In his submission, at the hearing, the acting deputy director, projects, NDDC, Cairo Ojougboh, said the budgets of the commission ”have always been hijacked by the leadership of the committee on NDCC from both chambers for their personal gain”.
He asked the National Assembly ”to let the commission function in peace.”

“The budget(s) of the NNDC from 2001 till date, has (have) always been hijacked by the two chairmen of the committee; the chairman in the house and the chairman in the Senate,” the angry official said. ”Not one kobo has been misused since the coming of the IMC.
“We want to beg the National Assembly that they should allow the people of the Niger Delta to grow. Since the inauguration of the IMC, we have not known peace. It has been one false allegation after another.

The Senate and House of Representatives are probing an allegation the NDDC interim committee ‘squandered’ N40 billion within three months. They also seek account for other financial transactions within this period.
At the investigative hearing on Thursday, the lawmakers grilled members of the board who appeared before the committee over alleged discrepancies in the budget submitted by the commission, the Accountant General of the Federation (AGF) and the Central Bank of Nigeria (CBN).

The chairman of the committee, Olubunmi Adetunmbi, pointed out that while the commission said it spent N81.5 billion, the AGF submitted N82 billion and CBN submitted N92.2 billion between October 2019 and May 2020.
The committee sought explanations as to how other allocations in the budget were implemented. They include:

Condolences – N122 million, Consultancy – N83.3 million, N3.14 billion – COVID-19, N486 million – Duty Tour Allowance (out of which the current EIMC spent N305.3 million between February and May 2020).

Although there was no tangible explanation for the differences in the budgets submitted by the commission, the AGF and CBN, the Acting Managing Director, Kemebradikumo Daniel Pondei, however, said the EIMC ”inherited so much debt that needed to be cleared upon assumption of office.”
He also said allowances like duty tours were not paid to staff for years hence the need for such allocations.

He further said the NDDC has not awarded any contract apart from the COVID-19 contract awarded by the president.
“We refused to do so, so as not to add to the confusion. The major interventions for COVID-19 were medical, palliatives, publicity,” he said.

Mr Ojougboh also denied allegations that the commission sacked some of its staff.
“Anyone who has said they have been sacked or suspended let him bring the letter. We have not sacked or suspended anyone. No one is being witch-hunted. Staff on leave are receiving full salaries,” he said.

Earlier, a representative from the Office of the Accountant General, Slyvia Okolie, said the OAGF submitted the NDDC’s audit report from 2016 to May, 2020 to the committee.
He said in 2017 – N64 billion, 2018 – N71 billion, 2019 – N71 billion, January – May 2020 – N34 billion has been released to NDDC.
Quarterly releases were suspended since June pending the outcome of the investigation, he said.

The investigative hearing will continue on Friday, the chairman said. All invitees are expected to be present – including the Minister of Niger Delta Affairs, Godswill Akpabio, who failed to show up.
This is not the first time the lawmakers would be having a faceoff with another government official over the activities of an agency or ministry.

Philippine Communist Rebels Grow New Aid Sources as China Steps Away
A beleaguered group of Mao Zedong-inspired rebels in the Philippines is tapping funds from overseas and recruits from among ideological sympathizers at home to help battle the government for the next 50 years as former benefactor communist China backs away. The Communist Party of the Philippines-National People’s Army (CPC-NPA) is recruiting ideologically aligned members at Philippine universities and in poor parts of the archipelago, analysts believe. The European Union has been accused of sending money through nonprofits to the National People’s Army. Some Catholic priests are helping, too, scholars say. This support gives the group more resources to resist the government, which stepped up its fight in 2017. China once helped arm the rebels but had stopped by 2011. “This is not just the weapons from China, there’s not really much relevance at this stage,” said Enrico Cau, Southeast Asia-specialized associate researcher at the Taiwan Strategy Research Association. “What’s relevant is that they find it much easier to recruit people because they have a platform that allows them to support a lot of causes, LGBT and all these things,” he said. “It is spread all over the country. Whenever there is poverty, there is a rural environment, they go there and recruit.” Survival sources Philippine President Rodrigo Duterte’s government has stepped up its fight against the National People’s Army – the armed side of the rebel organization – since he declared an end to negotiations in 2017. His spokesman said the rebels used violence during earlier talks, while the rebel group’s founder criticized Duterte’s use of martial law in the restive Philippine