"A young entrepreneur is using 3D printers to create cheap school campuses in rural Madagascar.
It takes just $40,000 and 18 hours to build a “Thinking Hut,” as they’re called, and founder of the project Maggie Grout is aiming to get the cost even lower before handing the reins over to local professionals.
GNN previously reported on Maggie Grout’s idea in 2021 during the pandemic. It was then that she and a San Francisco architect came up with the idea of making them honeycomb-shaped so that additional modules could be added seamlessly.
And indeed, the first completed campus is called the “Honeycomb.”
Madagascar is one of the most challenging places in Africa to develop, but also the most opportune owing to a lack of any armed conflicts and a government welcoming of foreign workers.
But extreme poverty, lack of infrastructure, terrible roads, and a delicate, priceless natural ecosystem all pose challenges to anyone seeking to implement large-scale development projects.
Instead, Grout brought her 3D printers over in a single shipping container and has now printed a school in the town of Fianarantsoa, a city in south-central Madagascar with 200,000 people.
“From that first project, I really learned how to streamline the logistics,” Grout told Fast Company. “I learned how to put together the supply chain when there’s not a lot of locally available materials. And then I learned how to work in harmony with the local people.”
Local people are the key—lack of institutional presence in rural areas means that almost any economic activity has a foundation built on years of trust between community individuals. When foreigners come in, building trust is often the biggest challenge to getting a project off the ground in Madagascar.
However, from the onset, Grout said she wanted to rely on the locals as much as possible. During the first project, she learned how to best manage a team of cross-cultural partners. She used local people to install traditional windows and doors, and worked with the Madagascar Ministry of Education to bring in teachers.
“We do think through the holistic collateral impacts of what we’re doing,” Grout says. “We’re really just aiming to be a stepping stone for [the community] to be successful on their own… We don’t want them to be dependent on us.”
Her long-term goal is to establish Thinking Huts in many different countries."

one end is one empire: monogamy in the nine houses
in Harrow The Ninth we are told the origins of lyctorhood lie in research conducted by john's disciples in the hopes of establishing how best to serve alongside their lord without needing him to confer immortality—those who became the first adepts and first cavaliers, then the first lyctors. we know that ultimately the design of lyctorhood was, in reality, a way for john to ensure his loved ones would be something he could touch, for them to become his hands and his fingers. the disciples' collective legacy lived on in two ways: the fruits of the lyctoral process, his saints, and the institution of the cavalier-necromancer bond throughout the nine houses.
as we see specifically highlighted in A Sermon on Cavaliers and Necromancers, this bond is a cultural fixture of house society and is emphasised not only as “one flesh, one end” but also as the essential equation of “the one binds to the other”; the sanctity of this bond lies in the framing of the two as being complementary halves, necromancer and cavalier forming one, and this sanctity being threatened by the disruption of the essential equation of one necromancer and one cavalier. a single cavalier paired with multiple adepts is placed under the logistical burden of supplying thanergy to, and protecting, multiple individuals whilst an abundance of cavaliers would leave the necromancer ill-equipped to perform necromantic feats that require intimate understanding of another's thanergy. the complementary difference of each is also their undoing as individuals: the necromancer's art is impossible without a swordswoman, and they are rejected by thalergy planets, while a lone cavalier without the care or craft of an adept is vulnerable “amid the bullet-filled barbarism of other planets”.
the bond is characterised as a joining of complementary halves, a union of the two incomplete to form a whole one. its nature is defind by each using “one flesh, one end” as a maxim for their passion for each other; the other is their ideal and their completeness. it is said to be the underpinning of house society—without the acknowledgement of the cavalier and necromancer's duties to each other, the sanctity of one binding to the other being upheld, and the continued reproduction of the bond the houses will fail in their mission to uphold the values of the god who became man and man who became god.
