Lubrication Schedule and Orders for a Marine Lubricating Oil System
The lubrication system of an engine provides a supply of lubricating oil to the various moving parts in the engine. Its main function is to enable the formation of a film of oil between the moving parts, which reduces friction and wear. The lubricating oil is also used as a cleaner and in some engines as a coolant.
 Lubrication Schedule and Orders: The Chief Engineer is responsible to establish a list of machinery requiring periodic lubrication onboard the vessel. The Fleet Superintendent is responsible for agreeing the specifications and grades of oil for this list of machinery with the nominated lubrication oil supplier. A copy of the lubricating oil schedule shall be made available onboard the vessel and in the office.
 The Chief Engineer shall ascertain the location of all the lubricating oil storage tanks and establish the safe-filling capacities of these. This information shall be made available to the office.
 Some grades of oil may be taken and stored in drums on board at safe locations agreed with the Master and lashed safely for bad weather conditions. When an order for lubricating oil supply is made, the Chief Engineer shall specify whether it is in bulk or in drums. The choice of lubricating oil for air compressors is to be discussed with the Management Office. When agreed, synthetic oil is to be used.
 Bunkering of lubricating oils shall be handled with the same care as the previous chapter due to the risk of pollution. In addition, it must be borne in mind that the auto-ignition temperature of lubricating oils is much lower than fuels therefore utmost safety precautions must be taken.
 Regular inventory of lubricating oils shall be kept under the responsibility of the Chief Engineer, separating broached and unbroached oils. These shall be recorded in a lube oil soundings book and corrected for trim/list similar to the fuel soundings book.
 The Chief Engineer is responsible for placing orders for all lubricating oils and greases for a period of time and/or the forthcoming voyage, as applicable. The calculations for the lubricating oil consumption and next voyage requirements should be done by a senior Engineer and checked by the Chief Engineer. Each requirement for lubricating oil must be done by a Requisition Form in the purchasing system, using the lubricating oil account code, specifying the grades, quantities and whether in bulk or in drums.
 Losses of Lubricating Oils
 All possible preventative action must be taken, to ensure that lubricating oil losses are kept to a minimum. There are to be no discrepancies between the quantity of lubricants on board, and the totals entered in the Engine Room Log Book and the regular returns made to the relevant Management Office. Accurate entries must always be recorded, and any indication of abnormal losses or consumptions advised immediately, to the relevant Management Office.
 Regular and vigilant tours of the Engine Room by watchkeepers, or duty engineers are essential to check for oil leaks. Lubricating oil coolers using sea or fresh water as the cooling medium, must also be periodically checked for oil leakage.
  Lubricating Oils Treatment
 Contamination of lubricating oil can lead to severe damage and corrosion of machinery components, and it is essential that the instructions and recommendations of the supplier are followed, and that purification and filtration equipment is maintained to the highest standards. Care must be exercised in the purification of lubricating oils, particularly in respect of the temperature.
  Lubricating Oil Inventory and Analysis
 The company requires the vessel to maintain one complete spare running charge of Main Engine Crankcase oil as unbroached spare for any emergency at any time. The maintenance of safe reserves, and the frequency and method of sampling must be adhered to by all Masters and Chief Engineers. Lubricating oil quantities and reserves in respect of specialised vessels, or those with restricted storage capacity, is to be in accordance with instructions issued by the Company.
  Lubricating Oil Sampling & Analysis Further Instructions
 When taking large quantities of lubricating oil on board a sample should be taken from the original containers before it is introduced into the system.
 When sampling oil in service, the sampling cock and pipe must be flushed through before filling the sampling container. A representative sample can only be obtained when the oil charge is in circulation.
 The sample container must always be washed out with the oil being sampled.
 The lubricating oil sample containers, labels and packaging must always be used. The Company contracted suppliers of lubricating oil have provided this service and their sampling, labelling and despatch instructions are to be followed. The Chief Engineer must ensure that adequate reserve supplies of sample containers are ordered in time.
  Specialised Lubricants
 The contracted suppliers of lubricating oils and greases provide technical specifications of their products for your vessel. These technical specifications are to be studied by the Chief Engineer Officer and his Senior Engineer Officers to ensure that they understand the capabilities and properties of the various products. For example certain grades of oil are hydroscopic i.e. they absorb moisture if exposed to the atmosphere, and can no longer comply with the design specification.