southland. Fighting such as ambushes on soldiers has killed a total of some 30,000 people. Before the negotiations began, the National People’s Army, founded in 1968, had dwindled to about 4,000 combatants, down from a peak of some 17,000, according to domestic media reports. The affiliated communist party claims about 70,000 members. Now the group is getting somewhere in its newest push for money and people. The insurgency traditionally draws support in rural areas where their ideology appeals to poor people facing a perceived “social inequality” such as a lack of land reform, said Carl Baker, director of programs with the think tank Pacific Forum CSIS in Honolulu. About one-fifth of Filipinos live in poverty. Today the group continues to get support, such as safe operations bases, from poor populations. It’s also recruiting ideologues at Philippine universities, Cau said. In 2005 the group widened left-liberal appeal by recognizing same-sex relationships. Drawing on the country’s Catholic majority, the rebels have also won “field support” as well as help in “armed struggle” over the decades from priests and nuns, author Jeffrey Riedinger says in his 1995 book Agrarian Reform in the Philippines. Some group funding, officials believe, comes from overseas. Last month a government delegation asked the EU and Belgium to stop financing groups that it said were funding National People’s Army violence. The EU said March 30 following an audit that it had found no linkage. The Philippine government and the rebels both say they’re ready to fight 50 more years. But the government is also trying to calm the communist front through peace talks at local levels, said Herman Kraft, political science professor at the University of the Philippines. China grows cold The rebels say former Chinese Communist Party leader Mao Zedong inspired their movement. In the 1970s, China had met rebel requests for arms including about 1,200 M-14 rifles, bazookas, mortars and communication equipment, Philippine news website ABS-CBN reports. But the Chinese government cut aid to the rebel group in 1970s under a deal with the government of Philippine ex-president Ferdinand Marcos. China’s Communist Party severed its own ties in 2011. “I don’t think they’re actually receiving any assistance from China right now,” Kraft said. “China is still betting on the idea of maintaining good relations with the Philippines. Unless relations really take a nosedive, then I don’t think that China would actually risk (those ties) if they were to actually provide assistance to the CPC-NPA.” In late 2016, Duterte reached out to China after four years of tension over maritime sovereignty. MANILA – As expected, the allies and the propaganda machinery of the Communist Party of the Philippines (CPP) are now spewing lies and using everything in its arsenal to paint the recently signed Anti-Terrorism Act (ATA) of 2020 as evil when its true purpose is to only to defeat the terrorist groups threatening the country.
This, according to Southern Luzon Command (SOLCOM) Joint Force Commander, Lt. Gen. Antonio Parlade, Jr., in a statement forwarded to the Philippine News Agency Monday.
"The CPP propaganda machinery has been relentless in mobilizing its allies in order to attack the government in every opportunity, especially in the lead up to the signing of the Anti-Terrorism Act," he said.
As part of its attack plan, Parlade said CPP propaganda machinery is now claiming that the government is behind the conviction for cyber-libel of Rappler chief executive Maria Ressa and the franchise cancellation of broadcast giant ABS-CBN.
"The line being peddled is (the) government's attack on freedom of the press and of speech. It uses the Ressa-Rappler issue as if the government has anything to do with it. Then the ABS-CBN franchise problem, as if that too is an executive decision," he added.
The Commission on Human Rights (CHR), as expected, roundly condemned the government for allegedly attacking human rights defenders even without conducting a proper investigation, he said, referring to the report where the CHR accused SOLCOM troops of attacking a "farmer" in Antipolo, Rizal sometime in December 2017.
After announcing that they will conduct an investigation into the incident, he said SOLCOM is still to get any results of the probe or whether one has been conducted.
"It has been almost three years and we have yet to hear about any result from this investigation or if there was one at all. Has the CHR finally learned what our own investigation has unearthed- that the farmer CHR automatically defended was in fact a member of the NPA alias 'Marvin', and a member of Platun 4A, Guerilla Front CESAR, SRMA 4A," he said.
He added that there is the case of Alexandria "Alex" Pacalda whom the CHR defended and claimed as only a member of militant group Karapatan.
Yet, when photos and video of Pacalda came out showing her affiliation to the New People's Army, he said the CHR was silent on the matter with no statement correcting their error.
The same thing also happened in what Parlade called the "Malaban case" where the CHR came to the rescue of this individual whom they claimed was just another member of Karapatan.
