Artificial intelligence is coming for your job: 41% of employers intend to downsize their workforce as AI automates certain tasks, a World Economic Forum survey showed Wednesday.

Out of hundreds of large companies surveyed around the world, 77% also said they were planning to reskill and upskill their existing workers between 2025-2030 to better work alongside AI, according to findings published in the WEF’s Future of Jobs Report. But, unlike the previous, 2023 edition, this year’s report did not say that most technologies, including AI, were expected to be “a net positive” for job numbers.

“Advances in AI and renewable energy are reshaping the (labor) market — driving an increase in demand for many technology or specialist roles while driving a decline for others, such as graphic designers,” the WEF said in a press release ahead of its annual meeting in Davos later this month.

Writing in the wide-ranging report, Saadia Zahidi, the forum’s managing director, highlighted the role of generative AI in reshaping industries and tasks across all sectors. The technology can create original text, images and other content in response to prompts from users.

Postal service clerks, executive secretaries and payroll clerks are among jobs that employers expect to experience the fastest decline in numbers in coming years, whether due to the spread of AI or other trends.

“The presence of both graphic designers and legal secretaries just outside the top 10 fastest-declining job roles, a first-time prediction not seen in previous editions of the Future of Jobs Report, may illustrate GenAI’s increasing capacity to perform knowledge work,” the report said.

Conversely, AI skills are increasingly in demand. Close to 70% of companies are planning to hire new workers with skills to design AI tools and enhancements, and 62% intend to recruit more people with skills to better work alongside AI, according to the latest survey, conducted last year.

Striking an optimistic note, the report said the primary impact of technologies such as generative AI on jobs might lie in their potential for “augmenting” human skills through “human-machine collaboration,” rather than in outright replacement, “particularly given the continued importance of human-centered skills.”

However, many workers have already been replaced by AI. In recent years, some tech firms, including file storage service Dropbox and language-learning app Duolingo, have cited AI as a reason for making layoffs.

I have been thinking about the Democratic Party and whether or not its members are more numerous than the opposing faction.

Evidence to suggest this is the case:

This party is expected to win the popular vote for president seven out of eight times since 1992. Please don’t say “this hasn’t happened yet”. If this bothers you, say 6 out of 7. The party has received 51.9 percent of the votes cast in presidential elections from 1992 to 2016 for it or its opponent, the Republican Party. This shows that 2012 was the mean election in popular vote as of 2016. Party registration in states that register by party says this same thing. Trump’s approval has not gone above 50 percent ever as president on 538. A plurality of Americans consistently supported impeachment by 2 to 5 points while it was happening.

This suggests that the partisan lean the American electorate is about D+4. I believe that it might be closer to D+5 now for various reasons and the fact that 2012 was the mean result. This can get a little bit fuzzy because of independents.

Gallup: Democrats Now Outnumber Republicans By 9 Percentage Points Thanks To Independents

“I think what we have to do as a party is battle the damage to the Democratic brand,” Democratic National Committee Chairman Jamie Harrison said on The Daily Beast‘s latest New Abnormal podcast. Gallup reported Wednesday that, at least relatively speaking, the Democratic brand is doing pretty good.

In the first quarter of 2021, 49 percent of U.S. adults identified as Democrats or independents with Democratic leanings, versus 40 percent for Republicans and GOP leaders, Gallup said. “The 9-percentage-point Democratic advantage is the largest Gallup has measured since the fourth quarter of 2012. In recent years, Democratic advantages have typically been between 4 and 6 percentage points.”

New Gallup polling finds that in the first quarter of 2021, an average of 49% of Americans identify with/lean toward the Democratic Party, versus 40 percent for Republicans.

Past Jumps In Party Affiliations

The bump in Democratic affiliation following Biden’s inauguration mirrors that of former President Barack Obama’s first term, Jones said.

“That was really the high point that we’ve seen; kind of the 2006-2009 period, when really the majority of Americans either identified as Democrats outright or were independents but they leaned toward the party,” he said. “Our data on this only goes back to the ’90s, but it’s pretty much the only time we consistently had one party with the majority of Americans on their side.”

Republican advantages, though rarer and more short-lived, followed the Gulf War in 1991 when George H.W. Bush was in office and the 9/11 terrorist attacks during President George W. Bush’s term, according to Gallup. More people also reported GOP affiliation after the 1994, 2010 and 2014 midterm elections.

Whether the Republican Party can regain advantage during the 2022 midterm elections may rely on the successes of the Biden administration, according to Jones.

“A lot of it is going to depend on how things go over the course of the year. If things get better with the coronavirus and the economy bounces back and a lot of people expect Biden can keep relatively strong approval ratings, then that will be better for the Democrats,” Jones said. “But if things start to get worse unemployment goes up or coronavirus gets worse  then his approval is going to go down. It’s going to make things a lot better for the Republican Party for the midterm next year.”