(http://www.MaritimeCyprus.com) The 74th session of the Marine Environment Protection Committee (MEPC 74) was held at IMO in London on 13–17 May 2019. This was the last MEPC meeting before the 0.50% global sulphur limit takes effect on 1 January 2020, and the focus was on the implementation and completion of guidelines to help stakeholders prepare and ensure consistent implementation. We strongly recommend stakeholders to prepare in due course and update plans according to the latest IMO guidance. This statutory news contains a summary of sulphur-related resolutions and circulars adopted at MEPC 74.
Res. MEPC.320(74) – 2019 Guidelines for consistent implementation of the 0.50% sulphur limit under MARPOL Annex VI
These guidelines are intended for use by Administrations, port states, ship owners, ship builders, and fuel oil suppliers to ensure consistent implementation. The following is addressed:
Planning for 2020, encouraging the development of ship implementation plans (SIP)
Impact on fuel and machinery, covering characteristics and challenges with different fuel oil types, technical considerations for ship owners, ISO standard for residual fuels and cylinder lubrication
Verification issues and control mechanisms, including survey and certification by administrations, control measures by port states, control of fuel oil suppliers, and information sharing
Fuel oil non-availability, including the FONAR (fuel oil non-availability report) standard reporting format
Possible safety implications related to fuel oils
Res. MEPC.321(74) – 2019 Guidelines for port state control under MARPOL Annex VI Chapter 3
These guidelines are meant to provide consistency in conducting PSC inspections and to provide guidance to PSC officers on verifying compliance with the various requirements in MARPOL Annex VI. With regards to sulphur, the guidelines have been aligned with other IMO sulphur-related decisions and relevant guidance, including:
how to follow up a possible discrepancy between the sulphur content on the bunker delivery note and independent test results of commercial samples taken by the ship during bunkering;
a new appendix, providing guidance to PSC in the case that non-availability of compliant fuel is claimed (FONAR);
alternative arrangements in the case of EGCS (exhaust gas cleaning system) temporary indication of ongoing compliance in the case of failure of a single monitoring instrument;
EGCS non-compliance; and
the carriage ban for non-compliant fuel MEPC.305(73).
MEPC.1/Circ.795/Rev.4 – Unified Interpretations to MARPOL Annex VI
This UI (interprets MARPOL Annex VI, Reg. 14.1) states that the requirement that fuel oil used or carried for use on board a ship not exceed 0.50% should also be applied to the fuel oil of emergency equipment, e.g. lifeboats and emergency generators.
MEPC.1/Circ.864/Rev.1 2019 – Guidelines for on-board sampling for the verification of the sulphur content of the fuel oil used on board ships
Amendment imposing a new retroactive requirement for designating, or if necessary fitting, sampling points to facilitate taking the in-use sample was approved (MARPOL Annex VI, Reg.14).
Ships will be required to designate sampling points no later than the first IAPP renewal survey that occurs 12 months or more after the entry into force of the regulation, expected to be in 2021. The 2019 guidelines for on-board sampling describes how and where the designated sampling points are to be fitted.
MEPC.1/Circ.881 – Notification on early application of the verification procedures for a MARPOL Annex VI fuel oil sample (Regulation 18.8.2 or 14.8)
Amendments to the verification procedures for MARPOL fuel oil samples (MARPOL delivered sample, in-use and on-board samples) were approved (Appendix VI of MARPOL Annex VI). The purpose of the circular is to facilitate the use of the procedure ahead of the entry into force of the amendments in 2021.
MEPC.1/Circ.882 – Guidance for port state control on contingency measures for addressing non-compliant fuel oil
This guidance is meant to address how to deal with all possible instances of non-compliant fuel oil, not only limited to FONAR cases. The following contingency measures are to be considered between ship and port state:
Actions predetermined in the SIP (if available)
Discharging non-compliant fuel oil to another ship to be carried as cargo or to an appropriate ship-board or land-based facility, if practicable and available
Managing the non-compliant fuel oil in accordance with a method acceptable to the port state
Operational actions, such as modifying sailing or bunkering schedules and/or retention of non-compliant fuel oil, on board the ship. The port state and the ship should consider any safety issues and avoid possible undue delays.
After the non-compliant fuel oil is completely used or discharged, such actions should include the possibility of cleaning and/or flushing through or dilution of remaining residues by using compliant fuel oil with the lowest sulphur content available.