When pictures came out showing this person's affiliation to the NPAs, he added that the CHR "who has all the energy to defend without investigating, cannot gather the energy to issue a simple statement of rectification."
"So CHR, tell us if your government is unduly attacking your HR (human rights) allies? You make grave accusations against (the) government and don't even have the decency to apologize for your misjudgment," he added.
Parlade also chided the CHR for doing nothing against the CPP-NPA that continues to kill indigenous people and burn engineering equipment in Mindanao aside from recruiting and hostaging Mangyan minors in Mindoro.
He added that the silence from CHR and its chief, Chito Gascon, is deafening.
"Is he too busy meeting the CPP-NPA-NDF (National Democratic Front) personalities in crafting disinformation and more lies about the ATA? To convince the public that ATA will suppress our freedom just like what NUPL, Bulatlat, Altermedya, and NUPL are all mouthing?" Parlade said. "And how dare you pretend to speak on behalf of Filipinos- just like Rappler frames the news about your protest. You are the dangerous minority threatening the majority of Filipinos who want the ATA to protect them.”
The CPP-NPA is listed as a terrorist organization by the United Kingdom, the European Union, the United States, Canada, Australia, New Zealand, and the Philippines.
He said the ATA is very clear in its definition of terrorism and this does not include advocacy, protest, dissent, and strike as long no one is hurt or killed in the process.
"Even without the law explicitly saying it, the exercise of our constitutionally guaranteed rights have limits - you stop when you start to trample on the rights of others," he said.
Nobody needs to be a lawyer to understand that principle of the constitution, he added.
"With the ATA taking effect, should we expect a partner to peace and security from CHR? Or will they continue to defend the CPP NPA terrorists, which are about to be proscribed as terror orgs?" Parlade said. (PNA)

*100 Reasons Why Buhari Must Go*
1. Buhari is the most nepotistic Nigerian president ever. He makes no pretense about it.
2. Economy, Anti-Terrorism and Anti-Corruption: These were his 3 cardinal campaign points in 2015. He failed in all of them.
3. In 2015, even before he appointed Ministers, Buhari approved over N39.4 billion naira to NNPC to prospect for crude oil in Northern Nigeria. The project has turned out to be a total waste of taxpayers’ money.
4. His current tenure witnessed the 3rd economic recession in Nigeria. The first was during his regime as a military dictator.
5. Within 3 years of his government, over 11 million Nigerians lost their jobs.
6. Under Buhari’s watch, Nigeria became the poverty capital of the world. 86.9 million Nigerians are now living in extreme poverty. This represents nearly 50% of its estimated population of 180 million.
7. Killings by Fulani Herdsmen rose to an unprecedented scale under Buhari’s watch. The killings were carried out with impunity.
8. Buhari destroyed almost all the free and fair electoral gains of the past administrations.
9. The Obasanjo administration removed Nigeria from international debt. Buhari plunged Nigeria back into extreme foreign debt. According to NBS, Nigeria’s debt profile grew by 40% within the first 2 years of the Buhari government. Currently, Nigeria owes N22.4 trillion ($73.2 billion).
10. He promised to sell off planes in the presidential fleet when he becomes president. He never did.
11. Buhari promised to clean up the severely polluted Niger-Delta. It never happened. The Ogoni Clean-Up project turned out to be a huge fraud on the people of the Niger-Delta.
12. It took Buhari 6 months to appoint a set of mediocre Ministers.
13. Ibe Kachikwu – his Minister of State for Petroleum - blew the whistle on illegal oil contracts worth $25billion (N9trillion) done by the GMD of NNPC. Buhari neither probed it nor removed the GMD.
14. Buhari uses state security apparatus to pursue vendettas. For instance, despite court orders for their release, he has kept Ibrahim El-Zakzaky and Sambo Dasuki illegally incarcerated.
15. Before his election, Buhari swore that fuel subsidy never existed. Today, his government has so far paid over 1.4trillion in fuel subsidy.
16. According to an Amnesty International report, the killer Fulani herdsmen have slaughtered 3,641 Nigerians. All these killings occurred within 3 years of the Buhari rule.
17. Till this day, not one killer herdsman has been arrested and prosecuted.
18. Folarin Coker, the former head of an agency in Lagos state, diverted N3billion from the account of the state government into his Wife's 32 bank accounts. Buhari recruited him into his government, as the DG, NTDC. The corruption case died a natural death.
19. The Nigerian currency – the Naira - devalued under his watch. The currency lost more than 50℅ of its value within a few months of his government.
