Shrewsbury + News from our partners: Ironbridge evacuation of some residents due to severe flood warning
News from our partners West Mercia Police
Residents in Ironbridge are being advised to evacuate their homes as a severe flood warning is in place due to rising river levels.
The severe flood warning has been issued by the Environment Agency following Storm Dennis.
The warning indicates there is a significant threat to life as water levels are expected to rise today.
Due to the current river levels and ground conditions there is potential for levels to flow over the Ironbridge barrier causing flooding of property and roads on and around Wharfage.
A rest centre has been set up at Cleo’s restaurant in Ironbridge.
Emergency response partners including West Mercia Police, Shropshire Fire and Rescue Service, the Environment Agency, Shropshire Council and Telford & Wrekin Council are working together to keep people safe and plans have been put in place for today and the coming days.
Flood warnings are also in place in Bridgnorth, with levels of the River Severn anticipated to peak this evening. Properties on Severn Terrace, Riverside and local caravan parks are likely to be affected.
Roads in Shrewsbury town centre also continue to be affected by flood water and are expected to be affected for the coming days.
Chief Superintendent Tom Harding from West Mercia Police and on behalf of the multi-agency flood response, said:
“The water levels are rising higher than was initially anticipated so we are working together with our emergency response partners to evacuate a small number of residents in Ironbridge.
“Our absolute priority is their safety and the safety of the public, we’re very grateful for the support we have received, and are asking the community in the affected areas to make alternative arrangements where they can, if they can stay with family or friends or make use of the rest centre that has been set up.
“We know some people want to stay in their homes, but we would really ask that for their own safety they find alternative arrangements. The levels could remain high for a few days and while they are fine now the situation could change rapidly. Not only are they risking their own safety but the safety of emergency services who ultimately could have to rescue them. Our absolute priority is the safety of local residents and I must stress the decision to evacuate residents is not something that has been taken lightly. We’re doing everything we can to keep people safe and want to avoid any unnecessary risks.”

HEAVY METAL KIDS Heavy Metal Kids have already started on a short series of gigs which they describe as “a tour of our favourite clubs” before picking up work on their first album with Mickie Most.
The upcoming dates are: Birmingham Barbarellas April 13, Cromer Pavilion 15, Maidenhead Skindles 17, Croydon Greyhound 18.
Their first RAK single, produced by Most, titled ‘She’s No Angel’ b/w ‘You Got What It Takes’ will be released on April 21. They are about to finish mixing the album which has been recorded on the RAK mobile in France and at Morgan Studios in London.
JACK THE LAD Jack The Lad are back at work after their bad road accident in Norway and are recording and preparing to go out on tour again. They plan a single and album with producer Tom Allom who has worked with The Strawbs and Hundson-Ford.

TRIBUTE TO DUSTER BENNETT
ANY BENEFIT concert that Alexis and Co. might organise for the family of Tony “Duster” Bennett would make real sense if Peter Green was there to lead the parade.
For at a time some eight years ago when Duster was reluctant to push his one man band routine it was Green who gave him more encouragement than anyone, urging him to make a career of his music and ultimately bringing him to Mike Vernon’s attention by putting him second on the bill to Fleetwood Mac at the now legendary Blue Horizon Club.
Tony Bennett was almost dogmatic in his beliefs and was not easily persuaded to abandon a career in ceramics and pottery. But with a guitar style similar to Jimmy Reed, a brilliant harmonica technique in the tradition of Slim Harpo and a Heath Robinson rig out which evoked comparisons with Jesse Fuller, Duster quickly made the Surrey club scene all his own just as the Stones and Yardbirds had done five years before.
This quiet, diffident bluesman never really received the acclaim he deserved although down in Surrey – particularly at his ‘home’ club, the famous Gin Mill in Godalming, where he always outdrew Fleetwood Mac, Free, Jethro Tull and so on – he was a legend. His second album “Bright Lights . . .” was recorded live at the Gin Mill and featured his wife Stella, Peter Green (credited as Blue), Top Topham (the old Yardbird) and Tony Mills (his bass player-cum-roadie).
Over this period he became a good friend although he never seemed certain which way his career should be guided. He turned down many tempting offers . . . including a management offer from Peter Grant after touring the States. In fact his overall guardedness probably stems from the days shortly after he quit the Georgia Skin Band and wound up across the national newspapers busking to theatre queues with acoustic guitar, bass drum, hi hat and harmonica. It was something that repulses him.
Coming from Richmond, the sixties home of rhythm and blues, his vista was much wider than that, and his first album “Smiling Like I’m Happy” had every texture of fifties blues from city r&b to loose southern combo music. He would state such diverse influences as Tommy McClennan on the one hand and Bobby ‘Blue’ Band on the other.