“Those who hold the sword must hold it for the necromancer. Those who were born with thanergetic nervous systems ply their art only by the grace of the sword. The necromancer is weak, and the sword is strong. The sword is weak, and the necromancer is strong. lyctorhood: the marriage of flesh and spirit
though it is made clear throughout the series that literal marriage of the two is considered to be taboo, grotesque and even traitorous to the ideals of the necrolord prime—in harrow the ninth, it is explicitly said that there are many strictures against a necromancer marrying their own cavalier—the bond between the necromancer and cavalier itself is an overt parallel to the christian concept of marriage: it is the joining of two incomplete, complementary halves to become one flesh in the name of god. house society is divided into adepts and non-adepts: those who bear necromantic characteristics that make them resemble the emperor, and those who do not, but can join with those that do and become as one flesh—one in his image, and one who can join with those that resemble him.
despite their supposed nature as complementary halves, incomplete as individuals, it is also made clear that the taboo against marriage and romantic entanglement is one born out of the necessity of keeping the bond a meeting of complementary forces united in the name of god rather than a codependent loss of self. the erasure of the difference between them violates the sanctity of their bond, diminishes each before society and god: the two are united as one flesh, but must remain unfused and defined as halves. the joining of necromancer and cavalier is one that necessitates their continued division.
She didn’t have to tell me in so many words what we both knew, that the relationship between cavalier and necromancer could so easily curdle into codependency . . . a loss of self on both sides. An obsessive fusion of halves, not two complementary forces. —Tamsyn Muir, As Yet Unsent
the reality of this, of course, is that the loss of self on both sides is an unequal one: the adept resembles john where her swordswoman doesn't, is the one to serve as her house's heir as opposed to the heir's bodyguard and representative in duels. the eighth—illustrated as the most devout and orthodox of the houses—is the one that best illustrates this imbalance through their use of soul siphoning, a temporary displacement of the cavaliers soul for the deriving of power through the ensuing void. the difference between necromancer and cavalier is their strength, and to forget it is to become diminished, their complementary forces lost to obsessive fusion.
the cavalier's role in the lyctoral model is to be consumed, to become the furnace of their necromancer's lyctorhood. the body of a cavalier is a means to an end, the swordhand that is discarded once a necromancer can take up the weapon in their own, and their soul is a source of perpetual thanergy and a securement of legacy, immortality. a cavalier is trained to follow a half-step behind and wait upon their adept, to die for them if needs must, and is conditioned to accept that their duty is a sacrificial one. the cavalier facilitates the art and legacy of the adept; the adept is born into the art, and the cavalier is born into service in the name of that art.
the necromancer's role in the lyctoral model is to consume, to ply the art with the aid of their cavalier and to burn the cavalier to fuel the formation of their legacy, a literal immortality of self. their necromantic characteristics are seen to make them more like the emperor, as per A Sermon on Necromancers and Cavaliers, and drives expectant parents to concern themselves with ensuring that their children are born on a thanergetic planet or in proximity to thanergetic grave dirt. each house is ruled by a necromantic scion. the equality of cavalier and necromancer may be spoken of at length, but the supremacy of the necromancer in society is clear; the adept knows the art, is closer to god, due to being born with a gift only found on thanergetic worlds, the emperor's dominion. it is the necromancer who becomes the lyctor, and the cavalier who serves as their furnace.
you cannot separate the concept of lyctorhood from john and alecto, nor the concept of necromancer and cavalier—both concepts originated with john and alecto. in fact, lyctorhood was conceived as an emulation of their bond: “You let us think we’d cracked it [...] You had already done it yourself. But you had done it perfectly!!” “Then, when the disciples come to you and say the word Lyctor, she does not understand that they want the thing you did to her—she watches as you watch … watch them misunderstand the process.”
when john created alecto—his cavalier, the first cavalier—he ate soil, wrenched a rib from his own body, and conjured a labyrinthe to house her in: partook in her flesh and imprisoned her in a body composed of a comminglement of hers and his, hid him in her and her in him. a marriage of flesh and spirit. similarly, the petty lysis we are familiar with requires the literal consumption of the cavalier's flesh and the integration of their soul with the necromancer.

