You are 100% correct about the celtic cross being neo nazi but I would add that the celtic cross has always been a popular design used in Ireland for jewellery, tattoos, etc. And as far as I'm aware isn't really known by the general public as a hate symbol, so while I would be cautious of people using it I would give some benefit of the doubt to Irish people (particularly older folk) seen wearing it