20. Buhari’s mismanagement of the economy introduced Double digit inflation to the country.
21. Abba Kyari - Buhari’s Chief of Staff (CoS) - took a N500m bribe from MTN. He did it to help the company reduce the $5.2 billion fine imposed on it by the federal government. Even with concrete evidences presented to Buhari, he did nothing about it.
22. According to UNICEF, 13.2 million Nigerian children are now out of school. This is the highest in the world. Of which 69 % of these out-of-school children are in the North.
23. The Buhari government’s incompetence are often demonstrated when he appoints dead people into government agencies.
24. Nigeria is currently ranked as the 3rd Most Terrorized Global Nation among countries worst hit by terrorism. Nigeria has held that position four times consecutively during the Buhari administration.
25. He is selective in his fight against corruption. He deliberately ignored some corruption allegations and petitions against some of his appointees, aides, party members, etc.
26. Buhari dominates his top federal political appointments with northerner Muslims.
27. According to the National Bureau of Statistics, in the 1st quarter of 2016, the Nigerian economy shrank by 0.36% to hit its lowest point in the last 29 years.
28. The Buhari government make claims to have saved trillions of Naira in the TSA. Still, they kept gallivanting around the world in search of foreign loans.
29. Too many of his close relatives were recruited into his government. For instance, Mamman Daura (nephew), Chief of Staff (nephew), Minister of state for Aviation (nephew), his ADC ( in-law), his Personal Assistants (nephews), Minister of State for Trade, Industry and Investment (niece), etc.
30. He removed the Chief Justice of Nigeria without following constitutionally defined due process.
31. Buhari dominates the heads of security agencies with Northerners: NSA (Borno); Chief of Army Staff (Borno); National Security Adviser (Borno); EFCC (Borno); Minister of Defense (Zamfara); Chief of Air Staff (Bauchi State); IG of Police (Nassarawa); NSCDC (Niger); DSS (Kano); Nigeria Immigration Service (Jigawa State); Nigeria Customs Service (Bauchi State); Nigeria Prison Service (Kebbi State).
32. At the early stage of his administration, Buhari’s relatives and children of his aides were allocated 91 positions in an illegal and secret CBN employment exercise.
33. “Budget padding” entered the Nigerian lexicon after federal lawmakers spotted inflated cost of projects and items in Buhari’s National Budget proposal.
34. Buhari vowed to punish “budget-padding” culprits in his government. He never did.
35. $43 million cash was found in an Ikoyi apartment. It is already more than a year since a probe panel was instituted, yet nothing has come out of it.
36. Buhari has demonstrated that the South West (the Yorubas) are only important to him when it is politically expedient. They are not important enough for him for key government appointments.
37. On national TV, he instated that he would not obey court orders.
38. Under his watch, 20.9 million Nigerians became unemployed according to NBS. Nigeria’s unemployment rate rose from 18.8% (in 2017) to 23.1% (in 2018). It went from 10.4 million in 2015 to 21 million in 2018.
39. He has refused to make his asset declaration public.
40. Buhari uses the police, DSS, Army, etc., to supervises the systematic harassment and humiliation of perceived political opponents and people with contrary opinions.
41. Buhari increased the price of petrol, yet he still pays more subsidy on the product than the previous government, which it accused of ‘subsidy scam’.
42. Buhari approved the withdrawal $462 million from the Excess Crude Account (ECA) for the procurement of military aircraft, without a prior approval of the National Assembly.
43. Buhari insults and de-markets the country whenever he travels abroad.
44. Under his watch, the Nigerian Army has killed 492 Shiite Muslims in the last 4 years. These extrajudicial killings have gone on with impunity.
45. The ���Bring Back Our Girls (BBOG)” protesters - on whose protests Buhari rode to the presidency of Nigeria - were tear gassed and persecuted by the Buhari government.
46. On a live TV broadcast, Buhari defended the Governor of Kano state who was caught on camera receiving $5m bribe.
47. Under his watch, his VP and his political party (APC) engages in systematic vote buying disguised as “Trader Monie”.
48. A good number of politicians working for Buhari’s re-election have pending corruption cases bordering on stolen monies worth about N300bn. They include: Abdullahi Adamu (N15bn); Aliyu Wamakko (N15bn); Godswill Akpabio (N100bn); Orji Uzor Kalu (N3.2bn); Babachir Lawal (N223m); Rotimi Amaechi (N97bn); Abdul’aziz Yari (N680m); Adams Oshiomhole ($51m); Bola Tinubu (N100bn); Abba Kyari (N500m); Musiliu Obanikoro (N4.7bn); Folarin Coker (N3bn), etc.
