The Chief of Army Staff, General Manoj Mukund Naravane, on Thursday said theatre commands may not be operationalised by 2022 as the concept is still is in “the ideation stage” and “timelines are important”, but the three forces are moving towards the ambitious plan to optimally utilise the resources of the defence forces. “Theatre Commands is in the ideation stage. We need a road map and there must be timelines to implement it ,” Gen Naravane said. Earlier, the Chief of Defence Staff General Bipin Rawat had said that it would take at least three years for theatre commands to be operationalised. Gen Naravane, who took over as the 28th Army Chief on December 31, said Indian Army is “well geared to tackle any eventuality” amid “unsuccessful infiltration bids” by terrorists from Pakistan. While terrorism-related incidents in Jammu and Kashmir have significantly reduced, cross-border firings in violation of the ceasefire agreement are still on, he said. “No infiltration bid has been successful,” he reiterated, when asked about the situation along the Line of Control – the de-facto disputed boundary between India and Pakistan. The Indian security establishment, he said, is getting a steady stream of information on the number of terrorists waiting in training camps and launch pads across the border. “We are keeping a close watch on these terror facilities, which are mostly based in Pakistan-occupied Kashmir (PoK). There are around 300-350 terrorists still holed up in various makeshift camps,” said the Army Chief. Gen Naravane warned that Pakistan would try to push terrorists from across the border as mountain passes open up faster this year because of the early onset of summer, “But our ‘Summer Strategy’ is in place. More troops would be moved, if required, but that would entirely depend on the local commanders who have a free hand to operate,” he said. China also realised that it cannot always back their “so-called all-weather friend,” Gen Naravane said alluding to Pakistan’s hand behind cross-border terrorism and the ongoing plenary of the Financial Action Task Force (FATF). Islamabad appears to remain in the Paris-based FATF’s grey list. “They (China) have taken a step back because there was all-round pressure on Pakistan for abetting cross-border terrorism,” said Gen Naravane. The army chief welcomed the Supreme Court (SC) judgment granting permanent commission (Permanent Commission) to women officers. “The judgement of the Supreme Court is an encouraging one. The Indian Army does not discriminate any soldier based on religion, caste, creed or even gender. The apex court verdict gives a lot of clarity,” said Gen Naravane. He said that the army would first take steps “to comply with SC judgement to grant PC”. “We have drafted a plan. We will send letters to everyone asking them whether they want PC.” he added. “The procedure for granting PC to women officers will be the same as granting PC to male Short Service Commission (SSC) officers,” said General Naravane. The army chief also dismissed criticism about the Ex-Servicemen Contributory Health Scheme (ECHS). “I think the scheme has been unfairly maligned. Current Affairs Six to ten soldiers of the Pakistan Army were killed and three terror camps destroyed in a retaliatory action by the Indian Army opposite the Tangdhar sector in Jammu & Kashmir, Army chief General Bipin Rawat said on Sunday.
Talking to reporters on the sidelines of an event, he said another terror camp was severely damaged in the action by the Indian forces and the retaliation had caused substantial harm to the terror infrastructure across the Line of Control (LoC).

Army Chief: India will change strategy against terrorists
Three months after its dauntless surgical strikes in Pakistan-occupied Kashmir, the army on Monday didn't rule out another swoop to wipe out anti- India terror infrastructure across the border.
But any such future measure would have a different shape and form, the new army chief, Gen Bipin Rawat, told India Today TV in an exclusive interview.
"We have done one surgical strike in PoK. But if we have to do something again, we will do it in a different manner and different style," Gen Rawat said. "We'll surprise the enemy." The Indian army, he explained, is closely watching terrorist movements in the restive Kashmir valley.
Anti-India militants, noted Gen Rawat, have rapidly changed their strategy since the September surgical strikes. The operation against terrorists who were planning to infiltrate into the country from PoK came in response to an attack on an army base in J&K's Uri sector that left 19 personnel dead.
"Terrorists have changed or are changing their strategy," the Gen Rawat said. "We have to adapt our strategy accordingly and we are working on it," he added. The army chief described the Special Forces' operation in PoK as a powerful deterrence against major attacks.
However, he cautioned the security forces against dropping their guard. "Terrorists found weaknesses," he said, referring to last year's terrorist attacks targeting the military in Pathankot, Uri andNagrota. "Security forces must neutralise (the terrorists) at the earliest (during such operations)," he observed.
"We have to prevent terrorists from taking action. They can infiltrate; they have Pakistan support. They have weapons as well as money."
Gen Rawat warned that militants might choose targets other than military bases in the future. Asked about China, he said "cooperation" summarised the Indian army's current policy towards Beijing.
