ERC sigue en cabeza ante las elecciones autonómicas del 21-D, pero el ex vicepresidente de la Generalitat Oriol Junqueras parece que no consigue desde la cárcel detener el tirón de Carles Puigdemont a lomos de Junts per Catalunya (JxC), la nueva marca inventada para tapar las siglas del PDeCAT y capitanear desde Bruselas su rebelión contra el sistema judicial español, según el último sondeo de NC Report realizado entre el 13 y el 23 de noviembre. En un contexto político en el que no han dejado de producirse convulsiones, en el que todas las reglas han saltado por los aires y en el que los líderes independentistas tienen que gestionar su fracaso político y las consecuencias penales del mismo, el reparto de escaños deja una mayoría independentista ajustada, a dos escaños de la mayoría absoluta si a ERC y a JxC se les suman los parlamentarios de la CUP. Este escenario sería con una participación del 71,1 por ciento, algo más de tres puntos por debajo de la de las elecciones de 2015. Es significativo que en el reparto porcentual de votos, el bloque independentista llega al 43,4 por ciento, mientras que la suma de Ciudadanos (Cs), PSC y PP alcanza el 44,9%. Los votantes menos fieles son los de la CUP y los de los «comunes».

El bloque independentista ha sumado un escaño en noviembre, al pasar de 65 a 66, mientras que el unionista ha aumentado en dos diputados, pasando de 57 a 59. Los «comunes» bajan de 13 a 10. Ahora bien, con respecto a las elecciones de 2015, los separatistas bajan de 72 a 66, pierden 6 escaños, y cuatro de ellos son de la CUP. Mientras que los constitucionalistas crecen en siete parlamentarios con respecto a las anteriores elecciones, de 52 a 59. En concreto, Cs gana cuatro, de 25 a 29; el PSC subiría hasta tres, de 16 a 19; y el PP se mantiene en 11 diputados. La apuesta transversal del PSC, tras mezclar en su lista a Ramón Espadaler con Carlos Jiménez Villarejo, mejora posiciones, cogiendo voto de los de Ada Colau.

Así, el soberanismo puede tener la mayoría, pero se deja muchos apoyos con respecto a las elecciones de 2015. Como la distancia entre bloques se acorta, la amenaza que empieza a preocupar a los partidos es que del 21-D salga una Cataluña ingobernable por las posiciones tan maximalistas que ha impuesto la tensión del «procés». La mayoría absoluta está en los 68 escaños. ERC, JxC y la CUP tendrían 66 parlamentarios. Pero habrá que ver si las alianzas de la pasada legislatura se vuelven a producir y con qué condiciones, ya que la encuesta confirma que los anticapitalistas no ganan nada con su estrategia de sostener al Gobierno de Puigdemont institucionalmente. Y en todo caso tendrían muy difícil justificar el respaldo a un Ejecutivo independentista si de su agenda retiran la unilateralidad. La otra posible tabla de salvación del secesionismo, los de Ada Colau, también afrontan estas elecciones con graves dificultades, ya que este sondeo confirma que las expectativas siguen diluyéndose y que la alcaldesa de Barcelona y el líder de Podemos, Pablo Iglesias, perderían en vez de ganar con su estratégica mezcla de ambigüedad y guiños al independentismo, de confirmarse en las urnas estas previsiones demoscópicas.

Exiguo botín secesionista

El independentismo no llega, además, al 50% de los votos ni con el mantra de los presos políticos ni con una campaña sostenida en el único argumento de la supuesta represión del Estado, eslogan con el que están intentado poner sordina a sus vaivenes para afrontar la necesidad de rectificar la vía unilateral y reconocer que el «procés» no era viable. Ganan, pero no crecen. Pero siguen ganando, que es lo que preocupa en los cuarteles generales de los partidos constitucionalistas, «pese a las mentiras de estos meses y que haya quedado en evidencia que ni había apoyo internacional ni social ni económico para la aventura secesionista». De hecho, dirigentes independentistas han reconocido que ni era el momento ni tenían el apoyo social, pero su mayoría, recortada, sigue estando ahí. Obligada, eso sí, por las circunstancias, a modificar su hoja de ruta.

En concreto, los partidos independentistas han pasado del 43,3% de la primera semana de noviembre al 43,4 por ciento al finalizar la cuarta semana de mes. Su ganancia ha sido de tan solo 0,1 punto. La suma de ERC y PDeCAT en las autonómicas de 2015 fue de 62 escaños, dentro de la coalición Junts per Si (JxS), y ahora se quedan en 60. Entre ellos sigue el reajuste. El partido de Puigdemont mejora y el de Junqueras empeora. En las últimas tres semanas, JxC sube del 10,7 por ciento al 13,6, mientras que ERC baja del 26,3 por ciento al 24,1. Es decir, que la cárcel no moviliza tanto el voto soberanista como la huida y la caricatura de un Puigdemont, con una orden de detención sobre él, que ha optado por ser el líder de la radicalidad.

Colau, de capa caída

Por su parte, la CUP sigue cayendo, del 6,3 por ciento al 5,7. Curiosamente, su estrategia de doblarle el brazo a Puigdemont y a Junqueras, sin mancharse, no les sirve de nada en las encuestas. No tienen procesos judiciales abiertos, pero es la fuerza con más fugas hacia otras formaciones. Mientras que la marca Colau, en la que sectores de ERC han puesto la vista para auparse a la Generalitat y envolver el giro pragmático hacia un Gobierno independentista, pero de perfil más social, tampoco tira. El mes de noviembre se salda para ellos con una caída de dos puntos, bajan del 10,4 por ciento al 8,4%. El golpe que anticipan las encuestas para los «comunes» puede ser bastante doloroso. Después de la ruptura impuesta por Ada Colau con el PSC en el Ayuntamiento de Barcelona, su alianza con Podemos (Catalunya en Comú-Podem de Xavier Domenech) podría perder un escaño de los 11 parlamentarios que heredó de Sí que es Pot, coalición que no incluía a los «comunes». Sus votantes se reparten entre el secesionismo y los constitucionalistas.