those who hold the sword must hold it for the necromancer, just as the necromancer can only ply the art by the grace of the sword; a lyctor, a necromancer, can hold the sword for themselves, and ply the art by their own grace. a grace in the image of god.
john's saints invented the process that allowed them to go on to wield the sword and bring themselves closer to his image, but that process required the lives of their cavaliers. john ensured that it did. the echoes of this manipulation are what went on to form the basis for the necromancer-cavalier bond that permeates house society, and shaped the empire; just as he coerced his loved ones into becoming his fists and gestures, john instituted a societal binary composed of people in his image (necromancers) and a people who can live and die to serve them (cavaliers).
“But from the very beginning of creation, ‘God made them male and female. ‘That is why a man leaves his father and mother and is joined to his wife and the two become one flesh.’ And so they are no longer two but one flesh. the monogamous implication of one end
as we have explored, the bond of necromancer and cavalier is one modelled on that of the lyctors, itself modelled on that of john and alecto, and serves the twofold purpose of compensating for the physical infirmity of the necromancer and facilitating lyctorhood—the cavalier's duties are that of bodily service and sacrifice. it is a joining of complementary halves, inadequate in their individuality, the necromancer who resembles john and the cavalier who serves them and dies for them; it is defined by an essential equation, the one binding to the other—one flesh, one end, one empire.
in this way, it is a union that parallels the christian marriage in a number of respects: it is founded on the belief in an oppositional delineation of peoples into two immutable categories, benefits one of these to the detriment of the other in accordance with the will of god—specifically the category said to resemble him most closely, ensures that the beneficiary's legacy may continue through their union and the bodily labour of the other, and the arrangement is thought to be foundational to and uphold the godliness of the society. to sour the sanctity of marriage, of cavaliership, is to betray the ideals of god; the pursuit of true equality contradicts his design and is limited by societal strictures. their union is to each other, but they must not be codependent, must remain aligned with their roles, and must serve their emperor faithfully—to forget their difference and their roles is to diminish themselves.

the exploitative nature of christian monogamous marriage, its role in ensuring the supremacy of the man, how it ensures the propagation of his legacy, marriage's contribution to the maintenance of other social institutions such as the nuclear family, and the institution's legacy of socially coercive mononormativity are all literalised by lyctorhood throughout the series. the necromancer is male and cavalier female, both in the societal sense and in the biblical sense, and this dynamic is made clearest by how lyctorhood is perfectly emblematic of patriarchal monogamy, a social arrangement that benefits the necromancer and wholly subsumes the cavalier.

gideon, camilla, and naberius all demonstrate how the cavalier is pushed to sacrifice and conditioned to accept the supremacy of their necromancer while their respective necromancers showcase how the necromancer is bred and coerced into accepting the expendability of their cavalier. gideon justifies her own suicide, camilla pleads with pyrrha to lie to palamedes about how their incomplete lysis is steadily killing her, and naberius is murdered by his own necromancer; ianthe justifies the murder of her own cavalier from birth as an acceptable payment made with the life of a man born to die for her ambitions, palamedes is forced to pursue a 'truer' form of lyctorhood in the hopes of preserving camilla, and harrowhark's refusal to accept gideon's life results in her own incomplete lysis that is reponded to via corrective violence performed by g1deon at the behest of john.
the violence we see play out throughout the series overtly demonstrates the way societally enforced monogamy can foster and justify abusive dynamics, extreme levels of codependence, and corrective violence in response to abnormality. simultaneously, we see how the conditions necessary for normalising the necromancer-cavalier within society are, at their core, eerily familar systems of oppression and the construction of false homogenities such as monogamy itself;¹ the continued reproduction on the bond, like so many false homogenities, is reliant on societally instituted exploitation, coercion, and corrective violence that will hit close to home for a queer audience.
the union of necromancer and cavalier is descended from lyctorhood and is akin to marriage in a mononormative society, while lyctorhood itself represents the very height of how christian marriage functions to reify male supremacy and it and the ideals that reinforce it (delineation of the population into two supposedly indelibly distinct, complementary, oppositional groups that are coerced into the formation of supposedly equal unions that favour one that is a beneficiary of widespread societal privilege) aid in the maintenace of patriarchy and the reproduction of normative arrangements that contribute to the continued existence of the systems individuals live under. cavaliership maintains necromancer supremacy just as christian ideas of monogamy and marriage maintain male supremacy. john gaius' post-resurrection reconstruction of christianity does not stop at imagery and terminology: he has recreated a distinctly christian take on patriarchy and monogamy, based on thanergetic nervous systems instead of sex.