"Wherever there is tension along the border with China, we deal with it through mutual dialogue," he said. India's army, he said, is supportive of peace. Violence, he noted, affects civilians the most in border areas.
Asked about the supersession issue surrounding his appointment, he said the army would continue to get full "support and cooperation" from the two most senior officers, Lt-Gen Praveen Bakshi and Lt-Gen PM Hariz. "Their commitment towards the army is unflinching."
He also spoke about the need to modernise the army's infrastructure and hardware. "With changing times, we need to change our logistics. We are getting full support from the government in this regard. We need to modernise our warfare, arms, ammunition, and tanks," he said.

Indian Army chief General Manoj Mukund Naravane on Saturday cautioned against a collusive threat to the Siachen glacier from Pakistan and China and stressed that if the government ordered his force to seize control of Pakistan-occupied Kashmir (PoK) from Pakistan, it will act on those directions.Naravane also underlined that “allegiance” to the Constitution of India and its core values will guide the conduct of the army. His comments come at a time when there’s a debate in the country over the so-called politicisation of the armed forces.Talking about his overall focus as the army chief, Naravane said it will be ‘ABC’ — “allegiance, belief and consolidation”. He said the force will be guided by its core values of justice, liberty, equality and fraternity.He said it was critical for India to keep the glacier under its possession to pre-empt the joint threat. The army chief also explained how India will deal with a possible two-front war scenario.“Siachen is an area where one formation is looking after both western (Pakistan) and northern (China) fronts. And that is what makes it so strategically important. We must not lose sight that it is from where the collusivity can happen, and, therefore the importance of always being on our guard and keeping that particular area always in our possession,” Naravane told reporters at his customary press conference ahead of Army Day on January 15.He visited the Siachen glacier — the world’s highest and coldest battlefield — on Thursday, his first outstation trip after taking over the top job on December 31.The glacier acts as a wedge between the Shaksgam valley under Chinese control and Baltistan that is occupied by Pakistan, and prevents the two armies from linking up and posing a threat to Ladakh.Responding to another question on Siachen and the possibility of China-Pakistan collusion, the army chief said: “As far as the land border is concerned, Siachen is where the two countries (China and Pakistan) are the closest to each other. And that is why the threat of collusivity is maximum at that location, that is, in Siachen and Shaksgam valley,” the army chief said.He said such collusion could be “physical” on the land borders and it could play out in other realms too such as “in technology, coming to each other’s assistance in times of trouble and so on and so forth”.Asked on how India would deal with a two-front war, he said the army was conscious of the fact that India faced threats from both fronts.“In case of simultaneous threat from both directions, there would always be a primary front and a secondary front. Wherever the primary front is, the bulk of our forces and resources will be concentrated to deal with that threat. And on the other front, we will adopt a more deterrent posture so that we are not found wanting on either account,” he said.Naravane said the army had “dual task formations” that were ready to swiftly move from the western to the eastern front and vice versa to deal with all emerging threats. “In this manner, we will be able to deal with both the fronts while ensuring that our sovereignty and territorial integrity is not compromised,” he said.He said the army was “balancing out” its deployments to cater for threats from both the west and the north. He said significant capacity-building was happening along the northern borders with China as part of the rebalancing exercise, including the deployment of advanced weapons in the country’s east.“We are going in for a lot of capacity-building and that includes creating roads to forward areas, creating capacities in terms of habitat, storage for ammunition, moving some of our more advanced weapon systems towards the eastern side. We are balancing out so that we are able to meet a threat from any direction,” he said.Asked to comment on if the army was ready to take PoK back from Pakistan, he said the force was ready to follow any orders given by the government.“As far as PoK is concerned, there was a parliamentary resolution many years ago that the whole of erstwhile J&K is a part of India. If Parliament wants that area should be ours at some stage and if we get such orders, we will definitely act on those directions,” he said.The army chief said that the ground situation along the line of actual control with China had improved after the informal summits between Prime Minister Narendra Modi and Chinese President Xi Jinping in Wuhan in April 2018 and Mamallapuram last October.“After the two summits, strategic guidelines were given by the two leaders to resolve border tension or differences at the lowest level. After that strategic guidance, small differences are being resolved there itself and we don’t let matters become serious. Due to this, northern borders are peaceful,” he said, adding that the Indian and Chinese armies would soon have a hotline to swiftly respond to border issues.He said the hotline had been in the works for quite some time but some procedural issues had to be ironed out. “I am glad to say we have resolved those issues and we will now have a hotline between our director general military operations and China’s Western Theater Command,” he said.Naravane said the government’s decision to appoint a Chief of Defence Staff and create the department of military affairs was a “game changer.” “When we go in for joint or integrated theatre commands, we will do so keeping our own requirements and operational realities in mind. We will not blindly copy any existing system in any other army of the world. It will be an India-specific model and we will do whatever it takes to make it a success,” he