In Utah, construction lien laws are primarily governed by Title 38, Chapter 1a of the Utah Code, which details the requirements and procedures for establishing and enforcing construction liens. Here is a comprehensive overview:

Requirement: Any person furnishing labor, service, equipment, or materials for a construction project must file a preliminary notice with the State Construction Registry (SCR) within 20 days after starting work on the project. This notice is crucial as it preserves the right to later file a construction lien if payment issues arise (Utah Code § 38-1a-501).
Filing: The notice must be filed online at the SCR website. Failure to file this notice within the 20-day period may result in the loss of lien rights.
Notice of Construction Lien
Contents: The notice of construction lien must include:
The name of the reputed owner or, if unknown, the record owner.
The name of the person who employed the claimant.
The dates when the claimant first and last provided labor or materials.
A description of the property sufficient for identification.
The claimant’s name, address, and phone number.
The amount claimed.
The claimant’s signature.
An acknowledgment or certificate as required by Title 57, Chapter 3.
For liens on owner-occupied residences, a statement on the steps the owner can take to remove the lien (Utah Code § 38-1a-502).
Recording: This notice must be recorded in the county where the property is located, and the county recorder will index it accordingly. The notice is considered effective from the time of recording, giving public notice of the lien.
Service: Within 30 days after filing, the claimant must deliver or mail a copy of the notice to the reputed owner or record owner. Failure to do so can preclude the claimant from recovering costs and attorney fees in a lien enforcement action.

When watching one of the all-time greatest films All About Eve (1950, 20th Century-Fox) most people don't realize that three of the actors in the film committed suicide. Every knows Marilyn Monroe and George Sanders but the third person is the actress who plays Phoebe her name is Barbara Bates. Barbara Jane Bates was born on August 6, 1925 in Denver, Colorado, her father was a postal clerk and her mother a nurse. As a teen she was persuaded to enter a local Denver beauty contest, with the winner receiving two round-trip train tickets to Tinseltown. Not only did she win but meeting Cecil Coan, a United Artists publicist, during that Hollywood trip altered the course of her life forever. Coan, more than two decades older than Barbara, fell hard for the young beauty. A married man with children, he promised to guide her career and make her a star. He proved his worth and dedication to her when he left his wife and married Barbara. Barbara possessed a curious chemistry of sensual appeal mixed with vulnerability and naturalness. On the surface, she created an indelible impression. But in reality, she had a tremendous amount of emotional suffering, a paralyzing self-doubt and insecurity, and mood swings. Much of Barbara's work in films was routine. Interestingly, the one role she will always be identified with is also one of the smallest parts given her during her brief tenure as leading lady. It is this brief, breathtaking moment for which she will best be remembered. The Hollywood Reporter said of her performance, "Barbara Bates comes on the screen in the last few moments to more or less sum up the whole action and point of the story. It's odd that a bit should count for so much, and in the hands of Miss Bates all the required points are fulfilled." Despite a seemingly successful career, Barbara's life, both on and off screen, started unraveling. She became a victim of extreme mood swings, insecurity, ill health, and chronic depression. Bates tried to salvage her career and traveled to England to find work. She was signed on as a contract player with the J. Arthur Rank Organization, only to drop out of two leading roles in one month. Bates continued to be too emotionally unstable to work and in 1957, her contract with the Rank Organization was canceled. Her last onscreen appearance would come in an episode of The Saint that aired in November 1962. In 1960, Barbara and her husband moved back to the United States and got an apartment in Beverly Hills. Later that year, Coan was diagnosed with cancer. Bates remained devoted to her husband and rarely left his bedside, but the strain was too much for her. She attempted suicide by slashing her wrists and was rushed to Cedars-Sinai Hospital where she soon recovered. In January 1967, Bates' husband, Cecil Coan, died of cancer. She was devastated by his death and fell apart. Later that year, she retreated back to Denver and fell out of the public eye. For a time, Bates worked as a secretary, a dental assistant, and as a hospital aide. In December 1968, she married for the second time to a childhood friend, sportscaster William Reed. Despite her new marriage and location, she remained increasingly despondent and depressed. On March 18, 1969, just four months after her marriage to Reed, Barbara Bates committed suicide in her mother's garage by carbon monoxide poisoning. She was 43 years old. She is buried at Crown Hill Cemetery in Jefferson County, Colorado. Barbara's suicide was a sad and tragic ending to a promising Hollywood beauty who seemed destined to having it all.
