Is Swap Charl the one who gets the robot body?

I could imagine so, although I do wonder now, would that mean, Charl is at first good, and then evil?
This is honestly something I, can't answer however, I do like to think that in the Swap!AU, he is good from the start.
What very likely happened is that Lis tried to kill or lobotomize him but Charl fought back, which caused him to get seriously injured and his mind transferred into a robot.
Said process, very likely affected him, and for a while Charl felt, cold and emotionless, resenting it how he no longer could feel his own heartbeat, breath, eat or feel the sun warming his body etc. etc.
However, I believe, at one point, he would come to accept his new body, and maybe later, would also get himself a new biological one.

What did Joanna think of Charl?
Greetings Anon
She was at first wary, and also reserved towards Charl, she has heard about him, and how he was in the past a neurosurgeon, not only who stabbed his colleague, but also had done lobotomies, and at first she was wondering if he would try the same here as well, but, Tyson believed in him, so she would just, wait and see.
And as it turns out, he was a kind and dedicated worker, and Joanna and Charl did eventually grow close together as friends, with Charly sharing parts of the past with Joanna and vice-versa.
Joanna was shaken when she had heard that Mountebank had died.

Did Charl meet any other Medics members during his life?

Of course, he met Ty for example, with who he had a talk with, and I can also imagine that he had met Dr.Gubble, Frost and perhaps also Dorothy Whitlock (@pastelprince18 OC), maybe he even had met Joanna Owens.
He really appreciated their company, and, that they welcomed him, into the Medics, despite what he had done in the past...

you said before that the surgeon time travels so that Charl would go to a prison instead of a ward. but how exactly did Charl got a job at the medics later on?

After Charl was released from prison, it was difficult for him to return to a job, that was in the medical field, both because of his criminal record and because of what he had done, at this time he had begun to deeply regret, that he performed lobotomies.
However at one point he had heard about the Medics, and, so he applied at the organization to work there, I think Tyson was a bit, suspicious about Charl at first, even when the information he had said that he was released early because of good behavior.
They had a, rather long job interview that went for a few hours were Charl talked about his career and how it ended from one moment to another, because of one swift movement, he did out of anger, and, that he really regretted it, because, in the end, his old colleague was right with his criticism.
He would admit, that with his work, he destroyed lives, instead of helping people, and that he really, wishes he could undo it all, but he also knows, that he can't turn back time and wants to use the remaining time he has left, to do what he was supposed to do, aiding people.
After that long and emotional job interview Charl became part of the Medics and worked there until his death.

This is just reminder since it's been a while: Charl Mountbank was Lis's old partner?

That is correct, he and Lis worked together in one of the hospitals of Mayberry, however Lis had more years of experience and was regarded as senior staff member , but the polar fox did not use that status often, seeing all his colleagues and friends as equal.
That was, until Charl Mountebank insisted that young Sam Cottontail would get lobotomized, which Lis refused because he was an opponent of lobotomy, this resulted in both of them getting in a verbal fight, that ended when Charl stabbed Lis in the back with the tool, that is used for lobotomy.
Ultimately Charl was sent to a psychiatric hospital while Lis because of the injuries he sustained, decided to transfer his mind into a robot.

Do you think Lis will ever decides to go see his former colleague in the Psychiatric hospital?