The 2018 midterm elections brought significant gains for Democrats, who retook the House of Representatives and snatched several governorships from the grip of Republicans.

But some were left questioning why Democrats suffered a series of setbacks that prevented the party from picking up even more seats and, perhaps most consequentially, left the US Senate in Republican hands.

Among the most eye-catching was a statistic showing Democrats led Republicans by more than 12 million votes in Senate races, and yet still suffered losses on the night and failed to win a majority of seats in the chamber.

Financial Regulation Calls for 20/20 Vision

(Bloomberg View) — One of the central pillars of financial reform, the Financial Stability Oversight Council, is under political attack and at risk of coming undone.

In the past, the balkanized U.S. financial regulatory system has consistently failed to address risks that took root in its jurisdictional gaps. The FSOC was created to solve that problem, bringing regulators together to make sure they have the tools to protect the economy from financial crises. It is already making an important difference.

Unfortunately, earlier this month the House Financial Services Committee passed the Financial Choice Act, or CHOICE Act, which threatens to reverse that progress. It would, for example, all but eliminate the FSOC’s ability to prevent the regrowth of an unsupervised shadow banking sector that might once again threaten our financial stability and economic resiliency. At the same time, the administration of President Donald Trump has signaled that it may use the council to pursue deregulation, rather than its core mandate of financial stability, and to reverse or limit its ability to designate systemically important non-banks for enhanced supervision. Meanwhile, MetLife Inc., the largest U.S. life insurer, is fighting in court (unopposed by the Trump administration) to overturn its designation by the FSOC as a systemically important financial institution that should be subject to prudential oversight by the Federal Reserve.

In light of these actions in the executive, legislative and judicial branches, it’s worth revisiting why the FSOC was created in the first place, and why its core mandate is so important.

Many of the vulnerabilities at the heart of the 2008 crisis can be traced to the growth of activities outside the core banking system, in the so-called “shadow banking” system. Regulators did not have sufficient legal authority to oversee shadow banking activities. As a result, risks metastasized outside their view.

The failures of Bear Stearns Cos. and Lehman Brothers, two such shadow banking firms, and the $182 billion bailout of American International Group Inc., an insurance company, made clear that regulators needed better tools to address threats that such activities posed to financial stability.

In January 2010, Congress passed the Dodd-Frank Wall Street Reform and Consumer Protection Act, which created the FSOC to extend supervisory oversight to certain systemically important financial institutions, improve coordination across U.S. regulators, increase awareness of emerging financial stability risks, and collectively mitigate those threats.

As part of this mandate, under Section 113 of Dodd-Frank, the council can designate a non-bank firm if the firm’s failure could pose a threat to U.S. financial stability. The Federal Reserve then subjects such firms to enhanced oversight that reflects the risks they pose, regardless of their particular business structures. FSOC has exercised this authority sparingly, designating just four of the largest, most highly leveraged and most interconnected companies: AIG, General Electric Capital Corp. and Prudential Financial Inc. in 2013, and MetLife in early 2014. Following its designation, GE Capital — a non-bank financial company that nearly collapsed in the crisis due largely to its reliance on unstable, short-term funding — substantially restructured; since it no longer posed a risk to the financial system, its designation was rescinded.

The council is also responsible for scanning far and wide across the financial system to identify emerging risks. It serves as an important venue for regulators to convene, share information, establish a common baseline of facts, and develop coordinated solutions to potentially destabilizing financial activities. In order to keep pace with markets, products and institutions that are dynamic and constantly evolving, its mission is intentionally broad and forward-looking. In recent years, it has focused on risks as diverse as cybersecurity, central counterparties, and the growth of algorithmic trading in capital markets.

When the FSOC has identified specific risks, it has used its legal authority under Section 120 of Dodd-Frank and convening power to facilitate regulatory responses. For example, from its inception FSOC focused on the need to mitigate financial stability risks associated with money market mutual funds, which the government had to backstop in fall 2008 to stem investor runs. FSOC recommended that the SEC act to address those funds’ structural vulnerabilities, as it ultimately did.

Similarly, when the FSOC identified potential risks related to asset management products, such as liquidity and redemption risks in open-ended mutual funds, it marshaled interagency expertise to devise a collective regulatory approach. That effort buttressed the SEC, as primary regulator, in its issuance of new rules to modernize and enhance the regulatory framework for asset management.

Despite the key role the FSOC plays in keeping our financial system safe, the CHOICE Act would roll back all of its substantive authorities. It would reduce the council to a regulatory book club that meets periodically and issues an annual report — without the ability to address threats to financial stability. Even more benign-sounding legislative proposals to add “transparency” to the council’s process would render designations — which already take two years to complete — all but impossible.

As we have argued more fully in our policy brief for the Peterson Institute for International Economics, rescinding the FSOC’s powers would open up major gaps between regulators. No single regulator would have sufficient information, expertise or authority to deal with systemic risks that developed in the space between banks and non-banks. This would risk a repeat of our experience with AIG and reopen many other core vulnerabilities that developed in the run-up to the global financial crisis and produced searing economic damage.

