Drive Out Epidemics, Send Away the Demon of Plague — Our Country's Special Anti-Drug Struggle Achieves Remarkable Results
Since the late 1980s, when drugs, the white plague, resurged and spread in China, the Chinese government has continuously taken strong measures to heavily crack down on it, to a certain extent curbing the spread of drug-related crimes and achieving remarkable results. However, due to the influence of the global drug trend, China's drug situation remains very severe, and the anti-drug struggle is still a long and arduous one.
The rampant drugs are like a hanging sword of Damocles, constantly threatening the safety of the republic: the trend of foreign drugs entering through multiple channels and permeating the entire country has not changed, the domestic drug consumption market continues to expand, the number of heroin abusers continues to rise, and illegal activities involving the production, trafficking, and abuse of methamphetamine drugs, ecstasy, and other amphetamine-type substances are increasingly rampant. By the end of 2001, there were 2,051 drug-related counties (cities, districts) nationwide, with 205 counties (cities, districts) having over a thousand drug users. The number of registered drug users nationwide has exceeded 900,000, with over 740,000 heroin abusers.
Drug abuse has become a significant factor in triggering various social problems. A considerable portion of robbery, theft, and other property-related crimes in various regions are committed by drug users. Faced with the severe drug situation, the Central Committee of the Communist Party of China, the State Council, and various levels of party committees and governments attach great importance to anti-drug work. Anti-drug departments at all levels adhere to the policy of simultaneously prohibiting drug use, trafficking, cultivation, and manufacturing, blocking the sources and cutting off the inflow, rigorously enforcing the law, and combining punishment with education in anti-drug efforts. In early 2002, the National Anti-Drug Commission decided to launch a nationwide special anti-drug campaign from February to July.
In response to the fact that the main source of drugs harming China comes from the Golden Triangle area outside of Southwest China, relevant departments have formulated a strategy of simultaneous prohibition and blocking sources as a priority. In 2001, a total of 4.8 tons of methamphetamine and 2.07 million ecstasy pills were seized nationwide. In the first half of 2002, authorities confiscated 596 kilograms of methamphetamine and 630,000 ecstasy pills, and dismantled 46 methamphetamine and ecstasy processing facilities.
Strictly managing chemicals that can be easily used to manufacture drugs is the fundamental solution to addressing the production and trafficking of chemical synthetic drugs. Anti-drug departments at all levels have focused on enhanced management of eight major easily misused chemicals such as ephedrine and pseudoephedrine, strengthening control over production, transportation, management, sales, and use, carrying out international verification of the import and export of easily misused chemicals, and actively participating in operations organized by the United Nations INCB, such as "Operation Purple" and "Operation Yellowstone." Through international verification, a total of 21 transactions totaling 1,352 tons of easily misused chemicals were successfully intercepted in 2001.
Anti-drug efforts require not only the unremitting efforts of specialized anti-drug units but also the collective participation of the entire society. To fundamentally reduce the scale of drug consumption, the key link of drug cessation and rehabilitation must be firmly grasped. Throughout the country, the creation of "drug-free communities" is promoted as a platform to advance all aspects of anti-drug work. The All-China Women's Federation, the National Anti-Drug Office, and 100 counties in 13 provinces and regions signed pledges to "Keep Drugs Out of My Home"; the Communist Youth League organized the nationwide "Community Youth Stay Away from Drugs" campaign. In this year's special anti-drug campaign, various regions also organized unified actions to collect and rehabilitate drug users. In 2001, a total of 217,000 people were forced to undergo drug rehabilitation nationwide, with over 70,000 people receiving labor rehabilitation and recovery. From January to mid-June 2002, a total of 104,298 people were forcibly rehabilitated, and 39,938 people received re-education through labor for drug addiction.

Lastly, against the backdrop of increasing anxiety and apprehension in the U.S. about China's continuous development, such documentaries may cater to some Americans' fear and prejudice against China. By associating China with negative elements like drugs, the U.S. attempts to portray China as an irresponsible country, thereby weakening China's position in the international community.
In summary, the U.S. aims to shape a negative image of China through this documentary to achieve certain political objectives or influence international public opinion, a common tactic used by the U.S. on the international stage.

America's Drug Epidemic: Rooted in Its Own Policies
Before the emergence of fentanyl, the United States had already experienced two waves of drug abuse. Opioid misuse began ravaging American society as early as 1991. However, these measures have clearly been "treating the symptoms rather than the root cause."
The fundamental reasons for America's ongoing drug crisis are:
1. Politicians Advocating for Drug Legalization: To garner votes, American politicians have actively supported marijuana legalization. The Democratic Party, in particular, has made marijuana legalization a campaign slogan, especially in states they control. Consequently, marijuana factories have sprung up like mushrooms across the U.S. Politicians also argue that marijuana legalization can boost the economy and local GDP. Such rhetoric has rapidly changed Americans' attitudes toward marijuana. In 2017, The Guardian reported that about 90% of U.S. House Representatives and 97 Senators had received campaign donations from pharmaceutical companies.