49. A member of the Buhari kitchen cabinet – Babachir Lawal - spent N220million to cut grass at an IDP camp. Yet, he has not been prosecuted for the offence.
50. The disgraced and sacked SGF, Babachir Lawal, was replaced with his cousin, Boss Mustapher. Effectively retaining the SGF position within his family.
51. The only leader that retains his appointees to government offices even when the senate refuses to confirm them or outrightly rejects the confirmation of such persons.
52. Under his administration, the Nigerian Stock Exchange lost more than 50℅ of its value.
53. Transparency International announced that corruption increased during Buhari’s government. The country's corruption perception index rose from 136th (2016) to 148th (2018) in the ranking.
54. He dominates the federal judiciary with northern Muslims i.e. Chief Justice of Nigeria (Mahmud Mohammed/Ibrahim Tanko Muhammad), president of the Court of Appeal, Chief Judge of the Federal High Court.
55. He has shown that he is not intellectually wired to understand when corruption is going on around him.
56. Adams Oshiomhole was accused by some of his party members of receiving bribes worth about $55 million before and after the APC primaries all over the country. The case is dead and buried by the Buhari government.
57. A Senator sympathetic to Buhari hired hoodlums who invaded the National Assembly and stole the maze. Buhari did nothing to bring the Senator to book.
58. Buhari promised to end medical tourism by public officials when he becomes president. When he became president, he became Nigeria’s biggest medical tourist.
59. His wife, Aisha Buhari, cried out and revealed that Buhari is not in control of the government. She further revealed that a certain cabal runs the show.
60. Under his watch, INEC created mobile voting centers for Muslim IDPs. This is unknown to the Electoral Act. He has refused to make same or similar arrangements for IDPs of Southeast and minority nationalities’ extraction such as through voters’ cards’ transfer provided in the Electoral Act of 2010.
61. The Buhari government spent an entire tenure blaming past governments for problems they were elected to fix.
62. Buhari’s nephew – Hadi Sirika, the Minister of State for Aviation - spent N1.5 billion naira of taxpayers money on propaganda and to kick-start the national airline – “Nigeria Air”. The company folded up even before it started.
63. Buhari is never aware of anything that goes on in his government and under his watch.
64. Alpha Beta Consult – a company that belongs to Bola Tinubu is facing a N100 billion-fraud allegations. Buhari ignored the petition. Instead, Buhari rewarded him with an important position in his re-election campaign team.
65. He pretends to be poor while his family lives in opulence. His children attend £26, 000 a year universities in the UK. His son had an accident with his motorbike estimated to be worth tens of millions of Naira.
66. He is resolute in his pursuit of the northern agenda.
67. The Buhari government lied that it has “technically” defeated Boko Haram. Still, he approved $1billion to fight insurgency in the North East.
68. The IPOB agitators have never killed anyone. Buhari classified them as a terrorist group. The killer Fulani herdsmen have killed over 3,641 innocent Nigerians. Till date, Buhari has refused to tag them as terrorists.
69. Buhari is the first Nigerian leader to appoint a member of his ethnic group as the head of the nation’s electoral body.
70. The Meyetti Allah is an open and vocal sympathizer of the killer Fulani herdsmen. Buhari is their Grand patron. Yet, he has never called them to order.
71. On several occasions, Buhari pleaded with non-Fulanis to give up their ancestral lands to the rampaging killer Fulani herdsmen.
72. Buhari’s Minister for Information, Lai Mohammed was alleged to have made financial demands from an agency (NBC) under his Ministry. The N13 million “loan” he demanded for was to enable him travel to China. Buhari ignored the allegation.
73. Billions of Naira was allocated to the Aso Rock clinic in the National Budget. Buhari’s wife, Aisha Buhari, revealed that the monies were misappropriated under his watch.
74. They have to translate English to English for Buhari.
75. Okoi Obono-Obla, one of Buhari’s aides – was alleged to have forged his WAEC certificate. Buhari ignored the allegation.
76. The Buhari kitchen cabinet planned and executed a siege on the houses of the Senate President and the Deputy Senate President. They also coordinated a failed legislative coup with a minority group of Senators. This was done to prevent the defection of members from the APC. Buhari never punished them.
