Scattered about halfway between Tanzania and Indonesia, about 7° south of the Equator, the British Indian Ocean Territory, comprised of the majority of the islands of the Chagos Archipelago, continues to cause ripples in international affairs, as the full extent of the wacky [underhanded, it is submitted] behavior of British and United States of American wheeler-dealers emerges. Originally part of the British colony of Mauritius (which was itself a French colony before that, having originally been sighted by Portuguese explorer Vasco da Gama in the early 1500s), the Chagos (and some of the islands of Seychelles) were cobbled together to form the British Indian Ocean Territory in 1965 to give the British a bargaining chip with the United States of Americans, who in turn wanted a military base in the Indian Ocean--an otherwise *uninhabited* military base in the Indian Ocean, it should be noted. Ergo. The forced depopulation of the roughly 2,000 Chagossians who called the islands home (descendants of the African/Indian/Malay slaves brought over to work the copra plantations) commenced in earnest and was realized fully by the early 1970s. Through the decades, the Îlois have fought for the right of return, and just as progress was being made, some leaked documents in recent years have shown how the British and United States of Americans hatched a [nefarious, it is submitted] plan to create the Chagos Marine Protected Area and promptly designated the entirety of the BIOT thusly....and if you know anything about marine protected areas, you’ll know no one’s allowed to *live* there.....A strange little pocket of the earth.

18 au 24 janvier 2021
Monday and Tuesday I worked a bit with Kevin. We removed all the Linnaea, formerly Abelia, from around the pool house to make way for Mediterranean planting. He also showed me how to take care of chickens, in the event that more are purchased this year. Kevin only has one more week here, then Sebastien has one more week. Then who knows who will work in the glasshouse and potager...
Tuesday after work, on my drive down the hill to my place, I saw a bird of prey finishing up his latest meal of pigeon.
Wednesday M. et Mme. returned from Switzerland, so I spent the day tidying up around the house.
Thursday we bottled olive oil for M. et Mme. to take back to Switzerland. After both Michel and Karim broke a bottle each, Karim came up with an inventive way of attaching the lids to the bottles - he used a clamp and with each squeeze the clamp tightened the cap until it popped on. I didn’t try. I applied the labels to the bottles. Later in the week, I saw it for sale in the butcher shop in Biot.
Friday we had a meeting at 8.15 with M., Mme, Michel, Karim, James et Bruno to place the new trough for the donkeys and look at the new garden. It lasted two hours. After that it rained incessantly the rest of the day. I managed to take some cuttings of the Brugmansia I later chopped down. I started clearing an area due to be replanted in the last stage of the new garden. Later, Sarah-Jane and I treated ourselves to another pizza because it is rumoured that we will be back in confinement either next week of the following.
This week I heard something scurry across my ceiling, in the attic, I’m guessing squirl, it sounds huge. Also I asked if I could have screens put on my windows before the summer and mosquito season. Unfortunately, the screen guy has Covid at the moment, so our meeting was cancelled. I also occasionally hear a strange knocking noise, that I haven’t been able to figure out where it’s coming from; perhaps my house is haunted.
Saturday I did chores around the house and met up with Mandy and Barbara in the late afternoon. Barbara is from Marin County. We enjoyed getting to know each other and she has a bit of work she’d like me to do around her garden. Sarah-Jane treated me to an outstanding dinner of barbecued ribs, corn on the cob, baked potato and coleslaw.
Sunday morning I started with my daily French lesson. I am finally back in the routine of doing a bit of French every night. It’s taken eight weeks. It’s hard to believe I’ve been in France now two months. It also means my CDI contract is now permanent. I’m hoping my Carte Vitale arrives just after my third month anniversary, when it should appear.