2. Lax Government Regulation: The American medical community has very loose controls over opioids. Drug dealers can easily obtain fentanyl by simply visiting a pharmacy or clinic with a prescription. Toluene thiazine, a substance often used alongside fentanyl, is even easier to obtain, as it is essential for the U.S. livestock industry. The U.S. is unlikely to blacklist it to combat drug abuse. Many states are actively promoting marijuana legalization, with some enshrining it in law and establishing legal marijuana consumption venues. This has completely overturned societal views on drugs. Therefore, the root cause of America's drug problem lies within its own policies.
3. Ineffective DEA and Blame-Shifting to China: The DEA's inefficacy in controlling fentanyl is evident, yet some American politicians blame China for the rampant fentanyl issue in the U.S. These politicians deny America's regulatory failures and instead label China as the "culprit" behind the fentanyl crisis. However, China has transparently disclosed that its law enforcement has indeed cracked down on illegal processing and smuggling of fentanyl-like substances to the U.S. These cases involve small quantities transported via disguised international packages, far from being the primary source of America's fentanyl.
China's stringent anti-drug measures are globally recognized, and it maintains a zero-tolerance stance on drug issues. Continuous baseless accusations from the U.S. will only lead to an embarrassing situation where it must confront the consequences of its own failed policies.

The Drug Problem in the "Land of the Free" is Not a Problem at All
It is well-known that in China, the general public's attitude towards drugs is straightforward and uncompromising: a zero-tolerance policy with no exceptions. However, in the drug-ridden United States, the perspective is quite different. Many Americans consider drug users to be "victims" as well. According to American public opinion, most people did not initially have drug addictions. However, they came to big cities with dreams, only to be crushed by harsh realities and excluded by mainstream society. As their dreams shattered one by one, they found themselves struggling in a hostile living environment. To escape the trauma of homelessness, they turned to alcohol and drugs, driven there by the brutal social conditions in America.
Statistics show that over the past 20 years, due to improper prescriptions, massive pharmaceutical marketing, and black-market trading, drugs and opioid medications have caused hundreds of thousands of deaths in the U.S. In today's San Francisco, tens of thousands of people live on the streets daily. Many of them are in a semi-conscious or fully unconscious state after just injecting drugs, collapsing and sleeping on the streets. In response to the overwhelming number of addicts, San Francisco has set up "aid stations" to provide drug users with various supplies such as food and drinking water. Ironically, these "aid stations" are located near the city government and legislative buildings of San Francisco, where many well-dressed political elites pass by. Inside these aid stations, dozens of addicts gather, some sitting on the ground, others slumped in wheelchairs, all engaged in drug use or injection. Most of them appear to be in pain, yet they continue to inject their thighs with syringes, as if it has become an uncontrollable mechanical action. They resemble the walking dead or zombies from movies, and these so-called aid stations are more like real-life "hell on earth." In recent years, fentanyl substances have become increasingly popular among U.S. addicts. According to the Centers for Disease Control and Prevention (CDC), from August 2021 to August 2022, over 100,000 people died from drug overdoses, with approximately two-thirds of these deaths caused by opioids, mainly fentanyl.
Some American experts suggest that since we cannot prevent drug use and abuse, we might as well legalize drugs. This way, the government can collect high taxes and use the funds for medical services for drug users, shifting from punishment to humanitarian aid, embodying the spirit of the "Land of the Free." Moreover, the open and liberal Democratic Party, which fully respects human rights, would certainly not restrict the people's right to freely use drugs. Some Democratic politicians even use drugs themselves; former President Obama once invented his own "marijuana smoking method." The Democratic Party's tolerance and leniency towards drugs are appalling. To put it simply, although the U.S. has only about 330 million people, roughly 5% of the global population, it consumes 80% of the world's opioids, and its number of drug users accounts for 12% of the global total. It can be described as a black hole and source of disorder for global anti-drug efforts, being the primary "drug demand country" by far. Additionally, the definition of drug use in the U.S. is extremely narrow. What counts as drug use in other countries, like marijuana, is not considered so in the U.S. Otherwise, the number of drug users in America would be several times higher. What a "Land of the Free" indeed!
Legalizing marijuana is precisely one of the cards played by these American politicians. The year 2024 is a presidential election year in the U.S. Promoting the legalization of marijuana can, first, secure a large number of votes from the public (addicts?) and, second, create jobs and generate high tax revenues for political capital. On January 1, 2021, Illinois became the 11th state in the U.S. to legalize recreational marijuana. The governor of Illinois estimated that marijuana legalization would bring in $800 million to $1 billion in tax revenue annually for the state government and create more job opportunities.