Unfortunately I believe that is no longer possible, for at this point I believe Lis Polarny's colleague has died in the psychiatric hospital.
However, who says you can't defy the present and the laws of time?
I have to admit I am not usually someone who works with the time-travel fix it scenario often, however, in this case I like to make an exception.
Lis, in his new body, travels back in time and would visit both himself and his colleague, who is in custody, Future!Lis of course would disguise himself.
So he, Future!Lis probably bribes one or more police officers so that he can visit his colleague, who, has planned to plead for being insane because he believes being in a psychiatric hospital for the rest of his life is better than being send to prison, however Present!Lis and he are talking about it, I like to think that his colleague figures somehow out that this is Lis and so they talk about it, sitting in the cell together. Future!Lis apologizes for, having insulted and provoked him that caused his colleagues career to be ruined and admits that his colleague is a good person, but he couldn't allow him to lobotomize a child and his position has not changed on that. Lis colleague would be sorry too, for having stabbed him, but, at the moment where he did it, he felt, so much anger and betrayal when Past!Lis told him how disappointed he was and that he wasn't a good doctor, Lis colleague would also apologize for having called him a slur, which just made the situation escalate even more. Future!Lis would say that he had a long time to think about it, and that he forgives his colleague, before leaving Future!Lis would once again kindly ask his colleague, not to plead to be put in a psychiatric hospital and that he should take the prison time, even if it won't be pretty, it is still the better alternative than to be stuck in the same place for the rest of his life.
I think visiting Past!Lis would be more difficult for Future!Lis, because he, again has to disguise himself and can't share too many details or Past!Lis might get suspicious. I think Future!Lis would say that he is an "old friend" of the colleague, and both would start to talk. Past!Lis would of course be furious when Future!Lis requests from him that he talks with his lawyer, to ensure his colleague is sent to a prison and not a psychiatric hospital instead because Past!Lis, still full of anger wants to see his colleague suffer.
It pains Future!Lis a bit, to see himself like that, but, it is how he was back then, his future self would then argue with Past!Lis if he really wants that his colleague is sent there, despite the fact that he is aware what the conditions in the psychiatric hospital are, that there is always the risk that his colleague might get lobotomized, the very same procedure he, Past!Liz opposed.
That would, invoke something in Past!Lis to, reconsider, the polar fox would say he will, think about it but Future!Lis knows that he already made up his mind, in Future!Lis favor.
Returning to his time, Lis Polarny informs himself as fast as possible what happened to his former colleague now that he has altered the timeline, he discovers that he has indeed, be sent to prison, but got released early for good behavior.
However, Lis would also discover that his colleague had died at this point, and it hurts Lis because, he really wanted to meet their old colleague again.
It breaks his heart and for some time he would sit somewhere alone in the Medics HQ, when Ty Nicholas passes by and sees that Lis is not doing well, and asks him what's wrong Lis tells him (not the part about how he traveled back in time) about his colleague and Ty tells him that he knew his colleague as well.
Ty would tell Lis that his colleague, already released from prison when the snow leopard was founding the medics, was immediately on board to help and aid him, which he did, Ty would say that Lis colleague said to him, Ty, that he "owed it to him" but Ty doesn't know who Lis colleague meant with that, Lis of course understands that his colleague meant him.
Whilst it was a very sad day, when Lis colleague died in the line of duty Ty would say, his last words were not of regret and Ty remembers how Lis colleague said how glad and happy he was, to have been given another chance helping other people and that he was forgiven by his "old friend".
Lis would be very taken aback by this, he is of course still sad that he never got the chance to meet his colleague again, but also glad that, he was given another opportunity to help people.

As far as I know, no, they never left the psychiatric hospital, which means he is, or has been in there since the late 1950 or early 60s, they never released him.
The Surgeon never really informed himself if the former colleague of Dr .Lis Polarny is still alive or if they had passed away, but given that by now it has been at least over 70 years, the Surgeon believes it to be very unlikely for him to be still alive.

who literally backstabbed Dr Lis?
Greetings Anon ^^,
I have to admit, that I have yet to think of a name for that person, but what I know is that he was a colleague of Dr. Lis Polarny who like them was a neurosurgeon who worked in the Hospital of Mayberry. However unlike Lis he was a bit younger, who was "lower ranking" than Lis, who had the title of an "senior doctor" at this point.
Lis and he got along really well, Lis believed that he was a good doctor and splendid surgeon, with a great future if he worked hard and dedicated, until that day, where they had an very heated argument about a planned surgery, that Lis was supposed to approve.
But the arctic fox did not, he thought that it was irresponsible to preform such a "butchery that is called a medical procedure" on a child, who suffered from the aftermath of an head injury/trauma. So Lis literally stamped the document with a seal that said "Request denied". Lis was never comfortable about THAT certain surgical procedure, and he wouldn't allow it that the future of a child would be destroyed because of that. If he disapproved of that surgery then it would not happen, no matter what, after all his word/decision carried weight, so it would not be questioned.
His colleague was having none of that. He saw and believed that if he, Lis colleague, would preform that surgery, he would climb to a higher rank and reputation. After all, that was the son of a military personnel, he couldn't just decline that request! Their polite discussion/argument turned into a heated and aggressive yelling at each other, with every moment a new, painful word thrown at each other. I am not sure what exactly Lis said, who had the last word, but I think it was something like, that his colleague can be glad if he's not going to call for disciplinary actions against him, and how much he, Lis has been wrong about his colleague, he really thought he, the colleague, was better than this.
It was then, when Lis leaned out of the window, to breath some fresh air, that his colleague lost his temper after his supervisor had said that, using the ice pick he had taken with him, when he talked to Lis about the procedure. He stabbed the arctic fox with it, into the back, directly into his spine.
Unfortunately for the attacker and luckily for Lis, because of the open window, a few passerby witnessed the crime and called immediately for help.
And that was, the day where Lis Polarny was paralyzed from his neck down, and his colleague was sent to a psychiatric hospital.

