[...] Across the media, reporting on the workers’ deaths plays into every good immigrant trope that exists. The men were “generous,” “humble,” “hard working,” and died doing a job Americans “do not want to do.” These are well-meaning efforts to elicit empathy for immigrant workers in a country that usually has none. When migrant workers die on U.S. job sites, they transform into “heroes.” Never mind that in life, they are subject to anti-immigrant laws that make it impossible to adjust their status, xenophobic rhetoric at the highest levels of government, and narratives that somehow paint them as both a drain on the economy and in the country to steal American jobs. In Baltimore, these men had no safety net—literally. Across the U.S., undocumented and other migrant workers are forced to earn a precarious living—funneled into dangerous jobs because their immigration status limits their options to industries where they can work under the table, use a false identity, or contract with predatory staffing agencies that can skirt unjust immigration employment laws. Despite having rights as workers, our undocumented “heroes” are denied workers’ compensation, Social Security, and unemployment, forcing them to remain in dangerous jobs—even when they are elderly. In fact, across the nation’s most dangerous industries—including forestry, construction, and agriculture—Latino immigrants account for disproportionate percentages of the labor force.

John Edward Jacob (December 16, 1934) was born in Trout, Louisiana) is a civil rights leader. He served as the president of the National Urban League (1982-94).
He received his BA and MA from Howard University and was a social worker in Baltimore before joining the Urban League. He became director of education and youth incentives at the DC chapter. He served as president and executive director of the San Diego Urban League. In 1979 he became executive vice president of the national office.
He fought cutbacks in federal social programs and the weakening of civil rights enforcement under the Reagan Administration. He objected to the appointment of a conservative majority to the Civil Rights Commission that was hostile to the vigorous protection of civil rights, as well as the Justice Department’s prosecutions of other public agencies engaged in affirmative action.
He helped develop a plan for urban recovery similar to the 1947 Marshall Plan initiated to assist European nations after WWII. Aid was sought from the private sector to facilitate entry-level job training programs, and he proposed the League give direct assistance from its resources to poverty-stricken minorities and whites, including housing and job placement. He recommended the federal government institute full employment through substantial public works and job training programs, and along with other civil rights groups, supported economic pressure in the corporate world to develop markets and jobs for minorities.
The son of a Baptist minister, he was an adherent of self-help. He promoted SAT tutoring, comprehensive teenage pregnancy prevention, and a male responsibility program for fatherhood, to address issues contributing to the cycle of poverty in the African American community. He added voter registration, education, and drug control to the League’s agenda of priorities.

The action by the U.S. District Court for the Eastern District of Virginia follows an investigation of 1st Adult & Pediatrics Healthcare Services Inc. by the department’s Wage and Hour Division that found the company and its owners, Carolyn Bryant-Taylor and Kafomdi Josephine Okocha, willfully denied the affected workers overtime wages by paying them straight-time rates of pay for all hours worked, including hours over 40 in a workweek. Investigators also learned the employers did not keep required payroll records, a violation of the Fair Labor Standards Act. Despite the division’s findings, 1st Adult & Pediatrics Healthcare Services, Bryant-Taylor, and Okocha refused to pay the back wages and damages owed to the workers. In September 2022, the department’s Office of the Regional Solicitor filed suit to recover the monies owed. The court’s judgment required the employers to pay $834,782 in back wages and an equal amount in liquidated damages to the affected workers.