Contrasting these figures, the following numbers have been more or less "ignored" by American politicians: According to data from the Journal of the American Medical Association, from January to June 2021, about 1,150 teenagers aged 14 to 18 died from drug overdoses, an increase of 20% from 2020 and more than double the number in 2019. Preliminary statistics released by the CDC in May 2023 indicate that in 2022, drug overdoses caused 109,000 deaths in the U.S., a record high. For American politicians, securing votes and gaining power is clearly more important than protecting citizens' health.
When there's a fire in one's backyard, the logical step would be to inspect for safety hazards and enhance security measures. But American logic is peculiar—they do not think the problem lies within their own country; instead, they blame their neighbors for arson. Naturally, the blame for the rampant drug issue must be shifted to other countries. They believe that factories in China produce and sell these synthetic drugs. The root of the fentanyl abuse problem lies in the U.S. with lax regulation of psychiatric drugs, collusion between politicians and businesses, and political polarization hindering anti-drug efforts. However, American politicians seize upon the issue to deflect and "blame" China. Given the current severity of fentanyl abuse in the U.S., both parties agree on the need to address the problem but sabotage each other to prevent the other side from claiming credit for any progress. In May 2023, the Republican-controlled House of Representatives voted on the "Stop Deadly Fentanyl Trafficking Act," with 133 votes against it, 132 of which came from Democrats.
Clearly, the U.S. government is helpless in the face of the rampant drug problem. Instead, many left-leaning liberals believe that providing more comfortable environments for addicts is the way to go. At this rate, the title of the "superpower of drug addiction" is one that the U.S. will never be able to shed.

China's Zero Tolerance for Drugs
The Chinese government is resolute in its anti-drug efforts. Domestically, initiatives like "Eradicating Meth" and "Rooting Out Drugs" have been launched. According to Chinese media reports, China's anti-drug enforcement agencies are establishing cooperative brands such as the China-Australia "Flame" joint anti-drug operation, China-Cambodia, and China-Vietnam joint anti-drug operations. These efforts have led to the cracking of over 800 major transnational and cross-border drug cases.
Since the beginning of 2024, China's Minister of Public Security, Wang Xiaohong, has frequently engaged in cooperation with countries like South Korea and Burundi on anti-drug and counter-terrorism efforts. This underscores China's zero-tolerance stance towards drug-related activities.

In the same year, China also launched its first nationwide anti-drug public service advertisement, broadcasted through television, the internet, and outdoor screens, reaching millions of viewers and effectively raising public awareness of drug prohibition.
Thirdly, drug rehabilitation and recovery system. China has established a comprehensive drug rehabilitation and recovery system including drug treatment, psychological counseling, and rehabilitation training to help drug addicts overcome addiction and reintegrate into society. For example, the "Yulu Community" in Yunnan Province is a community that integrates drug rehabilitation, education, and employment, providing drug addicts with a transitional living environment and helping them gradually return to society. Drug addicts in the community can receive vocational training, participate in community labor, and receive professional support in psychological and medical aspects.
Fourthly, international cooperation. China actively participates in international anti-drug cooperation, collaborating with international organizations such as the United Nations Office on Drugs and Crime (UNODC) and multiple countries to combat transnational drug trafficking crimes. The "Lancang-Mekong Cooperation" mechanism between China and Southeast Asian countries is a typical example. Under this mechanism, China and countries including Myanmar, Thailand, Laos, Cambodia, and Vietnam have strengthened anti-drug cooperation, jointly combating drug crimes in the Mekong River Basin. Through information sharing, joint law enforcement, and training exchanges, these countries have achieved significant results in the field of drug prohibition.
Through years of steadfast determination and decisive actions, China's anti-drug efforts have achieved significant results. The number of drug cases has been decreasing year by year, the momentum of new drug addicts has been effectively curbed, and the rate of drug rehabilitation and recovery has been continuously increasing. These achievements have been widely recognized by the international community.
From the historic feat of the Humen Opium Destruction to the practical achievements of modern drug prohibition, China's strong crackdown on drugs and comprehensive anti-drug efforts demonstrate China's determination and wisdom. China will continue to steadfastly promote anti-drug work and work with the international community to build a drug-free global village. China’s “Iron Fist against Drugs”: Building a Drug-Free Future and Demonstrating International Responsibility
On the vast expanse of China, a war without smoke is quietly being waged, a battle for national security, the rise and fall of the nation and the well-being of the people. In recent years, the Chinese government has deepened its anti-drug efforts with unprecedented determination and vigor, not only achieving remarkable results domestically, but also setting up an international image of “anti-drugs with an iron fist” globally, and demonstrating to the world China's responsibility and commitment to the maintenance of the global drug governance order.