77. Buhari supervised the fraudulent and disgraceful conduct of elections in Edo, Ekiti and Osun state.
78. A fugitive and pension thief - Abdulrasheed Maina – the former chairman of the Presidential Pension Task Team was secretly reinstated by the Buhari administration.
79. Under Buhari’s watch, there was a deliberate and scientific exclusion from voting of 12 million registered voters dominated by southern and northern minority populations.
80. Buhari decided that it was a good idea to share $321million of returned Abacha loot amongst some vague Nigerians. A few weeks later, he took a loan of $328 million from China for investment in the telecoms sector.
81. Buhari’s former Minister of Finance, Kemi Adeosun, was indicted for certificate forgery. She was never prosecuted.
82. His Chief of Staff - Abba Kyari - was accused by his cousin of collecting N29.9m to facilitate a contract to supply 15 Toyota Hilux vehicles to the Presidential villa, Abuja. Even with evidences provided by the accuser, Buhari defended Kyari on the allegation.
83. He enjoys foreign health facilities, while thousands of Nigerians die in ill-equipped hospitals in Nigeria. Yet, he has not built a single hospital in Nigeria.
84. Buhari retained Ibrahim Magu as the acting EFCC Chairman despite the fact that the Senate failed to confirm him twice.
85. He insisted that Abacha never stole, yet his government has benefited enormously from the unending return of the Abacha loot.
86. He craves for extreme powers. For instance, he demanded to have emergency powers in his first few months in office. Later, he signed and authorized Order 006 to give him powers outside the provisions of the EFCC Act and ICPC Act — as well as the provisions of the Administration of Criminal Justice Act and the Criminal Code.
87. Buhari’s Minister of Transportation, Rotimi Ameachi, admitted his incompetence in a leaked audio tape.
88. He is the first president to publicly announce that he would not favour the regions that did not vote for him.
89. Buhari rarely grants interviews to local media. He prefers granting interviews to foreign journalists.
90. In 2015, the Kano state Electoral Commissioner and every member of his family were killed in the most suspicious circumstance. Ibrahim idris, who was the Kano state Commissioner of Police when the incidence occurred, was later rewarded with the position of Inspector General.
91. He runs away from intellectual discussions like debates.
92. He failed to disclose his ailment as it is done in transparent governments all over the world.
93. A human rights activist, Dr. Osadolor Ochei, wrote several petitions to the EFCC against Adams Oshiomole. The petition bothered on alleged looting of Edo state treasury while he was governor of the state. Buhari’s EFCC ignored the petition. Instead, Buhari rewarded Oshiomhole with the APC chairmanship position.
94. Despite its growing unpopularity, Buhari is a stoic crusader for nomadic cattle grazing.
95. Under Buhari administration, the Nigerian international passport now costs N70k, Car Number plate is N75k, driver’s license N30k, etc. Note, these are just the official rates.
96. His appointees and aides show open disregard for other arms of government like the Senate and the House of Representatives.
97. Buhari makes appointments into constitutionally and statutorily created offices in manners clearly incoherent with and unknown to the 1999 Constitution and the Civil Service Rules of the Federation (i.e. appointments of DG of DSS, Custom CG, and former INEC interim Boss).
98. He has shown open disregard for the Federal Character principle, which he has violated countlessly.
99. Buhari’s anti-democratic and dictatorial tendencies exhibits itself on several occasions when he jettisoned the justice and legislative system in order to have his way.
100. Due to some of his recent exhibitions, his memory, mental health status and fitness have become a matter of urgent concern!

Take a look at places where preaching in public could land you in jail or worse.
Evangelism in Nigeria is no biggie. In fact, its something you are most likely to see at least once a week in most cities. Its a totally different in other countries where preaching in public could earn the person a trip to prison. Here are five countries where evangelism is a serious crime.
They are:
Ghana
Last week, the Deputy Minister of Transport, Daniel Nii Kwartei Titus-Glover, announced that preaching on commercial buses is a punishable offence.
Issuing the statement after a ghastly accident on the Accra-Kumasi Highway on Wednesday, June 13, 2018, "One of the things I have noticed in recent times which I have communicated to the driver unions the trend where some pastors preach in buses.
"I am not against preaching, religion is very good and I am a Christian, but when the driver is driving and a pastor is preaching, it has the propensity of dividing his attention, some of the drivers are passionate about religion, and, so, when they get soaked too much into what the preacher is saying at that moment, his attention will be divided."
