Krishna on the Beach
Harsha Prabhu wanders on a beach in Goa and stumbles upon the God of Love
Arambol, Goa, August 2019
The Photoshoot
It was the weekend of the global protest against the destruction and burning of the forests in the Amazon basin, aided and abetted by the Brazilian government.
A few of us decided to hold a pop up demonstration at Arambol beach against this act of environmental vandalism that threatened the livelihood of the indigenous people of Brazil - and 20% of the world’s oxygen supply. The demo would be in the form of a photo shoot, with people holding placards that spelt: SOS Amazon! We needed a quorum of 12 people to hold the placards. Seemed easy enough.
But it wasn’t. It took us a full hour of hustling on the beach to get the magic 12. Many we asked begged off for one reason or another: they did not understand what I said (Russian tourists); they were waiting for someone; they had to be somewhere else; they had to discuss it with their group before agreeing to participate. Some of these procrastinators were clearly entitled, middle class Indian tourists from major metros, visiting Goa as part of a package tour, sporting t-shirts with the tour logo. Somehow, we managed to find 12 souls willing and able to be a part of the the visual petition against the Amazon destruction.
After the photoshoot I wandered along the beach. Then I heard the sound of bells. Turning, I saw a group of men striding down the beach. One of them was carrying something on his head; the others were playing zills and chanting “Radhe Krishna ki jai!” (Hail Radha and Krishna).
The man who was carrying an idol of Krishna - Bal Krishna, Krishna as a child - placed it on the beach. His companions dug holes in the sand and placed incense sticks, to light which they borrowed my lighter. Slowly, people gathered around the idol; bits of camphor were burnt as offerings; prayers offered.
There was a large group of young boys who were playing in the sand nearby. Ever the opportunist for a photo grab, I went up to them and, addressing the biggest boy, asked: “Have you heard of the burning of the forests in the Amazon in Brazil?” “Yes” , he replied “ I saw it on the news.” “Would you like to help us stop it?” I asked him. “How?” he asked. “Simple. Just join with your friends in holding these placards,” I replied, “ I’ll take a photo and send it to the Brazilian government.”
“Yes, yes,” he shouted and turned to explain to the rest of his friends what was proposed. Before I could say ‘Krishna’ I had 12 eager and willing young participants in the photoshoot. In an attempt to get them all in the frame I almost stumbled onto the Bal Krishna image on the sand.
Krishna Lila
It was only then that I realised the young boys where part of a group that had come to participate in the Krishna ritual on the beach. In my mind’s eye, I saw them as the gopas (cow-herders) of Vrindavan, Krishna’s accomplices in his childish pranks, which, to the devotee, is an expression of the God’s ‘Lila,’, life as play.
And play they did, that evening on the beach, first the young boys, then the older youth and some men joining in. Games of tag, of skill and strength and guile. Then they attempted to smash the ‘Dahi Hundi’, the pot of yogurt - an object of mischievous fascination for Bal Krishna, called ‘Maakhan chor’, the butter-thief - held tantalizingly out of reach by a man wielding a rope and pully. Both groups of young boys and older youth managed to smash the Hundi, splattering themselves and those nearby with yogurt.
Where were the gopis (milk-maids) in all this play? Some stood by watching, like the ladies from Rajasthan, looking, with their aquiline features, nose rings and veils, like they had stepped out of a Kishangarh miniature, the 18th-century school of painting from Rājasthan, celebrating Krishna as a lover. Other gopis, possibly tourists from interstate or overseas, cavorted in the sea, holding hands in the water, playing their water games, framed by the setting sun.
Then it was time for more prayers and - as the sun set and the horizon turned maroon - time for the ‘Visarjan,’ the ritual immersion of the Krishna idols - the Bal Krishna being joined by a Krishna playing the flute - in the sea.
Who is Krishna?
Yesterday was Gokulashtami , the birthday of Krishna. Today is Visarjan. Who is Krishna, this God who was born yesterday and is committed to the waters the very next day?
Who is Krishna? This question bedevilled Arjun, the hero of the Mahabharata war, contemplating the field of battle. Is he my charioteer? My devoted friend and wise councillor? Or is he a God whose true face I dare not see?
There are many Krishnas; you can pick and choose.
There’s the culture hero of the Ahir, a tribe of pastoralists found in north and western India. The Ahirs are mentioned in the Mahabharata and some Ahir claim descent from the Yadava clan of Krishna.
There’s Bal Krishna, the baby Krishna, whose exploits form the material of songs mother’s sing to their children, whose devotion parallels the cult of baby Jesus.
There’s Krishna the lover, flirting shamelessly with the gopis of Vrindavan, all the while knowing his heart is with Radha, another man’s wife, in an erotic wheel-within-wheel of transgression, celebrated in much Indian song, dance and art.
There’s the Krishna of the Bhagvad Gita, Arjun’s initiator into the terrifying mysteries of cosmic time, including the need to do one’s caste-defined, destiny-propelled duty, regardless of the consequences (nishkamakarma).
This was the Krishna that troubled M K Gandhi, possibly the greatest Vaishnav (Krishna devotee) of them all in recent times. The arguments in the Geeta rationalising violence, no doubt the work of Brahmins versed in the arts of sophistry in defence of the status quo, stuck in Gandhi’s throat. Gandhi would have agreed with D D Kosambi, polymath and Marxist historian, who said: ‘This slippery opportunism characterizes the whole book. Naturally, it is not surprising to find so many Gita lovers imbued therewith. Once it is admitted that material reality is gross illusion, the rest follows quite simply; the world of "doublethink" is the only one that matters.’
Bhakti
There’s the Krishna of the Bhakti saints, the social movement that was anti-caste, that talked up love for one’s fellow human as the highest goal.