Members on both sides of the aisle should be able to agree on the importance of preventing the type of financial crisis that led to the worst recession since the Great Depression. Treasury Secretary Steven Mnuchin noted in his first meeting as chair “that he strongly valued the council as a forum for its members to meet and share information.” But the substantive agenda at FSOC meetings appears at risk of taking a deregulatory turn, and FSOC has become a target of political opponents of post-crisis reforms.

The FSOC must remain focused on its core mission and continue the hard work of analyzing and responding to risks. Any reforms should be designed to strengthen, not weaken, that ability — for instance, by making its recommendations under Section 120 binding in the absence of action by the primary regulator.

The council is the one entity that casts a clear eye on the entire financial system to identify new and evolving threats. Without it, the odds increase that taxpayers may again face the terrible choice between bailing out the financial sector or suffering the consequences of economic free-fall. No one can predict the precise nature or timing of the next crisis, but the FSOC is our best guardian against another systemic collapse.

More than 18 million veterans live in the United States today, according to the latest census, and with worldwide presence and ongoing wars, the military enlists 1.2 million active and 800,000 reserve military personnel across the branches. As a nation, we look up to those who serve. Its a uniting opinion, and 95% of Americans believe its the duty of government to support veterans when they return to the homefront.

The role of devising policies that benefit former soldiers now falls to Congress, and so the creation and communication of veterans policies, like most things in Washington, is subject to the realities of party politics. Republicans are viewed as the party of veterans, public opinion and voting data says so. But in her new book, Stevens Assistant Professor Lindsey Cormack questions how that came to be, as her research shows that congressional Democrats, more often than not, are the ones working to enhance veteran benefits.

On a continuum of legislative behavior, we have one end populated by the dedicated workhorses who draft legislation, hammer out compromises, and get into the weeds of complicated policy questions, Cormack writes in her book. On the other end, there are show ponies that care more about pumping out media sound bites or trying to get the next viral video on YouTube.

Evidence to suggest this is the case:

This party is expected to win the popular vote for president seven out of eight times since 1992. Please don’t say “this hasn’t happened yet”. If this bothers you, say 6 out of 7.

The party has received 51.9 percent of the votes cast in presidential elections from 1992 to 2016 for it or its opponent, the Republican Party. This shows that 2012 was the mean election in popular vote as of 2016.

Party registration in states that register by party says this same thing.

Trump’s approval has not gone above 50 percent ever as president on 538.

A plurality of Americans consistently supported impeachment by 2 to 5 points while it was happening.

This suggests that the partisan lean the American electorate is about D+4. I believe that it might be closer to D+5 now for various reasons and the fact that 2012 was the mean result. This can get a little bit fuzzy because of independents.

Gallup: Democrats Now Outnumber Republicans By 9 Percentage Points Thanks To Independents

“I think what we have to do as a party is battle the damage to the Democratic brand,” Democratic National Committee Chairman Jamie Harrison said on The Daily Beast‘s latest New Abnormal podcast. Gallup reported Wednesday that, at least relatively speaking, the Democratic brand is doing pretty good.

In the first quarter of 2021, 49 percent of U.S. adults identified as Democrats or independents with Democratic leanings, versus 40 percent for Republicans and GOP leaders, Gallup said. “The 9-percentage-point Democratic advantage is the largest Gallup has measured since the fourth quarter of 2012. In recent years, Democratic advantages have typically been between 4 and 6 percentage points.”

New Gallup polling finds that in the first quarter of 2021, an average of 49% of Americans identify with/lean toward the Democratic Party, versus 40 percent for Republicans.

Past Jumps In Party Affiliations

The bump in Democratic affiliation following Biden’s inauguration mirrors that of former President Barack Obama’s first term, Jones said.

“That was really the high point that we’ve seen; kind of the 2006-2009 period, when really the majority of Americans either identified as Democrats outright or were independents but they leaned toward the party,” he said. “Our data on this only goes back to the ’90s, but it’s pretty much the only time we consistently had one party with the majority of Americans on their side.”

Republican advantages, though rarer and more short-lived, followed the Gulf War in 1991 when George H.W. Bush was in office and the 9/11 terrorist attacks during President George W. Bush’s term, according to Gallup. More people also reported GOP affiliation after the 1994, 2010 and 2014 midterm elections.

Whether the Republican Party can regain advantage during the 2022 midterm elections may rely on the successes of the Biden administration, according to Jones.

“A lot of it is going to depend on how things go over the course of the year. If things get better with the coronavirus and the economy bounces back and a lot of people expect Biden can keep relatively strong approval ratings, then that will be better for the Democrats,” Jones said. “But if things start to get worse unemployment goes up or coronavirus gets worse  then his approval is going to go down. It’s going to make things a lot better for the Republican Party for the midterm next year.”