MEPC.1/Circ.883 – Guidance for best practices for member states / coastal states
These best practices are intended to assist member states in carrying out their responsibilities under MARPOL Annex VI, to ensure effective implementation and enforcement without creating any responsibilities beyond what is required in MARPOL. The guidance notes that member states or other relevant authorities desiring to do so may decide to establish or promote a licensing scheme for bunker suppliers.
MEPC.1/Circ.884 – Guidance on indication of ongoing compliance in the case of the failure of a single monitoring instrument, and recommended actions to take if the EGCS fails to meet the provisions of the 2015 EGCS guidelines (MEPC.259(68))
This guidance is meant for ship operators, port states and Administrations on how to address scrubber malfunction, short-term exceedances or interim indications of ongoing compliance in the case of sensor failure.
A system malfunction that cannot be rectified is regarded as an accidental breakdown. The ship should then changeover to compliant fuel oil if the EGCS cannot be put back into a compliant condition within one hour. If the ship does not have compliant fuel oil or a sufficient amount of compliant fuel oil on board, a proposed course of action, in order to bunker compliant fuel oil or carry out repair works, should be communicated to the relevant authorities, including the ship’s administration, for their agreement.
A short-term temporary emission exceedance, typically due to the EGCS dynamic response when there is a sudden change in the exhaust gas flow rate to the EGCS, may not necessarily mean exceedance of emissions and should therefore not be considered as a breach of the requirements. The typical operating conditions that may result in a short-term temporary emission exceedance should be specified by the EGCS manufacturer in the EGCS Technical Manual that is approved at the time the EGCS is certified.
Interim indication of ongoing compliance in the case of sensor failure. All parameters monitored (SO2, CO2, pH, PAH and turbidity) are in a certain interrelation when running on a fuel with a given sulphur level at a constant wash water / engine load ratio. If a single sensor signal starts to deviate and where the other parameters are continuing at normal levels may be an indication that the there is only an instrumentation malfunction rather than non-compliance. In such cases, the ship should keep records of interim indication for demonstrating compliance. This concludes the IMO delivery to ensure consistent implementation of the 0.50% sulphur limit on fuel oil.

A renewed legacy
Shell Oman Marketing Company has completed 60 years of its operations in Oman.  CEO, Dr Mohammed Mahmood Al Balushi, talks about the company’s major milestones, operational efficiency and the indelible footprints it left in Oman’s oil and gas sector
Shell Oman Marketing Company (SOM) has recently completed 60 years of operations in Oman. What are your thoughts on achieving this milestone?
We celebrated the diamond jubilee of Shell Oman’s downstream business at an event that was held under the auspices of His Highness Sayyid Shihab bin Tariq Al Said, advisor to His Majesty the Sultan. It was attended by an array of senior stakeholders – that included our business partners, the public and private sectors and the company’s senior management team and executives. Shell Oman’s 60th anniversary celebrations gave us the opportunity to reminisce about the past with pride and to recognise the contribution of those who helped make the company what it is today – an Omani company with an international affiliation and expertise that is committed to serving Oman.
Shell Oman has witnessed the development of the nation over 60 years, particularly under His Majesty’s wise leadership; and we are fully committed to the future of this country in the years to come. As a company, Shell Oman has been consistently delivering innovation and pioneering technologies with world-class quality products and services while contributing to the Sultanate’s growth and sustainable development. This has been achieved through the creation of in-country value (ICV), focus on operational excellence and the fostering of a health, safety, security & environment (HSSE) culture among the wider community. Can you share details of SOM’s retail business and are you looking at enhancing it in 2019?
The retail business remains the largest revenue segment for Shell Oman, which has helped sustain Shell Oman’s market leadership position. In order to provide its customers with convenient locations across Oman, the business continued with its multi-year investment programme bringing the total number of service stations to 190. Additional sites are currently under construction and we expect to cross the 200 service stations milestone later this year. In addition, a number of upgrade projects including “Knock Down and Rebuild” projects are planned for 2019 as part of the business’ focus to upgrade customers experience. Leveraging the research and development of the Shell Group, a new premium fuel from the Shell global fuel portfolio – Shell V-Power was launched for the first time in the Middle East, thereby offering our customers in Oman our best performance and efficiency fuel.