When it looked as though Duster’s career was heading into a rut John Mayall asked him to join the band for a British and American tour. But on his return Duster’s career once again fluctuated. He’d built up a huge following in British clubs and in the States, but afer an abortive attempt to get his own band going with American RICK WRIGHT he went into a recession and over the past five years had largely fallen into oblivion, changing his base from Hampton to Dorking and finally to the Midlands. His third album “12DBs” had not been wholely successful and once he quit Mike Vernon’s Blue Horizon label his recording career was at an end.
But despite his relative absence from the music scene over recent years he will be greatly missed, not only for his genuinely self-effacing, philanthopic demeanor but also because he went as far as anyone in proving that white men could indeed sing the blues. – JERRY GILBERT

The following decisions were made by Shropshire Council’s South planning committee at its meeting at Shirehall, Shrewsbury on Tuesday 30 July 2019.
Meadowtown Farm, Meadowtown, Shrewsbury, SY5 0DZ (18/03093/FUL) Conversion of two agricultural buildings into four holiday letting units, change of use of further agricultural building into stables, formation of manege, alterations to existing vehicular access and formation of parking areas.
Decision
Deferred to a future meeting to enable the applicant to reconsider the design and layout, provide clarity regarding the removal of construction/demolition waste from the site and confirmation regarding proposed equestrian operations, i.e. whether holiday makers would have use of applicant’s horses or will they be bringing their own onto site.
Proposed dwelling to the north of Stiperstones, Snailbeach (18/04662/FUL) Erection of dwelling and detached garage.
Decision
That, as per the officer’s recommendation, planning permission be refused for the following reasons: 
The site lies beyond the established built-up area of Stiperstones village, in open countryside where, in the absence of any exceptional circumstances or evidence that the settlement housing guideline is unlikely to be met, a new open-market dwelling would fundamentally conflict with Policies CS1, CS4, CS5 and CS11 of the Shropshire Local Development Framework Adopted Core Strategy and Policies MD1, MD3, MD7a and S2 of the Shropshire Council Site Allocations and Management of Development Plan. Whilst the scheme might deliver some economic and social benefits these would be very modest and equally applicable to other more sustainable and policy-compliant sites within the designated settlements, and hence would not outweigh the disadvantages.
On account of the site’s physical and visual separation from the established housing to the south and east, and also its prominence in elevated views from the east, the proposed dwelling would detract from the essentially open, verdant character and scenic quality of the Shropshire Hills Area of Outstanding Natural Beauty, contrary to the National Planning Policy Framework, Policies CS6 and CS17 of the Shropshire Local Development Framework Adopted Core Strategy, and Policies MD2 and MD12 of the Shropshire Council Site Allocations and Management of Development Plan.
5 Cape Street, Broseley, TF12 5NQ (18/05657/FUL) Application under Section 73A of the Town and Country Planning Act 1990 for the erection of a front extension (amended description).
Decision
That, contrary to the officer’s recommendation, planning permission be refused for the following reasons:
The front extension, by reason of its location forward of the front elevation, the linkage of the brick boundary wall to the dwelling by a high brick wall and timber clad form with a shallow dual pitch roof elements of the structure, would not be in keeping with the existing property and would detract from the character and appearance of the Broseley Conservation Area, contrary to Shropshire Core Strategy policies CS6 and CS17, Site Allocations and Management of Development (SAMDev) Plan policies MD2 and MD13, and paragraphs 192 and 200 of the National Planning Policy Framework.
Proposed dwellings east of Doddington (18/05739/FUL) Erection of 2no. dwellings; formation of access and installation of package treatment plant and temporary siting of caravan.
Decision
That, as per the officer’s recommendation, planning permission be granted, subject to:
The agreement of the structural design of the bridges
The conditions set out in Appendix 1; and
Delegated authority be granted to the Area Planning Manager to add/amend conditions to require further details of the bridge construction if necessary.
Royal Oak, Alveley, WV15 6LL (19/01487/FUL) Application under Section 73A of the Town and Country Planning Act 1990 for the erection of toilet block, shower block and change of use to glamping and touring caravan site.
Decision
That, as per the officer’s recommendation, planning permission be refused for the following reasons:
It is acknowledged that the proposed development would contribute to the rural economy, assist in the viability of the Public House and contribute to the role of Shropshire as a tourist destination to stay. However these benefits are considered to be outweighed by the harm the openness of the Green Belt and be at odds with one of the five purposes of the Green Belt, namely safeguarding the countryside from encroachment. No very special circumstances have been demonstrated or exist that would be of sufficient weight to justify inappropriate development in the Green Belt. The development would therefore be contrary to the adopted Core Strategy policy CS5, SAMDev policy MD6 and the guidance set out in the National Planning Policy Framework Part 13.