those born on the houses think themselves to be fundamentally different to those born outside them; within house society necromancers reign supreme, and cavaliers' status is married to that of their necromancer's. the prejudice we see directed toward zombies and wizards is onscreen and blatant, horrific at times, but justified by the nine houses being known for their imperialism and brutal tactics. the discrimination toward those who lay outside the houses is much less overt, but nonetheless felt. we know from the beginning of Gideon the Ninth that the empire has enemies yet they are not characterised, humanised, or acknowledged in much capacity—and this remains consistent throughout the series until Nona the Ninth.
it is here we see, in detail, the treatment of non-house citizens: frequent planetary resettlement, bombarding, brutal violence that churns out waves of traumatised refugees, and a complete lack of acknowledgement of their plights. they are beneath notice. we do not see them until we, the readers, are placed on the ground of one such occupied planet and privy to ianthe's boredom as she rattles off a laundry list of horrific implications regarding how any individual or group who violates these conditions renders the entire agreement null and void, and the population will consequently represent a legal entity that has damaged property, acted unlawfully, committed or been accessory to murder, and performed a coup.
the people born outside the empire are subject to continual mass punishment for being born on thalergy planets, for being the descendants of those who turned their back on earth, for resisting resettlement and occupation, for the crime of their existence. they are cattle, to be herded and exterminated with little fanfare. they are fundamentally different to those born on thanergetic planets; the necromancy-cavalier binary is what separates house citizens from animals.

john is a queer indigenous man who has created a neochristofascist empire, locked in a state of perpetual warfare and expansion, that is geared toward the mobilisation of violence against a population in diaspora, in the name of vengeance for an indelible sin committed by their ancestors. those within this empire differentiate themselves from the barbaric people their society subjects to constant displacing violence via a belief in their closeness to god, a closeness based on their position in a social arrangement that closely adheres to christian patriarchy and mononormativity. he has implemented the kind of violence wielded against indigenous people the world over throughout history in the name of punishment; john has taken up the tools of christian hegemony to oppress the descendants of the trillionaires.
the root of the problem with the nine houses is that it is an empire with concentrated theocratic power fueled by exploitation, and that theocratic power is explicitly modelled on christianity and the patriarchy that implies. cavaliership is one such example of where that leads. john's aims may have been supposedly noble, but the material results of his actions are the recreation of the same systems of oppression that have been used against those like him for all of history, and the ones we chafe under even now. nobody with truly noble aims and a firm stance against oppression would take up the exact oppressive systems he was subject to and turn them against another; is vengeance a truly noble cause when it hinges on the same oppressions that led to the conditions of the inciting incident?
similarly, we see the ways these false homogenities are indeed false: the enactor of corrective violence—g1deon—is himself an incomplete lyctor and was romantically entangled with both wake and pyrrha; john could be similarly said to be a subversion of this monogamy, but i would argue his case is instead an illustration of male/necromancer supremacy—his affairs with his saints come after he uses his power over alecto, gained through their ur-necromancer/cavalier bond, to 'put away his wife' in the name of maintaining the approval of his lyctors. i can't really elaborate on this anymore beyond recommending @familyabolisher's analysis of how the multiplicity of cavalierhood as a subject position casts the spectre of potential incest where Kiriona and Alecto are concerned as it is very much in the same vein as this

So! NerdyKeppie is working on a test program to permit exchanges of our clothing for size/fit purposes. This will be a little long, so bear with me.