In the non-fuel-retail (NFR) segment, the business took a leap in enhancing customer experience, launching the new generation Shell select experience. In addition, car-care facilities such as car wash, Shell Helix Oil Change+, were commissioned across our retail network, providing customers with an integrated retail experience.
The contribution of business partners and frontline staff remains the driving force behind consistently delivering operational excellence and delivering our customer promises. Shell Oman’s commitment towards the ‘People Make the Difference Real’ programme has developed retailers as key business partners, in turn ensuring the highest standards of service at our service stations.
In 2018, the top three retailers represented Oman in the ‘Shell Retail Smiling Star’, held in the presence of the best shell retailers from more than 70 countries across the world. In 2019, the business continues to build on its mission of “Making Life’s Journeys Better”. This includes network expansion, operational excellence, developing world class people and introduction of new innovative customer value propositions; all of which are key priorities in order to adapt to evolving customer needs and changing regulations. In addition, we will continue to capitalise on the evolving customer trends and infrastructural investments in roads and strategic projects across the Sultanate.
What are SOM’s main lines of business and how have they performed in the last couple of years?
Shell Oman operates in a multi downstream-business structure providing retail, commercial, lubricants, aviation, marine and bitumen products and services in Oman. Moreover, our lubricant blending plant in Mina al Fahal serves several international markets in addition to Oman.
The last three years have witnessed several influencing factors that have impacted the local market; starting from the reform in government subsidy on retail fuel, which impacted the fuel consumption in the retail segment all the way to slowing down of several investments and projects due to the drop in the crude oil prices internationally. While the former has impacted the retail segment, the latter has impacted the commercial business in both fuel and lubricants. However, we at Shell Oman always look at the opportunities that come with such market changes, and rely on the ability and experience of our people to embrace and lead changes. We have managed to win a contract for the new Muscat Airport Fuel Farm operation for the coming five years. That’s not all. Shell Oman remains the sole operator at Salalah Airport in addition to fueling PDO’s airfields.
As a result, SOM’s aviation business, saw a significant increase in volume, driven by winning fuel supply contracts from new airlines and managing to retain almost all of our existing customers.
Another example is the recent launch of Shell V-Power fuel in our retail stations. Being offered for the first time in the Middle East, the product has been extremely well-received by our customers, which encourages us to fast-track the roll-out of V-Power across our network.
We have also continued to enhance our offers to our customers. Commercial fleet cards business continued its penetration in the overall retail business showing steady progress, with year-on-year growth in volumes by further enhancing its customer portfolio and signing new customers. The company continued to leverage its upgraded cards management system, allowing significant improvement in our offer to commercial fleet customers through better transaction controls and superior experience from the vehicle recognition system (VRS), a fully-automated revolution in fleet management that uses RFID technology to communicate fuelling type and limits at the retail station, with no manual intervention. The bulk fuels business continued to be challenging, given the competitive market pricing environment and tighter credits. However, the focus remained primarily on higher margin opportunities with the provision of HSSE and operational excellence as well as quality service.
The Lubricants market environment remained challenging due to the overall slowdown in the market and significant drop in new vehicle registrations compared to 2018 which has resulted in overall lower demand and a tighter credit market. Despite that, the commercial lubricants business maintained its market leadership position by retaining key customers, winning new accounts, enhancing premium products penetration and focusing on innovative CVPs. The business continues to leverage Shell Oman’s lubes blending plant, Oman’s only ISO-certified facility of its kind, which gives us a competitive edge where we are the only producers of an internationally renowned quality lubricants in Oman. Our made-in-Oman Shell-branded lubricants cater to the local market’s needs and are exported to international markets as well.
In the marine business, Shell Oman showed exceptional growth in recent years, which is demonstrated by the winning of key tenders including lately winning the tender to operate the bunkering facilities at Mina Sultan Qaboos in Muttrah. Additionally, the company continues to be the preferred supplier to most public-sector customers due to our HSSE and operational excellence. Recently, we have signed an agreement with Port of Duqm Company SAOC (PDC) to develop fuel bunkering facilities and services, and we have already started supplying fuel to key customers in Duqm Port. Due to the strategic and geopolitical location of the port on the international shipping lines, it is poised to transform into a regional hub attracting large investments and projects in the coming years; while driving the diversification of the Sultanate’s economy and enhancing its global competitiveness. In keeping with this, we are committed to play a crucial role in the attainment of this vision by delivering global fuel technology and operational excellence to local and international marine customers in Oman, as part of the global Shell network.