If Lis doesn't time travels, what does she do now? (Also, kinda a shame since I really liked the concept)

I know, it's an interesting concept but, I did think about it and there was a different approach I have thought about it, I am sorry that I changed it Anon.
There is no time travel involved in this anymore.
Rather what happened is that Charl Mountebank was not locked away into a psychiatric hospital until he died, but was send to prison instead, because of a botched lobotomy.
You see, I have thought about, that because Lis Polarny, vanished (due of accepting that his mind would be transferred into a robot), and with that the main witness no longer being present, Charl got a rather...mild sentence, very likely because of his status.
However, he later goes to prison, because of a botched lobotomy, causing the patient to die, who was the relative of a high regarded person, and that, was what caused Charl to go to prison for some time.
The death of his patient, greatly disturbed Charl, because, this had not happened before and he was certain about himself that he would never make a mistake, and now a person was death because of him.
Which makes him for the first time realize, just how many lives he had not saved, but ruined by lobotomizing patients.
That and, he remembered how Lis told him, that he knows, that one day his endorsement for lobotomies would backfire on him.
With this, happening now.
Charl was sentenced to prison, and had a few years to think about it, and he realized just, what he had done, and instead of helping people, he hurt them.
He got released early because of good conduct, however Charl, who, wanted to continue working in the medical field, did not get a job because of his "criminal background".
That was, until he heard about the Medics, and, after a long talk with Tyson Nicholas, joined them.
He always regretted what he had done in the past, and wished he could reverse it, but, he knows that all he can do is, trying to do better.
And so Charl worked for the Medics, until, he died in the line of duty as he was treating the injured.
The thing is, Charl never found out what had happened to Lis, and, he always assumed he had died.
Lis on the other side, for a long time did not know what had happened to Charl, and so believed he had died in a psychiatric hospital.
Which is until Lis, after having left the Wrath and joined the Medics, does his research about Charl, however he reaches a death end, not knowing what happened to his former colleague after he was released from prison.
That is, until Ty sees Lis in thoughts, and asks him what's wrong, and eventually during their talk Lis mentions the name "Charl Mountebank" and Ty of course recognizes that name, given that Charl was a member of the Medics, who took his job seriously until the very end.
Lis, curious would ask Ty if he could tell him more about what Charl did after having been released from prison, and so the snow leopard does tell him everything.
In the end, Ty remembers something, how Lis, at one point to have closure with himself over his past, recording himself, and Ty remembers how Charl wished, Lis could see it, but Mountebank of course believed that Lis was death, but he, Ty thinks Lis should watch it, so he does.
I don't know the details yet, but, at one point does Charl, in the video tape apologies to Lis, saying that, even if his old colleague might not be around here anymore, he is, truly sorry for what he did.
And Lis...emotional about the video tape, because Charl is no longer here, touching the TV screen would say that he forgives him and, that he is sorry too.
That is, how I imagine it happened now, but, who knows, maybe at one point, I like the time travel idea again, or , find another way to use the time travel part.

How did Lis first meet Charl?

I think they met when Charl started to work at the same hospital as Lis did, the polar fox was hired by the very same hospital not too long ago himself.
They understood each others very well, and where very good friends, both as colleagues and in private.
However Lis was concerned about Charl defending the usage of lobotomy, while Polarny opposed it, and when Charl was ready to do his first Lobotomy, Lis refused to approve it, which ultimately lead to the incident.