The Bhakti saints came from all castes. Nammalvar was a peasant. Namdev was a tailor. Gora was a potter. Cokha Mela was Dalit. So was Ravidas, guru of Mirabai and contemporary of Guru Nanak. Jyaneshwar, who introduced the Gita to Marathi-speakers, committed ritual suicide. Tukaram, the greatest Marathi Bhakti poet of them all, was a peasant, who ran afoul of Brahmins, and is supposed to have drowned himself in the river Tungabhadra. There’s more than a hint that he was murdered by caste Hindus. Luckily, his abhangas (poems) survived…
What made Bhakti so radical?
Here is Chandidas, the 15th century Bengali poet:
"Shobar upor manush shotto tahar upore nai,” (“Above all is humanity, none else”).
Or Kabir, possibly the greatest of India’s many poet-saints, also from the 15th century, and a Muslim to boot, though not a practicing one by the looks of it. He wrote in the vernacular and, even to this day, his poems explode in the face, like existential firecrackers.
Saints I see the world is mad.
If I tell the truth they rush to beat me,
if I lie they trust me. — Kabir, Shabad 4, Translated by Linda Hess and Shukdeo Singh
Or this:
Saints I've seen both ways.
Hindus and Muslims don't want discipline, they want tasty food.
The Hindu keeps the eleventh-day fast, eating chestnuts and milk.
He curbs his grain but not his brain, and breaks his fast with meat.
The Turk [Muslim] prays daily, fasts once a year, and crows "God!, God!" like a cock.
What heaven is reserved for people who kill chickens in the dark?…
— Kabir, Śabda 10, Translated by Linda Hess and Shukdeo Singh
Or this one:
If God be within the mosque, then to whom does this world belong?
If Ram be within the image which you find upon your pilgrimage,
then who is there to know what happens without?…
— Kabir, III.2, Translated by Rabindranath Tagore and Evelyn Underhill
Interestingly, Kabir ran afoul of both Muslims and Hindus during his lifetime. It is said that, upon his death, both sets of believers fought over his corpse. When they lifted his shroud, all they found were flowers.
Knowing the pain of others
Here is Narsi Mehta, the 15th century Gujarat poet-saint, with a song that was a favourite of M K Gandhi:
Vaishnav jan to tene kahiye je/ Peed paraayi jaane re /Par-dukhkhe upkaar kare toye /Man abhimaan na aane re
Only he is a true Vaishnav Who knows the pain of others Does good to others without letting pride enter his mind.
Indian PM Modi also claims to love ‘Vaishnava jan to.’ He launched a version of the song in October 2018, sung by artists from 40 different countries, as the start of the year-long celebration of the 150th birth anniversary of Gandhi.
Does Modi know the pain of others?
This was his reply to a Reuters journalist in 2013, when asked what he felt about the communal carnage in Gujarat that lead to over a thousand deaths, mainly, but not only, Muslims, and the displacement of many more while he was CM in 2002: “If someone else is driving a car and we’re sitting behind, even then if a puppy comes under the wheel, will it be painful or not? Of course it is.”
Does Modi know the pain his policies, including demonetisation and high GST rates, have caused his people? The pain of all those who have lost their jobs due to an economy in shambles, largely due to the wreaking-ball of his government’s own policies? Does he know the pain of the farmers who commit suicide due to failing crops, drought and the inability to pay back loans? Or the pain of all the human rights defenders and tribals who languish in jail on trumped up charges? And what about the pain of the Kashmiri people?
What about the pain of Gandhians? The fact is that M K Gandhi himself was assassinated by a Hindu ring wing terrorist, a member of the Hindu Mahasabha, an off-shoot of the RSS, the very organisation that Modi belongs to.
What about the pain of all those people - mostly Muslim, Dalit or Christians - who have been lynched in India by mobs yelling “Jai Shree Ram”?
In July this year, eminent writers, filmmakers and intellectuals wrote an open letter to PM Modi, beseeching him to act, saying: "It is shocking that so much violence should be perpetrated in the name of religion! These are not the Middle Ages! The name of Ram is sacred to many in the majority community of India. As the highest Executive of this country, you must put a stop to the name of Ram being defiled in this manner.”
Modi has yet to respond to the letter.
Clearly, when it comes to knowing the pain of others, Modi has a lot of catching up to do.
Krishna the Redeemer
The Krishna story should make all tyrants everywhere worried.
For Krishna is also the redeemer. He comes to deliver the people of Dwarka from the rule of the evil tyrant Kamsa. Indeed, all tyrants dream of everlasting rule, but Kamsa himself hears a voice that tells him his end is near. This sets into play the whole Krishna myth, of the child abandoned by the palace, like Moses was among the bullrushes, a foundling fostered by another family, who grows up to avenge wrongs and claim his rightful throne.
According to Joseph Campbell: ‘The work of the incarnation is to refute by his presence the pretentious of the tyrant ogre.’
Further, Krishna, as the God of Love, refuses to allow himself to be weaponised by the armies of the Hindu Right, as opposed to the fate of poor Ram, where “Jai Shree Ram” has become a rallying cry of the lynch mobs.
Ironically, the actual form of greeting in parts of North India is “Jai Sia-Ram”; ‘Sia’ being a short form for ‘Sita’. But there’s no use for Sita, the Goddess of the Earth and Ram’s wife, in the hyper masculine world of Hindutva politics. The Goddess - and women - are the first casualties in Hindutva’s Raas Lila (sacred dance, dedicated to Radha-Krishna), where rape is a political tool to terrorise and subjugate people, sanctioned by V D Savarkar, the father of Hindutva ideology.