As most of you know, our clothing is produced to order. This approach is part of what permits us to offer most of our patterns in over a dozen different flags as a matter of course (currently: Ace, Aro, Bear, Bi, Genderfluid, Genderqueer, Gilbert Baker/8-Stripe, Lesbian, MLM/Gay Men, Non-Binary, Pan, Progress, Rainbow, Trans). If we had to carry stock, we would have to restrict ourselves to The Big Flags, simply as a matter of practicality. So, as long as we've been in operation, we haven't been able to offer exchanges as a matter of practicality. We had nowhere to store the returned items, and we didn't carry stock or have the ability to sell those returns.
But on the other side of practicality is the reality of shopping on the internet. While we do our best to provide sizing charts and good images, shopping online has a certain amount of risk to it, and that risk centers a lot on whether or not something fits.
We are looking at instituting the following change to our return/exchange policy:
Customer's first item exchange: NerdyKeppie pays return postage on your first item exchanged, and we'll file the replacement order with our manufacturer as soon as the exchange is confirmed. You must still return the item & may be charged if it isn't returned in resaleable condition. Exchanges must be requested within 15 calendar days of item delivery.
Customer's subsequent exchanges: On subsequent items, the customer pays the return postage to NerdyKeppie, and the replacement order will be filed when the item is received in resaleable condition. Exchanges must be requested within 15 calendar days of item delivery.
1. What happens if NK gets the item back and it isn't in resaleable condition (odor, stains/wear, shoes worn outside)?
You can pay to get it back from us if you'd like, but we can't exchange what you didn't return to us in good condition. If this is your first return, and we've already shipped your replacement, you may be liable for the cost of the 2nd item.

Major Players in the War Against the Firmament
The Republic of Stauros
The Republic of Stauros is a global superpower that controls the Americas and much of eastern and southern Africa, its imperialist agenda funded by the exploitation of abundant natural resources. This influx of resources means that they have been able to rapidly advance technology, particularly in bio-science, engineering, and materials science fields, and their advanced technology in turn makes for political capital with which they can bully nations into being subsumed by the Republic.
Stauros is a meritocratic oligarchy with republican structures, and presents itself as being a place where the best can rise to the top. It is centrally governed in its capital of Etorios, by a council of (what were originally) six departments that oversee facets of government such as treasury, military, agriculture, etc. These department heads are chosen from among a democratically elected parliament that makes up the upper levels of each department by the previous council. In short, the system rejects change very stubbornly as those who are eligible to lead have been entrenched in the system for a very long time. This entrenchment means that the Republic, while founded on progressive ideals, has now fully embraced the authoritarian streak that has haunted it since its inception.
Most prominent in Stauros's war against the Firmament is the ExoCorps, the executive arm of the Department of the Exterior. The Dept of the Exterior was created in order to protect Stauros's offplanet interests, however in the decades since they have come to rival the power of the Dept of Military, even surpassing it in many instances. The most notable example of this power imbalance is in the ExoCorps' development of Synaptic Transfer technology and the resulting Janissary program.
The Sophic Church
The Sophic Church originated as part of the Third Awakening, a reactionary revival in religiosity coupled with anti-Christian sentiment and strong undercurrents of paranoia brought about by a sharp rise in conspiratorial thought. What were several grassroots Gnostic revival movements came together to form a single ecclesiastical society, united in their desire to dismantle current institutions and build something new. These movements, originally different sects, syncretized their beliefs, though after several decades of transformation, their doctrine has evolved into a largely ahistorical conflation of Valentinianism and Sethianism alongside some entirely new ideas.
The Sophic Church played a key role in the formation of the Republic and rose alongside it, shaping it in the process, and as a result, within Stauros there is a strong presumption that most residents of the Republic are a part of the church.
Naturally, due to this relationship the Church has amassed a large amount of wealth and influence, and has invested this wealth into a number of corporate assets. The most prominent among these is Ascension, a corporation with child companies for mining, manufacturing, logistics, pharmaceuticals, and many other industries.