Notwithstanding the above, the benefits of proposed development are considered to be outweighed by the environmental harm. The introduction of the structures proposed would appear as incongruous additions to the area and as such would result in a detrimental impact upon the character and appearance of the area. Accordingly, the proposed development is contrary to Local Plan policies CS5, CS6, CS16 & CS17 of the adopted Core Strategy and policies MD2, MD11, MD12 of the SAMDev and national guidance contained within the NPPF, in particular paragraphs 83 and 110.

Shrewsbury + Decisions made by South planning committee on 18 December 2018
The following decisions were made by Shropshire Council’s South planning committee at its meeting at Shirehall, Shrewsbury on Tuesday 18 December 2018.
Proposed affordable dwelling north of Jays Farm, Hope Bagot (18/02384/FUL) Erection of affordable dwelling and installation of septic tank (revised scheme).
Decision
That, as per the officer’s recommendation, planning permission be granted, subject to completion of a Section 106 Legal Agreement to ensure the dwelling remains affordable in perpetuity and the conditions as set out in Appendix 1 to the report.
Land to the south east of Hemford, Bromlow, Minsterley (18/03312/OUT) Outline application for the erection of a single dwelling (to include access).
Decision
That, as per the officer’s recommendation, planning permission be granted, subject to the conditions as set out in Appendix 1 to the report.
Royal Oak, Alveley, Bridgnorth, WV15 6LL (18/03476/FUL) Application under Section 73A of the Town and Country Planning Act 1990 for the erection of toilet block, shower block and change of use to glamping and touring caravan site.
Decision
That, as per the officer’s recommendation, planning permission be refused for the following reasons:
It is acknowledged that the proposed development would contribute to the rural economy and to the role of Shropshire as a tourist destination to stay. However these benefits are considered to be outweighed by the harm the openness of the Green Belt and be at odds with one of the five purposes of the Green Belt, namely safeguarding the countryside from encroachment. No very special circumstances have been demonstrated or exist that would be of sufficient weight to justify inappropriate development in the Green Belt. The development would therefore be contrary to the adopted Core Strategy policy CS5, SAMDev policy MD6 and the guidance set out in the National Planning Policy Framework Part 13.
Notwithstanding the above the benefits of proposed development are considered to be outweighed by the environmental harm. The introduction of the structures proposed would appear as incongruous additions to the area and as such would result in a detrimental impact upon the character and appearance of the area. Accordingly, the proposed development is contrary to Local Plan policies CS5, CS6, CS16 & CS17 of the adopted Core Strategy and policies MD2, MD11, MD12 of the SAMDev and national guidance contained within the NPPF, in particular paragraphs 83 and 110.
Barn south west of The Grove, Ashford Bowdler (18/03585/FUL) Conversion and extension to redundant agricultural building to form one dwelling and garage; change of use of agricultural land to form domestic curtilage; formation of vehicular access, and; installation of package treatment plant.
Decision
That, as per the officer’s recommendation, planning permission be granted, subject to the conditions as set out in Appendix 1 to the report.
Barn south west of The Grove, Ashford Bowdler (18/03586/LBC) Conversion and extension to redundant cultural building to form one dwelling and garage; change of use of agricultural land to form domestic curtilage; formation of vehicular access, and; installation of package treatment plant.
Decision
That, as per the officer’s recommendation, Listed Building Consent be granted, subject to the conditions as set out in Appendix 1 to the report.
Spicers Hall Caravan Park, Spicers Hall Farm, Digbeth Lane, Claverley (18/04206/FUL) Application to position 1 metre high lighting bollards at 30 metre intervals along approved widened access track and passing places.
Decision
That, as per the officer’s recommendation, planning permission be granted, subject to the conditions as set out in Appendix 1 to the report and the following additional conditions:
1)  Nothwithstanding the details shown on the lighting bollard design drawing, the maximum height of the lighting bollards above ground level shall be 0.5 metre, in accordance with the email from the agent dated 16th October 2018.
Reason: In the interests of the visual amenities of the area.
2)  Prior to the lighting bollards being first brought into use an activation control system for the bollard lights, to ensure that they are only activated by vehicles and pedestrians using the access road and are extinguished when there are no users of the road, shall be submitted to and approved in writing by the Local Planning Authority. The lighting bollards shall thereafter be operated in accordance with the approved activation control system.
Reason: In the interests of the visual amenities of the area and to minimise the emission of light in the dusk to dawn period.
Garages north of Mynd View, Craven Arms (18/04776/FUL) Erection of a detached, 3 bedroomed dwelling following demolition of existing garages.
Decision
That, contrary to the officer’s recommendation,  planning permission be granted subject to:
Appropriate conditions deemed necessary by officers; and
The development to be carried out in accordance with the approved drawings and written particulars.