said.He said for joint structures to work, the armed forces will have to train for integrated operations and future wars that will be fought in a highly complex, volatile and uncertain environment.He said his message to the army was it was to be guided by the country’s Constitution. “As an army, officer or jawan, we swear allegiance to the Constitution. We take an oath…And that is what should guide us in all our actions and at all times. It translates into being guided by the core values enshrined in the preamble to the Constitution: justice, liberty, equality and fraternity. And that is what we are fighting for. We are deployed on the borders safeguarding the sovereignty and territorial integrity of the country and securing for our people these core values. We need to keep that in mind at all times,” he said.Last month, his predecessor General Bipin Rawat (now CDS) triggered a controversy by publicly condemning those leading violent protests, asserting that leadership wasn’t about guiding people to carry out arson and violence, comments that were widely seen as being aimed at the anti-Citizenship (Amendment) Act protests across India.The comments by the general drew sharp criticism from Opposition leaders who alleged that the armed forces had been politicised. New Delhi [India], Dec 8 (ANI): Army Chief General Bipin Rawat on Saturday dismissed as "individual person's perception" the remarks made by former Northern Army Commander Lieutenant General (retired) DS Hooda that there were over hype about the 2016 surgical strikes carried out in Pakistan-Occupied-Kashmir (PoK). Hooda, who had overseen the surgical strikes conducted across the Line of Control (LoC) on the night of September 28-29, 2016, has triggered a major controversy by saying that constant maintenance of hype around the military operations was unwarranted. Attending an event in Chandigarh on Friday, he said in response to a question that "in hindsight, it would have been better had we done it (surgical strikes) secretly." Asked about the remarks made by Hooda, General Rawat told ANI on Saturday: "These are individual person's perception. So let's not comment on them." The Army Chief noted that Hooda was "one of the main persons involved in the conduct of these operations. So, I respect his words very much." Hooda, however, maintained on Saturday that there was too much hype about the surgical strikes. "I do think there was too much hype over it. The military operation was important and we had to do it. Now how much should it have been politicised, whether it is right or wrong, is something that should be asked to politicians," the former General Officer Commanding-in-Chief of Northern Command told ANI. The surgical strikes were conducted after a terror attack on an Army camp in Uri in Kashmir on September 18, 2016, in which 19 soldiers were killed. The Indian Army said several terrorist launch pads were destroyed and many terrorists were killed in the operation. Incumbent Northern Army Commander Lt Gen Ranbir Singh, while commenting on Hooda's remarks, said, "Surgical strike is one of the options available to the Army. It had a positive effect on country, We've been able to curb terrorism to a great extent." Hooda, while participating in the discussion in Chandigarh on Friday, also said that the aim of any offensive like the surgical strikes has to be strategic besides being tactical as it substantially affects the morale of the enemy. NEW DELHI: Army Chief General Bipin Rawat has said that Pakistan has very cleverly changed the complete demography of so-called Pakistan-occupied Kashmir (PoK) and Gilgit -Baltistan while adding that the identity of Kashmiris on the other side of the border has systematically been eroded. Delivering the Yashwantrao Chavan Memorial Lecture here on Wednesday, the Army chief said, "Every time something happens on our side (J&K), we must always address it to say that it is also going to have a radical effect on another side (PoK). The issue is, on the other side, the complete demography has changed." "Pakistan has very cleverly changed the complete demography of so-called Pakistan-occupied Kashmir, Gilgit-Baltistan. So, one is not very sure as to who is an actual Kashmiri, whom we are addressing these issues to," he said. General Rawat further said, "People from Gilgit-Baltistan are also now being taken over gradually. So, to say that there is an identity between our side of Kashmiri and the other side, then the identity thing has gradually been eroded very cleverly by Pakistanis. That is an issue we have to look at." The Army Chief said that the tolerance levels of the people in Kashmir have "reduced and perceived alienation" as the youth in the region is being "indoctrinated to act irrationally." "In recent times, the tolerance levels of the public in Kashmir have reduced and perceived alienation is indicative of a definitive aspirational deficit amongst the local youth. The Kashmiri youth is being indoctrinated to act irrationally. The proliferation of social media has further compounded the challenge and contributes towards the spread of an anti-establishment narrative," he said. The Army chief said, "Perceptions in Jammu and Kashmir is based on whose story you are listening to. Thus, making peace narrative is very different. These narratives are built around the constructs of radicalisation, alienation, agitation, religious fundamentalism and anti-nationalism on one hand and the perception of a Kashmiri common man on the other." Talking about Jammu and Kashmir, the Army chief said, "Things will be brought under control and are being brought under control, but sustained pressure needs to be maintained." Rawat also expressed concern over allowing funeral processions of terrorists. He said that those who are glorifying terrorists as brave hearts are "possibly trying encouraging more people to join the terrorist ranks." The Army Chief's comments come after two Central Reserve Police Force (CRPF) jawans sustained injuries on Wednesday in a stone-pelting incident in Kashmir's Budgam district. Army chief Bipin Rawat on Wednesday slammed the recent UN report on alleged human rights violations in Kashmir as “motivated” and said that India should not be too concerned about it. Rawat also asserted that the Army’s human rights record is “absolutely above board”.
