and Crime, there were 8.9 homicides per 100,000 people in 2003, by far the worst in Asia and outstripping Europe. Illegal guns are not just carried by criminal gangs, Maoist rebels and Muslim separatists. They also belong to civilians and politicians who keep private armies. Investigations into the Ampatuan family, a political clan linked to the 2009 massacre of 57 people, including dozens of journalists, found more than 1,000 high-powered weapons, including mortars and .50 caliber machineguns. HEALTH PLAN In the 2004 elections, authorities decided to crack down on illegal gunsmiths in Cebu.
There had been more desultory attempts to act against an industry dating back to the early 1900s. Police closed the Genzon family's home factory on the edge of a rice field during the 2004 crackdown. Like other gunsmiths from his hometown, he was soon working at the government-registered Shooters' Arms Manufacturing factory about 25 km (15 miles) down the road in Mandaue City. "We no longer have to worry about police raids and we also have a steady source of income, plus some health and other social benefits," Genzon, 33, told Reuters while he wrapped a handcrafted model of a 1911 Colt .45 destined for a dealer in Rochester, New York. A small army of 400 workers assembles revolvers and pistols at the Mandaue factory, which exports guns to the United States, Australia, Italy and Thailand. Factory owner Romulo de Leon III, a second-generation gun dealer, quickly recognized the unusual skills developed by the illegal, backyard gunsmiths when he decided to switch from selling imported weapons to making his own. His partly automated factory now produces about 20,000 guns a year, with up to 85 percent of them sold abroad, making him the second largest gun manufacturer in the Philippines. With cheap labor and Filipino ingenuity, de Leon wants to expand into new markets in Eastern Europe and South America. With more foreign markets in their gunsights, legal manufacturers hope President Benigno Aquino, a gun enthusiast who shoots competitively, will help liberalize gun laws. "What we want is a more balanced gun legislation, not too restrictive, but we also understand that guns must be regulated," said Demetrio Tuason, head of the largest and oldest manufacturer in the Philippines, Armscor, at a Manila gun show. Existing laws allow Filipinos to own one "long" firearm -- a rifle or shotgun -- and one handgun. Guns are meant to be licensed and owners must have permits to carry them in public. Tuason wants gun licenses more like driving licenses, allowing people to "own as many guns as they can afford". Not surprisingly, gun sellers also want to expand the industry, worth about 2.5 billion pesos ($59.37 million). Export receipts grew fourfold to $23.4 million between 2000-11. But, just like in the United States, there seems little appetite to change existing laws. "That's not a priority right now," Aquino told Reuters in an interview earlier this month. There are 34 gun-related bills before both houses of parliament, some seeking looser laws and others more control. Supporters of two prominent bills seeking to outlaw civilians carrying guns in public and stiffer penalties for possession of illegal weapons have all but given up hope. BACOLOD CITY – A militiaman of the Communist Party of the Philippines-New People’s Army (CPP-NPA) died in a clash with government troops in the hinterlands of Moises Padilla town in central Negros on Thursday.
In a report on Friday, the Philippine Army’s 303rd Infantry Brigade (IBde) identified the fatality as Rio Jacaba, a member of the Yunit Militia (YM), who along with his two comrades, engaged soldiers of the 62nd Infantry Battalion in Sitio Arum, Barangay Macagahay.
Col. Inocencio Pasaporte, commander of 303IBde based in Murcia, Negros Occidental, credited the village residents for their vigilance in reporting the presence of armed terrorists and for taking concrete actions to ensure that the CPP-NPA rebels are unwanted in their barangay.
“We will ensure that their intimidation and extortion activities are halted,” he said.
The troops encountered the three militiamen after responding to a report from concerned citizens on the presence of suspicious persons believed to be communist-terrorists. After a brief firefight, Jacaba was found dead while his comrades fled.
During the clearing operation, the soldiers recovered a .45-caliber Colt MK IV pistol with spent cartridges, a black colored holster, and subversive documents.
The remains of Jacaba was retrieved by personnel of Moises Padilla Municipal Police Station led by Staff Sgt. Rocky Tonog after conducting a scene of the crime investigation.
“With the Moises Padilla Task Force to End Local Communist Armed Conflict, we will unify and harmonize our peace and development efforts especially with the different stakeholders,” Pasaporte said.
The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. (PNA)