For Krishna devotees, Krishna is nothing without Radha; therefore it’s always “Jai Radhe-Krishna.” Behind Krishna stands the Mother Goddess. Vrindavan, the scene of the Krishna idyll, is the sacred grove (vana) of the Goddess Vrinda, another name for the Tulasi (holy basil) tree. To this day, the marriage of Krishna to Tulasi is celebrated every year in Vrindavan as Tulasi Vivaha. And even in Goa, for my landlord, Pritesh, was married to three Tulasi trees before he got a wife. Thus does the Great Mother break through Hinduism’s patriarchal bonds.
And it’s not just Hindus who worship Krishna.
According to literary critic Kuldeep Kumar, writing in The Hindu: ‘Many Muslim poets, the most notable among them being Raskhan, wrote devotional poetry to celebrate the Krishna legend and to rejoice in his bhakti. Abdur Rahim Khan-e-Khana, who is known in Hindi literature simply as Rahim, wrote many Barwais, Dohas and Sorthas in praise of Krishna. For example, this couplet is worth reading.
Jihi Rahim man aapno keenho chandra chakor Nisi baasar laago rahai Krishna chandra kee or (The way chakor always looks at the moon, similarly my face is always towards Krishna’s face that is as beautiful as the moon is). ‘ Chakor is a kind of partridge.
Passion Play
The passion play I witnessed on the beach was part of an ancient story, of the birth and sacrifice of a God. Like the Greek hero, Achilles, Krishna dies when an arrow pierces his heel, betraying his tribal, pagan origins. The culture hero dies, but the energies of an archetype never die, but live on, forever green in the hearts of men and women.
Surely Krishna - the hero with a hundred faces - will come to the aide of his people, wherever they may be, on a beach, in a temple, in the factories, on the land, in the forest, the vana, his favourite playground - or at the next political or environmental protest.
In a time of human-induced climate chaos and species extinction, driven by corporate fascism’s dystopian republic of greed, ruled by the global police state, the Radha- Krishna myth - of the world as a garden of plenty, as a playground for the divine erotic impulse to manifest, of love as the highest form of worship - is a very compelling counter-image.
Another world is possible. Krishna tells us it is.
While lovers of radical equality and seekers of bliss rejoice, tyrants everywhere better beware. Even as we speak, Krishna is on his way to Dwarka…

SOS AMAZON! SOS CLIMATE EMERGENCY! Arambol, Goa, India Sat 24 August 2019
Members of Extinction Rebellion Goa staged a pop up demonstration at Arambol beach in solidarity with the native people of Brazil’s Amazon basin, whose forests are being burnt by the Brazilian government to facilitate development projects, including roads and big dams, in an ecologically sensitive bio region.
The burning forests of the Amazon are also a matter of grave concern as they supply 20% of the world’s oxygen. These forests are characterised as the lungs of the planet, taking in carbon dioxide and breathing out oxygen.
In addition, this wanton destruction feeds into the cycle of human-induced climate change. With the accelerated melting of the Greenland ice field via global warming predicted to raise sea levels by a frightening 25 feet, coastal communities like Goa are at special risk of being inundated by such irresponsible actions.
Activists also pointed out that India’s environmental record too was a scandal, with the continued destruction of forests, especially in the Western Ghats, leading to flooding in several states, including Goa, Maharashtra, Karnataka and Kerala. In Mumbai, the Aarey Forest in the centre of the city, also earmarked for development, and coastal mangrove destruction, are causing environmental stress on one of the world’s mega cities, also subject to periodic flooding.
India ranks among the bottom five countries on the Environmental Performance Index for 2018, according to a biennial report by Yale and Columbia Universities and the World Economic Forum. India also has the dubious distinction of overtaking China and Russia as the world’s top sulpha dioxide polluter, according to a Greenpeace report released on 19 August 2019. Sulpha dioxide is a by-product of coal-based electricity generation. Fossil fuels are also the key culprits in the global warming feedback loop and the proliferation of plastic pollution world-wide, including on Goa’s beaches.
With extreme weather events - like drought followed by floods in India - the norm, activists worldwide are calling upon governments to address the climate emergency, stop the reliance on fossil fuels and rapidly move towards adopting sustainable solutions to meet world energy needs.
The Brazil solidarity action - which included Arambol youth and local and international visitors - was part of a global weekend of similar demonstrations to put pressure on world governments to act now before it’s too late!

Covid-19 News: Live Updates - The New York Times
Dr. Francis Collins, the director of the National Institutes of Health, took issue on Wednesday with President Trump’s suggestion that a coronavirus vaccine would be available by Election Day, as he repeatedly sought to reassure senators and the public that a vaccine would not be made available to the public unless it was safe and effective.
“Certainly, to try to predict whether it happens on a particular week before or after a particular date in early November is well beyond anything that any scientist right now could tell you and be confident they know what they are saying,” Dr. Collins told a Senate panel at a hearing on the effort to find a vaccine.
Wednesday’s hearing, before the Senate Health, Education, Labor and Pensions Committee, came amid growing concern over whether people would be reluctant to take a coronavirus vaccine, and whether Mr. Trump would apply political pressure on his administration to quickly approve one to give him a boost in his re-election bid against former Vice President Joseph R. Biden Jr.
On Tuesday, a group of drug companies all in the race to develop vaccines pledged that they would not release any vaccines that did not follow rigorous efficacy and safety standards. Hours later, a leading vaccine developer, AstraZeneca, announced that it had suspended a large-scale clinical trial of a vaccine candidate after a patient experienced what may be a severe adverse reaction. Dr. Collins pointed to that development as “a concrete example of how even a single case of unexpected illness is sufficient to hold a clinical trial in multiple countries” — and evidence that “we cannot compromise” on safety.