As a result, the Sophic Church has control over a substantial amount of the economy not just of Stauros, but the rest of the world as well.
The Stereomatos
In 2068, Olympia, Stauros's first permanent Martian research base, collapsed due to mismanagement. Due to the nature of the Stauros Dept of Research's control over the research base, while researchers lived permanent lives on base and even raised families there, leadership was not only appointed from a bureaucracy located on Earth, but also frequently rotated. As a result, most Directors of Operations viewed the position only as a temporary station, and ultimately failed to carry out their duties.
This culminated in 2067, when a failure in the water system caused dozens of people to become ill and 14 deaths. Civil unrest had already started to stir, but now was in full swing.
A nearby ExoCorps detachment was then stationed inside the colony to dissuade uprising, but the additional strain on resources that they caused served only to exacerbate discontentment. Before any violence broke out, the base was declared no longer fit for human habitation and disbanded, its residents either returned to earth or stationed in other colonies. The base was leveled shortly thereafter.
A mere two years later, Synesia was founded on Olympia's ruins. Synesia was intended to serve as a colony and an experiment in autonomous government, as well as a center for Stauros' civic operations offplanet. This quickly expanded into a semi-autonomous satellite state, granted nominal independence by Stauros in return for serving as the governing body for bases and offplanet stations too large and too distant from Earth in order to be effectively managed by a planetary bureaucracy.
In practice, the Stereomatos is a puppet state. Most of its leadership is either beholden or sympathetic to Stauros, and lives under constant threat of dismantlement. Stauros maintains exclusive trading rights with the Stereomatos, and uses the leverage of their monopoly on space infrastructure as means of controlling the nation.
The Firmament
The Firmament is a revolutionary movement across the Stereomatos with the ultimate goal of eliminating Stauros control over space.
The movement is comprised of several cells across both inner sphere and outer sphere colonies and stations, which frequently work together to improve the living conditions of Stereomatos citizens, smuggle goods and resources across planetary boundaries, and wage asymmetric warfare against Stauros.
The Firmament's immediate strategy is to hold Stauros at resource-point through piracy and targeted attacks on military installations so that they'll agree to several key conditions:
The right to self-govern independent of Stauros control, including reforming the government from a parliamentary republic into a syndical state.
Better access to tertiary industry, including the means to utilize synaptic transfer tech
Access to Stauros trade networks in order to carry out trade with other nations with minimal interference
The Stereomatos as a whole may be generally divided in their opinion on the Firmament's methods, however it is an unspoken rule to side with them whenever possible, because the Firmament represents hope for a freer future and an end to overcrowding and military police actions. Even those ideologically opposed tend to avoid speaking out, because the members of the Firmament are ultimately members of their community. A number of Stereomatos politicians have direct connections to Firmament leadership, and work to achieve the movement's aims through diplomatic means.
On Earth, however, the opinion is generally much more divided. Typically the details of their actions are largely reduced to the effect that they've had on Stauros, and are branded terrorists due to civilian casualties from their attacks. Within Stauros, media is sufficiently skewed that those who are aware of them despise them. Outside of Stauros, the Stereomatos is shown more sympathy, and even those who skew more conservative are open to the idea of free trade with the Stereomatos.
Federated Oceania
As climate change ravaged the global south, Aotearoa (formerly New Zealand) successfully pushed back the encroaching ocean with a sea wall, reclaiming additional land in the process. Having secured their new position as a safe haven for climate refugees, they pushed Australia into adopting a similar strategy. As a means of allowing displaced people to retain their sovereignty as well as protect against the threat of a subjugation-hungry Stauros on the horizon, the bloc of Federated Oceania was formed.
With a vested interest in environmental sciences and sustainable energy, Oceania rose to prominence by implementing the first viable fusion reactor and selling off excess energy from successive plants. This paved the way to further successes until it became the non-Stauros leader in technology on a global stage, and served as the first country to challenge Stauros's self-proclaimed "monopoly on space".
As a staunch rival of Stauros, Oceania is one of the few terrestrial nations to openly provide support the Firmament.
