Cecil Stedman is my favorite "The Ends Justify the Means" characters ever mainly because his "means" is usually just utilizing any and all assets he can. Who cares if Sinclair is a madman? He can make the best soldiers. Who cares that Darkwing II killed people? He's a really strong fighter.

It's really amazing how much he contrasts Robot. Brit said that the world Robot created is one Cecil always wanted but I really don't think that included all the death along the way. Cecil would have never assassinated Shapesmith or the other heroes that Robot simply crushed under his heel.