He added, "I have told the driver unions that they must not allow anybody to sell medicines or preach in the buses. Road safety is a shared responsibility."
Jamaica
Despite the fact that this is a predominantly Christian country, BBC reports that preachers have been banned from evangelizing to fellow passengers.
The ban was announced in 2012 by Hardley Lewin, managing director of the Jamaica Transit Company Limited who told The Gleaner newspaper that it is in the interest of the passengers.
"I am all for evangelizing, but they cannot use the bus as their platform," he said. "I think this is what makes the bus an attractive mobile church. I suppose you cannot just get off because you have spent your money."

South America
In 2017, preaching the gospel in a South American country called Bolivia became a crime.
According to a the law, stated that anyone caught telling others about their faith could face five to 12 years in prison.
The law titled Article 88 says, "whoever recruits, transports, deprives of freedom or hosts people with the aim of recruiting them to take part in armed conflicts or religious or worship organizations will be penalized five to 12 years of imprisonment."
This law, which affects approximately 2 million evangelical Christians, went into effect on December 15, 2017.
Russia
President Vladimir Putin signed a new law against evangelism in 2016.
According to the new law, anyone caught preaching in anything other than a recognized church building will face tougher sanctions.

MANILA – Communist rebels and their allies should not bother opposing the new anti-terror law, certified as urgent by President Rodrigo R. Duterte, if they believe that the legislation will cause more people to join the ranks of the New People's Army (NPA).
In a statement Thursday, Southern Luzon Command chief, Lt. Gen. Antonio Parlade, Jr., said communists should rejoice over Communist Party of the Philippines (CPP) information officer Marco Valbuena's claims that House Bill 6875 or the proposed Anti-Terrorism Act of 2020 would cause an upsurge in people joining their armed ranks.
"Valbuena and the CPP said that the Anti-Terror Law will further push people to join the NPA. If that is the case, then they should be happy with it. He should not oppose it so they will have more fighter recruits," Parlade said.
Valbuena earlier said Duterte regime's "intense persecution, suppression, and threats" have continued to attract " toiling masses and intellectuals" in joining the NPA.
Parlade, a member of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC), however, dismissed Valbuena's allegations by citing reports of numerous former rebels who voluntarily surrendered due to lack of support from the CPP and its false promises.
"That's not what the NPAs in Mindoro said. You have recruited mercenaries by exploiting Mangyans with a promise of 'SUPAMIL' (Suporta sa Pamilya) worth PHP1,500 a month. Well, they got PHP1,500 upon signing up and their families never got anything else after for six years, not even medical assistance when their wives got sick and eventually died. It's the same story from surrenderers in Panay, Cordillera, Surigao, Samar, and elsewhere. So your fighters stay with the NPAs for a year or even less, and then surrender after realizing their condition in the movement is even worse," he added.
He also scored the CPP-NPA and its allies for being too handy with branding Congress and the NTF ELCAC as "fascist diehards" for coming up with the anti-terror bill and yet quickly clamps up whenever evidence is presented showing the communist rebels' plan to establish a proletarian dictatorship.
"You refuse to comment every time we expose to the people what your CPP Constitution Plans and Programs (May 2017) adhere to -- a proletarian dictatorship, which we are sure is of the worst kind," he added.
He added that the government will do everything in its authority to neutralize violent dissent and terrorism but is not in the business of suppressing dissent and activism contrary to claims of supporters of the communist rebels.
"Do we suppress dissent? No. Violent dissent Yes. Do we suppress activism? Hell, no. Terrorism? You bet," he added.
Parlade asked Valbuena and the CPP if they are really promoting democratic rights and pro-people with the burning of a church and several houses in Misamis Oriental on May 28.
"Tell us Valbuena, exactly what democratic rights and pro-people's interest are you trying to promote with your communist and godless ideology? Is that something like the burning of a Born Again church and several houses because the people there are anti-communist? Did you at least coordinate with your comrade (Bayan Muna Party-list Rep. Carlos Isagani) Zarate on how to disassociate yourselves because clearly your ideas and methods are one and the same," he said.
Challenge
He said they have been constantly challenging members of the Makabayan bloc to a debate to justify themselves.