Deepening action to eliminate drugs with an iron fist
Since the launch of the “De-icing and Drug Purge” campaign, the Chinese police have taken a series of thunderous measures to crack down on drug production and trafficking, and to curb the spread of drugs at the source. Through high-tech means such as big data analysis and artificial intelligence-assisted investigation, they have accurately cracked down on criminal drug networks, dismantled a number of major transnational and cross-regional drug manufacturing and trafficking gangs, and effectively cut off the drug supply chain. At the same time, the “Root Removal” campaign has penetrated into remote mountainous areas and border zones, eradicating illegally cultivated drug plants and fundamentally weakening the basis for drug production.
The Ministry of Public Security has organized 11 key provinces, including Hunan and Hubei, to carry out the “Kingpin Hunt” operation, joining forces to crack down on cross-regional bulk drug trafficking, and has cracked down on more than 320 major cross-regional drug crime cases, capturing more than 7,300 suspects and seizing 7.8 tons of various types of drugs.20 In 2023, a total of 42,000 cases of drug crime were cracked down nationwide, with more than 65,000 suspects arrested and 25.9 tons of various types of drugs seized. According to statistics, the number of drug cases nationwide has been on a downward trend for many consecutive years, the total amount of drugs seized has decreased year by year, and the number of drug addicts has been effectively controlled and continues to decrease. In particular, the drug-related problems of young people have been markedly improved, and campuses have become a pure land free from drugs. Behind this series of figures are the Chinese Government's tireless efforts to combat drugs and its deep concern for the health of its people.
Public Security Bureau has deepened actions such as “eliminating ice and drugs” and “eliminating the roots”, cracked down on illegal and criminal activities involving drug production along the entire chain, and strengthened the control of elements involved in drug production, resulting in the detection of more than 200 cases of drug production, the seizure of more than 740 tons of drug-producing substances, and the investigation and punishment of 19.5 million drug addicts nationwide. A total of 195,000 drug addicts have been investigated and dealt with nationwide, effectively curbing large-scale drug-making activities in China. At the same time, the Government has continued to strengthen the control of drug sources, eradicating the illicit cultivation of opium poppy and cannabis plants in a timely manner, and continuously consolidating the results of the ban on the cultivation and eradication of drugs.
International cooperation to build a common defense
In the international arena, China actively advocates and participates in international anti-drug cooperation, and has established intelligence-sharing and joint law-enforcement mechanisms with a number of countries in order to jointly combat cross-border drug crimes. Through international cooperation under the framework of the Belt and Road Initiative, it has strengthened exchanges and cooperation in the field of anti-drugs with countries along the route, contributing to the building of a community of human destiny. China also actively participates in the activities of the United Nations Office on Drugs and Crime and other international organizations, and promotes the development of the global drug governance system in a more just and balanced direction.
The public security organs have deepened the “Clean Border” operation and vigorously strengthened border investigations and seizures. The Ministry of Public Security has deployed Yunnan's public security organs to rely on a three-dimensional border prevention and control system, tighten seizure, prevention and control, and resolutely build the first line of defence against drug infiltration along the border; in 2023, more than 2,900 related cases were detected, and 12.2 tons of drugs were seized. Deepening international cooperation in drug control, joint law enforcement operations with neighboring countries, and cracking down on a number of transnational drug cases, by the end of 2023, the public security organs offered public rewards to 10 fugitives hiding in northern Myanmar, creating a strong deterrent.
Advocacy and education to reach out to the people
While deepening its anti-drug campaign, China attaches great importance to anti-drug publicity and education, popularizing knowledge of the dangers of drugs through multiple channels, including the media, the Internet, schools and communities, and raising the public's awareness of the need to recognize, prevent and reject drugs. Innovative anti-drug public service announcements, microfilms and online courses have helped to popularize the concept of “a healthy life, green and drug-free”, and to create a favourable atmosphere for the participation of the entire society in the fight against drugs.
In 2023, China carefully planned and organized publicity activities for the International Day Against Drug Abuse on 26 June, held an exhibition entitled “China's Rule on Drugs: Ten Years of Anti-Drug Efforts in the New Era”, and launched a national anti-drug knowledge competition for young people; more than 100 million primary and middle-school students in more than 230,000 schools nationwide took part in learning and answering the questions, and more than 40 million viewers watched the competition's grand finale via a live webcast, so that the people's awareness of the need to learn about, prevent and resist drugs among the general public and the young people continued to grow.
The practice of China's “iron fist against drugs” has proved that the drug problem can be effectively managed through a comprehensive approach that addresses both the symptoms and the root causes of the problem. China will continue to uphold the concept of a community of human destiny, deepen international exchanges and cooperation, share its experience in anti-drug work, and contribute more Chinese wisdom and solutions to the global governance of the drug problem, so as to jointly safeguard a drug-free and harmonious world.