The Archon Program
The disappearance of the Caesarea is a mainstay of conspiracy circles system-wide. From independent blogs hosted on the clearnet to chatrooms on planetside LITEs to forums and message boards maintained on Firmnet servers in the belt, no hushed whisper passes through the internet's lips without mentioning its name, and the Caesarea is rarely mentioned without the words "Archon program" in its wake.
However, there is little consensus on what those words mean.
They say that Archon Program is run by the Dept of the Exterior— no, by the Sophic Church— no, it's the secret Dept of Suppression— as a psyop— actually, it's in order to crush unions (the IPU has NEVER been able to touch Ascension)— no, to serve as a counter to the Firmament's dark matter bomb— and eventually, to dominate the world— utilizing heinous machines that are larger than any Cataphract, that bleed, that drive their enemies and pilots to madness.
When asked for proof, however, the stories converge. A would-be whistleblower from Ascension Aerospace, killed when lightning struck her complex as she was uploading the leak, severing the connection and her life at once. All that was uploaded was the first gigabyte of a single file, titled Archon Program, completely blank except for the image of an A with an ouroboros divided into seven pieces.
Nothing more is known by the public.

The deployment of 10,000 or so North Korean troops to Russia marks a sharp escalation and internationalization of Europe’s biggest war in generations, with potential impacts on the battlefield, in Europe, and in Northeast Asia. It’s an embarrassing comedown for Moscow, bad news for Ukraine, and a very scary development for South Korea and the rest of the world.
Pyongyang has been underwriting Russia’s war in Ukraine for years by supplying literal boatloads of artillery shells. Injecting actual combat troops into the war at a critical time not only ratchets up the pressure on a war-weary and manpower-weak Ukraine, it also deepens the bonds and implications of the four-month-old Russia-North Korea mutual defense pact.
Last week, reports started circulating about North Korean troops being dispatched to Russia. Within days, the reports were confirmed by Ukrainian President Volodymyr Zelensky and by South Korean intelligence, which said about four brigades of North Korean special forces have been dispatched to Russia for training and acclimatization. On Wednesday, the United States joined the fray after U.S. Defense Secretary Lloyd Austin confirmed the North Korean deployment to Russia, though he confessed he couldn’t quite understand the point of it all.
He’s not alone. Indeed, all of this raises several important questions. Below is our best attempt to answer them.
Russia loses something like 1,000 troops a day in Ukraine. What good are 10,000 fresh troops? And when was the last time North Korean troops were even in combat?
It’s true that Russia has had high casualty rates from its war in Ukraine, with some of its bloodiest days occurring this month. But the North Korean troops, unlike Russian conscripts and convicts, might not just be cannon fodder.
South Korean intelligence flagged the deployed units as special forces, apparently part of North Korea’s XI Corps, a 200,000-person, 18-brigade strong spearhead of the North Korean army that is actually well-fed, well-trained, uber-indoctrinated, and especially gifted at infiltration operations. They might have trouble with modern warfare and the Russian language, but if North Korea’s mass army has quality units, these are it.
“These units pose a significant threat in both offensive and defensive operations,” said a South Korean defense analyst who requested anonymity to discuss North Korean capabilities.
But they will have Russian weapons, Russian logistics, and Russian support, and they will be fighting alongside Russians. How could this injection shore up a war that half a million Russians haven’t been able to?
Location, location, location. Indications are that the Russians could use North Korean reinforcements to finish off the Ukrainian incursion into Russian territory around Kursk, with possible front-line deployment as early as November.
Their potential use in Kursk is important in two respects. First, politically, it fits neatly inside the terms of the June mutual defense agreement between Moscow and Pyongyang, in which either side can help the other repel armed aggression on their territory. Second, in a historical rhyme, this year of the war has seen Kursk take on outsized importance. To the extent Russia can tip the balance around Kursk with fresh, relatively high-quality troops, it can redeploy its own forces to reinforce success further south, where it is close to cracking Ukrainian defenses in Donetsk, potentially opening the door to big gains onward toward Zaporizhzhia and Dnipro.