Democrats on the panel grilled both Dr. Collins and Surgeon General Jerome Adams on the effect of Mr. Trump’s false statements about the vaccine, and whether they would erode trust in the development process. Dr. Collins demurred, however, as Senator Elizabeth Warren, Democrat of Massachussetts, asked him point blank whether Mr. Trump’s misinformation would discourage people from taking the vaccine and hurt the effort to distribute it.
“I’m not sure I know the answer to that question,” Dr. Collins said. When Ms. Warren pressed him again, he added, “I just hope Americans will choose to take the information they need from scientists and not from politicians.”
Six companies are in late-stage, Phase 3 clinical trials that seek to enroll 30,000 Americans, half of whom will be injected with the vaccine candidate and half of whom will get a placebo.
Dr. Collins said he had “cautious optimism” that a safe and effective vaccine would emerge by the end of the year, though he added, “but even that is a guess.”
Even as the trials proceed, there are huge questions about who will get a vaccine first and how it will be distributed. Dr. Adams told the panel that the administration intended to release guidelines later Wednesday that would allow state-licensed pharmacists to vaccinate anyone older than age 3.
The pharmaceutical company AstraZeneca halted global trials of its coronavirus vaccine on Tuesday because of a serious and unexpected suspected adverse reaction in a participant, the company said.
The trial’s halt, which was first reported by Stat News, will allow the British-Swedish company to conduct a safety review. How long the hold will last is unclear.
In a statement, the company described the halt as a “routine action which has to happen whenever there is a potentially unexplained illness in one of the trials, while it is investigated, ensuring we maintain the integrity of the trials.”
Officials in the United States and Europe said that the pause was a sign that the process was working as designed, serving as reassurance that a vaccine that made it through the all the phases of the clinical trials would be safe.
In an email response to a Reuters query, the World Health Organization said: “We are pleased to see vaccine developers assuring the scientific integrity of the trials and abiding by the standard guidelines and rules for the development of vaccines.”
And in an interview on “CBS This Morning,” Dr. Anthony S. Fauci, the government’s top infectious disease expert, echoed that sentiment.
“That’s the reason why you have various phases of trials, to determine if in fact these candidates are safe,” Dr. Fauci said, adding that such a halt was “not uncommon at all.” The problems may not be directly linked to the vaccine, he said, but “you can’t presume that.”
“It’s really one of the safety valves that you have on clinical trials such as this,” he said.
A person familiar with the AstraZeneca trial, and who spoke on the condition of anonymity, said that the participant had been enrolled in a Phase 2/3 trial based in the United Kingdom. The individual also said that a volunteer in the U.K. trial had been found to have transverse myelitis, an inflammatory syndrome that affects the spinal cord and is often sparked by viral infections. The timing of the diagnosis, and whether it was linked to the vaccine, was unclear.
AstraZeneca declined to comment on the location of the participant and did not confirm the diagnosis of transverse myelitis. “The event is being investigated by an independent committee, and it is too early to conclude the specific diagnosis,” the company said.
AstraZeneca’s vaccine is currently in Phase 2/3 trials in the U.K. and India, and in Phase 3 trials in Brazil, South Africa and more than 60 sites in the United States. The company intended for its U.S. enrollment to reach 30,000.
AstraZeneca is one of three companies whose vaccines are in late-stage clinical trials in the United States.
Britain, seeing a spike in new coronavirus cases, will ban most gatherings of more than six people beginning next week, Prime Minister Boris Johnson said Wednesday.
“I wish we did not have to take this step,” Mr. Johnson said. “As your prime minister, I must do what is necessary to stop the spread of the virus.”
He stressed hand washing and wearing face coverings, and said the new rule would be in place only “as long as necessary.”
He said the order, which he referred to as the “Rule of Six,” superseded old guidelines and would apply to public and private gatherings.
The government’s chief medical officer, Professor Chris Whitty, said the uptick the country is seeing is not just a matter of testing more people and compared the situation Britain is facing to the one in France, where cases are surging.
Restaurants and other hospitality venues will also now be required by law to take customers personal details for contact-tracing purposes. And Mr. Johnson said there will be stronger enforcement of quarantine rules for those entering the country.
The new rules will take effect Monday and people who break them can be fined and possibly arrested.
“You must not meet socially in groups of more than 6,” Mr. Johnson said. “If you do you will be breaking the law.”
About 3,000 new cases were reported on both Sunday and Monday of this week, the highest daily figures in Britain since May. And about 2,500 more new cases and 32 deaths were reported on Tuesday.
In other developments around the world:
A fast-moving fire destroyed most of Europe’s largest refugee camp on the Greek island of Lesbos, leaving its 12,000 residents homeless just days after they were collectively quarantined because of a coronavirus outbreak there.
India’s Health Ministry said Tuesday that it planned to open classrooms for high school students on a voluntary basis, and only with their parents’ approval, starting Sept. 21. The vast majority of schoolchildren will continue to study online. The Taj Mahal will also open for tourism on Sept. 21, with access restricted to 5,000 people per day. India has recorded more than 4.3 million cases, second only to the United States, with nearly 90,000 new infections reported on Tuesday.
Ontario, Canada’s most populous province, said on Tuesday that it would take a four-week “pause” before it considers loosening restrictions or allowing further economic reopening. Christine Elliott, Ontario’s health minister, acknowledged that schools, which began reopening across the province on Tuesday, would most likely become vectors for the virus, and said that the province’s top priority was protecting them from transmission in the community. Ontario has reported at least 43,000 coronavirus cases, according to a New York Times database, including 852 in the past week.
Virus infections are rising in the Netherlands, which reported 1,140 confirmed cases in the past 24 hours, the country’s health minister, Hugo de Jonge, said on Wednesday. “This is the highest number in months,” Mr. de Jonge said. Hospitalizations are also increasing, he said.