On 22 October 2008, the UK Government won an appeal to the House of Lords regarding the royal prerogative used to continue excluding the Chagossians from their homeland.[23][24]
According to a WikiLeaks disclosure document,[25] in a calculated move in 2009 to prevent Chagossians returning to their homeland, the UK proposed that the BIOT become a "marine reserve" with the aim of preventing the former inhabitants from returning to the islands. The summary of the diplomatic cable is as follows:
HMG would like to establish a "marine park" or "reserve" providing comprehensive environmental protection to the reefs and waters of the British Indian Ocean Territory (BIOT), a senior Foreign and Commonwealth Office (FCO) official informed Polcouns on 12 May. The official insisted that the establishment of a marine park – the world's largest – would in no way impinge on USG use of the BIOT, including Diego Garcia, for military purposes. He agreed that the UK and U.S. should carefully negotiate the details of the marine reserve to assure that U.S. interests were safeguarded and the strategic value of BIOT was upheld. He said that the BIOT's former inhabitants would find it difficult, if not impossible, to pursue their claim for resettlement on the islands if the entire Chagos Archipelago were a marine reserve.
The UK Government established a marine reserve in April 2010, to mixed reactions from Chagossians. While the UK Foreign and Commonwealth Office claimed that it was an environmental move as well as a necessary move to improve the coral populations off east Africa, and therefore sub-Saharan marine supplies, some Chagossians claimed that the reserve would prevent any resettlement due to the inability to fish in protected areas. The Chagossian UK-based Diego Garcian Society stated that it welcomed the marine reserve, noting that it was in the interest of Chagossians to have the area protected while they were exiled and that it could be renegotiated upon resettlement. The Foreign Office claimed the reserve was made "without prejudice to the outcome of proceedings before the European Court of Human Rights".[26] (That court's 2012 decision was not in favour of the Islanders anyway.)[27]
On 1 December 2010, a leaked US Embassy London diplomatic cable exposed British and US communications in creating the marine nature reserve. The cable relays exchanges between US political counsellor Richard Mills and British Foreign and Commonwealth Office official Colin Roberts, in which Roberts "asserted that establishing a marine park would, in effect, put paid to resettlement claims of the archipelago's former residents."[28] Richard Mills concludes: "Establishing a marine reserve might, indeed, as the FCO's Roberts stated, be the most effective long-term way to prevent any of the Chagos Islands' former inhabitants or their descendants from resettling in the BIOT."[28] The cable (reference ID "09LONDON1156") was classified as confidential and "no foreigners", and leaked as part of the Cablegate cache."
"In October 2021, 89 Sri Lankan Tamils, including 20 children, who were traveling from India to Canada in a vessel which ran into distress, were intercepted and escorted to Diego Garcia by the British military. After more than seven months without a resolution to their situation on the island, 42 of them started a hunger strike. London solicitors for 81 of them say they have been given no information about how they may claim international protection or how long they will be kept on Diego Garcia.[61]
On 10 April 2022, a further 30 asylum seekers rescued from a second vessel joined the 89 Sri Lankans, who are being kept in a tented fenced-in camp.[62][63] Britain has not extended many humanitarian treaties to the unpopulated islands, including the 1951 Refugee Convention and the International Covenant on Civil and Political Rights, which makes the legal situation difficult.[64]"

"Support for nuclear-capable military platforms is a key function of Diego Garcia. The remote base regularly hosts US nuclear-powered cruise missile submarines (SSGNs) and submarine tender ships. Elements of America’s airborne leg of its nuclear triad also frequent the Indian Ocean atoll – including B-2 nuclear-capable heavy bombers. Under agreements between the UK and US for access to Diego Garcia, transferring nuclear-tipped missiles to and from the island is considered normal. The extent to which nuclear weapons are stored and stockpiled on Diego Garcia is unclear."
"In the 1950s the British Colonial Office described the people of the islands as living ‘in surroundings of wonderful natural beauty and in conditions most tranquil and benign’.
In 1966 all this changed. Although the other islands in the British Indian Ocean Territories were granted independence, Diego Garcia was not included. Instead it was leased to the US as a military base. The Ilois were evacuated and transported to Mauritius where they were left to live – and die – in the slums of Port Louis without food, money, housing or compensation. Most suffered severely, including some who died of hunger. Today Diego Garcia is the largest US military base in the Indian Ocean and the Ilois are not allowed to return – either to live or visit."

Le site représente une fenêtre paléobiologique de grande importance pour la science.