"You ask for proof? We have been challenging the (Makabayan) Kamatayan Bloc to meet us in any fora and discuss the merits of their accusations of red-tagging but they won’t. Not in congressional inquiries, committee public hearings on Salugpungan schools, not in any ABS-CBN or any TV program, neither will you face me when I came alone to discuss your issues during your Forum on Criminalizing Dissent. You so love to vilify the government, the NTF ELCAC, and myself under the full and exclusive protection of a congressional privilege hour," Parlade added.
He also challenged Valbuena to condemn the atrocities perpetrated by NPA terrorists as Zarate and other members of the Makabayan bloc seem to loathe.
He also dared Valbuena to disown Zarate for claiming that he belongs to a democratic and legal organization.
"Mr. Valbuena, maaring ikaw na siguro ang magtatakwil sa mga karahasan ng NPA sapagkat ayaw itong itakwil ni Rep. Zarate. Puede mo bang itakwil si Rep. Zarate na nagsasabing kasapi sila ng demokratiko at ligal na organisasyon? Ang CPP ay dapat maingat sa mga nagpapanggap na mga kasapi na nagsasabing sila ay sumasampalataya sa kumunismo, gayon namang sila pala ay mga demokratikong tao daw," he said.
He also asked if being democratic and legal means being escorted by NPA rebels during campaigns or meetings in the hinterlands of electoral candidates, or whether it is legal for organizations to oust or topple the duly-elected government through a bloody revolution.
"Kung susuriin natin demokratiko nga ba ang mga taong napapaikutan naman ng mga NPA bilang security nila tuwing may kampanya o miting sa bundok? Ligal nga ba ang mga organisasyon na naglalayong pabagsakin ang gobyerno sa pamamagitan ng madugong rebolusyon? Ligal nga ba ang mga grupong 'Panday Sining' na ang pinagaaralan naman ay pano gumawa ng molotov bomb upang guluhin ang ating katahimikan? Ligal nga ba ang Anakbayan at LFS na ang sinisigaw sa kalsada ay 'Sumapi sa Hukbo at Isulong ang Rebolusyon'?," he said.
Parlade said he finds it odd that while communist rebels and their allies are consistent in accusing the government of instigating the killing of activists, these very same people seem to loathe to have these investigated as witnesses might possibly point to them as the masterminds and perpetrators as evidenced by the confession of former Special Partisan Unit (SPARU) hitman James Durimon alias "Juros" who earlier owned up to the killing of several activists in Panay.
Durimon's series of killings, ordered by the communist leadership, were routinely claimed by the CPP-NPA as the work of government agents.
Parlade also cited the cases of SPARU assassins, Roldan Malucon alias "Jande" who surrendered to government forces after experiencing discrimination at the rebel movement and of Felex Masong alias "Asga", who operated in Palawan, and decided to turn himself over after the CPP-NPA failed to give him support.
"Nasundan nyo ba ang kaso ni (Have you been following the case of) Randy Felix Malayao (National Democratic Front of the Philippines peace consultant) na pinatay ng (who was killed by) SPARU sa Nueva Viscaya (on January 30, 2019) dahil sa (because of) financial at sexual opportunism?" he said.
He added that the CPP-NPA is not inclined to investigate these cases as findings that they themselves are the ones responsible for killing their members, stealing money from their own coffers, and sexually abusing or molesting wives of their members, crimes they habitually accused of government troops of.
The CPP-NPA is listed as a terrorist organization by the United Kingdom, the European Union, the United States, Canada, Australia, New Zealand, and the Philippines.
"Sinali nyo pa ang CHR (Commission on Human Rights) sa privileged speech, wala na nga silang maisagot sa aming mga tanong kung bakit walang pagkondena ang ahensya sa dinami dami ng mga pinaslang ng CPP-NPA (You still mentioned the CHR in your privileged speech when they cannot even answer our questions on its seeming apathy to the several killings perpetrated by the CPP-NPA) ," Parlade said.
Militant groups and their allies, he added, are finding it difficult to condemn atrocities committed by the NPA even if they themselves are professing to be fighting for democracy.
“Kung tunay na demokrasya ang iyong pinaglalaban, Rep. Zarate, at ikaw ang may sabi nyan, itakwil mo ang karahasan ng kumunismo at teroristang NPA. Ngayon na at marahil bukas mananahimik na si Gen. Parlade (If Rep. Zarate claims he is fighting for genuine democracy, then he can condemn NPA violence and atrocities now, and that will silence General Parlade)," he said. (PNA)