China’s biggest air show will go ahead in November, the organizer said on Wednesday, backtracking on an earlier announcement that the event had been canceled because of the pandemic. The biennial International Aviation and Aerospace Exhibition comes amid a steep downturn in the industry.
Germany extended a general travel warning to include all countries outside Europe through Sept. 30. But the foreign ministry said that starting in October, it would evaluate individual non-European destinations case by case, rather than issue another blanket warning. Germans may travel within the European Union and to other countries within Europe’s Schengen zone of passport-free travel, as well as to Britain, Andorra, Monaco, San Marino and the Vatican, without breaching the warning, which is an advisory, not a mandate. For the many Germans who travel on package tours, the warning will generally allow them to cancel bookings without charge.
A photo of an older man having a meal in a pub in Galway, Ireland, started a national conversation about virus regulations and life’s simple pleasures.
Trump admitted to the journalist Bob Woodward that he played down the threat of the virus.
President Trump acknowledged to the journalist Bob Woodward that he had knowingly played down the coronavirus earlier this year even though he was aware it was “deadly” and vastly more serious than the seasonal flu.
“This is deadly stuff,” Mr. Trump told Mr. Woodward on Feb. 7 in one of a series of interviews he conducted with the president for his upcoming book, “Rage.” The Washington Post and CNN were given advance copies of the book and published details on Wednesday.
“You just breathe the air and that’s how it’s passed,” Trump said. “And so that’s a very tricky one. That’s a very delicate one. It’s also more deadly than even your strenuous flu.”
That was a vastly different story than Mr. Trump was telling the public.
“I wanted to always play it down,” Mr. Trump told Mr. Woodward on March 19. “I still like playing it down, because I don’t want to create a panic.”
In public, Mr. Trump claimed early on that the virus would disappear, predicting in February that by April, “when it gets a little warmer, it miraculously goes away.”
Mnuchin expressed little optimism about another stimulus bill.
Treasury Secretary Steven Mnuchin raised doubts on Wednesday about the likelihood of another economic stimulus package being passed this year and said his current focus is on a measure to extend government funding later this month.
The comments come as Republicans and Democrats in Congress remain far apart in their views about the scope and cost of another relief bill and as Mr. Trump has been largely disengaged from the negotiations.
Asked about the prospects of another bill, Mr. Mnuchin showed little optimism.
“I don’t know,” Mr. Mnuchin said outside the White House. “We’ll see. I hope there is. It’s important to a lot of people out there.”
The Treasury secretary said that he has been having discussions with Speaker Nancy Pelosi about a “clean” bill to keep the government funded until after the election, avoiding a government shutdown. He has also had talks with Senator Richard Shelby of Alabama, the top Republican on the Senate Appropriations Committee, about such a bill.
“It doesn’t seem promising at the moment on stimulus,” Mr. Shelby said on Tuesday after speaking with Mr. Mnuchin about a stopgap bill, known formally as a continuing resolution. “So if we don’t get a stimulus then the only game in town would be a few nominations and the CR, funding the government.”
Mr. Mnuchin has also been in touch with Senate Republicans about the scaled-back stimulus bill that they unveiled on Tuesday that would provide federal aid to unemployed workers, schools, farmers, the Postal Service and small businesses. The legislation, which slashes billions of dollars from the original $1 trillion Republican proposal unveiled in July, does not include another round of $1,200 stimulus checks or additional funding for state and local governments.
A vote on that bill that is scheduled for Thursday in the Senate is expected to fail to meet the necessary 60 vote threshold, as Democrats continue to push for a more robust and costly package.
Asked if he was frustrated by Trump’s unmasked rallies, Fauci says ‘we want to set an example.’
On Wednesday morning, a day after Mr. Trump held a large rally in North Carolina without wearing a mask, Anthony S. Fauci, the nation’s leading official on infectious diseases, expressed concerns about the example this set.
Appearing on “CBS This Morning” to talk about the hunt for a coronavirus vaccine, Dr. Fauci was asked whether the sight of such rallies is frustrating for him.
“Well, yes it is and I’ve said that often,” he said. “We want to set an example.”
Dr. Fauci, whose differences with the president have been noted throughout the course of the pandemic, said that public health measures such as wearing masks, keeping physical distance, avoiding crowds and moving activities outdoors rather than indoors “are the kind of things that turn around surges and also prevent us from getting surges.”
“So I certainly would like to see a universal wearing of masks,” he said.
While Mr. Trump’s recent rallies have been outdoors or in airport hangars, they are certainly crowded, with little evidence of physical distancing. And even in places where there is an official mask requirement, like North Carolina, masks at the rallies are few and far between. The Republican chairman of the county commission where the rally on Wednesday took place said beforehand that the president should wear a mask, given the statewide order on face coverings. Mr. Trump did not.
Hundreds of thousands of sailors are estimated to be trapped at sea, fighting exhaustion and despair.
When borders closed because of the pandemic, seafarers on ships around the world suddenly had no way home. For cargo ships, the process known as crew change, in which seamen are replaced by new ones as their contracts expire, ground nearly to a halt.
Six months later, there’s no solution in sight.
In June, the United Nations called the situation a “growing humanitarian and safety crisis.”
Last month, the International Transport Workers’ Federation, a seafarers’ union, estimated that 300,000 of the 1.2 million crew members at sea were essentially stranded on their ships, working past the expiration of their original contracts and fighting isolation, uncertainty and fatigue.
Some crew members have begun refusing to work, forcing ships to stay in port. And many in the shipping industry fear that the stress and exhaustion will lead to accidents, perhaps disastrous ones.
“There’s nothing I can do,” Ralph Santillan, a merchant seaman from the Philippines, said late last month from his ship, a 965-foot bulk carrier off South Korea. “I have to leave to God whatever might happen here.”