In the last two years, Orpic’s Al Jifnain terminal has become the main permanent supply point of fuel, following a successful transition of 100 per cent of volumes from Shell Oman’s Mina Al Fahal Terminal.
This transition was well managed by the trade and supply team on both the HSSE and operational fronts, ensuring product availability across the Shell Oman network. The MAF terminal will remain an asset to Shell Oman, providing the Company a significant strategic advantage, and we are working on exploring new business opportunities to capitalise on this strategic asset.
How was SOM’s financial performance in 2018 and what are your expectations from 2019?
Year 2018 was another year where we crossed the 2-billion litres volume. The year’s revenues were RO528.9mn, 13.5 per cent higher, compared to the same period in 2017, largely as a result of higher retail fuel prices. Shell Oman posted a net income after tax of RO12.1mn, 6.5 per cent lower than the same period in 2017. This was mainly attributed to the revised margin structure for the new supply point at Al-Jifnain and reduced demand on fuel in the retail business. The company’s cash flow from operating activities was RO18.2mn, compared to RO15mn in 2017 mainly due to improvements in working capital.
The current market environment for retail is continuously evolving with monthly fuel price changes. The fuel marketing business normally follows the economic trend of the country. In addition to carpooling when commuting, there is a shift towards using the more affordable grade fuel (M91) by consumers, and this may have also been supported by the launch of National Subsidy System cards.
At Shell Oman, we are going ahead with our long-term growth strategy of investing in our retail network with the opening of new retail service stations. Meanwhile, we are already realising the gains from customers’ interest in our premium fuel, Shell V-Power, and we expect to see the same from our premium lubricants as well.

Bulugo Digital Platform to Simplify Fuels and Lubricants Procurement
A new online platform has been developed to help ship operators source marine fuels and lubricants in ports across the world.
Digital disruption is coming to the marine fuels and lubricants market with the launch of a new sourcing platform set to simplify business for both buyers and sellers. Bulugo’s easy-to-use, purpose-built platform – available at bulugo.com – provides fast and transparent pricing globally.
Bulugo enables ship operators to reduce the time and cost involved in sourcing fuel and lubricants by searching an online database of potential suppliers across several criteria – including fuel type, port, date of availability and compliance with IMO sulfur regulations. Fuel suppliers will benefit by tapping into a wider pool of customers, including those that would previously only have been accessible through expensive analogue legwork.
Bunker and lubricant trading is one of the few elements of shipping that remains relatively untouched by digitalization. Opaque pricing, disparate parties and a high level of complexity mean that digital platforms – as with consumer comparison websites – can play an important role in making the market more transparent and less complicated.
The global sulfur cap is a perfect example of increasing cost and complexity. IMO 2020 compliance is upon us, with compliant VLSFO currently trading at a $300/t premium to HSFO at some ports.
On the lubricant side, there are more products than ever on the market, making matching the appropriate lubricant and fuel a more daunting task. Bulugo simplifies both elements. Buyers can filter products to find compliant fuel and purchase the appropriate lubricants at the same time.

A new online platform has been developed to help ship operators source marine fuels and lubricants in ports across the world.
Digital disruption is coming to the marine fuels and lubricants market with the launch of a new sourcing platform set to simplify business for both buyers and sellers. Bulugo’s easy-to-use, purpose-built platform – available at bulugo.com – provides fast and transparent pricing globally.
Bulugo enables ship operators to reduce the time and cost involved in sourcing fuel and lubricants by searching an online database of potential suppliers across several criteria – including fuel type, port, date of availability and compliance with IMO sulfur regulations. Fuel suppliers will benefit by tapping into a wider pool of customers, including those that would previously only have been accessible through expensive analogue legwork.
Bunker and lubricant trading is one of the few elements of shipping that remains relatively untouched by digitalization. Opaque pricing, disparate parties and a high level of complexity mean that digital platforms – as with consumer comparison websites – can play an important role in making the market more transparent and less complicated.
The global sulfur cap is a perfect example of increasing cost and complexity. IMO 2020 compliance is upon us, with compliant VLSFO currently trading at a $300/t premium to HSFO at some ports.