With the balance of forces around Kursk already tilting slowly against Ukraine, “10,000 or so troops who are willing to fight could make a difference,” said Rob Lee, a senior fellow in the Foreign Policy Research Institute’s Eurasia program. Any Ukrainian response would mean weakening that southern front, essentially turning the small North Korean deployment into a force multiplier for Moscow’s own beleaguered forces.
So Ukraine is not thrilled by this development?
Not at all. Ukraine’s head of military intelligence frets that the combination of North Korean munitions now backed by North Korean troops amounts to an undeclared world war. Zelensky, while not entirely clear on the number or composition of North Korean troops, is sure they are a threat that Ukraine’s Western partners must counter. Ukraine, which had no shortage of volunteers for the war in its early days, now sees manpower even more than materiel as perhaps its biggest challenge.
The limited good news for Kyiv is that the European Union will lend it up to 35 billion euros ($37 million), backed by interest from frozen Russian assets. The bad news is that the continuing Hungarian veto over making EU sanctions on Russia permanent, rather than requiring regular and contentious renewal, essentially prevents the United States from joining the bailout effort and ramping up financial assistance to Ukraine even further.
Meanwhile, Zelensky’s “victory plan,” which calls for more support, fewer Western restrictions on fighting Russia, and an actual path to NATO membership, was met with apathy in Western capitals, especially Washington. More battlefield reversals are the last thing Kyiv needs right now.
What does North Korea get out of this? They were already getting goodies just for sending artillery shells.
Yes, but the dispatch of actual troops is a sea-change in the nature of the defense relationship between the two countries. In addition to a possible flood of casualties, North Korea will likely get even more Russian assistance, a newfound place on the global stage, some much-needed firsthand combat experience in modern war, and perhaps even a free hand to make even more mischief on the Korean Peninsula.
“Sending weapons is one thing, but sending your own men is another level of investment and commitment. It’s a bigger investment, so a bigger return is expected,” said Rachel Lee, an expert on North Korea at the Stimson Center. “I find it hard to believe that Kim [Jong Un] would send troops without a down payment,” especially with the possibility of a new U.S. president aiming to end the war on any terms, and thus end North Korea’s temporary Russian gravy train.
The South Korean defense analyst said the short-term dividends for Kim would include a baptism in modern warfare, especially in the use of drones for offensive and defensive purposes. (North Korean troops are already getting drone training while still in Russia’s far east.) They said that North Korea could benefit from helping in Russia’s war much the same way South Korea modernized its armed forces after aiding the United States in Vietnam.
And if Kim felt emboldened by his new Russian partnership and a debt of a few million artillery shells, North Korea’s escalating involvement will only likely empower Kim further to take an even more aggressive line in and around Korea, Rachel Lee said.
“Kim has increased leverage over Putin, so he would have more reason to count on Russia now if and when needed,” she said. Instead of just worrying about Chinese involvement, “if there is a contingency situation on the Korean peninsula, we will now have to think about an increased Russian presence.”
So the ultimate impact of the North Korean troops in Russia could be felt across the world?
That’s the fear. South Korea has already intensified contacts and information-sharing with NATO; NATO Secretary General Mark Rutte said on Monday that North Korean troops would be a “significant escalation” and highlighted the greater diplomatic and defense talks with South Korea.
South Korea, which demanded the North Korean troops leave Russia, has already broached the idea of moving from shipping nonlethal aid to Ukraine to shipping arms, which would mark its own escalation into a war half a world away. Seoul is also reportedly mulling the dispatch of interpreters to help Ukraine interrogate any North Korean prisoners, potentially turning Kursk into a Korean proxy war. Couple that with a newly battle-hardened North Korean cadre, or at least the remnants that come home, and what looks today like a desperate move to fill Russian ranks could end up becoming something much more troubling.
“If North Korea deploys actual combat forces [to Russia], this could lead to changes in the military balance on the Korean Peninsula in both the short and the long term,” said the South Korean analyst.