France’s prime minister, Jean Castex, is self-isolating and will hold his meetings remotely after he came into contact on Saturday with the director of the Tour de France, who has tested positive.
Mr. Castex’s isolation comes as France is facing a resurgence with a daily average of 7,000 cases for the past seven days and an increase in the number of patients in intensive care after months of decline.
Mr. Castex tested negative on Tuesday, but he will isolate until being retested seven days after the contact took place. As a consequence, France’s weekly cabinet meeting will take place by videoconference on Wednesday for the first time since the end of the country’s two-month lockdown in May.
President Emmanuel Macron also underwent a test, which was negative, after visiting Lebanon and Iraq last week, and interior minister Gérald Darmanin will be tested after spending time with Mr. Castex on Tuesday.
“We do for us what we require all fellow citizens to do,” Mr. Macron told reporters on Tuesday.
Mr. Macron nevertheless acknowledged that the situation was “worrying” and called on French citizens to be “more vigilant” in their private lives in the face of the epidemic.
Mr. Macron said that new measures to fight the virus would be discussed at a health defense council on Friday.
In particular, the government will discuss the widespread introduction of antigenic tests that are considered simpler and faster, just as the country is facing increasing delays in test results, hampering its fight against the spread of the virus.
Across the United States, colleges that have reopened for in-person instruction are struggling to contain the spread of the virus among tens of thousands of students, with perhaps their most complex problem being what to do with students who test positive or come into contact with someone who has.
Many have set aside special dormitories, or are renting off-campus apartments or hotel rooms to provide isolation beds for infected students and separate quarantine units for the possibly sick.
But some undergraduates and epidemiologists say the policies have broken down, often in ways that may put students and college staff members at risk.
At the University of Alabama in Tuscaloosa and the University of Notre Dame, students have reported their classmates for violating quarantine and wandering outside. At Iowa State University, a student who was waiting for his virus test results said he was sent back to his regular dorm room where he could have infected his roommate.
And at many campuses, students with confirmed or possible infections have flooded social media platforms to describe filthy rooms, meager food rations, lack of furniture, chaotic procedures and minimal monitoring from their universities.
The policy breakdown reflects the chaotic nature of this extraordinary semester, when schools are struggling to deliver both in-person and remote classes; to identify, isolate and treat coronavirus outbreaks; and to maintain safe behavior among sometimes unruly undergraduates.
At the University of North Carolina in Chapel Hill, Brianna Hayes developed a fever after a week at school, went to campus health services and was immediately assigned to a quarantine dorm for students with virus risks. Two days later, the university informed Ms. Hayes, a first-year student, that she had tested positive and would need to move again, this time to a Covid-19 isolation dorm.
But there was no university staff in the dorm to help sick students, Ms. Hayes said, and during her week in isolation, she said, no one from the university came to check on her.
“I felt like everyone was only interested in how I was affecting others, like who I came in contact with, and then I was just left to be sick,” she said.
Amy Johnson, U.N.C.’s vice chancellor for student affairs, said the school worked hard “to facilitate an easy and comfortable transition for students,” and to keep “lines of communication open.” With more than 900 student virus cases over the last month, the university switched to online instruction in mid-August, but it has permitted some students with demonstrated needs to remain on campus.
Elsewhere in the U.S.:
In New York City, Mayor Bill de Blasio said on Wednesday that an update on indoor dining in the city, which is currently prohibited, could come “as early as this week.” He added that the city would need to establish a threshold to shut down the activity in the event of an uptick in cases. His remarks came as Gov. Andrew M. Cuomo raised concerns about compliance, enforcement and safety standards. “We are trying our best to see if there’s a way we can give some clarity to the restaurant industry so they can have some option to keep going,” the mayor said.
The former Italian prime minister Silvio Berlusconi was on Sardinia in August, as was his friend, the club owner Flavio Briatore. Now both are among hundreds of cases linked to the island, a favorite of rich partygoers.
It is unclear when or how Mr. Berlusconi and Mr. Briatore got the virus. What is known, though, is that the number of cases on the island shot up from a few dozen before the summer to more than 1,000 in a month.
Mr. Berlusconi, 83, lies in a Milan hospital with pneumonia. Mr. Briatore, who dropped in to pay him a visit at his Sardinian estate and who had publicly complained about what he said was an overreaction by the government to the pandemic, is quarantined.
In March, as cases and deaths exploded in the Italy’s north, the southern island’s governor, Christian Solinas, pleaded with the authorities in Rome to ban travel to Sardinia. The government obliged. For months, the island staved off the worst.
But August has been Sardinia’s hot season since the 1960s, and not even the pandemic could stop it.
Roberto Ragnedda, the mayor of the Sardinian town of Arzachena, said “10 days of madness” in August had caused “enormous damage to our image and to economy.”
Some offenders caught without a mask were required to lie down in a coffin. Others were ordered to sit in the back of a hearse.
As Indonesia’s coronavirus caseload surges past 200,000, some officials are finding creative ways to drive home the message that wearing a mask is necessary to prevent new infections.
In East Jakarta, the authorities punished several people with time in a coffin.
“The coffin is a symbol to remind people not to underestimate the coronavirus,” said Budhy Novian, head of East Jakarta’s public order agency. “It’s our effort to convey the message to the people: The Covid-19 number is high and it causes death.”
But officials halted the practice after critics pointed out that onlookers were violating social distancing rules by crowding around to gawk and take photos.
Indonesia, the world’s fourth most populous country, passed 200,000 reported cases on Tuesday. New cases have been averaging more than 3,000 a day for two weeks, according to a New York Times database, and the death toll of 8,230 is the highest in East Asia.