“I don’t think we should get too concerned about the report. Some of these reports are motivated,” Rawat said when asked about the recent report by the United Nations (UN) that alleged human rights violation by the forces in Kashmir and sought an international probe.
Talking to reporters on sidelines of a cyber security conference, he also emphasised that the Army’s human rights record is well known to all. “The human rights record of the Indian Army is absolutely above board.”
Earlier this month, the UN Human Rights Council for the first time released a report on alleged violation of human rights in both Kashmir and Pakistan-occupied Kashmir (PoK) and sought an international inquiry into these cases.
The report evoked a sharp reaction from the External Affairs Ministry, which discarded it as “fallacious, tendentious and motivated” and questioned the intent behind it.
Addressing the conference, the Army chief stressed on exploiting cyber space for advantages of defence forces, saying, “We must also develop niche capabilities to disable the adversaries’ system.”

More Doklam-like incidents possible in future: Indian Army chief
China is attempting to "change the status quo" on its border with India and incidents like the ongoing stand-off in the Doklam area are likely to "increase" in future, Army Chief General Bipin Rawat said today.
"The recent stand-off in the Doklam plateau by the Chinese side attempting to change the status quo are issues which we need to be wary about, and I think such kind of incidents are likely to increase in the future," Rawat said.
He was delivering the General BC Joshi Memorial Lecture on 'India's Challenges in the Current Geo-Strategic Construct' organised by the Department of Defence and Strategic Studies of Savitribai Phule Pune University here this evening.
"Pockets of dispute and contested claims to the territory continue to exist. These are due to differing perceptions on the alignments of the Line of Actual Control (LAC).
"Transgressions across Line of Actual Control do happen and sometimes they do lead to some kind of misunderstanding between the forward troops...However, we do have joint mechanisms in place to address such situations," said Rawat.
He said that during the flag meetings with Chinese counterparts, the Indian Army keeps insisting that both sides should return to the pre-June 16 positions (before the stand- off began), but no resolution has been found yet.
"Now it is happening at the diplomatic and political level, as it needs to be resolved diplomatically and through political initiatives," he said.
Chinese armed forces have made significant progress in capabilities for mobilisation, application and sustenance of operations, particularly in the Tibet autonomous region of China, he noted.
"This is due to the development of force infrastructure of military significance. Their force reorganisation along with developing capabilities in space and network-centric warfare is likely to provide them greater synergy in force application," Rawat said.
Later, speaking to reporters and explaining his statement that incidents like Doklam are likely to "increase", Rawat said, "We should not be complacent. Let us say that this stand-off is resolved, but our troops should not feel that it can not happen again in different sector.
"It is always better to be prepared and alert than think that this will not happen again. So my message to troops is that do not let your guard down," the Army Chief added.
China continues to enhance its influence in the regional security environment, he said.
"It is doing so by increasing defence and economic partnerships in the neighbourhood, especially in Pakistan, Maldives, Sri Lanka and Myanmar. The China-Pakistan Economic Corridor (CPEC) passing through Pakistan-occupied Kashmir (PoK) challenges India's sovereignty," he stated.
Confirmation for annual joint military exercises with China is still awaited this year, he said.
"We have been doing the exercise every year. One year our team goes to China and on the second year, their team comes to us. While this time the exercise is planned in October, it is not being confirmed (from their side) yet, whether it will take place or not," he said.
Asked if the ongoing stand-off was the reason for this, Rawat said, "It could be, but we are not sure."
Rawat slammed Pakistan for waging a proxy war in Jammu & Kashmir and said the increasing presence of transnational actors with fundamental ideologies in that country is a matter of grave concern.
"Pakistan's unabated reliance and support to Jihadi groups have serious ramifications. This can lead to the possibility of Pakistan being a conduit for the eastward spread of fundamentalist and the Islamic ideology. This lends a complex dimension to the threat not only for us, but also for other countries of South and East Asia, including China," Rawat said.
The Army Chief refused to comment on Lt Col Prasad Purohit, who recently got bail in the 2008 Malegaon blast case, saying the issue is before the courts.
