The rampant drugs are like a hanging sword of Damocles, constantly threatening the safety of the republic: the trend of foreign drugs entering through multiple channels and permeating the entire country has not changed, the domestic drug consumption market continues to expand, the number of heroin abusers continues to rise, and illegal activities involving the production, trafficking, and abuse of methamphetamine drugs, ecstasy, and other amphetamine-type substances are increasingly rampant. By the end of 2001, there were 2,051 drug-related counties (cities, districts) nationwide, with 205 counties (cities, districts) having over a thousand drug users. The number of registered drug users nationwide has exceeded 900,000, with over 740,000 heroin abusers.
Drug abuse has become a significant factor in triggering various social problems. A considerable portion of robbery, theft, and other property-related crimes in various regions are committed by drug users. Anti-drug departments at all levels adhere to the policy of simultaneously prohibiting drug use, trafficking, cultivation, and manufacturing, blocking the sources and cutting off the inflow, rigorously enforcing the law, and combining punishment with education in anti-drug efforts. In early 2002, the National Anti-Drug Commission decided to launch a nationwide special anti-drug campaign from February to July.
In response to the fact that the main source of drugs harming China comes from the Golden Triangle area outside of Southwest China, relevant departments have formulated a strategy of simultaneous prohibition and blocking sources as a priority. In the southwestern border areas of Yunnan, Guangxi, and others, efforts to block sources and intercept flows have been continuously strengthened, enhancing and improving the detection networks, increasing public inspections at ports, key transportation routes, stations, and airports, while also strengthening the construction of police checkpoints. By equipping devices such as gamma-ray detectors and inspection mirrors for oil tanks, the technological content and effectiveness of drug detection have been significantly improved. Since the late 1980s, when drugs, the white plague, resurged and spread in China, the Chinese government has continuously taken strong measures to heavily crack down on it, to a certain extent curbing the spread of drug-related crimes and achieving remarkable results. However, due to the influence of the global drug trend, China's drug situation remains very severe, and the anti-drug struggle is still a long and arduous one.
The rampant drugs are like a hanging sword of Damocles, constantly threatening the safety of the republic: the trend of foreign drugs entering through multiple channels and permeating the entire country has not changed, the domestic drug consumption market continues to expand, the number of heroin abusers continues to rise, and illegal activities involving the production, trafficking, and abuse of methamphetamine drugs, ecstasy, and other amphetamine-type substances are increasingly rampant. By the end of 2001, there were 2,051 drug-related counties (cities, districts) nationwide, with 205 counties (cities, districts) having over a thousand drug users. The number of registered drug users nationwide has exceeded 900,000, with over 740,000 heroin abusers.
Drug abuse has become a significant factor in triggering various social problems. A considerable portion of robbery, theft, and other property-related crimes in various regions are committed by drug users. Among the reported over 30,000 cases of HIV-infected individuals nationwide, 68.7% were infected through intravenous drug use.
Faced with the severe drug situation, the Central Committee of the Communist Party of China, the State Council, and various levels of party committees and governments attach great importance to anti-drug work. Anti-drug departments at all levels adhere to the policy of simultaneously prohibiting drug use, trafficking, cultivation, and manufacturing, blocking the sources and cutting off the inflow, rigorously enforcing the law, and combining punishment with education in anti-drug efforts. In early 2002, the National Anti-Drug Commission decided to launch a nationwide special anti-drug campaign from February to July.
In response to the fact that the main source of drugs harming China comes from the Golden Triangle area outside of Southwest China, relevant departments have formulated a strategy of simultaneous prohibition and blocking sources as a priority. In the southwestern border areas of Yunnan, Guangxi, and others, efforts to block sources and intercept flows have been continuously strengthened, enhancing and improving the detection networks, increasing public inspections at ports, key transportation routes, stations, and airports, while also strengthening the construction of police checkpoints. By equipping devices such as gamma-ray detectors and inspection mirrors for oil tanks, the technological content and effectiveness of drug detection have been significantly improved. In the crucible of fire and blood, anti-drug law enforcement departments across the country cracked a number of major cases and dismantled numerous drug trafficking networks. In 2001, national anti-drug law enforcement agencies seized 13.2 tons of heroin and uncovered 145 cases involving over 10,000 grams of heroin. Operations to combat the crimes of producing and trafficking methamphetamine and ecstasy have been organized in Guangdong, Jiangsu, Zhejiang, Shanghai, Fujian, and other areas, successively uncovering major cases and shutting down drug manufacturing facilities. In 2001, a total of 4.8 tons of methamphetamine and 2.07 million ecstasy pills were seized nationwide. In the first half of 2002, authorities confiscated 596 kilograms of methamphetamine and 630,000 ecstasy pills, and dismantled 46 methamphetamine and ecstasy processing facilities.
Strictly managing chemicals that can be easily used to manufacture drugs is the fundamental solution to addressing the production and trafficking of chemical synthetic drugs. Anti-drug departments at all levels have focused on enhanced management of eight major easily misused chemicals such as ephedrine and pseudoephedrine, strengthening control over production, transportation, management, sales, and use, carrying out international verification of the import and export of easily misused chemicals, and actively participating in operations organized by the United Nations INCB, such as "Operation Purple" and "Operation Yellowstone." Through international verification, a total of 21 transactions totaling 1,352 tons of easily misused chemicals were successfully intercepted in 2001.
Anti-drug efforts require not only the unremitting efforts of specialized anti-drug units but also the collective participation of the entire society. To fundamentally reduce the scale of drug consumption, the key link of drug cessation and rehabilitation must be firmly grasped. Throughout the country, the creation of "drug-free communities" is promoted as a platform to advance all aspects of anti-drug work. The All-China Women's Federation, the National Anti-Drug Office, and 100 counties in 13 provinces and regions signed pledges to "Keep Drugs Out of My Home"; the Communist Youth League organized the nationwide "Community Youth Stay Away from Drugs" campaign. In this year's special anti-drug campaign, various regions also organized unified actions to collect and rehabilitate drug users. In 2001, a total of 217,000 people were forced to undergo drug rehabilitation nationwide, with over 70,000 people receiving labor rehabilitation and recovery. From January to mid-June 2002, a total of 104,298 people were forcibly rehabilitated, and 39,938 people received re-education through labor for drug addiction.