Indonesia has one of the lowest rates of testing in the world, and its positivity rate is nearly 14 percent, slightly higher than Sweden’s and well above the 5 percent that the World Health Organization has given as a rough benchmark for relaxing social distancing measures. (A rising positivity rate can point to an uncontrolled outbreak; it can also indicate that not enough testing is occurring.)
Some independent experts suspect that Indonesia’s actual number of cases is many times higher than 200,000.
In Jakarta, the capital, officials erected a coffin-themed monument last week to highlight the rising death toll and remind people to follow coronavirus protocols.
Flouting the requirement to wear a mask in public in Jakarta is punishable by a fine of up to $67 for repeat offenders, a substantial sum for many residents.

15 Unique Facts About India That The World May Not Know
India is a continent masquerading as a country. With rich natural abundance and mindboggling cultural diversity, this vast land has fascinated travellers for centuries. Being home to more than a billion people is only one of the many interesting facts about India.
Before you book a vacation package in India, let’s take a look at some facts that make India so unique:
1. Largest Gathering Of Mankind, Observed From Space
It takes 12 years for this unbelievable mega event to happen in India. The Kumbh Mela, a pilgrimage taken up by devotees of Lord Shiva, sees a gathering of around 90-100 million people at the riverbanks of Ganges and Godavari rivers.
This enormous congregation is one of the most difficult mass communions to manage and can be observed in satellite images from space. The Kumbh Mela has also been recognized by UNESCO as an ‘Intangible Cultural Heritage of Humanity’.
2. Second Largest English-Speaking Nation
India is the second largest English-speaking nation in the world. Over 125 million Indians understand and speak English. But that constitutes to only 11% percent of the country’s total population.
Apart from the colonial language, the country officially has 22 major languages and 720 dialects. At every 500 km, the dialect or the language itself is bound to change.
3. 37 UNESCO World Heritage Sites
With its exuberant cultural diversity and expansive history, India is home to 37 UNESCO World Heritage sites.
Making India the sixth most UNESCO listed country in the world, the heritage sites testify India’s history of art and architecture. Take a golden triangle tour of India to witness the majestic heritage of North India.

4. World’s Oldest & Largest Civilization
The Indus Valley Civilization that spans across the north-western part of India is the world’s oldest and largest civilization that had been in existence continuously for centuries.
The people of Indus Valley Civilization would trade with other parts of the world even before the Silk Route was there. The remains found in the archaeological site of Harappa and Mohenjo Daro, which dates back to 2600 BC, prove that the civilization was urban in structure with sophisticated cities, drainage systems, grand baths and temples.

5. Oldest Inhabited City In The World
The spiritual city of Varanasi is popularly said to be 5,000 years old, founded by Lord Shiva. Although it sounds exaggerated, facts do not take away much of the awe around the myth. Historical findings suggest that the city on the banks of River Ganges has been inhabited since 2000 BC and Lord Buddha had visited the city at his prime.
It is the pilgrimage for many Hindus as it’s believed that dying in Varanasi frees the soul from the cycle of rebirths and the soul attains moksha (ultimate cleansing) to ascend to the heavens forever.
6. Largest Mangrove Forest In The World
Home to the world famous Royal Bengal Tiger, the Sundarbans located at the Gangetic Delta in West Bengal is the largest mangrove forest in the world.
Once under complete authority of pre-Independence India, the forest is now shared with the neighbouring nation of Bangladesh. A wildlife tour of India will take you on an enchanting journey among the flora and fauna of India.
7. Only Country To Have Native Tigers And Lions
The diversity of Indian wildlife is fascinating. Hundreds of rare and endangered animals and birds have found shelter in the conservation areas in India.
There is a large population of Asiatic Lions in the Gir National Park in Gujarat while the other national parks in India, especially the Bandhavgarh and the Sundarban national parks are home to India’s national animal – the Royal Bengal Tiger. This makes India the only country to have indigenous population of both tigers and lions.
8. A Spa Retreat For Elephants
Indians love elephants. They are a part of their mythology as Lord Ganesha (the elephant-faced god) and the animal is adored in all corners of the country.
So much so that elephants have a special spa retreat for themselves at Punnathoor Cotta Elephant Yard Rejuvenation Centre in Kerala. Elephant mahouts bring their jumbo friends to this retreat for a day or two of baths, scrubs, massages, body rubs and abundant food.
9. Largest Wholesale Spice Market
When you walk the lanes of Old Delhi, the delicious smell of exotic spices touches your senses and titillates the taste buds.
Khari Baoli, a road in the heart of the Indian capital of Delhi near the Red Fort, is the world’s largest spice market. The colours and smell are just overwhelming!
10. Birthplace Of Four Major Religions
If you want to spend a week in complete peace, visit the quaint hill station of Dharamshala. This picturesque town on the foothills of Dhauladhar Mountains is home to many wellness centres and yoga schools. The highlight of your trip would be spectacular scenery of the snow-capped mountain which can be viewed from all points of the town.
Hinduism, Buddhism, Sikhism and Jainism – all have originated in India and has spread across the world to propound the messages of peace and camaraderie.
11. Largest Population Of Vegetarians
Around 35-40% Indians are vegetarians, which tantamount to 500 million people, the highest population in the world. Either by personal choice or for religious reasons, about one-third of all Indians do not consume meat, fish or eggs.
Some of the communities in India even consider eating garlic or onion to be similar to having non-vegetarian food and they have created different cuisines for themselves that only have vegetarian items and are equally delicious.
12. First To Detect Water On The Moon
In 2008, India’s first moon satellite – Chandrayaan I – detected trace amounts of water at the South Pole of the Moon.
This was a historic achievement for the Indian space agency, ISRO. The data transmitted by the satellite has since been fundamental in improving research studies about the Moon
13. Royal Families Still Live Like Kings
Before the Independence in 1947, India was divided among more than 600 princely states. They all joined hands to make the nation once India was free from the British rule. However, few royal families in some parts of India still hold regal status and live like kings following their unique rituals and traditions
Some of these royal families even host guests at their palaces and reminisce their glorious pasts under the old chandelier lights that still decorate the hallways and rooms at these palaces. The Mewar Dynasty of Rajasthan, The Wadiyar Dynasty of Mysore, The Royal Families of Alsisar (Jhunjhunu District of Rajasthan), The Royal Family of Rajkot (Gujarat), The Gaekwads of Baroda (Gujarat) are some of the royal families that still live life king size in India.

14. First Place To Mine Diamonds
Diamond, the resplendent stone that has been the desire of people around the world, was first mined in India. From ancient times, Indians have been known as the only producer of diamonds in the world.
This had been the case until diamonds were discovered in Brazil in 1726. The technique to extract diamond from the mine was taught to the world by Indians.
15. An Indian Invented Usbs
Ajay V. Bhatt, an Indian computer engineer, invented the USB chip that we all depend on so many times in our daily lives.
It is Mr Bhatt’s genius that has made transferring files so much easier. He is also behind other inventions such as AGP (Accelerated Graphics Port), PCI Express, Platform Power management architecture and various other chip-set improvements.

Online travel agency Exoticca bags $4.1M for market expansion
Barcelona-based online travel agency Exoticca — which sells “affordable luxury” holidays to popular destinations such as India, Kenya, Brazil, Thailand and South Africa — has closed a €3.5 million (~$4.1 million) Series A to expand into more markets.
The lead investor is early-stage Madrid-based VC K Fund, with existing investors Sabadell Venture Capital and Grupo Palau also participating, along with new investors Nero Ventures, Palladium Corporate Venture and Smartech Capital.
Exoticca was founded in 2013 and currently operates in three European markets: Spain, France and the U.K. The new funding will be put toward expanding that tally — with the German market next in line, and a launch into the U.S. and Canada also on the horizon. Funds will also be funneled into further developing the platform.
“The company spent the first couple of years developing the technological platform and sales have grown very rapidly since then (€4.4 million in 2016, €10.5 million in 2017 and a budget of more than €20 million for 2018),” says CEO Pere Valles, a recent recruit to the business and previously CEO of Scytl.
Valles argues that Exoticca’s progress to date proves both the profitability of its business model — noting that Spain was “the first market which Exoticca launched is already profitable” — and its replicability. “Last year we launched the U.K. and France and the U.K. is already bigger than Spain,” he says, adding: “In July, we are launching in Germany and we have plans to open in the U.S. and Canada in 2019.”
Valles says the market Exoticca is operating in is one of the few travel market segments that has not yet been digitized — with people still purchasing these types of trips in traditional “offline” travel agencies, owing to relative complexity, with the holidays typically having multiple legs and components, perhaps including international and domestic flights, land transportation, hotels in different locations, tour guides and so on.
Exoticca’s platform allows users to buy such trips online in a single visit, thanks to a proprietary booking engine that integrates with all the various providers — enabling real-time pricing for each component (so no need to phone up for an actual price before being able to book, for example).
“There is nobody else who provides real-time pricing for these types of trips through an online platform,” argues Valles. “Our competition uses internet only to generate leads and then close the sale either on the phone or in a store while we allow our customers to do the entire purchase process online in a single visit.”
There are some differences versus traditional bricks-and-mortar travel agents, though. Exoticca customers can’t spec out a very bespoke holiday in discussion with an agent, for example.
Rather it offers an inventory of around 50 trip packages in its permanent portfolio, covering what are described as “the most popular destinations” for its target travel category. (Though Valles points out it does offer a degree of light personalization — such as being able to pick a hotel category and optional excursions, for example.)
If you’re content to choose from the selection, Exoticca claims the trips are 30 percent cheaper on average versus “traditional providers” — as a consequence of the disintermediation process (i.e. it acting as both wholesaler and retailer).
“Each one of these trip packages is our ‘own’ product in the sense that we are the ones who ‘build’ it by engaging directly with the provider of each component,” says Valles, adding: “We also give our own personal touch to the tours in each one of these destinations.”
There’s a pretty striking branding style on show too — which features 1950s-esque graphics illustrating elements of the holiday packages and service…
Presumably the hope is the retro styling will resonate with the older adults who are the demographic most likely to be in the market for long-haul, luxury trips.
“We have customers in all age groups but those between 45 and 65 tend to be ‘overrepresented,’ ” agrees Valles.
He says the company is generally targeting a similar customer profile to that of GV-backed members-only travel club Secret Escapes.
Though they are not like-for-like competitors, with Exoticca’s product certainly having more of a focus on, well, exotic holidays — versus Secret Escapes offering hotel getaways to almost anywhere (so long as the hotel is up to snuff).
Other European online travel agency startups include the likes of Dreamlines, which is focused exclusively on cruise holidays to address a distinct market segment; and Evaneos, a marketplace for tailored travel experiences that connects travelers directly with a community of local travel agents — so is doing the lead generation Exoticca’s approach avoids.
Valles says the packages it sells are with “high-quality providers” (4- and 5-star hotels) but offered at “discounted prices” intended to appeal to a mass market of middle- and upper-class travelers.
The overall aim is to “democratize” this segment of the travel market. (“A great experience at a reasonable cost” is the pitch.) Though if they really succeed in widening the funnel they may end up undermining their luxury promise. But clearly that’s not something they have to worry about yet.
Funding wise, Valles says Exoticca previously raised €1 million in two seed rounds, one with F&F and another with Sabadell Venture Capital. The business is not breaking out any user or usage metrics at this stage, five years in.
